December State Alumni Member of the Month: Dr. István Sértő-Radics – Hungary

The December 2009 State Alumni Member of the Month is Hubert H. Humphrey Fellowship and Fulbright Visiting Scholar alumnus Dr. István Sértő-Radics from Hungary. As mayor of a small town in one of the most impoverished regions in Hungary, he garnered nationwide admiration and respect for the successful programs he launched to overcome poverty and ethnic tension. He is instrumental in developing and implementing community service projects through which he serves as an advocate of minority and human rights.

ExchangesConnect Announces new Video Contest

"Change Your Climate, Change Our World" is the theme of ExchangesConnect's Second Annual Video Contest. In a video no longer than two minutes, participants are encouraged to tell what they or someone they know is doing to make their community a better place, and in the process contributing to a healthier, safer, cleaner, and more peaceful world. Winners will receive an all-expense-paid international exchange program! People from all over the world, ages 14 and older, are invited to submit their videos to ExchangesConnect from November 17, 2009, through January 12, 2010.

Studying Law and Democracy at Ohio Northern University

Gathering new knowledge and developing new skills for building democracy around the world may seem like an unusual reason to travel to a small town in Ohio. But the location of the school, its faculty, and its resources make Ada and Ohio Northern an ideal place to combine the practice and theory of building democratic institutions. We invite you to look through these pages and learn more about our college of law and this program, and about the students from 13 different countries who have joined us in these first two years. We hope you too can share in this exciting endeavor.

Mission of the LLM Program

The LLM in Democratic Governance and Rule of Law provides young lawyers with the training and tools to implement law reforms that support stable democratic institutions and the rule of law in a free-market economy. The core of the LLM is a fully-funded, one-year program of study designed for lawyers practicing in the public sector whose first law degree was earned from a law school outside the U.S. Students are required to commit to 2 years further public service upon return to their home countries. A small number of lawyers from the United States and other developed democracies may be considered for admission as well. Through small classes with outstanding faculty, close interaction among the students and with the faculty, and numerous short seminars and field observations, students will receive an intensive education in practical democracy and law.

invites applications for the

International Scholars Fellowship Program 2010-2011 academic year

The International Scholars Fellowship Program selects highly qualified scholars in the social sciences and humanities to assist Academic Fellowship Program (AFP) partner departments where Returning Scholars are placed. Various numbers of Returning Scholars are supported in every AFP partner department on their own fellowships. The International Scholars advise on the overall reform agenda of the departments and share with departmental colleagues the latest developments in their discipline, collaborate on the introduction of new courses, and encourage the development of skills critical to academic work. Perhaps the greatest, and most needed, contribution of International Scholars is the expert advice they offer on curriculum development and academic planning.

International Scholars share their experience with the department on a consultative basis. They work on-site with the departmental faculty members and PhD students during two or three short and intense visits in the academic year, and remain in touch with colleagues between visits.

Fellows are placed in departments that have been carefully selected as AFP partners.  Partnerships are established on the basis of the departments' openness to change and advancement, and clear visions for future development. Within these departments, the AFP Returning Scholars Fellowship Program supports talented scholars who, after earning a postgraduate degree abroad, seek university positions and academic careers in their home countries. A list of current AFP partner departments can be found on the program’s website (http://www.soros.org/initiatives/hesp/focus/afp). The list is subject to change in the 2010-2011 academic year.

Supported fields are: anthropology, area/cultural studies, economics, gender studies, history, human rights & public law, international relations, journalism/media studies, philosophy, political science, psychology, public policy/environmental studies, public policy/public health, social work, and sociology. The program does not support scholars in philology, the visual and performing arts, and business.

Candidates must be well-established or senior scholars and hold an internationally-recognized PhD (or equivalent highest degree awarded in the academic field).  AFP accepts applications for placements in Albania, Armenia, Azerbaijan, Bosnia-Herzegovina, Croatia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Moldova, Mongolia, Montenegro, Russia, Serbia, Tajikistan, and Ukraine.

Fellowships begin in August or September 2010 and last one academic year. Fellowships include a modest stipend, transportation, accommodation, and various other allowances, and can be renewed.

Application deadline: April 7, 2010.

