1. 2009-2010 JUNIOR FACULTY DEVELOPMENT PROGRAM

DEADLINES FOR 2009: 17:00 August 7

The Government of the United States of America is pleased to announce the open competition for the Junior Faculty Development Program for the 2010 spring semester. The JFDP is managed and funded by the Bureau of Educational and Cultural Affairs of the United States Department of State. American Councils for International Education: ACTR/ACCELS, an American non-profit, non-governmental organization, under a cooperative agreement with ECA, administers the JFDP and oversees each participant’s successful completion of the program.

The Junior Faculty Development Program provides University instructors with a semester-long opportunity to:
  • Engage in curriculum development and explore alternative teaching methodologies,
  • Expand their knowledge in their fields of study and gather new teaching materials and resources, and,
  • Develop relationship with U.S. host universities and their home universities.
A JFDP FELLOW WILL:
  • spend a semester observing courses, learning about issues in U.S. education, exploring new approaches to course and course materials, developing new materials for academic courses, networking and attending conferences;
  • work with a faculty mentor at a hosting U.S. university working in their academic field;
  • act as cultural and academic resources at U.S. host universities sharing information about their home countries with U.S. faculty, students and community members;
  • make presentations and guest-lectures at their host department and within the university and surrounding community.

THOSE ELIGIBLE FOR APPLICATION TO THE PROGRAM INCLUDE:
  • Individuals seeking to improve their skills as university educators.
  • Citizens of Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Croatia, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Macedonia, Montenegro, Serbia, Tajikistan, and Turkmenistan.
  • Individuals currently residing and working in their countries of citizenship.
  • Individuals currently teaching full-time at an institution of higher education in their home countries, and who have at least two (2) years of full-time professional experience as a university lecturer or administrator at the time of application (time spent working at a university while simultaneously working towards the first higher education degree does not count towards the two year requirement).
  • Individuals who are highly proficient in written and oral English (and who are able to participate in an English language interview).
  • Individuals who will return to their home countries after completing the program.
  • Individuals who are able to begin the JFDP in the United States in January 2010 (December 2009 if English language training is required). Participants will not be allowed to defer until a later date.
  • Individuals who are able to receive and maintain a U.S. exchange visa (J-1) required for this program.
THOSE INELIGIBLE FOR APPLICATION TO THE PROGRAM INCLUDE:
  • U.S. citizens or permanent residents of the United States.
  • Individuals currently participating in academic, training or research programs in the United States.
  • Individuals currently residing or working outside of the fourteen participating countries.
  • Individuals who have participated in an exchange visitor program sponsored or funded by the U.S. government (e.g. U.S. Department of State, Public Affairs Sections at U.S. Embassies or other U.S. government agency) for a period of more than six weeks in 2009 or who have not fulfilled their two-year home residency requirement by the time of application.
  • Individuals who have applied for U.S. permanent residency (immigrant visa/lottery) in the past three years (including immediate family members, i.e. spouse and/or children).
  • Local employees of American Councils and the U.S. missions abroad who work for the U.S. Department of State. These individuals are ineligible for grants during the period of their employment and for one year following the termination of employment.
  • Immediate family members (i.e. spouses and dependent children) of American Councils and U.S. Department of State employees for a period of one year following the termination of such employment. This provision does not disqualify self-supporting members of families who live apart from their parents.
FULL-TIME UNIVERSITY FACULTY AT INSTITUTIONS OF HIGHER EDUCATION:

All applicants to the JFDP must have two years of full-time teaching experience at the time of application. Full-time teaching is generally described as teaching a minimum of 20 hours per week at an institution of higher education unless defined otherwise by the Ministry of Education in the participating country. Two years of full-time teaching does not include time teaching or administering at a school, lycee, or gymnasium.
  • ARTS MANAGEMENT AND LIBRARY SCIENCE:
As stated above, all applicants to the JFDP must have at least two years of professional experience prior to the application deadline. For most positions, these two years of experience must be in full-time teaching at an institute of higher education Applicants to Arts Management and Library Science may combine professional work responsibilities in the field of library science and arts managements with time teaching at the university level. Applicants in these fields must spend part of each year teaching one or more university level courses (teaching responsibilities should be clearly stated in application).
  • EDUCATIONAL ADMINISTRATION:
Individuals applying to the field of Educational Administration must have at least two years of full-time teaching at the time of application. Applicants to Educational Administration may combine professional work responsibilities as a university administrator with time teaching at the university level. Applicants in these fields must spend part of each year teaching one or more university level courses (teaching responsibilities should be clearly stated in application).

Основными направлениями центра являются - психологическая, социальная, а также юридическая помощь жертвам пыток и/или жестокого обращения. На базе медицинских учреждений оказываются медицинские и психотерапевтические услуги.

Термин «пытка» подразумевает причинение физической или психологической боли/страдания человеку с целью получения информации, наказания, запугивания, принуждения или по любой причине, основанной на дискриминации.

Жертвами пыток могут быть лица, пострадавшие от любых государственных должностных лиц, выступающих в официальном качестве:
  • Милиция
  • Военные
  • Работники здравоохранения
  • Сотрудники тюрем
  • Заключенные, действующие по приказу/разрешению официальных лиц
  • Военизированные группы
Целевая группа:
  • Пострадавшие от пыток и члены их семьи, вне зависимости от возраста, религиозной, национальной, расовой или половой принадлежности.
  • Беженцы и лица, ищущие убежище.
  • Мигранты.

