Американские Советы по международному образованию АСПРЯЛ/АКСЕЛС объявляют о начале  программы JFDP (Junior Faculty Development Program) на 2013 г.

Программа JFDP  предоставляет  профессиональную стажировку для преподавателей вузов Кыргызстана в университетах США в течение 5 месяцев (январь-май 2013). Цели программы: разработка новых учебных курсов, совершенствование профессиональных навыков преподавания и расширение  теоретической базы  практики преподавания.

Требования для кандидатов: граждане Кыргызстана с педагогическим вузовским стажем  не менее 2 лет, преподаватели вузов, работающие на постоянной основе и владеющие знанием английского языка. Области специализации включают в себя 25 направлений в сфере социальных и гуманитарных наук.

2.       THE 2013-2014 FULBRIGHT FOREIGN STUDENT PROGRAM IN CENTRAL ASIA, US EMBASSY, BISHKEK, KYRGYZSTAN. DEADLINE: 5:00 PM ON JULY 15, 2012.

The State Department of the United States of America and the U.S. Embassy in Bishkek are pleased to announce the new competition for Fulbright Foreign Student Program in Central Asia for two-year master’s degrees beginning in academic year 2013-2014.

The Fulbright Foreign Student Program enables graduate students, young professionals, and artists from abroad to research and study in the United States for one year or longer. The Fulbright Visiting Student Program is open to Kyrgyz university graduates in the arts, engineering, natural sciences, humanities and social sciences. Medicine is not eligible for a Fulbright award.

Participants will be recruited through a merit-based, open competition and chosen based upon their leadership potential, academic excellence, maturity, ability to adjust successfully to life in the U.S., strong interest in engaging Americans, and potential to promote mutual understanding between the United States and Kyrgyzstan.

Program Requirements:

·          Applicants must be citizens or nationals of Kyrgyzstan or permanent residents qualified to hold a valid passport issued by the nominating country.

·          Applicants must have completed their undergraduate education and hold a degree equivalent to a U.S. Bachelor's degree by the start of the grant period.

·          Applicants holding a Master degree from U.S. university are not eligible to apply for this program.

·          Applicants should have a sufficient level of English to enable them to successfully complete full-time graduate study in the U.S. with a recent paper-based TOEFL score of 550 or higher or equivalent test (i.e. internet-based TOEFL (IBT) or computer-based TOEFL (CBT)).

·          Strong preference will be given to applicants who have not had extensive recent experience in the U.S.

·          An applicant who is currently in the U.S. is ineligible for a grant.

·          In order to be eligible for the program, applicants must currently reside in their country of citizenship.

·          An applicant’s financial need or status should not be a factor in the selection process.

Important: All grantees are expected to return to their home countries for at least two years at the conclusion of their grant in compliance with the J-visa requirements and to promote mutual understanding.

Program Provisions: 

All grantees receive tuition, a monthly stipend for up to 24 months, supplemental health and accident benefits, a book and equipment allowance, travel support, and the opportunity to attend Fulbright enrichment activities.

3.       FULBRIGHT FOREIGN LANGUAGE TEACHING ASSISTANTSHIPS (FLTA), US EMBASSY, BISHKEK, KYRGYZSTAN. DEADLINE: 5:00 PM ON JULY 15, 2012.

The FLTA program is open to current English teachers or students in their final year in an institution of higher education studying to be an English teacher.

This program allows Kyrgyz teachers of English (or students studying to be teachers) to gain teaching experience by teaching Kyrgyz language on U.S. university campuses up to 20 hours per week while taking two courses per semester. Fellows are also expected to interact with their host community in conversation groups and involved in extracurricular activities and community outreach projects. Upon completion of the program, the Fellows return home and teach English at the secondary and university level.

The FLTA program is a nine-month, non-degree program that provides young teachers of English an opportunity to refine their teaching skills, increase their English language proficiency and extend their knowledge of the society and culture of the United States, while teaching Kyrgyz language to U.S. students. FLTA participants also interact with their host communities in conversation groups, extracurricular activities, and community outreach projects.

FLTA teaching assistants are expected to teach their language/culture for up to 20 hours per week while taking two courses per semester. The grant is for one academic year and is non-renewable. The program is designed to have native language and cultural informants who are close in age to undergraduate students. Each institution assigns duties that will best meet the needs of their school's unique circumstances.

