The Community Solutions Program is a professional development program for the best and brightest global community leaders working in Transparency and Accountability, Tolerance and Conflict Resolution, Environmental Issues, and Women and Gender Issues.

The Community Solutions Program is a program of the Bureau of Educational and Cultural Affairs of the U.S. Department of State, and implemented by IREX.

Goals

The goal of the Community Solutions Program is for global community leaders to improve their capacity for local community intervention and problem-solving and be ambassadors for increased mutual understanding. Community Solutions Program leaders:

Build and strengthen sustainable professional networks with international colleagues and institutions
Increase their understanding of best practices, models, and strategies to address challenges in their community
Strengthen their management, leadership, and problem-solving skills
Background

Individual countries – no matter what the level of development they have achieved – need to meet their contemporary challenges both locally and globally. While solutions to many problems can be found on the global stage (e.g., best practices in economic, environmental, and social programming), these problems can only truly be addressed at the country- and even community-level. Such a dynamic demands educated and capable community and civic leaders who can motivate and inspire others to action. Countries in transition need civic and community leaders who not only possess a vision for change, but also have the practical skills and networks that can help move their societies forward.
Project Activities

Four-month U.S. Fellowship: Community Solutions Program leaders are matched with non-profit organizations and government offices across the U.S. where they work with American community leaders on initiatives related to women"s issues, transparency & accountability, tolerance/conflict resolution and environmental issues.

Community Leadership Institute (CLI): Community Solutions Program leaders spend up to 500 hours developing leadership and organizational management skills that complement their community placements through online an in-person trainings.

Follow-on Projects: Community Solutions Program leaders will develop and implement community development projects in partnership with their U.S. hosts. Follow-on projects will be completed after leaders return to their home countries.

Financial Provisions

·          J-1 visa support
·          Round-trip travel from participant’s home city to the U.S.
·          Accident and sickness insurance
·          Living Allowance to cover housing, meals and incidentals

Eligibility

Technical Eligibility Requirements

Candidates will be considered without respect to race, color, religion, national origin, or gender. Persons with disabilities are strongly encouraged to apply. Competition for the Community Solutions Program is merit-based and open to community leaders, ages 25-38 at the time of application, who meet the following criteria:

·      From a participating country (U.S. citizens, permanent residents of the U.S., and individuals who have applied for U.S. permanent residency in the past three years are not eligible for this program)
·     Currently living and working in his/her home country (Individuals participating in academic, training or research programs in the United States at the time of application and individuals residing or working outside their home countries at the time of application are not eligible for this program)
·    Currently working on a community project or initiative in his/her home country; and, has at least 2 years of professional experience in this capacity at the time of application
·       Able to begin the program in the United States in 2013, and is committed to returning to his/her home country after completion of the program
·      Able to receive a U.S. J-1 visa (Individuals who have participated in an exchange visitor program sponsored or funded by the U.S. Government who have not fulfilled their two-year home residency requirement by the time of application are not eligible for this program)
·       Proficient in spoken and written English at the time of application
·      Current IREX employees and consultants and their immediate family members (spouses, parents, children, and siblings) are not eligible to apply for any IREX-implemented grant programs, either as individuals or as the responsible party representing an institutional applicant.

The U.S. Department of State and IREX reserve the right to verify all of the information included in the application. In the event that there is a discrepancy, or information is found to be false, the application will immediately be declared invalid and the applicant ineligible.

Under the terms of the grant and the laws governing the J-1 visa required for participation in the Community Solutions Program, leaders must return to their home country upon completion of the program for a period of at least two years. Leaders are not eligible for visa extensions under any circumstances.

Applications not meeting the above technical eligibility requirements will not be forwarded to the selection committee.

Selection Process and Criteria

The Community Solutions Program is conducted as a merit-based open competition. After the deadline, all eligible applications will be reviewed by a selection panel. Chosen semi-finalists will be interviewed by a panel and will take the TOEFL exam or submit existing TOEFL or IELTS scores. All applicants will be notified of their status by spring 2013.

Selection panels will use the following criteria to evaluate applications (not in order of importance):

Working/volunteering on substantive community projects for non-profits, government offices, or community-based organizations; preference will be given to applicants of local organizations.

Knowledge of and experience in one or more of the four CSP fellowship themes (Women and Gender Issues, Transparency & Accountability, Tolerance &Conflict Resolution, and Environmental Issues);

·          Leadership experience and potential;
·          Professional and program goals;
·          Follow-on project idea;
·          Intercultural/English language skills;
·        Preference will be given to individuals with four (4) months or more academic exchange or professional training experience in the United States.

