The 2010 ECA Alumni Small Grants Program (ASGP) is designed to support the professional development of U.S.
1. Grant recipient must indicate:
a) Names the initiative group/NGO

2. Background on the initiative group/NGO:
No more than 3 paragraphs
a) Primary goals

3. Program Description
No more than 1 page
a) Statement of Objectives:
· Describe project goal(s);
· How it (they) will be achieved;
· Provide detailed description of program activities/events;
· Work Plan should be attached.
b) Project Justification:
· Why did you decide to apply to the U.S. Gov. to support your project?
· How will this project benefit for the Kyrgyz Republic
· Describe the target audience: age groups, occupation, number of program participants?

APPLICATION FORM GUIDELINES
PROPOSAL FORMAT:
· First draft proposal can be submitted in Russian, but the final version should be written in English.
· Proposal should not exceed 5 typed pages in font 12.
· Applicants should attach copies of resumes for the key personnel.
· Proposals should list any previous grants received in a form of attachment (date, amount, purpose) as well as any other funding sources.
· A copy of the registration papers of the organization should be attached.
· If you are not an NGO, please attach a letter from an organization supporting your efforts.
NARRATIVE PART:
Key questions to address in your proposal are:
· WHO (name of NGO, list of the names of the initiative group and its partners if appropriate),
· WHAT (planned activities),
· WHEN (program dates),
· WHY (the issue, target group and region(s)),
· HOW (what resources are available and which are requested),
· FOR WHOM (target audience),
· AT WHAT COST (budget and name of organization to which you submitted this grant (co-sponsoring is strongly encouraged)),
· WHAT ARE THE RESULTS (planned successful results and sustainability).
This includes:
· Justification should explain why you decided to apply to the U.S. Government for funding of this particular project; why a proposed project is important, who will be affected by this project, what difference it makes for the Kyrgyz Republic
· Sustainability - if the project is intended to continue after the funding ends, the proposal must explain how the organization will fund the activity in the future.
· Proposals for publication of materials should describe the intended audience, content, and how materials will be distributed, and will normally be considered only if the language of the material is Russian, Kyrgyz or English. If U.S. Government funds are used to fund publication, the grant must include language granting copyright to the U.S. Government, or recognizing that the U.S. Government will have unlimited rights to reprint or distribute the material if it chooses.
PROJECT TIME-FRAME: Project dates cannot exceed one year.
DEADLINE: April 30, 2010
PROJECT SCALE:
Small-scale projects should not exceed - $1,000. Large-scale projects can be up to $5,000. If the scale of the project exceeds the limits, please consult with grant administrators.

CALL FOR PAPERS: THE 7TH ANNUAL AMERICAN STUDIES SYMPOSIUM IN CENTRAL ASIA

Trends and Transformations in American Studies:
How far have we come? What is the road ahead?
As evidenced by the steadily growing number of American Studies programs and organizations, alongside the growing number of local scholars and students in the field, there seems to be an increasing interest in American Studies. In the context of new regional and global conditions, a number of scholars and students continue to develop the field through shared experiences and constructive academic dialogues especially in the local arena.
The American Studies Association of Kyrgyzstan in collaboration with Bishkek Humanities University invite scholars, students, and those interested in the field to enhance such dialogue and discourse through its annual symposium.
The purpose of this symposium is threefold:
1. to provide an opportunity to reflect on fundamental categories that play a significant role in American Studies in Central Asia
2. to explore topics that have recently made their way into Kyrgyzstan based on current political and socio-economical changes of the United States of America
3. to network with colleagues from local and foreign educational institutions.
Proposals are welcome on topics and themes that are multidisciplinary or interdisciplinary, or may examine topics from the perspectives of literature, art, culture, history, religion, politics or any other foundations that constitute the core of American Studies curriculum.
Possible topics for session and individual paper proposals include but are not limited to:
· Present effective strategies and new methods of teaching in the field of American Studies
· Show innovative ways of conducting research that substantiates, promotes and advances the work of teacher development
· Compare/Contrast aspects of educational systems of the United States to post-soviet Central Asia
· Explore gender and human rights issues (case studies and possible publications welcome)
· Investigate former and/or current American foreign policies towards Kyrgyzstan
· Address socio-economical changes taking place in both countries
· Analyze the role of literature and art of post-Soviet era and its influence on the West
· Provide a historical perspective with significant moments
· Discuss current issues pertaining to globalization

Format of Abstract/Proposal: The title of the article should be centered on the proposal in bold letters. The name of the primary author, educational institution, and city should then be listed in regular text. The main text of the proposal should begin thereafter. If a joint presentation, please list below the same information as above for your co-presenter(s).

