Dear Alumni and Exchange Participants,

You are invited to join Dr. Sherry Mueller, President of the National Council for International Visitors (NCIV), on Tuesday, June 30th, 2009 from 08:00p.m. to 09:00 p.m. Bishkek time (14:00 – 15:00 GMT) for a Q&A Live discussion. Dr. Mueller would like to take this opportunity discuss citizen diplomacy with alumni from around the world.

Dr. Mueller brings extensive experience both promoting and practicing citizen diplomacy in partnership with the U.S. government. In addition to her work with NCIV, Dr. Mueller directed Professional Exchange Programs at the Institute of International Education (IIE). As a professor at the School of International Service at American University, she taught the first course on U.S. Public Diplomacy.

Dr. Mueller welcomes your questions about citizen diplomacy, including: What is citizen diplomacy, and how is different from traditional diplomacy? What does it mean to be a citizen diplomat in one’s own country and what it means to be a citizen ambassador abroad? What are some successful models for citizen diplomacy in the United States and around the world? How do new media impact citizen diplomacy? How does citizen diplomacy strengthen a government’s public diplomacy efforts?

2. БЛАГОТВОРИТЕЛЬНАЯ АКЦИЯ «ДЖАЙЛОО ЛАГЕРЬ» ОБЩЕСТВЕННОГО ОБЪЕДИНЕНИЯ «ЦЕНТР ВЫПУСКНИКОВ УЦА» ДЛЯ ДЕТЕЙ СИРОТ

Общественное Объединение «Центр Выпускников Университета Центральной Азии» проводит блaготворительную акцию «Джайлоо лагерь» для детей сирот.
В последнее время мы все сосредоточены исключительно только на своих проблемах, думаем исключительно только о себе, о своих детях и родных. Да, это правильно! Мы должны заботиться о них, но также мы должны помнить о том, что есть на свете Дети сироты, которые нуждаются в нашей заботе, ласке, поддержке, понимании в трудные минуты, любви и внимании хоть на один день. И, если Вы хотите подарить детям такую радость, то Выпускники Центра Выпускников Университета Центральной Азии приглашают Вас принять участие в этой акции и оказать финансовую поддержку в проведении акции «Джайлоо лагерь» для детей сирот.

Участники летнего лагеря для детей «Джайлоо лагерь» будут иметь возможность узнать лучше о толерантности, гражданстве, лидерстве, здоровом образе жизни, о красотах нашей местности Тенир-Тоо и о многом другом через обсуждения, дебаты, тренинги, и другие интересные занятия. Ежедневно в течение всего времени отдыха ребят ждут интересные мероприятия: веселые старты и спортивные состязания, музыкальная гостиная (поем и играем), дискотеки, театрализованные шоу-программы и многое другое. В лагере «Джайлоо лагерь» ребята смогут улучшить свой английский язык, непосредственно общаясь с носителями языка (волонтеры Корпуса Мира), которые будут проводить мероприятия на английском языке.

Для каждой учебной группы в 10 человек составляется индивидуальное расписание на каждый день. Увлекательные занятия с утра и до самого вечера помогут ребятам почувствовать себя счастливыми

В нашем лагере никто не нарушает дисциплину, никто не грустит и не скучает.

SELECTION PROCESS

When fully qualified, US Citizen Eligible Family Members (USEFMs) and US Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA
  1. Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
  2. Employees serving a probationary period are not eligible to apply.
  3. Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
  4. Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

DEFINITIONS
1. US Citizen Eligible Family Member (USEFM) – For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:
  • US Citizen; and,
  • EFM (see above) at least 18 years old; and,
  • Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:
    • Resides at the sponsoring employee's or uniformed service member's post of assignment abroad or at an office of the American Institute in Taiwan; or
    • Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.
2. EFM: An individual related to a US Government employee in one of the following ways:
  • Spouse;
  • Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;
  • Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
  • Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.
3. Member of Household (MOH) – An individual who accompanies a direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan. An MOH is:
  • Not an EFM; and,
  • Not on the travel orders of the sponsoring employee; and,
  • Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.
A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department's current legal and statutory definition of family member. A MOH does not have to be a US Citizen.