Professional Fellowship Themes

Applicants must select ONE professional theme from the list below that he/she intends to focus on while in the U.S.

1) Transparency and Accountability

Illustrative topics within this professional theme include: civil society; grassroots democracy; good governance; anti-corruption; transparency; accountability; free and fair elections; technology and social media for transparency; and, volunteerism.

2) Tolerance & Conflict Resolution

Illustrative topics within this professional theme include: tolerance; multi-culturalism; discrimination; conflict resolution; negotiation; compromise; fair treatment of minority populations; civil rights and responsibilities; crisis response tools; complex emergencies and disasters; technology and social media for conflict resolution; and LGBT rights.

3) Environmental Issues

Illustrative topics within this professional theme include: food security; water and resource management; supporting food supply at local, regional and national levels; social entrepreneurship to leverage science and technology to address ecological and environmental issues; low-carbon technologies; natural resource management; pollution; sustainable energy; and climate change.

4) Women and Gender Issues

Illustrative topics within this professional theme include: women’s empowerment, women’s education, women’s health; women’s entrepreneurship; gender equality; prevention of all forms of exploitation; domestic violence prevention; advancing political, economic and social empowerment of women; and, LGBT rights.

Application Submission Guidelines

The deadline for applications for the Community Solutions Program is 11:59pm EST, WEDNESDAY, OCTOBER 31, 2012. Applications may be submitted ONLINE ONLY at https://oas.irex.org/csp/. Do not send applications to the IREX office in Washington, DC or any of IREX’s representative offices. Mailed, faxed or e-mailed applications will not be accepted.

If selected to the semifinalist round, applicants must provide the following documentation to irex at the time of their interview:

·          A copy of applicant’s international passport (if available) or government-issued identification
·          Copy of TOEFL or IELTS score report (if applicable)
·      A signed letter of commitment from your employer indicating approval of four-month leave should you be selected to participate in the fellowship

2.  SOCIAL ENTREPRENEURSHIP PROGRAMS, INTERNATIONAL YOUTH FOUNDATION’S JASA.KG, BISHKEK, KYRGYZSTAN. APPLICATION DEADLINE: OCTOBER 19, 2012

Through a competitive process, IYF Kyrgyzstan project will identify one (1)  project to be supported by Jasa.kg amongst those projects submitted through this application process.  The Jasa.kg grant will support a quality, results-oriented, and sustainable social entrepreneurship program that addresses social entrepreneurship among youth in Kyrgyzstan.  The funded project will promote social entrepreneurship among youth as a means to engage in their communities and demonstrate a commitment to addressing social issues and challenges, and increase entrepreneurship and employment opportunities for vulnerable youth. The funded project will reach a minimum of 400 youth.

IYF Kyrgyzstan does not expect the individual grant to exceed $50,000.  The actual grant budget will be negotiated based on the organization’s capacity and the proposed activity.
Funded projects will support an activity or activities that can demonstrate results for a period not exceeding 12 months, with a start date no later than December 1, 2012. The geographic location covered will be Kara Balta, Osh and Jalal-Abad Oblasts, and the new settlements “novoistroika” around Bishkek. The target group is youth ages 14 – 29 years.

Overview:

·          Projects will have a clear focus on social entrepreneurship among youth
·          Project will include training for youth in the target areas on  social entrepreneurship (please include overview of proposed training curriculum )
·          Design a curriculum or training manual (* if organization does not currently have a curriculum)on social entrepreneurship to conduct comprehensive trainings in target areas
·          Project  will equip vulnerable or marginalized youth with skills needed to be a successful social entrepreneur through increasing their capacity to start up social businesses
·          Project will include a  mentorship program for successful social entrepreneurs with select  graduates of the project
·          Project will promote  social entrepreneurship through effective an public relations   campaign including wide – range media coverage, scientific articles, social media

Eligibility Criteria:

1.       Non – governmental organizations in the form of public association or public fund, and business – associations registered in Kyrgyz Republic
2.       Organizational and financial sustainability of applicant organizations and experience in managing similar or relevant projects in target areas
3.       Team-proposals from Bishkek, Kara-Balta town, Osh and Jalal – Abad oblasts are allowable
4.       Organization will have a professional experts in social entrepreneurship and business that will commit to work on the project at an appropriate level of effort
5.       Organization will have a network or experience with existing social entrepreneurs in Kyrgyzstan

About International Youth Foundation’s Jasa.kg Program

International Youth Foundation’s Jasa.kg, funded by USAID, goal is to catalyze a generation of young people to actively engage in building a stable, prosperous and democratic Kyrgyzstan. It is broadly recognized that this generation of young people has the potential to usher in promising advances in political, business and civil society leadership for the country. However, without appropriate pathways to develop such potential, youth will perpetuate broken systems and cycles of poverty. It is, therefore, critical to offer youth opportunities to access the tools needed to realize a new direction for Kyrgyzstan and to inspire in them a combination of desire, motivation and focused purpose that equip them to create such a future for themselves.

