1.       THE MASTER OF ARTS IN POLITICS AND SECURITY PROGRAMME 2014-2015, OSCE ACADEMY, BISHKEK, KYRGYZSTAN. DEADLINE: APRIL 5, 2014

The OSCE Academy in Bishkek is now accepting applications for the Master of Arts in Politics and Security Programme 2014-2015. The Programme offers advanced courses in political science, international relations and a range of applied disciplines in comprehensive security and conflict prevention and resolution with a focus on Central Asia.  The MA programme is supported by the OSCE and a number of OSCE participating states and partner institutions. The coursework starts on 1 September 2014 and finishes on 30 September 2015.

Deadline for submission of full application: 5 APRIL, 2014

Eligibility:

·          Applicants must meet the following admission criteria:
·          Successful completion of an academic degree of higher education (BA, MA, MSc, Diploma) in  Political Science and other related fields, or enrollment in the final year of an undergraduate degree
·          Excellent knowledge of English
·          Applicants should be not be older than 32 on 1 September 2014
·          Citizenship of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Afghanistan
·          Applicants from other OSCE participating states can be accepted for the programme, but on a limited basis only.

Financing

The OSCE Academy in Bishkek covers:

·          Round trip travel expenses within Central Asia
·          Monthly stipend of EUR 180 per month
·          Housing allowance of EUR 95 for non-residents of Bishkek
·          Health insurance (Citizens of Kyrgyzstan are not eligible for insurance)
·          Child allowance of EUR 15 per child and single parent support (Medical insurance, transportation and visa costs are NOT provided for spouses and children)

Submitting an application to the MA in Politics and Security programme requires the following:
Completed Application Form. The form can be downloaded from the website. It is also circulated together with the Call for Applications. All the fields of the Application Form must be completed. Incomplete applications will not be considered.

Scanned copies of previous degree certificates/diplomas and transcripts. If the documents are in languages other than English or Russian, a certified translation into English or Russian is required. The documents are accepted in scanned version at master@osce-academy.net.

1.       VACANCIES: FIELD SPECIALISTS (2 VACANCIES), UN WOMEN, BISHKEK/OSH, KYRGYZSTAN. DEADLINE: JANUARY 27, 2014

Background

UN Women was established by GA resolution 64/289 of 2 July 2010 on system-wide coherence, with a mandate to assist Member States and the UN system to progress more effectively and efficiently towards the goal of achieving gender equality and the empowerment of women.

Since 2001 UN Women (previously as UNIFEM) in Kyrgyzstan has been implementing catalytic initiatives on promoting women's economic, political and social rights. In 2012 a full Country Office was established.
The two positions are in support of UN Women's Building a Constituency for Peace Project that is funded under the United Nations Peace and Recovery Facility, PRF which in turn supports the Peace-building Priority Plan confirmed jointly by the Kyrgyz Republic and the United Nations System.

The project is commencing in January 2014 and due to complete in June 2016. It works in 23 mainly remote and conflict prone municipalities and towns of ten districts of six provinces of the Kyrgyz Republic.

State partners include the State Agency of Religious Affairs under the Presidential Administration and Ministry of the Interior, as well as project area district administrations and municipalities.

Likely Implementing Partners include the Rural Advisory Service Jalalabad (RAS) and the Foundation of Tolerance International (FTI). UN Women Kyrgyzstan will directly implement the second component of the project and the focus of the assignment is on this component. However, UN Women will take a direct interest in the implementation, monitoring, supervision and guidance of the two other components and the incumbent will also spend significant time in backstopping these.

The project aims at facilitating a higher level of respect for the rule of law and rights, also overcoming divisions in society by

·          engaging youth in activities that build life- and livelihood skills;
·          sensitizing law enforcement and justice sector personnel to human rights in particular of young men and women;
·          building understanding and cooperation between various stakeholders including officials and religious leaders.

