Посольство США в Кыргызстане совместно с инициативной группой выпускников
программ Государственного Департамента
США проводит XII ежегодную встречу выпускников
образовательных и обменных программ, финансируемых Государственным
Департаментом Соединенных Штатов Америки.
Ежегодная встреча выпускников собирает выпускников всех программ, с целью установления и укрепления связей
между выпускниками, и обмена идеями.
Встреча пройдет 22-23 июня 2013 года в госрезиденции «Ала-Арча» под
лозунгом Alumni in Action! Официальный вебсайт мероприятия – alumni.kg
22 июня пройдет официальная часть, которая включает усиленную работу,
направленную на формирование ассоциаций выпускников программ и мобилизацию идей
и проектов в масштабах страны. 23 июня пройдет велопробег для всех желающих.
Также в рамках встречи выпускников 21 июня пройдет вечер креативных проектов.

Программы USAID/DFID по содействию Жогорку Кенешу и Пресс-служба Аппарата Жогорку Кенеша
Кыргызской Республики объявляют республиканский конкурс по освещению развития
парламентаризма в Кыргызской Республике в средствах массовой информации и
информационных агентствах.
Конкурс проводится Пресс-службой Аппарата Жогорку Кенеша Кыргызской
Республики при поддержке Программы USAID/DFID по содействию Жогорку Кенешу с
целью повышения информированности населения республики о парламентаризме,
развитии парламентской демократии в Кыргызстане и деятельности Жогорку Кенеша,
его комитетов, фракций и депутатов, доведения до сведения населения информации
о принимаемых законах, постановлениях и иных нормативно-правовых актах
законодательного органа власти.

Фонд «Сорос-Кыргызстан» объявляет конкурс «Вместе к открытому обществу»
среди граждан Кыргызстана.
Фонд «Сорос-Кыргызстан» (ФСК) – международный неправительственный частный
фонд – стремится создать в Кыргызской Республике условия для построения
открытого общества, поддерживая развитие общественных институтов и инициативы
во всех сферах общественной жизни. При этом открытое общество означает: свободу
и разнообразие мнений во всех сферах жизнедеятельности; развитое правовое
государство; возможность для всех членов социума равноправно участвовать в
развитии.
Цель конкурса – дать возможность осмыслить понимание и ценности открытого общества,
вопросы социальной справедливости и прав человека, через творческие работы в
виде фотографий, эссе и рисунков.

Условия конкурса фотографий:
«Открытое общество: открытый взгляд»
Участники: граждане КР, проживающие на территории Кыргызстана и
осуществляющие свою деятельность в республике.
Тематика фотографий:
Проведение конкурса направлено на создание фотоархива по теме открытого
общества, повышение заинтересованности и вовлечение граждан в процесс поиска и
решения социальных проблем. Содержание конкурсных материалов должны всесторонне
отражать конкретные ситуации, раскрывать реальные проблемы и показывать
возможные пути их решения по 9 направлениям деятельности Фонда «Сорос-Кыргызстан»

Формат
Фото для конкурса должны быть в формате jpg с максимальным разрешением
1200*900 пикселей, объёмом до 500 кб. Исходный вид подаваемых изображений –
цифровые JPEG-файлы с разрешением 800 пикс. по длинной стороне. Фотографии,
отобранные для участия в финале, будут запрошены в большем разрешении (3000
пикс.)
В случае выхода в финал, конкурсант должен обязательно предоставить
оригинал фотографий для печати. Работы
должны быть авторскими. Каждый участник
вместе с работой предоставляет краткое резюме своей работы (не более 100
слов), в котором предоставляется ключевое сообщение, заключенное в его работе.

Один участник может отправить 1 работу.

Цель конкурса – показать понимание открытого
общества подрастающим поколением Кыргызстана.
Конкурс позволит каждому участнику отразить свое понимание темы, даст
возможность выразить свои чувства, а также продемонстрировать талант художника,
дизайнера.
Возраст участников конкурса: школьники 1-8 классов. Учащиеся школ, лицеев,
гимназий и других образовательных учреждений, а также все желающие
соответствующей возрастной категории. Участие в конкурсе индивидуальное.