TITLE: Program Assistant, Youth Theater for Peace Program
ABOUT IREX: IREX is an international nonprofit organization providing leadership and innovative programs to improve the quality of education, strengthen independent media, and foster pluralistic civil society development. IREX and its partner IREX Europe deliver cross-cutting programs and consulting expertise in more than 100 countries.
SUMMARY OF POSITION
The Program Assistant will be a member of the Educational Programs Division. The Program Assistant will be repsonsible, under the oversight of the Project Director, for supporting the administration of the Youth Theater for Peace Program in Kyrgyzstan
DUTIES AND RESPONSIBILITIES
Under the oversight of the Project Director:
· Provide logistical and administrative support for all aspects of the Youth Theater for Peace Program;
· Coordinate travel and document processing;
· Receive, process and draft reports;
· Coordinate logistics for events;
· Liaise with partner organizations;
· Maintain timely and appropriate financial receipts in accordance with IREX financial policies;
· Answer written and telephone inquiries about the program;
· Other duties as assigned.
QUALIFICATIONS
· Fluency in English, Kyrgyz and Russian;
· Must be able to operate independently and with minimal oversight;
· Detail-oriented and able to manage multiple tasks simultaneously;
· Proficiency in MS Office applications, Outlook, Internet;
· Experience in managing youth, tolerance, or arts programs (desired).
2. ПРОГРАММА «ПРАВОВАЯ ИНИЦИАТИВА ОТКРЫТОГО ОБЩЕСТВА» ОБЪЯВЛЯЕТ КОНКУРС НА ДОЛЖНОСТЬ: СПЕЦИАЛИСТ/КОНСУЛЬТАНТ ПО ПРАВОВЫМ ВОПРОСАМ В ЦЕНТРАЛЬНОЙ АЗИИ
Кандидаты должны быть с опытом ведения судебных разбирательств в области прав человека, а также отличными организаторскими способностями.
Проект «Правовая защита от пыток в Центральной Азии» в рамках Программы «Правовая инициатива» направлен на оказание правового содействия в борьбе против пыток, привлекая внимание к этим проблемам посредством эдвокаси на национальном, региональном и глобальном уровнях. Работая с фондами ИОО и НПО по защите прав человека, проект совмещает правовую поддержку с эдвокаси, пытаясь привлечь внимание к широко распространенному и систематическому применению пыток в целевых странах, а также для того, чтобы добиться изменений.
Специалист по правовым вопросам будет работать в Бишкеке или Алматы под руководством Менеджера проекта по Центральной Азии и будет разрабатывать, осуществлять контроль и реализовывать стратегии программы и проекты в Центрально-азиатском регионе.
Под руководством и по согласованию с Менеджером проекта сотрудник по правовым вопросам обязан:
· Определять мероприятия проекта, опираясь на мнения экспертов в конкретной области и работать с местными партнерами;
· Разрабатывать планы проекта, бюджет и другую проектную документацию;
· Поддерживать регулярные контакты с клиентами и с другими юристами, занимающимися рассмотрением таких дел, в которых программа выступает в качестве консультанта или оказывает техническую помощь, а также обеспечивать представление отчетов и эффективную коммуникацию;
· Обеспечивать высокое качество и результативность всех разбирательств;
· Определять подходящие случаи для разработки рекомендаций по стратегически важным судебным разбирательствам относительно отбора дел;
· Разрабатывать меры по проведению судебных разбирательств и эдвокаси в национальных и / или межправительственных органах;
· Нести ответственность за все административные и финансовые аспекты проекта, в том числе за работу консультантов/выдачу грантов, поддержание контактов с консультантами / грантополучателями и контроль над подготовкой финансовых и описательных отчетов;
· Проводить исследования в области прав человека/ гражданского общества, правового и политического контекста для проведения предлагаемого мероприятия;
· Организовывать консультационные встречи (в том числе поездки внутри страны и поездки с целью проведения работы по эдвокаси);
· Налаживать партнерство и поддерживать регулярные контакты с партнерами, местными сотрудниками Фонда, а также иностранными, национальными и местными экспертами;
· Подготавливать и разрабатывать информационные материалы для веб-сайта, а также годовые отчеты и внутренние встречи.
Требования к кандидатам/квалификация:
· Высшее образование в области юриспруденции;
· Как минимум, 3-летний опыт в сфере судебных разбирательств по правам человека и эдвокаси на национальном или региональном уровнях, предпочтительно в области права на жизнь, права на справедливое судебное разбирательство и запрещения пыток;
· Знания о работе органов ООН и других международных и региональных судов по правам человека и юриспруденции;
· Отличные навыки устной и письменной коммуникации, а также аналитические навыки;
· Свободное владение английским языком и отличные навыки подготовки письменных документов, редактирования, навыки ведения работы по эдвокаси; отличное владение русским языком письменно и устно;
· Знание общественной и социальной жизни в Кыргызстане и Казахстане.
Предполагаемая дата начала работы: 1 мая 2010 года.

Конкурентная зарплата будет устанавливаться в соответствии с опытом кандидата.