The project works towards promoting gender equality by involving - especially young - women in all aspects of public life and economic activity, and by building support systems to ensure their rights. The project focusses on bridging ethnic divisions by promoting equal opportunity regardless of ethnic origin, by facilitating side-by- side leaning of life- and livelihood skills and by actively building knowledge of how to be a good citizen based on respecting diversity.

Activities prepare students from age 15 upwards to make a decent living from the family land plot. Students learn how a market economy works and the benefit its principles offer the industrious and skilled person. Secondary school students develop life-skills that enable them to secure their rights and those of their peers. Our project aims at enabling them to actively participate in community affairs and to help solve problems affecting their schools and communities.

In addition the project aims to provide a platform for diverse stakeholders in municipalities to jointly understand and address problems and conflicts affecting their community. Civil servants and especially security sector personnel are trained to prevent women from being radicalized or criminalized by anti-state elements.
3,000 9th graders of various ethnicities in 30 schools in rural areas are able to effectively use scarce land resources to build successful livelihoods and understand the benefit of joint action, also across ethnic divides. Both men and women are involved in productive agriculture in a market economy as an alternative to poverty induced migration. By knowing about land and water rights conflict over land and pasture use, as well as irrigation water will be largely avoided. Students will learn how to register a business with local self-government and pay the required fees and taxes, and how to ensure equal access of women to natural resources and entrepreneurship (RAS/UNW)

4,000 secondary school students of the 9th, 10th and 11th grade in 30 schools are knowledgeable about human rights of young women and men, as well as gender equality. Students will learn how to conduct a conflict analysis and take action to address the causes, working with law enforcement, local self-government (LSG) institutions and the state towards remedying the situation. By documenting duty bearer performance on upholding the law based on specific cases relating to the infringement of women's human rights and on local conflict (including for instance extortion rackets at school) youth will be empowered to play the role of active citizens in safeguarding the constitutional order (UNW)

460 key individuals across 23 municipalities, half of them LSG, aiyl kenesh members or law enforcement personnel, the other half community leaders such as religious leaders, aksakal court judges, women peace committees etc. are sensitized to human rights of young women and men, including religious rights. They are aware of their duties to protect human rights, justice and peace and they are able to conduct a conflict analysis of their community. They will be able to come up with an action plan for what they are going to change towards justice, lasting peace and the equal involvement of women. The implementation of those action plans will be jointly monitored. A key role is played by local self-government to convene all stakeholders towards preventing, mitigating and transforming conflicts on their territory which will lead to increased trust by citizens in LSG (FTI/UNW)
In the third project component UN Women plans to train a wide spectrum of state and non-state stakeholders in conflict prone communities on conflict analysis, -prevention, and -transformation. This activity is complimented by involving community gatekeepers and local self-government in mechanism that will both advise on the law and mediate conflict, as well as to support the formation of local conflict prevention and transformation networks. These networks will advocate for conflict resolution not at the cost of justice as is often the case when aksakal courts 'rule', but by upholding justice and the law, and by guiding conflict parties to conform to the law. Capacity built at community level in the area of informal legal assistance and on conflict prevention will focus on the rights of women and the prevention and mediation of domestic conflict at community level - in accordance with the domestic violence law and other laws.

In preparation of the project UN Women in December 2013 conducted activities that support women in having recourse to better services through enhanced capacity of elected female local councilors and local self- government heads in 20 conflict-prone municipalities across the country, with three quarters in the proposed project area. Beneficiaries were trained to advocate for the rights of women and an improved scope of women's political participation. Project activities will contribute to increased effectiveness of women in local decision-making in the area of Women Peace and Security and on advocating for ensuring implementation of CEDAW; to building knowledge among elected female officials at local self-government level about their duties to the citizenry; and on the tools to effectively address gender equality shortcomings.