The OSI HESP Academic Fellowship Program (AFP) is expanding its cooperation with university departments in the social sciences and humanities. AFP is seeking departments interested in forming a partnership with the program in the academic year 2010–2011.
To be eligible, departments must be at universities in Albania, Armenia, Azerbaijan, Bosnia & Herzegovina, Croatia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Moldova, Mongolia, Montenegro, Russia, Serbia, Tajikistan, or Ukraine.
An ideal AFP partner department is part of a classical state university and is in one of the following disciplines: anthropology, area/cultural studies, economics, gender studies, history, human rights & public law, international relations, journalism/media studies, philosophy, political science, psychology, public policy/environmental studies, public policy/public health, social work or sociology.

The Returning Scholars Fellowship Program invites applications from talented scholars who seek university positions and academic careers in their home countries after studying abroad. The program operates in Albania, Armenia, Azerbaijan, Bosnia & Herzegovina, Croatia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Moldova, Mongolia, Montenegro, Russia, Serbia, Tajikistan, and Ukraine.

The Returning Scholars Fellowship Program supports scholars from these countries who have received (or will receive by September 2010) an internationally competitive Master’s or postgraduate degree in the following fields: anthropology, area/cultural studies, economics, gender studies, history, human rights & public law, international relations, journalism/media studies, philosophy, political science, psychology, public policy/ environmental studies, public policy/public health, social work, and sociology. The program does not support scholars in philology, the visual and performing arts, and business.

AFP fellows are placed in carefully selected university departments that are amenable to change and demonstrate a realistic and clear vision for future development.  The program, which represents part of a conscious strategy to combat “brain drain,” helps universities in the region retain promising young scholars, who are essential to the revitalization of departments and to the sustainability of higher education reforms. Fellowships comprise monthly stipends and various allowances, including departmental, professional development, and mobility funds, and are renewable. Returning Scholars and partner departments also benefit from the presence of AFP-supported International Scholars, who provide expert mentorship in such areas as professional development, curriculum development and reform, research methods, and teaching/learning methodologies specific for their discipline. The program supports placement of Returning Scholars only in AFP partner departments. An interested scholar already associated with a department that is not supported by AFP either will be ineligible or may discuss the possibility of relocating to a qualifying department at another university. 6.       KALIKOVA & ASSOCIATES SCHOLARSHIP

Kalikova & Associates is one of the leading law firms in the Kyrgyz Republic specializing in business law. As part of its initiative to support the development of the new generation of legal professionals Kalikova & Associates announces its annual Scholarship Program among students of law schools. The Firm offers 3 K&A Scholarships of 10,000 soms each and an opportunity to undergo up to 3 months of internship  at Kalikova & Associates.

Eligibility requirements:

Full-time 3-5th year students enrolled in law department of universities of the Kyrgyz Republic.

Application documents:

·         Curriculum Vitae;
·         Copy of the transcript (most recent); and
·         Legal article.

In the article, applicants shall identify one or more problematic issues (legislative gaps, loopholes etc.), provide a clear explanation of the problem, its consequences in practice and propose specific solutions. The article shall be written either in English or Russian, which shall not exceed 8 pages (Times New Roman, 12, single space). Besides, the article shall be original and earlier unpublished.  Articles in English will be given a preference.

Article shall be devoted to one of the following topics:

·         Mineral resources rights in the Kyrgyz Republic;
·         Regulation of electricity tariffs in the Kyrgyz Republic;
·         Protection of intellectual property rights in the Kyrgyz Republic;
·         Taxation in the Kyrgyz Republic;
·         Secured transactions in the Kyrgyz Republic;
·         Issues of Corporate Governance in the Kyrgyz Republic;
·         Capital (Securities) Market of the Kyrgyz Republic; and
·         Introduction of mandatory insurances in the Kyrgyz Republic.

Successful applicants shall be able to demonstrate:

·         Academic excellence;
·         Desire to pursue legal career;
·         Strong theoretical knowledge, writing and analytical skills;
·         Knowledge of legislation applicable to chosen topic.

Selection Procedure:

Application submission deadline is 5 pm December 15, 2009. Application documents shall be sent via email to lawyer@k-a.kg (with a subject line “K&A Scholarship 2009”). Applications will be reviewed and shortlisted candidates will be informed about interview dates by December 25, 2009. Final decision will be made by January 10, 2010.
