Международный фестиваль документальных фильмов по правам человека «Бир
Дуйно Кыргызстан», реализуемый правозащитным центром «Граждане против
коррупции» объявляет конкурс на оригинальный, креативный проект, направленный
на защиту и продвижение прав человека, разрешение социальных проблем среди
молодежных неправительственных организаций, инициативных групп, молодежных
проектов и молодежных движений.
Победителей ждут ценные призы, главным из которых будет презентация оригинального
проекта на торжественной церемонии открытия Международного фестиваля
документальных фильмов по правам человека «Бир Дуйно Кыргызстан», где также
будут презентованы оригинальные молодежные проекты из Египта, России и Бельгии.

Summary of Position
IREX
seeks candidates for a Chief of Party to work on a potential basic education
program focusing on in Kyrgyzstan
and Tajikistan . Candidates should be able to demonstrate
experience in implementing and managing basic education development programs in
the region, and have a proven track record of providing expertise through
training, mentoring, analysis or on-site consulting in the following areas:

Basic education, including expertise in best
practices of literacy and numeracy instruction, teacher development, school
management, EGRA methodology, and technology for education;

Ministry of Education-level capacity building.

Summary of
Responsibilities:
IREX
COPs maintain overall responsibility for meeting program objectives and are
based in the country of performance. Among other duties COPs:

Provide vision and strategic direction for the
program
·
Develop and implement a plan of activities to
meet program objectives

Develop and maintain effective partnerships with
local organizations
·
Serve as primary liaison with donor(s)
·
Coordinate with local, regional and
international organizations active in the education sector

Skills and
Qualifications:

education program in Kyrgyzstan
and Tajikistan . The Finance Manager will support the Chief of
Party in meeting program objectives and will be responsible for oversight of
project finances and grant-making activities.

Summary
of Responsibilities:

Assure that the program meets all IREX, USAID
and host country requirements relative to USAID funds accountability and
operations within the region
·
Track and analyze all costs incurred under the
contract
·
Maintain financial records for all contract
activities, including tuition and other costs for degree programs, short-term
technical training, and internships
·
Ensure that appropriate financial record-keeping
policies and practices are established and maintained
·
Ensure that all procurement is in compliance
with IREX policy and U.S.
government regulations

Monitor project budgets and provide required
reporting
·
Coordinate with IREX Finance team in CAR and at
the home office
Skills
and Qualifications:
·
Advanced degree in business administration and
management; with certification in accounting.

Proven expertise with USG financial management
and budgeting laws, regulations and practices.

Minimum of 10 years of experience working in
finance in the non-profit, private and/or government sector.
·
Experience in managing large annual operating
budget of approximately $10 million per year.
·
Demonstrated ability to work with host
government and cooperating partners in implementing a complex project in the

Skilled in managing and compiling financial data
for reporting and ensuring compliance with all donor requirements.

Eurasia Foundation of Central Asia is seeking an Executive Director to oversee
its programs in Kyrgyzstan .
The
Eurasia Foundation of Central Asia mobilizes public and private resources to
help citizens participate in building their future by strengthening their
communities and improving their civic and economic wellbeing. More information

The
Executive Director will be the foundation’s senior representative in Kyrgyzstan ,
overseeing multimillion dollar dynamic development programs. He or she reports
to EFCA’s President. He or she will:

Exercise financial and human resources
management over a 25-person office in Bishkek and oversee the management of Osh office

The successful candidate
will have:

The
Office of the United Nations Children’s Fund (UNICEF) in the Kyrgyz Republic
announces the vacancy for the post of: Executive Assistant, GS 5 (Fixed-Term
Contract).
Under
the supervision of UNICEF Country Office Representative, the incumbent performs
secretarial functions.
The
duties and responsibilities of the posts include:

Arranges appointments and maintains supervisor’s
calendar, receives visitors, places and screens telephone calls and answers
queries with discretion.
·
Arranges meetings, both internal and external,
some involving high-ranking officials, and takes minutes and/or notes at
meetings.
·
Prepares informal translations and may act as
interpreter.
·
Takes dictation using shorthand on a variety of
subject matters and transcribes, ensuring that spelling, punctuation and format
are correct. Types correspondence, documents and reports, some of which are
highly confidential.
·
Receives, screens, logs and routes correspondence,
attaches necessary background information and maintains follow-up system.
·
Drafts non-substantive correspondence and

Maintains policy, confidential and general
files.
·
Clears correspondence for conformity with
established procedures and accuracy of statements before being signed by
supervisor.

Background:
The
successful candidate shall have:

University degree in Linguistics, Social Science
or related field;

Five years secretarial experience;
·
Fluency in Russian and English, knowledge of
Kyrgyz is an asset;

Background:
Under
the overall guidance and directs supervision of Coordinator/Human Rights
Officer, the Interpreter/Translator provides interpreting/translating services
OHCHR personnel, UN Staff on Mission,
Consultants and Experts. The Interpreter/Translator demonstrates a
client oriented approach, high sense of responsibility, and the ability to work
with people of different nationalities and cultural backgrounds.
Objective:
The key objective of an interpreter/translator is to
perform interpreting/translating services of oral and/or written communications
between English and Russian/Kyrgyz languages in a variety of settings.
Scope of
work:
·
Provide interpreting/translating services to
OHCHR personnel and other individuals for OHCHR events.
·
Translating orally or in writing all documents
presented by staff and other individuals.
·
Check translations of technical terms and
terminology to ensure that they are accurate and remain consistent throughout
translation revisions.
·
Proofread, edit and revise translated materials.
Review translated materials for accuracy of meaning, grammar and syntax.
·
Prepare written translations of instructional
materials, correspondence and forms from English into Russian/Kyrgyz and vice
versa when appropriate for use by staff and other individuals.
·
Utilize equipment such as data processing
equipment, copy machines, scanner, fax machine, ext.
·
Answer inquiries from witnesses, NGO
representatives, officials and individuals and interpret and explain words and
phrases for meaning and appropriateness
Reporting
requirements:
Interpreter/Translator will submit interim report in
agreed format stating all actions (translating documents and interpreting
services) taken during the assignment. First installment will be paid after
submission of interim report approved by Head of Office. Upon completion of the
assignment the Interpreter/Translator will submit final report for the whole
assignment to be approved by the Head Office/Human Rights Officer and serve as
a justification for final payment.
Qualifications
and Competences Required:

Bachelor degree in Linguistics,
philology or other related fields
·
Work experience: at least one year
in translation and interpretation, preferable with international organizations
·
Organizational and communication
skills
·
Good presentation and teamwork
skills
·
Computer skills (MS Office, Internet
Explorer and others)
·
Language skills: knowledge of the
structure and content of the English language including the meaning and
spelling of words, rules of composition and grammar. Knowledge of the structure
and content of Russian/Kyrgyz languages including the meaning and spelling of
words, rules of composition and grammar, and pronunciation.