In 2013 UN Women launched a project funded by the European Union on "Promoting Gender Justice and Empowerment of Young Women". While Kyrgyz Republic law ensures young persons and women's rights, the reality of the justice sector often enforcing the law selectively encourages widespread rights abuses and a culture of impunity where the vulnerable is at the mercy of the powerful. The project strengthens the capacity of women and men to effectively advocate for gender equality, to monitor effective implementation of gender justice and to promote equal engagement of young women in community level conflict resolution and gender justice after having been qualified under the project to doing so. The project engages youth and youth organizations to advocate for gender justice, and build their capacity to mediate community-level conflicts, thus contributing to mitigating tensions and resolving conflicts at school and university and within their community. These activities coincide with activities planned under the second component of the PRF project.

With the aim to ensure effective implementation of the PRF-funded project, UN Women Kyrgyzstan office plans to contract two Field Specialists who will be responsible for project related support which features regular extended field missions to the project area requiring overnight stays in villages. A specific focus shall also be given to lessons-learned documentation and coordination support to national implementing partners.

The Field Specialist promotes a client-oriented approach consistent with UN Women rules and regulations and commits to high standards of quality, productivity and timeliness in the delivery of tasks. The Project Specialist will meet and apply the highest standards of integrity and impartiality.

Incumbents will be fully dedicated to the mandate and the values of UN Women, particularly to promoting Gender Equality as a strategy to reduce conflict, improve livelihoods and ensure fairness and justice; to Women Empowerment underpinning Gender Equality promotion efforts; to inter-ethnic tolerance and concord; and to respect for diversity.

Duties and Responsibilities

The Field Specialist will:
1.   Conduct Regular Field Missions of several day duration to remote areas (40% of time)
·          Prepare for, mobilise and conduct missions, liaise with partners and arrange for all logistics
·    Conduct training workshops and monitoring visits, participate in roundtable discussions, provide supervision support and prepare for each input
·          Document the findings/results/lessons learned and follow-up actions required, obtaining stakeholder commitments to time-bound action and subsequently monitoring implementation
·          Support and guide responsible parties in the field towards effective and efficient cooperation on project implementation; oversee and support the organization of trainings and events

2. Ensure implementation support to and administration of projects, components and/or activities (30%)
·          Adapt processes and procedures to ensure achievement of project results and indicators
·          Assist with coordinating responsible parties towards effective and efficient cooperation on project implementation; oversee and support the organization of trainings and events
·          Provide support to developing and implementing activities, entering projects into Atlas, prepare for required budget revisions
·          Prepare draft project documents, work plans, budgets, proposals on implementation arrangements and reports required for the purposes of annual work planning, resource mobilization, collaboration with partners, reporting to donors, as well as drafting official letters
·          Ensure timely and quality implementation of activities under the relevant AWP, monitor budget utilization/implementation in lieu of AWP and project log-frame
·          Timely prepares progress, narrative & final reports for the Programme
·          Maintain internal expenditures control system which ensures that vouchers processed are matched and completed, transaction are correctly recorded and posted in Atlas; maintain shadow budget
·          Help align project interventions with those of state and non-state actors as well as donors
·          Liaise with government stakeholders, civil society and private sector partners to ensure proper coordination and partnership in common development efforts, present information on project activities, as well as ensure dissemination to broader public
·          Liaise with implementing partners on routine implementation of the project activities, track use of resources, train and monitor expenditure reports as per FACE
·          Maintains accurate personnel records of the project as required by UN Women
·          Supports handling with procurement contracts for goods and services
·          Maintains project equipment and servicing as well as its records
·          Ensures the maintenance of a filing system, reports or other documentation related to the programme and administrative matters of the programme in hard and electronic formats
·          Provides logistics support to programme needs; provide assistance in organizing and holding seminars, conferences, trainings, and meetings
·          Provides assistance on financial and administrative matters to the project
·          Arranges travel and hotel reservations, preparation of travel authorizations, processing requests for visas, identity cards and other documents
·          Assists with recruitment of (Inter)national Experts/Consultants and assists with procurements for goods and services in line with UN Women rules and regulations;
·          Oversees and coordinates working plans and travel schedules, and quality of reports (Inter)national Experts/ Consultants. Provides logistical support and programmatic guidance to (Inter)national Experts/ Consultants when required
·          Ensure facilitation of knowledge building and sharing through synthesis of lessons learnt and best practices under the project supported; sound contributions to knowledge networks and communities of practice; assistance in maintenance of a calendar of the most relevant regional/national fora related to the project activities and assistance to facilitate access to that information by partners and relevant UN Women staff; keeping abreast of technical development in Women, Peace and Security
3. Provide visibility to the United Nations' Women, Peace and Security Agenda (10%)
·          Advocate for WPS UNSCR/NAP1325, UNSG 7-point action plan; and the UN Women mandate
·          Attend meetings and events on behalf of UN Women