3.       OPEN CALL FOR ARTISTS. CENTRAL ASIAN PAVILION AT 55TH VENICE BIENNALE. APPLICATION DEADLINE: OCTOBER 15, 2012

The Central Asian Pavilion at the the 55th Venice Biennale (La Biennale di Venezia), curators Ayatgali Tuleubek and Tiago Bom would like to invite artists to respond to this open call.

The working title of the exhibition, Winter, is inspired by Abay’s poem and presented here as manifolded. Though commonly read as a depiction of the natural phenomenon and a traditional lifestyle, we propose to view and use its elements as metaphors for a broader political context.  We believe that the poem can be reinterpreted to approach the current socio-political situation in Central Asia. Winter can be regarded as a climate de facto for the social, political and cultural context, where an analytical and inquisitive discourse is frozen or nearly absent in the public sphere. On the other hand, it also embodies a potential transformational character, as it precedes Spring and the snow gives place to a full blossoming; where a frozen public dialogue is replaced by a more participatory one.

This project aims to address and bring a visual reflection on the complexity of the current context of the Central Asian region by employing the tools of  poetical and metaphorical language. This language creates a possibility for a constructive and dynamic artistic approach for important issues without turning to  illustrative means. We hope with this to achieve a deeper understanding of the Central Asian situation both from within and in relation to the rest of the world, assessing where we stand as a society today .

Through this artistic reflection some light can be shed  on historical facts, motivations and desires represented by the people that inhabit these specific times and spaces. A light that does not necessarily live from linear or narrative constructions, but one made out of experiences and sensibilities.

Artists (in the broad understanding of the term: media activists, poets, film makers, writers, etc.) from or living in Kazakhstan, Kyrgyzstan, Uzbekistan and Tajikistan are invited to respond to this call by submitting their portfolio (digital format or web based portfolio) and CV.

Applicants are encouraged to include proposals for works that could explore the given context or interact with  the curatorial concept. Applications with work proposals will be prioritised. This proposal  should be in the form of texts describing the works, images and sketches.

There is no restriction with regards to number and medium/format of the works (painting, drawing, text, video, performance, photography, sculpture, installations, music, etc.). Young or emerging artists are encouraged to apply.

A pre-selection of applications will be made before a series of studio visits to be held in Central Asia in October. Five to seven artists will subsequently be selected after these meetings.

Общественное Объединение  «Достояние Республики» в рамках реализации проекта «Национальный Молодежный Ресурсный Центр» при поддержке Министерства молодежи, труда и занятости Кыргызской Республики и Германского Общества по Международному Сотрудничеству (GIZ) объявляет открытый конкурс малых субсидий для поддержки инициатив инициативно-волонтёрских групп,  также организаций  работающих с молодежью.

Основная цель  программы малых субсидий:

Поддержка инициатив организаций, работающих с молодежью и инициативно- волонтёрских групп, направленных на продвижение репродуктивного здоровья и прав  молодежи (далее РЗПМ), включая  профилактику ВИЧ\СПИД  и предотвращение употребления наркотиков среди молодежи.

Задачи программы:

·          увеличение числа НПО продвигающих РЗПМ, профилактику ВИЧ\СПИД  и предотвращения употребления наркотиков среди молодых людей.
·          вовлечение молодых людей в вопросы РЗПМ, профилактику ВИЧ\СПИД и предотвращения употребления наркотиков среди молодых людей.
·          привлечение внимания общественности к проблемам РЗПМ, профилактику ВИЧ\СПИД и предотвращения употребления наркотиков среди молодых людей.
·          усиление сотрудничества между НПО, инициативно-волонтёрскими группами и государственными организациями в вопросах РЗПМ, профилактики ВИЧ\СПИД и предотвращения употребления наркотиков среди молодых людей.
·          повышение потенциала региональных НПО, инициативно-волонтёрскими группами  в области продвижения РЗПМ, включая  профилактику ВИЧ и предотвращения употребления наркотиков среди молодежи.

Целевая группа программы:

1.       Общественные неправительственные организации, работающие с молодежью.
2.       Молодежные организации (70% членов организаций является молодежь в возрасте от 14 до 28 лет)
3.       Инициативные группы из числа молодых людей.