Participants will be recruited through a merit-based, open competition and chosen based upon their  leadership potential, academic excellence, maturity, ability to teach Kyrgyz language classes, adjust successfully to life in the U.S., strong interest in engaging Americans, and potential to promote mutual understanding between the United States and Kyrgyzstan.

Program Requirements:

·          Applicants must be citizens or nationals of Kyrgyzstan or permanent residents qualified to hold a valid passport issued by the nominating country;

·          Be no younger than 21 and no older than 29 at the time of application;

·          Applicants must have completed their undergraduate education and hold a degree equivalent to a U.S. Bachelor's degree by the start of the grant period;

·          Applicants must be teachers of English or be  training to become teachers of English; teaching experience is preferred;

·          Applicants must be able to teach KYRGYZ  in U.S. universities.

·          It is required that applicants have a strong command of the English language. All candidates invited to the second round of the competition will be required to take the iBT-TOEFL exam; the Fulbright program will pay for the test for all candidates.

·          Applicants must be creative and self-reliant team players, maintain excellent relationships with faculty, staff and students

·          Strong preference will be given to applicants who have little or no prior experience in the U.S.

Important: All grantees are expected to return to their home countries for at least two years at the conclusion of their grant in compliance with the J-visa requirements and to promote mutual understanding.

Candidates with U.S. citizenship or dual citizenship with the U.S. and another country cannot be included in this program.

Информация о проекте:

Совместный проект ООН «Продвижение добросовестного управления для достижения социальной справедливости» нацелен на закрепление реформ и практик добросовестного управления на всех уровнях государственного и муниципального управления, организаций гражданского общества и частного сектора для сокращения бедности, защиты прав человека и устойчивого человеческого развития. Основная задача проекта –повышение и обеспечение более справедливого доступа к государственным услугам и благам уязвимых групп в трех избранных группах общества в рамках социальной справедливости (детей, женщин и молодежи) за счет улучшения процессов управления на национальном и местном уровнях. Реализация этой задачи будет оценена благодаря повышению «индекса социальной справедливости», совокупного показателя осведомленности целевых групп о правах, обязанностях и добросовестном управлении, связью с их представительством на национальном уровне, фактическому участию в процессе принятия решений и оказании услуг, а также включению в местные планы и бюджеты вопросов, вызывающих озабоченность у данных групп.

Проект осуществляет свою деятельность в 30 отобранных  сельских муниципалитетах и оказывает содействие органам местного самоуправления, представителям местных властей в улучшении качества оказываемых услуг на местном уровне, расширении доступа уязвимых групп населения (женщины, молодежь и дети) к услугам, во внедрении новых механизмов и технологий в управленческие процессы с целью повышения их эффективности.

Предполагается, что повышенное осознание требований и процессов добросовестного управления, в сочетании с улучшенными навыками разработки и применения инструментов и механизмов добросовестного управления при оказании государственных услуг, практическая демонстрация таких инструментов и механизмов в действии повысит приверженность делу добросовестного управления на всех уровнях и обеспечит возможность институционализации продемонстрированных механизмов и их внедрение во всей системе.

ООН Женщины обеспечивает гендерную экспертизу программной деятельности с точки зрения гендерного равенства и учет гендерных вопросов в документах и методиках. В рамках проекта проводится ряд исследований, направленных на выявление пробелов и проблем в области предоставления социальной помощи населению, а также выработка механизмов и инструментов по улучшению ситуации. С этой целью ООН Женщины привлекает гендерного эксперта для проведения гендерного анализа методик, стратегий, разработок, исследований и гендерной экспертизы нормативно-правовых актов и законов в области социальной защиты.

2.       VACANCY: ELECTRICIAN, US EMBASSY, BISHKEK, KYRGYZSTAN. DEADLINE: JUNE 11, 2012.

The U.S. Embassy in Bishkek is seeking an individual for the position of Electrician in the Maintenance Section.