4. Assist international staff with interpretation during meetings and missions (10% of time)

Experience:
·          Minimum five years of relevant experience in Kyrgyzstan (a Master's degree may substitute for one year of this experience)
·          Work experience must include exposure to public administration or social or economic development activities or agricultural development or banking/finance
·          Work experience must include relevant field-level experience
·          Demonstrated substantive knowledge in the thematic area of gender equality and/or women's social, political or economic empowerment, and of conflict prevention and peace-building methodologies
·          Proven experience in writing project documents and project reports; strong analytical skills
·          Familiarity with either participatory methodologies, for-profit agricultural development systems; micro- finance; or democratic governance at the sub-national level
·          Good numerical skills
·          Competent in the usage of computers and office software packages (MS Word, Excel, etc.).

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.

Terms of Reference

Supervision received: The Programme Officer will be directly supervised by the Head of Programme and under the general supervision of the Deputy Country Director

 Accountabilities: Within delegated authority, the Programmed Officer will be responsible for the following duties:

·          Responsible for overall programme management which includes implementation and monitoring of programmes and activities in the region;
·          Develop and sustain liaison with key professionals and NGOs engaged in the field of food security;
·          Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
·          Assess the need for food in emergency and refugee/displaced person situations, draw up plans for its timely arrival in coordination with government and other donors, and monitor the implementation of these plans;
·          Assist the government in identifying fields of development where food aid can be usefully employed and give assistance in planning, formulating, and targeting recipients for new requests for WFP aid;
·          Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries, inspect storage places and points where WFP commodities are received in the country, in order to ensure that progress is made in the achievement of project objectives;
·          Design and maintain databases of indicators relating to food security and WFP projects;
·          Provide continuing liaison with bilateral food aid programmes, with UN agencies and with NGOs providing technical or other forms of assistance to WFP assisted projects.
·          Advise the government on the handling, transport, storage and distribution (including marketing of commodities, if sold) of the commodities supplied by WFP;
·          Assist the government on the maintenance of all records, accounts and books as stipulated in the Plan of Operations or the Letter of Understanding and ensure that reports required for WFP are accurate and provided as scheduled;
·          Prepare periodic reports on the progress of operational projects and related government plans;
·          Ensure compliance with WFP’s policies, criteria and procedures with respect to food aid;
·          Assist Regional and Country Directors and Programme Advisers in all matters related to the delivery of WFP emergency assistance and bring to the attention of appropriate regional/country staff any administrative constraints arising from rapidly evolving emergency situations in the field;
·          Assist Country Director and/or Programme Advisor in preparation/update of the early warning, risk analysis and contingency planning in order to respond to humanitarian crises. Periodically monitor the management of risks and report on any actions taken;
·          Supervise other programme staff; provide training and technical guidance in their work;
·          Perform other related duties as required.

 Experience:

At least one year of postgraduate professional experience in nutrition, public health management, development projects, emergency assistant, commerce, administration or food aid support

 Knowledge:

Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.

Language:

Fluency in English, Russian and Kyrgyz.