Малые субсидии могут быть выделены на следующие мероприятия:

·          Проведение информационно-образовательных мероприятий по освещению вопросов РЗПМ, профилактики ВИЧ\СПИД  и предотвращения употребления наркотиков среди молодежи
·          Создание площадок для обсуждения проблем в области продвижения РЗПМ, включая  профилактику ВИЧ\СПИД  и предотвращения употребления наркотиков с участием молодых людей
·          Проведение адвокационных компаний в области продвижения РЗПМ, включая  профилактику ВИЧ и предотвращения употребления наркотиков с вовлечением государственных организаций, НПО и молодых лидеров.
·          Повышение потенциала общин, гражданского общества, органов МСУ в регионах страны по вопросам РЗПМ, профилактики ВИЧ и предотвращения употребления наркотиков
·          Проведение мероприятий по консолидации и мобилизации общественности в области продвижения РЗПМ, включая  профилактику ВИЧ и предотвращения употребления наркотиков
·          Другие мероприятия в области продвижения РЗПМ, профилактики ВИЧ и предотвращения употребления наркотиков.

Бюджет проекта должен быть в пределах 30000 сомов. Бюджет необходимо предоставить по нижеуказанной форме, в сомах (KGS). Отбор проектных предложений будет проводиться независимой комиссией из числа партнеров проекта.  При составлении бюджета проекта заявители могут  пользоваться услугами, предоставляемыми Национальным Молодежным Ресурсным Центром на бесплатной основе по предварительному согласию с сотрудниками проекта.

Приоритеты при предоставлении малых субсидий:
·          НМРЦ не ограничивает в выборе конкретной темы для написания проекта, но она должна быть в рамках вышеуказанной тематики.
·          НМРЦ открыт новым идеям, инновационным методам и подходам.

Приветствуются проекты:

Главная цель:

Необходимая Квалификация

Навыки/знания:

·     Знание местной системы НПТО, как она устроена, как функционирует, какие проблемы существуют в системе НПТО в Кыргызстане;
·       Отличные организационные навыки: проведение мероприятий, умение фасилитировать и модерировать мероприятия направленные на обсуждение вопросов НПТО;

·          Provide support and responses to inquiries related to the interpretations of staff rules and operational policies.
·          Consolidate HR datas on a monthly basis and send it to Country office.
·          Ensure timely dissemination of administrative information received from Bishkek Administration in the area office.
·          Prepare all administrative letters, draft Terms of Reference and vacancy announcements following indications given by area coordination and ACTED's internal standards.
·          Ensure accurate filing of all processed documents.
·          Render written and oral translations if necessary.
·          Be discreet in the gathering and use of confidential information.

Required qualifications:

·          Higher education in relevant field;
·          Prior experience in the field of administration in international organizations;
·          Excellent interpersonal, communication and analytical skills;
·          Strong personality, ability to withstand pressure and produce updated staff database reports;
·        Commitment and honesty, and a passion for improving transparency and accountability within the organization as an absolute requirement;
·          Excellent drafting and writing skills;
·          fluency in English, good Russian and Kyrgyz;
·          Ability to operate Microsoft Word and Excel.

10. ВАКАНСИЯ: МАРКШЕЙДЕР, МЕЖДУНАРОДНАЯ УПРАВЛЯЮЩАЯ КОМПАНИЯ ОСОО «КАЗАХМЫС ГОЛД КЫРГЫЗСТАН».

Требования:

·          Высшее или средне-техническое образование по специальности с квалификацией «Горный инженер-маркшейдер» или «Техник-маркшейдер».
·          Опыт работы по специальности не менее 2-х лет.
·          Коммуникабельность.

Обязанности:

·    Построение маркшейдерских опорных и съемочных сетей, производство полевых топо-маркшейдерских съемок, камеральная обработка, составление и пополнение маркшейдерской документации.
·  Перенос в натуру геометрических элементов проектов горных работ, земельных отводов, границ безопасного ведения горных работ.
·     Давать направления горным выработкам, геологическим скважинам и вести контроль над соблюдением проектных направлений горных работ.
·       Проведение инструментальных наблюдений за процессами сдвижения горных пород.
·   Вести контроль над соблюдением установленных нормативов потерь и разубоживание полезных ископаемых на участке.
·     Участие в выполнении мероприятий по охране земельных ресурсов и рекультиваций нарушенных земель.
·    Участие в выполнении замеров, выполненных в течение вахты горных работ и составление справки и акта маркшейдерского замера.
·          Другое.