Basic function of position:

Under the general supervision of the Maintenance Supervisor and day-to-day supervision of the Maintenance Foreman, the incumbent carries out electrical installation and repair work, work on security alarm systems in the Embassy chancery, adjacent buildings, warehouses, and all staff residences. Due to the nature of the post, incumbent may be called upon to provide general labor assistance.

Qualifications required:

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

·          Education: Completion of a vocational or technical school, and apprenticeship recognized as producing journeyman skills is required.

·          Prior work experience: Two years of journeyman experience in the primary trade of expertise, as well as additional semi-skilled experience in other trade areas is required. Electrician certification, up to 1000volts, issued by city of Bishkek, and annually updated is required.

·          Language Proficiency: Level II (limited) English is required; Level III (good working knowledge) Russian is required.

·          Job knowledge: Must have full journeyman knowledge of established trade practices and also be familiar with trade practices and procedures in secondary trades.

·          Skills and abilities: Must be able to operate a variety of skilled hand and power tools. Possession of a local class B or better driver’s license is required. Must be able to operate a motor vehicle safely.

Selection process:

When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

Additional selection criteria:

·          Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 

·          Current employees serving a probationary period are not eligible to apply.

·          Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

·          Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

1.  Eligible Family Member (EFM):  An individual related to a U.S. Government employee in one of the following ways:

·          Spouse or same-sex domestic partner (as defined in 3 FAM 1610);

·          Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support.  The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;

·          Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;

·          Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.

2.  U.S. Citizen Eligible Family Member (USEFM):  For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:

·          U.S. Citizen; and,

·          EFM (see above) at least 18 years old; and,

·          Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:

1.       Resides at the sponsoring employee's or uniformed service member's post of assignment abroad or at an office of the American Institute in Taiwan; or

2.       Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.

3.  Appointment Eligible Family Member (AEFM):  EFM (see above) eligible for a Family Member Appointment for purposes of Mission employment:

·          Is a U.S. citizen; and

·          Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring employee who is unmarried and at least 18 years old; and

·          Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and Dependency Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan (AIT), and who is under chief of mission authority; and

·          Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, office of the American Institute in Taiwan.

·          Does not receive a Foreign Service or Civil Service annuity

4.  Member of Household (MOH):  An individual who accompanies a  direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan.  An MOH is:

·          Not an EFM; and,

·          Not on the travel orders of the sponsoring employee; and,

·          Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member.  A MOH does not have to be a U.S. Citizen.

4. Not Ordinarily Resident (NOR) – An individual who:

·          Is not a citizen of the host country; and,

·          Does not ordinarily reside (OR, see below) in the host country; and,

·          Is not subject to host country employment and tax laws; and,

·          Has a U.S. Social Security Number (SSN). 

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

5. Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:

·          Is locally resident; and,

·          Has legal, permanent resident status within the host country; and,

·          Is subject to host country employment and tax laws. 

EFMs without U.S. Social Security Numbers are also OR.  All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).

29 мая 2012 г. в Институте изучения Центральной Азии состоится дискуссия на тему «Кыргызстан: парламентская система на основе между-элитного консенсуса?» с доктором Эрикой Марат в качестве спикера. Мероприятие начнется в 15:30 в комнате №232, в главном здании Американского университета в Центральной Азии.

Новая Конституция Кыргызстана является, главным образом, результатом неформального соглашения между различными ключевыми политическими фигурами, пришедшими к власти в 2010 году. Несмотря на преобладание нео-патримониальных интересов, новая система подает первые признаки появления открытых политических дебатов и справедливой конкуренции. При продолжении этой динамики, к следующим выборам процессы  строительства политических партий коалиций могут привести к появлению более усложненной и полноценной политической системы. Но при пессимистическом сценарии, результатом данного эксперимента с Конституцией может оказаться дальнейшее опустошение институтов и усиление роли патронажных связей. Автор презентации проведет некоторые параллели с развитием парламентских форм правления в странах Восточной Европы и Африки.

Эрика Марат является членом программы по Центральной Азии Университета Джорджа Вашингтона. Она преподает в Американском университете и Университете Нью-Йорка. Работы Марат широко публикуются в академических и полиси-ориентированных источниках.

The National Finance & Administration Officer will be directly supervised by the Head of Finance & Administration and under the general supervision of the Deputy Country Director.