Background

Under the guidance and supervision of the Naryn Area Manager, the Procurement/ Administrative Assistant provides transparent and efficient procurement and administrative services and processes in the office ensuring high quality of work, accurate, timely and properly recorded/documented service delivery. The Procurement/ Administrative Assistant promotes a client-focused, quality and results- oriented approach in the office.

The Procurement/ Administrative Assistant works in close collaboration with the operations, programme and projects’ staff.

Duties and Responsibilities

·          Ensure implementation of operational strategies and procedures, focusing on achievement of the following results:
·          Full compliance of financial processes and financial records with UN/UNDP rules, regulations, policies and strategies.
·          Supports procurement processes for the Programme/Project focusing on achievement of the following results:
·          Preparation of procurement plans for the office and projects and their implementation monitoring;
·          Organizes procurement processes including preparation of RFQs, ITBs or RFPs documents, receipt of quotations, bids or proposals;
·          Serves as ex-officio for evaluation committees;
·          Preparation of requests with all supporting documents for issuance of Purchase orders, contracts, subcontracts and other documents related to procurement of goods and services;
·          Creation of requisitions in Atlas, budget check for requisitions;
·          Preparation of submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP);
·          Performance of other duties as required.
·          Provides administrative, HR and logistical support, focusing on achievement of the following results:
·          Administrative support to organization of conferences, workshops, retreats, study tours, etc;
·          Full compliance of recruitment and procurement activities for Programme/Project with UNDP rules, regulations, policies and strategies;
·          Arrangement of travel and hotel reservations, preparation of travel authorizations;
·          Provision of all necessary support in organization of the above, as well as report to submission to UNDP office;
·          Preparation and handling the routine correspondence related to general administration, procurement and personnel matters; faxes; memoranda and reports in accordance with UNDP rules and procedures;
·          Maintenance of files related to personnel, procurement, administrative, logistical, programme/project matters;
·          Checking vehicle logs and preparation of the draft vehicle history reports and maintenance plans;
·          Monitoring the Inventory Records, maintain the records and files on assets management;
·          Maintenance of files and records relevant to office maintenance;
·          Assistance to the Audit and prepare necessary documents;
·          Ensure timely extension of personnel contracts;
·          Ensure proper absence management for Programme/Project personnel;
·          Performance of other duties as and when required.
·          Ensures implementation of sourcing strategy focusing on achievement of the following result:
·          Development and update of the rosters of suppliers, implementation of supplier selection and evaluation.
·          Ensures facilitation of knowledge building and knowledge sharing in the office focusing on achievement of the following results:
·          Participation in the training for the operations/projects staff on procurement, administration;
·          Briefing personnel on general procurement and administrative matters.

Required Skills and Experience

Education:

Secondary education with specialized training in procurement and/ or administrative field.

Experience:

·          3 years of procurement and/or administrative experience is required at the national or international level;
·          Experience in the usage of computers and office software packages (MS Word, Excel, etc), advance knowledge of automated procurement systems is desirable.
·          Practical experience in procurement is an asset.
·          Language Requirements:
·          Fluency in English and Russian. Knowledge of Kyrgyz is an asset.

13.    ВАКАНСИЯ: НАЦИОНАЛЬНЫЙ КОНСУЛЬТАНТ ПО МОНИТОРИНГУ СМИ, ЮНИСЕФ. ПОСЛЕДНИЙ СРОК ПРИЕМА ЗАЯВОК: 28 ЯНВАРЯ 2014 Г.

