The
European School
in Central Asia opened in September 2011
providing an inclusive European style education accredited with Cambridge
International Examinations. The school has around 100 students age 2 to 14,
with plans in place for expansion up to age 17 and doubling student numbers.
The
Chair of the Management Board is one of three members of the school Management
Board and has responsibility for organisation development, licencing,
marketing, recruitment of staff and students, fundraising, and external and
internal coordination and reporting.
Responsibilities
Organization
Development and Administration
1.
Ensure that the School has a long term
strategy which achieves its mission, and toward which it makes consistent and
timely progress
2.
Provide leadership in developing
organizational and financial plans with the Management Board, and supervise the
implementation of agreed plans and policies
3.
Prepare the annual development plan and
annual report for agreement at the Management Board and Supervisory Board
4.
Facilitate the operations of the Management
Board so that all members cooperate and are focused on overall School
development
5.
Facilitate the operations of the Supervisory
Board, including: acting as Secretary to the Supervisory Board, ensuring the
Board is kept fully informed on the operations of the School and all important
factors influencing it; facilitating Supervisory Board meetings and
communications, in support of the Board Chair
6.
Ensure that all decisions of the Supervisory
Board and Management Board are implemented as directed in the School
7.
Facilitate the operations of the Parents
Association, provide School facilities as appropriate, and cooperate with the
Parents Association Management Committee
8.
Facilitate the operations of the Advisory
Council, provide School facilities as appropriate and cooperate with the Chair
of the Advisory Council in organising meetings, minute taking and
communications.
9.
Licencing and Accreditation
10.
Pursue and secure accreditation from all
relevant legal authorities (education, health and safety, fire etc) and maintain accreditation and licences in
future
11.
Ensure that all international educational
accreditation issues are dealt with in good time and that the School is on
target to attain and then retain appropriate accreditation
12.
HR Oversight
13.
Ensure that sound human resource practices
and regulations are in place and followed (job descriptions, regular
performance evaluations, etc.)
14.
Oversight of allstaff recruitment, staff
performance, training and development, as well as standards of conduct and
disciplinary matters
15.
Evaluate staff structure as the School
expands, recommending changes as needed to ensure efficiency and program
quality
16.
Regularly assess the competitive status of
staff salaries and benefits and make proposals for any proposed changes to the
Management Board and Supervisory Board (as appropriate)
17.
Work in partnership with the Parents
Association to promote active and broad participation of volunteers in all
areas of the School’s work
18.
Community Relations and Student Recruitment
19.
Represent the School in the community and
with parents and sponsors.
20.
Act as ambassador for the School and act in a
manner that upholds the values and ethos of the School at all times.
21.
Pursue opportunities for speaking engagements
to promote the School. Build relationships with the media and use them
effectively to promote the School.
22.
Develop and produce reports, newsletters and
other marketing materials to publicize the activities of the School
23.
Maintain regular communication with parents
and sponsors through mailings and emails; evaluate and enhance communication as
needed
24.
Ensure that School website contains relevant,
accurate and current information
25.
Make effective use of opportunities for
communications utilizing web-based and social media, as appropriate
26.
Ensure that the student enrolment program is
effective, that it generates maximum interest from parents of potential
students and that a high proportion of interested parents enrol their children.
27.
Design an appropriate enrolment process and
ensure that the administration of the process is always effective with a very
low failure rate.
28.
Develop and implement the scholarship program
in accordance with ESCA policy
29.
Finance &Fundraising
30.
Work with the Head of Administration and
Boards to prepare and approve an annual budget
31.
Act in accordance with the budgets, policies,
procedures, directions and decisions of the Supervisory Board
32.
Develop strategic financial plans for
consideration of the Supervisory Board
33.
Work with the Governing bodies of the School
to design and execute special fundraising campaigns and events for the School
34.
Research and pursue new funding opportunities
(individuals, foundations, corporations, etc.), with special focus on
developing and maintaining charitable contributions to the School Development
Fund and the Scholarship Fund
35.
Prepare and write letters of inquiry and
proposals for grant programmes applicable to the School
36.
Cultivate, manage and track relationships
with all sponsors, donors and prospects, including individuals, foundations,
and corporations

Educational Outreach
38.
Work closely with the Kelechek Education
Endowment Fund as the educational outreach vehicle of the school to have a
positive impact on the broader education sector in the Kyrgyz Republic

Other

Maintain high quality standards in all areas
of the school
41.
Undertake any other tasks as required to
develop and maintain the School as an excellent educational institution
Reporting
The
Chair of Management Board is one member of a collegiate Management Board
together with the Head of Education and the Head of Administration. The
Management Board reports to a Supervisory Board of nine members elected by the
Parents Association, the School Advisory Council, and the school Founders.
Timing
and Duration
The
position is available from September 2013. This is a full time long-term
position with an initial contract of three years (subject to 3 months’
probation) which will be renewable by mutual consent.
Remuneration
Salary
and benefits are competitive, and may include school places for dependent
children.
Requirements

Bachelor Degree in education management,
administration or other relevant subject
·
Master’s degree from US, Europe, Australia or Japan in a relevant subject
·
Experience of working in international
organisations
·
Proven leadership, marketing and management
skills with available references to support success in each area
·
Capable of leading a multi-national team to
achieve institutional objectives
·
Excellent inter-personal skills, team
leadership and membership skills, affinity for networking, and demonstrated
high level presentation skills

Правовой программы.
Правовая программа поддерживает инициативы, направленные
на защиту прав человека и развитие правовых реформ в Кыргызстане,

Обязанности:
В обязанности директора Правовой программы будет
входить:

Управление, координация и реализация всех аспектов
программы;

аналитических и финансовых отчётов по деятельности программы;

Требования к кандидатам
Квалификация/навыки:
·
Высшее юридическое образование;
·
Профессиональный опыт работы (не менее 5 лет) в правовой
области;
·
Обязательно понимание вопросов, касающихся прав человека
и правозащитного движения, правовой реформы;
·
Обязателен значительный опыт в координации проектов и
программ, начиная с построения концепций, заканчивая их реализацией;
·
Хорошие аналитические навыки;
·
Глубокое знание процессов бюджетирования и менеджмента;
·
Предыдущий опыт в менеджменте проектов, в финансовом и
грантовом управлении и/или в мониторинге и оценке является преимуществом;
·
Опыт работы в международных организациях является
преимуществом;
·
Обязательно отличное знание английского языка (знание
кыргызского языка является преимуществом);
·
Компьютерная грамотность;
·
Хорошие коммуникативные навыки.