4. Not Ordinarily Resident (NOR) – An individual who:
  • Is not a citizen of the host country; and, Does not ordinarily reside (OR, see below) in the host country; and,
  • Is not subject to host country employment and tax laws; and,
  • Has a US Social Security Number (SSN).
NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

5. Ordinarily Resident (OR) – A Foreign National or US citizen who:
  • Is locally resident; and,
  • Has legal, permanent resident status within the host country; and,
  • Is subject to host country employment and tax laws.
EFMs without US Social Security Numbers are also OR. All OR employees, including US citizens, are compensated in accordance with the LCP.

Обязанности: обеспечивать качественное осуществление технических проектов Мерсико, предоставляя техническую поддержку и консультации бенефициарам в соответствии с процедурами Мерсико; cоставлять проекты по строительству и проектировании жилых, складских и уборных помещений, принимая во внимание нужды, возможности и средства бенефициаров Мерсико, применяя новые способы и технологии для сохранения энергии и почвы в соответствии с нормами строительства и требованиями по безопасности труда; осуществлять мониторинг и контроль качества проектов; составлять обучающие материалы и проводить обучение по правильным методам строительства для бенефициаров; проявлять личные высокие моральные качества, положительное отношение к работе и профессиональное поведение; представлять Мерсико на профессиональном уровне.

Данная должность предполагает частые командировки.

3. AMERICAN COUNCILS FOR INTERNATIONAL EDUCATION IS CURRENTLY HIRING SEVERAL FULL-TIME TEMPORARY RECRUITING ASSISTANT POSITIONS

SUMMARY:

American Councils for International Education is currently hiring for several full-time temporary Recruiting Assistant positions. The duration of work will be late August to late November 2009 (exact end date based on recruitment schedule).

Recruiting assistants work with American recruiters and recruit for the Future Leaders Exchange Program (FLEX). Recruiting assistants are responsible for assisting with all aspects of participant recruitment including, but not limited to: advertising and publicizing competitions; making program presentations; conducting testing; interviewing candidates; and associated record-keeping and report writing. Recruiting assistants must also interact with local professionals and local governmental and educational organizations in dispersing information about the FLEX program.

American Councils is responsible for conducting recruiting in approximately 10 cities throughout the Kyrgyz Republic. Each recruiting team, consisting of one recruiter and one recruiting assistant, will be responsible for recruiting in approximately five cities. This position will therefore require at least 50 percent of the job to be spent on the road. Applicants should be outgoing and highly motivated, able to think on their feet and solve problems on the move.

Qualifications:
  • University degree;
  • Fluent Russian language; Fluent Kyrgyz language
  • Conversational English;
  • Experience traveling under difficult conditions;
  • Strong organizational skills;
  • Outstanding interpersonal skills;
  • Demonstrated time management skills;
  • Knowledge of Microsoft Office programs including MS Excel

2. FLEX PROJECT “STRONG YOUTH-STRONG NATION” PRESS RELEASE

Dear alumni,

We’d like to share with you information about the event which took place in March but its worth sharing. Our 3 FLEX alumni Bibinur Alibaeva, Aizada Marat kyzy and Urmat Sagyndykov organized trainings for village secondary school students in two remote regions of Kyrgyzstan. The topic of the project was “Strong Youth-Strong Nation”.

The coordinator of the project is Bibinur Alibaeva,FLEX 2006 alumna. She is a student of Kyrgyz Russian Slavic University and an active member of FLEX Alumni association. Alumni applied for travel grant to U.S. Embassy and trainings were their own contribution to this project.

3. CALL TO PATICIPATIOIN IN INTERNATIONAL PROJECTS ON VOLUNTEERING FOR HUMAN RIGHTS, BULGARIAN NETWORK FOR HUMAN RIGHTS EDUCATION

Dear Friends,

On behalf of Bulgarian Network for Human Rights Education, I have the pleasure to invite you to our international projects on volunteering for Human Rights. The projects would be financed by the European Commission. We are looking for three young people (age 18 to 29) from Kyrgyzstan, who will take part in an exciting international youth project, where 12 volunteers from all over the world will work together next spring for a month in Bulgaria. All expenses, including visa, travel, board and lodging, will be covered 100 % by the project. An additional monthly support of 65 EUR will be provided for each volunteer. It is preferable that the volunteers speak English, but - under specific conditions - Russian speakers can also be considered.

4. МОЛОДЕЖНАЯ ПРОГРАММА ФОНДА «СОРОС-КЫРГЫЗСТАН» ОБЪЯВЛЯЕТ КОНКУРС «СОЗДАЙ СВОЙ СОЦИАЛЬНЫЙ РОЛИК!»