Под общим руководством Специалиста ЮНИСЕФ по коммуникациям в целях развития, Консультант будет работать в тесном сотрудничестве с координатором по коммуникациям ЮНИСЕФ и будет выполнять следующие задачи:

1.       Подготовка ежедневного новостного дайджеста СМИ (включая ЮНИСЕФ и другие социальные медиа каналы и форумы) по вопросам, касающимся детей. Подготовка ежемесячного анализа/отчета по основным вопросам, касающимся детей, используя печатные, электронные СМИ, ТВ, радио.
2.       Адаптировать публикации со страницы ЮНИСЕФ на Фэйсбуке для других социальных сетей (Twitter и ВКонтакте), а также помогать в администрировании коммуникации с пользователями социальных сетей. Предпосылка ЮНИСЕФ сотрудничает со средствами массовой информации, чтобы информировать о программах, осуществляемых при поддержке ЮНИСЕФ, а также для поддержания дискуссий в обществе о вопросах, касающихся детей. Мониторинг СМИ необходим для лучшего планирования продвижения прав детей и коммуникационных мероприятий, а также своевременного участия в общественных обсуждениях вопросов, касающихся детей Кыргызстана. В 2013 году ЮНИСЕФ в КР открыл три социальные платформы на Фэйсбуке, Твиттере и ВКонтакте. Стратегической целью на 2014 год является увеличение количества подписчиков социальных сетей ЮНИСЕФов и увеличение коммуникации по вопросам, касающихся детей.

Объем работы и ключевые задачи:

3.       Консультант должен проводить анализ следующих СМИ: AKIpress, CAnews, 24.kg, Вечерний Бишкек, Азаттык, BBC (Кыргызская служба), Кабар, Knews, Inter.kg, Deло№, ktrk.kg, NewsAsia, Novosti.kg, Эркин-Тоо, Алиби, Супер инфо, Кыргыз-Туусу, www.diesel.elcat.kg, новостные сюжеты НТРК, НТС, 5-й канал, НБТ, Мир и готовить ежедневный и ежемесячный отчеты:

Ежедневный мониторинг СМИ:

a.            Список основных новостей, имеющих отношение к детям: краткая новость (одно предложение), заголовок, источник информации, тон сообщения, в котором упоминают ЮНИСЕФ (по возможности) для каждой новости (на английском);
b.            Приведение полного списка новостей (медиа обзор) при сохранении полного текста (максимум 15 страниц) (на языке оригинала);
c.             При необходимости, предоставлять перевод нужных историй (не более 1 страницы в день) в течение 24 часов.
Ежемесячный медиа отчет:
a.            Краткое изложение основных тем по детям, включая ключевые слова, сообщения, тип СМИ, тематическая область*, язык, географический охват и использование ЮНИСЕФ (в позитивном/негативном ключе, как источник информации, в виде комментария и др.)
b.            Анализ социальных медиа ЮНИСЕФ (количество посетителей, перепосты, «поделиться с друзьями», «лайки» и комментарии), а также рекомендации по улучшению качества. * здравоохранение, питание, образование, защита детей, социальная политика, молодежь, вода, санитария и гигиена, снижение уровня риска чрезвычайных ситуаций.

4.       Консультант будет посещать страницу ЮНИСЕФ на Фэйсбуке и адаптировать публикации на странице к таким социальным сетям, как Twitter и ВКонтакте, а также помогать поддерживать коммуникацию с участниками социальных сетей на ежедневной основе. Также консультант должен просматривать обратную связь на Фэйсбуке, в Твиттере и ВКонтакте по меньшей мере 2 раза в день с целью модерации обсуждений. При необходимости, консультант будет помогать редактировать фотографии для использования в социальных медиа.

Требования к кандидатам:
1.       Диплом о высшем образовании в области коммуникации и/или других смежных наук
2.       Хорошие навыки английского языка (письменные)
3.       Навыки перевода (с русского на кыргызский и английский)
4.       Способность работать в сжатые сроки
5.       Опыт работы с социальными медиа (не менее 2-х лет)
6.       Опыт работы по мониторингу и анализу СМИ

14.    SENIOR FINANCE ASSISTANT, UNODC. DEADLINE: JANUARY 31, 2014

Under the overall guidance of the International Project Manager, the Senior Finance Assistant provides financial services to the Programme Office national and regional projects ensuring high quality, accuracy and consistency of work. The Senior Finance Assistant promotes a client-oriented approach consistent with UNDP rules and regulations.