Accountabilities: Within delegated authority, the Finance & Administration Officer will be responsible for the following duties:

·    Advise and support the Division/Regional Manager and/or Country Directors on financial and administrative matters;

·      Ensure compliance with WFP financial policies, procedures, rules and regulations.

·      Ensure transparent and efficient utilization of WFP's financial resources;

·   Provide regular and ad hoc financial information to Division/Regional Managers and/or Country Directors to support informed financial decision making;

·     Participate in preparing the WFP biennium budgets, budget implementation, monitoring and act as Certifying Officer of the regional office or country office;

·      Monitor and advise the Division/Regional Manager and/or Country Directors on the financial status of projects and programmes (including pending and approved budgets; contributions confirmed but not yet available for expenditure; contributions available for expenditure and contributions already expended);

Expected Results:

Application of expertise in various administrative field including administering staff benefits, filling local posts, and implementing training programs; monitoring budgets and providing accurate and complete accounting, budgetary and financial information; procuring food and non-food items for the country office while adhering to applicable WFP guidelines, policies and procedures.

Critical Success Factors:

Resourcefulness, initiative, maturity of judgment, tact; effective working relations in support of work conducted by other officers. Ability to prioritize work and handle multiple tasks at the same time.

Education:

Advanced University degree (masters or equivalent) in Finance, Business Administration, Accounting or related fields; or University degree in the same subject(s) plus membership in an internationally recognized professional accountancy body such as Association of Chartered Certified Accountants (ACCA), Institute of Certified Public Accountants (ICPA) or equivalent.

Experience:

At least two years of postgraduate professional experience in managing finance, administration and staff.

Knowledge:

Training and/or experience utilizing computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.

Language:

Fluency in English and Russian, knowledge of Kyrgyz is an asset.

Background:

Under the overall guidance and direct supervision of Coordinator/Human Rights Officer, the Interpreter/Translator provides interpreting/translating services to OHCHR personnel, UN staff on missions.. Consultants and Experts. The Interpreter/Translator demonstrates з client-oriented approach, high sense of responsibility, and the ability to work with people of different national and cultural backgrounds.

Objective:

The key objective of an interpreter/translator is to perform interpreting/translating services of oral and/or written communications between English and Russian/Kyrgyz languages in a variety of settings.

Scope of work:

·          Provide Interpreting/translating services for OHCHR personnel and other Individuals for OHCHR events.

·          Translate orally or in writing ail documents presented' by staff and other individuals.

·         Check translations of technical terms and terminology to ensure that they are accurate and remain consistent throughout translation re visions .

·     Proofread, edit, and revise translated materials. Review translated materials for accuracy of meaning, grammar and syntax,

·  Prepare written translations of instructional materials, correspondence and forms from English into Russian/Kyrgyz and vice versa when appropriate for use by staff and other individuals.

·      Utilize equipment such as data processing equipment, copy machines, scanner, fax machine and etc.

·      Answer inquiries from witnesses, NGO representatives, officials and individuals and interpret and explain words and phrases for meaning and appropriateness.

Reporting requirements:

Interpreter/Translator will submit interim report in agreed format stating all actions (translated documents and interpreting services) taken during the assignment. First installment will be paid after submission of interim report approved by Head of Office. Upon completion of the assignment the Interpreter/Translator will submit final report for the whole assignment to be approved by Head of Office/Human Rights Officer and serve as a justification for final payment.

Qualification and competency requirements:

·       Bachelor degree in linguistics, philology or other relative fields.

·    Work experience: at least 1 year experience in translation and interpretation, preferable with international organizations.

·       Organizational and communicative skills.

·       Good presentation and teamwork skills.

·       Computer skills (MS Office, Internet Explorer and others}.

·      Language skills: Knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar. Knowledge of the structure and content of Russian/Kyrgyz; languages including the meaning and spelling of words, rules of composition and grammar, and pronunciation.

Travel requirements:

The assignment includes a requirement to travel to Jafal-Abad, Osh, Bishkek and other regions of Kyrgyzstan, Total number of travel days will not be more then 5.

OHCHR input:

OHCHR will provide the Interpreter/Translator with the following during the duration of contract:

·          Work place with equipment and stationery;

·          Access to Internet;

·          Transportation to the meetings.