Что такое социальный ролик? Говоря простым языком, социальный ролик – это короткий видео или аудио сюжет, направленный на изменение мышления и/или поведения людей. Предметом социального ролика является идея, которая должна обладать определенной социальной ценностью.

Для участия в конкурсе необходимо:
  • Придумать сюжет для своего социального ролика;
  • Снять и записать свой видео- или аудио-ролик на кыргызском или русском языке длительностью не более ОДНОЙ минуты любыми средствами видеосъемки или звукозаписи (на видеокамеру, на цифровой фотоаппарат, диктофон и т.д.);
  • Доставить готовые работы на носителе информации (CD, DVD, USB-flash) до 17:00 часов, 15 июля 2009 года в офис Фонда «Сорос-Кыргызстан» по адресу: г.Бишкек, ул.Логвиненко, 55А, Молодежная программа, координатор Мамаев Баглан. Также, ты можешь использовать для передачи роликов файлообменные ресурсы в Интернет (например,http://filebar.kg) и отправить ссылку со своим файлом на psakg2009@gmail.com.
Социальный ролик должен быть направлен на молодежные темы и нести в себе позитив, вдохновляющие и поощряющие элементы.

Лучшие социальные ролики будут отбираться независимой группой экспертов и молодых людей по следующим критериям:
  1. Актуальность посыла для молодежи;
  2. Инновационность;
  3. Творческий подход;
  4. Техническое качество.
Победители конкурса получат денежные призы:

За создание лучшего видео-ролика:

I место – 500$
II место – 400$
III место – 300$
IV место – 200$
V место –100$

За создание лучшего аудио-ролика:

I место – 300$

Также мы поможем разместить твой социальный ролик на видео- и аудио-порталах в сети Интернет. Возможна трансляция по телевидению и радио.

Молодежь Кыргызстана имеет большой потенциал, который необходимо использовать для улучшения жизни нашей страны. Для участия в данном конкурсе тебе не обязательно быть профессионалом в видео- или аудио-сфере.

2. HEALTH POLICY ANALYSES PROJECT VACANCY ANNOUNCEMENT

TITLE: Fiduciary assistant and public health policy analyst

ABOUT HPAP

Health Policy Analyses Project (HPAP) is funded by DfID and implemented by WHO. The project is aimed to strengthen the capacity of Kyrgyz health policy makers to use evidence on health system performance to inform policy decisions to mitigate the effects of poverty. (http://hpap.med.kg)

SUMMARY OF POSITION

The main objective of the assignment is to provide technical and administrative assistance to the Ministry of Health (MOH), Mandatory Health Insurance Fund (MHIF), Joint Financiers (JFs) and other clients to ensure timely and smooth implementation of fiduciary risk mitigation measures. Participate in research projects.

RESPONSIBILITIES AND DUTIES:
  1. Coordinate the work of finance, accounting and procurement teams of the MOH and MHIF to ensure effective and timely implementation of all fiduciary risks mitigation measures;
  2. Provide technical assistance and help resolve technical and other issues related to implementation of fiduciary risks mitigation measures;
  3. Ensure constant and clear communication between the MOH, MHIF and the JFs on issues related to financial management;
  4. Assist the MOH and MHIF in preparation of the quarterly financial management reports as recommended by the World Bank and DfID experts, including the reconciliation of these reports with the Treasury data;
  5. Track, document and reconcile different budget data to help JFs in monitoring the Government compliance with the budget rules # 1 and # 2;
  6. Actively participate in the preparation of the Joint Annual Reviews of the Manas Taalimi Program, including the updating of the matrix of the fiduciary risks mitigation measures;
  7. Assist in communication and coordination of activities among different consultants working of issues related to FM to avoid duplication and ensure continuity;
  8. Provide on-the-ground support to the World Bank and DfID experts on all issues related to financial management;
  9. Participate in research projects.
QUALIFICATIONS:
  • Education: University degree in economic or social sciences is required.
  • Prior work experience: At least three years of experience working with economic and/or social issues.
  • Language: An excellent knowledge of English and Russian is required.
  • Skills and abilities: strong ability to analyze health and economic issues. Strong interpersonal skills. Strong ability to establish contacts with government/civic representatives; ability to work with minimum supervision