The Senior Finance Assistant works in close collaboration with the UNODC Regional Office for Central Asia and UNDP CO to ensure consistent service delivery.

Functions I Key Results Expected

1.       Ensure implementation of operational strategies and procedures, focusing on achievement of the following results:

·        Full compliance of financial processes and financial records with UN/UNDP rules, regulations, policies and strategies.
·          Provision of inputs to elaboration of workplans
·       Continuous analysis and monitoring of the funds, forecasts for development and management projects, monitoring of financial reports;

2.       Provides effective and accurate administrative support and support in management of Programme financial resources and oversight, focusing on achievement of the following results:

·      Assist to the process of proper planning, expenditure tracking and audit of financial resources in accordance with UNDP rules and regulations.
·       Assist to the process of organization and oversight of Programme cash management processes, including donor contributions received and management of distribution of such funds to participating COs, cash liquidity management, recommendation of imprest level, risk assessment, timely accounting and reconciliation of all transactions.
·          Oversight of the operations unit functions/services in the Regional Programme Management Office to ensure disbursement of funds are undertaken on time and in conformity to assigned _Programme budget and work plan.
·          Planning of financial resources of the Programme;
·          Administration and monitoring of budgets in Lotus Notes; regular analysis and reporting on the budget approvals and the delivery situation.
·          Support the process of establishment of the projects' budgets preparation/modification monitoring system, control of budgetary status versus authorized spending limits (ASL) and budgets delivery levels.
·          Assists Programme/Project Manager with overall budget preparation process, including preparing budget estimates according to programming activities and specific country allocations;
·          Prepares financial delivery planning as per agreed work plans for in-house management review and sharing with counterparts;
·          Participates in regular reviews and discussions with the management of programme/project sub offices on Programmes progress, revisions, implementation schedules and constraints, etc.;
·          Monitoring regularly the Programme budget, provision of timely advice to the Management on fund limitations and obtaining approval of budget revision(s) from UNODC HQ.
·          Preparation of reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems.
·          Proper control of the supporting documents for payments and financial reports for the Programme/Project; payment execution and monitoring payment status.
·          Preparation of budget revisions per established rules.
·          Ensuring the accurate book-keeping of advance funds received and preparation and submission of reports to UNODC ROCA.
·          Processing of financial documentation (vouchers, supporting documents, etc.) and maintaining internal expenditures control system.
·          Maintenance of Petty Cash
·          Preparation and handling the finance related routine correspondence, faxes, memoranda and reports in accordance with UNDP rules and procedures.
·          Maintenance of the proper filing system for financial records and documents.
·          Assist the Audit and prepare necessary documents.
·          Perform other duties as and when required.

3.       Provides support to proper management of Donor reporting, focusing on achievement of the following results:

·          Compile financial data and periodic statutory reports and analytical tables for donor on Programme delivery and UNDP managed resources, as per donor regulations and contractual obligations.
·          Liaise with executing UNODC projects in the region and subcontracted agencies to obtain data/information on field programme expenditures.
·          Act as a focal point in liaison with UNDP CO Operations on financial matters and follow-up on issues raised by donor and ensure issues are resolved in timely manner.

4.       Support knowledge building and sharing in the office, focusing on achievement of the following results:

·          Organization and conduct of training for the operations/ projects staff;
·          Synthesis of lessons learned and best practices in operations.
·          Sound contributions to knowledge networks and communities of practice.

Recruitment Qualifications   

Education:   

Bachelor degree, preferably in accounting, finance or economics. Trainings in accounting/finance confirmed by certificates.

Experience:

3 years of relevant accounting and financial experience at national and/or international level is required. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and knowledge of spreadsheet and database packages.