1. HEALTH CONNECTIONS INTERNATIONAL (HCI) MEDICAL MODERATOR POSITION FOR KYRGYZSTAN & TAJIКISTAN

Health Connections International (HCI) is а solution-oriented non-profit organisation, created with the specific aim of improving the responses to the HIV, tuberculosis (ТВ), and drug use epidemics in the former Soviet Union and other regions through аn innovative web-based information- and knowledge-sharing platform. НСI seeks to ensure that, through its efforts, crucial International support and important developments in the fields of HIV, ТВ and drug demand and harm reduction are not missed due to language and/or geopolitical boundaries.

Reports hierarchically to the Country Liaison Co-ordinator in Kyrgyzstan or Tajikistan and functionally to the НСI Head of Medical Affairs (at the International Office in Amsterdam) Works closely with the Red Crescent Society in Kyrgyzstan and/or Tajikistan

Start of Contract: ASAP

Length of contract: 1 year, with the possibility of renewal depending ироn project duration and funding.

Overall Job Objective:
  • То oversee the in-country moderation of аll medical aspects of HCI's operations and the web-based platform
  • То ensure the quality assurance of the information requested, provided and communicated via the in-country НСI web-based platform
  • Liaison between НСI and its network of allied health practitioners nationally and sub-regionally
  • Primary responsibilities/ duties:
  • The Medical Moderator (ММ) acts as the moderator of the НСI web-based platform and is the interlocutor between the НСI service, its national medical partners and end users, and will serve as а resource for medical moderators of the in-country focal points in close consultation with the НСI Head of Medical Affairs.
  • In accordance with HCI's quality, security and ethical protocols, the ММ is the gatekeeper of the quality assurance of the information requested, provided and communicated.
  • In close consultation with the НСI Head of Medical Affairs, the ММ contributes to the further development of standards and procedures and will oversee the moderation of medically related information made available via the НСI web-based platform.
  • The ММ as аn in-country project management resource, will offer guidance оп the implementation process and the efficient use of the НО web-based platform. The ММ will provide input оп management-related issues specific to medical personnel and will work in close consultation with the Country Liaison Co-coordinator and НСI Head of Medical Affairs to ensure that the highest standard of quality is maintained.
Required Qualifications:
  • Medical Degree Current medical licence
  • Clinical experience in the treatment of HIV, STIs, TB and/or drug treatment (по less than 3 years)
  • Demonstrated success with coaching/mentoring/training other physicians
  • Ability to communicate in а clear and concise manner, verbally and in writing, and аЫе to comfortably communicate and interact at all levels within the organisation
  • Ability to work as part of а team and independently
  • Fluency in English
  • Willingness to travel
Desired Qualifications / Experience:
  • Additional training and expertise in а relevant field including аnу of the following: harm reduction, drug treatment, epidemiology, public health, reproductive health
  • Knowledge and skills in operating eHealth / ICT modalities and knowledge of networked databases
  • Professional experience in DAC-listed or low-income countries

2. CENTRAL ASIAN NEWS SERVICE (CA-NEWS.ORG) ONLINE EDITOR-IN-CHIEF POSITION

CA-NEWS (Central Asian News Service) is an independent, international news organization which provides news reports and analytical materials, reviews, comments on Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan.

CA-NEWS is a nonprofit organization funded by international donors. Corporate and production headquarter is in Bishkek, Kyrgyzstan, but news materials originates from our reporters in 5 countries.

We are currently seeking an Online Editor for our Web site. This position will be based in Bishkek, Kyrgyzstan.

Fluent in Russian and English, the Online Editor, will play a key role in the CA-NEWS Online Web operation, which runs one of popular Web sites in Central Asia - www.ca-news.org .

The incumbent will help create content to extend the news product online, provide high quality, accurate and credible news and incorporate interactive and multiple platform elements such as forums, polls, maillists and WAP-enabled pages. The Online Editor must also understand and implement online best practices to help ensure the Web site is both accurate and timely.

The Online Editor will: rewrite, develop, report, produce, and edit news and feature stories for the CA-NEWS Russian-language Web site.

He/she will work with material from the reporters as well as international news sources and original research and reporting, including interviews with persons in Kyrgyzstan and around the region. Will work with a standard Web-based publishing tool, but ability to use additional multimedia tools for image manipulation and search engine optimisation is a plus.

Qualifications:
  • Professional fluency in Russian and English, knowledge of Central Asian languages is a plus
  • Minimum of 4 years journalism experience with proven track-record of writing and editing
  • Experience with online news and/or information sites is prefered
  • Demonstrated writing and analytical skills with broad knowledge of political, economic, and social structures of Central Asia, as well as strong general knowledge of international affairs
  • Demonstrated strong written language skills
  • Demonstrated strong commitment to journalistic integrity and objectivity
  • A university degree in social sciences, political studies, economics, international relations, or a related field, or equivalent practical experience in one of these disciplines
  • Knowledge of online usability and best practices a plus
  • Demonstrated ability work under deadline pressure.