3. SNOW LEOPARD TRUST SEEKS AMONG KYRGYZ CITIZENS QUALIFIED SPECIALIST TO FILL THE POSITION OF PROGRAMME MANAGER

START DATE: Immediately
POSITION TITLE: Programmes Manager (Full-time)
SALARY RANGE: Competitive, based on experience

MAJOR RESPONSIBILITIES:
  • Promote the status of the snow leopard and its habitat;
  • In consultation with the Country Leader ensure successful design, implementation, and monitoring a coordinated conservation, education, and research program in order to protect the country’s remaining snow leopards;
  • Serve as the primary manager of the Snow Leopard Enterprises (SLE) program and coordinate SLE as a conservation programme using a business model; working with community participants, local coordinators, designers and other staff and partners to refine the SLE product line in order to maximize sales, increasing income as a conservation incentive.
  • Coordinate and Plan Trainings for product development;
  • Develop and Manage Product purchasing, labeling, quality control criteria and protocol;
  • Manage all packaging, labeling, invoicing and shipping of products according to orders;
  • Work with Country Leader to ensure that clear conservation linkages are a primary component of all SLE community programmes, and that they are monitored and enforced;
  • Develop and manage all reporting of SLE activities; budgets, compliance with conservation contracts and etc. Report to Country Leader.
  • Maintain excellent relations and communication with local coordinators and all SLE participants;
  • Provide all field documentation and prepare mid-term and annual program and budget reports to Country Leader;
  • Ensure all organizational, media, and donor reporting requirement are fulfilled in order to increase donor and public awareness of important snow leopard conservation information;
OTHER RESPONSIBILITIES:
  • Ensure field equipment is properly maintained and accounted for;
  • Help in networking with stakeholders;
  • Provide writing, translation and editorial support for SLT and country programme publications;
  • Assist and contribute to proposal writing, reporting, meetings and communications, fundraising;
  • Other responsibilities and projects as assigned by the Country Leader and Director of Science and Conservation
QUALIFICATIONS AND BACKGROUND

The Programmes Manager will play a critical role in the development and execution of conservation, education, and research projects undertaken in Kyrgyzstan. The successful candidate will have prior experience working on complex projects in rural Kyrgyzstan.

To ensure effective communications with our partner communities, government, and Snow Leopard Trust staff, applicants must speak Kyrgyz, Russian and English, and have good computer and report writing skills. A strong track record of managing successful projects is necessary. The position requires someone who is a good team player and is also comfortable working independently.

Program Overview

Project Smile, a program of the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State and implemented by IREX, provides grants to alumni of selected ECA-sponsored programs to implement community service activities that will benefit an underprivileged group in their local community such as children at an orphanage, the disabled or the elderly.

Program Timeline

  • Application Deadline: June 17, 2009
  • Grant Award Recipients Announced: June 29, 2009
  • Grant Period: Ten weeks (June 29, 2009 – September 4, 2009)
  • Final Report Due: September 30, 2009

Technical Eligibility Requirements

Candidates will be considered without respect to race, color, religion, national origin, or gender. Persons with disabilities are strongly encouraged to apply. Project Smile is a merit-based competition open to:

Alumni of the:

  • Edmund S. Muskie Graduate Fellowship Program (Muskie); or
  • Eurasian Undergraduate Exchange Program (UGRAD) (formerly known as the FREEDOM Support Act Undergraduate Program);
  • Alumni in good standing;
  • Citizens of Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, or Ukraine who are currently residing in one of these countries at the time of application;
  • Individuals who have successfully fulfilled all requirements of previously awarded alumni grants; and
  • Individuals who submit a complete application

Individuals in the following circumstances are NOT eligible for Project Smile:

  • Individuals currently residing or working outside of one of the Eurasian countries listed above;
  • Local employees of the U.S. missions abroad who work for the U.S. Department of State are ineligible for grants during the period of their employment and for one year following the termination of employment; Immediate families (i.e. spouses and dependent children) of U.S. Department of State employees for a period of one year following the termination of such employment. This provision does not disqualify self-supporting members of families who live apart from their parents;
  • Persons arrested for, charged with, or convicted of a crime (excluding minor traffic violations);
  • Current IREX employees and consultants and their immediate family members (spouses, parents, children, and siblings); or
  • IREX reserves the right to verify all of the information included in the application. In the event that there is a discrepancy, or information is found to be false, the application will immediately be declared invalid and the applicant ineligible. Incomplete applications will not be considered.

Financial Provisions of the Grant

Maximum Grant Award: $250

Minimum Grant Award: $100

Disbursement of Funds

Some Project Smile grantees will receive their grant funds as a wire to their personal bank accounts. Consequently, these grantees will be asked to supply bank information in their Terms & Conditions document. For any non-U.S. based account, grantees must provide corresponding bank information (the bank holding your account can provide you with this information.)

Allowable Costs

  • Project Smile funds may be used to purchase materials for the activity or to implement the activity, including:
  • Trash bags for a park clean-up
  • Transportation to a hospital, orphanage, or historical location
  • Ads to recruit volunteers
  • Materials to create costumes for a performance
  • Art supplies
  • Food or snacks for participants and volunteers, etc.

Unallowable Costs

Project Smile funds may not be used for the following:

  • To purchase computer hardware or office equipment (i.e. printers, photocopiers, fax machines, webcams, software, etc.)
  • To purchase construction and/or building materials (i.e. lumber, hardware, flooring, siding, lighting, plumbing fixtures, etc.)
  • To purchase furniture
  • To create organizational or personal web sites
  • To purchase alcohol
  • To give gifts or donations
  • To provide honorarium or salaries to ECA alumni, including the grant recipient

General Application Instructions

Submission Guidelines
  • Applications must be received no later than 17:00 on the date the applications are due;

  • Submit one hard copy of the application to the IREX representative office in your home country. Please be sure to keep a copy of your completed application.

State Alumni is a Web-based interactive directory for alumni of Department of State exchange programs. On behalf of Bulgarian Network for Human Rights Education, I have the pleasure to invite you to our international projects on volunteering for Human Rights. The projects would be financed by the European Commission. We are looking for three young people (age 18 to 29) from Kyrgyzstan, who will take part in an exciting international youth project, where 12 volunteers from all over the world will work together next spring for a month in Bulgaria. All expenses, including visa, travel, board and lodging, will be covered 100 % by the project. An additional monthly support of 65 EUR will be provided for each volunteer. It is preferable that the volunteers speak English, but - under specific conditions - Russian speakers can also be considered.

MAJOR RESPONSIBILITIES:
    • Promote the status of the snow leopard and its habitat;
    • In consultation with the Country Leader ensure successful design, implementation, and monitoring a coordinated conservation, education, and research program in order to protect the country’s remaining snow leopards;Serve as the primary manager of the Snow Leopard Enterprises (SLE) program and coordinate SLE as a conservation programme using a business model; working with community participants, local coordinators, designers and other staff and partners to refine the SLE product line in order to maximize sales, increasing income as a conservation incentive.
    • Coordinate and Plan Trainings for product development;Develop and Manage Product purchasing, labeling, quality control criteria and protocol;
    • Manage all packaging, labeling, invoicing and shipping of products according to orders;
    • Work with Country Leader to ensure that clear conservation linkages are a primary component of all SLE community programmes, and that they are monitored and enforced;
    • Develop and manage all reporting of SLE activities; budgets, compliance with conservation contracts and etc. Report to Country Leader.
    • Maintain excellent relations and communication with local coordinators and all SLE participants;
    • Provide all field documentation and prepare mid-term and annual program and budget reports to Country Leader;
    • Ensure all organizational, media, and donor reporting requirement are fulfilled in order to increase donor and public awareness of important snow leopard conservation information;

OTHER RESPONSIBILITIES:
    • Ensure field equipment is properly maintained and accounted for;
    • Help in networking with stakeholders;
    • Provide writing, translation and editorial support for SLT and country programme publications;
    • Assist and contribute to proposal writing, reporting, meetings and communications, fundraising;

QUALIFICATIONS AND BACKGROUND

The Programmes Manager will play a critical role in the development and execution of conservation, education, and research projects undertaken in Kyrgyzstan. The successful candidate will have prior experience working on complex projects in rural Kyrgyzstan.

To ensure effective communications with our partner communities, government, and Snow Leopard Trust staff, applicants must speak Kyrgyz, Russian and English, and have good computer and report writing skills. A strong track record of managing successful projects is necessary. The position requires someone who is a good team player and is also comfortable working independently.