Background
The ILO implements a project of technical cooperation, funded by the Russian Federation , entitled Applying the G20
Training Strategy in Armenia ,
Kyrgyzstan , Tajikistan , Jordan
and Viet Nam .
The partnership between the Russian
Federation and the ILO in applying the G20
Training Strategy will deliver an innovative skills development programme that
aims to bridge education and training to export growth, economic diversification,
and the creation of more and better jobs. The overall objective is to enhance
the capabilities of each country to improve their training delivery systems,
extend better training to those who need it most, and thereby contribute to
each country’s competitiveness and economic growth.
The ILO Decent Work Technical Support Team and Country Office for
Eastern Europe and Central Asia (DWT/CO-Moscow) will be responsible for the
component of the project with target countries in Armenia ,
Kyrgyzstan and Tajikistan and will closely cooperate with
Skills and Employability Department in Headquarters (EMP/SKILLS) which is
responsible for project implementation in Jordan
and Viet Nam .
The Chief Technical Adviser, based in Moscow ,
will have primary responsibility for project implementation in Armenia , Kyrgyzstan
and Tajikistan
and for the overall budget and reporting for the project. DWT/CO-Moscow’s
Senior Employment Specialist will technically supervise the project.
General
accountability
The National Project Coordinator supports delivery of the project at the
national level and assists the Chief Technical Adviser in project
implementation through promoting full understanding of ILO’s mandate among
project partners and contributing to the promotion of International Labour
Standards and Social Dialogue.
Reporting lines/organisational structure
The project team consists of Chief Technical Adviser (CTA), Programme
Coordinator and Senior Programme Assistant based in Moscow and National Project Coordinators in
each of the project countries.
The National Project Coordinator reports directly to the Chief Technical
Adviser and is guided by the Moscow-based Programme Coordinator for completion
of specific tasks.
The Director of DWT/CO-Moscow is the Responsible Chief of the incumbent.
The incumbent is expected to effectively cooperate with Senior Programme
Assistant, ILO National Coordinator and DWT/CO-Moscow’s technical specialists.
Duties and responsibilities
1. Review and analyze the national development frameworks, policies,
programmes and priorities, socio-economic data, reports and other information
relevant to the project implementation.
2. Assist in the preparation and review of the Project Logical Framework
and workplans in support of ILO tripartite constituents in the country, as they
prepare and implement actions to promote the G20 Training Strategy.
3. Coordinate and facilitate the establishment and regular functioning of
the Tripartite Project Advisory Committee in the country.
4. Represent the project at the national level.
5. Collaborate closely with the project team in Moscow , ILO tripartite constituents,
executing agencies, experts and other project stakeholders to expedite
implementation and meet targets.
6. Monitor project progress by reviewing, verifying and analyzing partners’
workplans, activity reports, progress and final reports. Present conclusions
and recommendations to the supervisor on a regular basis.
7. Prepare briefs, reports, statistical data, budgets and expenditure
analysis on the project activities. Analyze and monitor the situation of
resource allocation as compared to planned activities and make recommendations
to the supervisor for remedial action.
8. Initiate action for identification and contracting national
experts/consultants/agencies in consultation with the supervisor. This includes
identifying a contractor, drafting the Terms of References and contracts.
Maintain full confidentiality of administrative and personnel related
documentation. Perform, coordinate and report on the project administrative
work. This includes making cost estimates, preparing and checking
supporting/justification documents, requesting funds and payments. The official
should seek the most rational use of funds and ensure compliance with
established ILO rules and procedures.
9. Participate in the organization and preparation of conferences,
seminars, workshops, training sessions and meetings; secure all important
administrative and logistical arrangements for the events.
10. Brief ILO specialists, project experts, ILO National Coordinator in the
country and visiting officials on any project-related issue they require;
ensure relevant, reliable and updated information on all project matters
available at request.
11. Draft in either English (or Russian) or local language the news, press
releases, official correspondence, statements and speeches and other relevant
and public information material. Translate such information into English (or
Russian) and local language as appropriate for use by ILO officials and
tripartite constituents.
12. Cooperate closely on project implementation with Government, Workers and
Employers Organizations, educational and training institutions and other
relevant national and/or international development partners, including other UN
agencies. Identify areas of cooperation with other projects and agencies and
provide written analysis on the findings to the supervisor if necessary.
13. Organize and coordinate, in collaboration with the tripartite
constituents and stakeholders, any activity aiming to raise awareness on the
relevant ILO conventions and the G20 Training Strategy.
14. Undertake missions needed for the project implementation purposes,
normally within the country and accompanying other officials.
15. Perform other duties as they may be assigned by the supervisor or
Responsible Chief.
Qualifications Required
Education:
First level university degree in human resources development, economics,
law or other social sciences.
Experience:
At least one or two years of professional experience at the national
level in the field of employment promotion or labour market policy and skills
development. Familiarities with UN policies related to employment, labor market
and skills development and procedures would be an asset.
Languages:
Excellent command of English and Russian. Good knowledge of the national
language.

WFP in Kyrgyzstan
response to a Government request for assistance in the redesign of the
programme to improve its efficiency as well as the nutritional value of school
meals. The project will provide technical assistance to the Government to
improve the quality, efficiency and sustainability of the existing school meals
programme while building Government capacity. This assistance will focus on
Government school meals policy development and a future implementation strategy
that is aligned with WFP’s five quality standards. The food component will be a
secondary focus and a vehicle for piloting improved implementation modalities
that are cost-efficient, transparent and accountable, and that provide
nutritious and affordable rations for schoolchildren within the Government’s
existing budget for school meals.
In this regard envisages provision of civil works and renovations piloted
schools.
Responsibilities
/ scope of work
Within the framework of WFP School Feeding Programme the Civil Engineer
will be responsible for providing technical supports and advise for entire
process of the implementation, monitoring and completion of renovation jobs in
the selected schools in all over the Kyrgyzstan .
In particular, under the overall supervision of the designated WFP
country office official the Civil Engineer will undertake the following tasks:
- Review the Detailed Technical Design for works to be conducted at the
canteens of piloted schools all over the Kyrgyzstan including identification
and evaluation of risks, assessment of the compliance with relevant
construction codes and local laws related to civil works and other relevant
standards. It will also include revision of technical drawings, Bills of
Quantities (BoQs), Cost Estimates and any other related documentation.
- Provide all measures to ensure the detailed technical design is of a high
competency and standard, in accordance with all relevant international and
national standard and requirements, and fully conform to realistic market
prices for the region.
- Supervise and finalize structural design and specification for new design
of school canteens or retrofitting and their related infrastructure.
- Project site assessment: technical evaluation; ensure necessary permits
for civil/renovation works; project site surveillance; development of BoQ and
damage statements, and the other necessary documentation
- Schedule the project in logical steps and budget time required to meet
deadlines.
- Investigate damage, accidents, or delays at construction sites, to ensure
that proper procedures are being carried out.
- Technical advice to the development of a list of equipment to be expected
for installation in light of specific engineering parameters in each of the
above project sites.
- In regards of tendering process to review the technical specifications
against the project designs, drawings, measures, quantities, description of
each item of the Bill of Quantity (BOQ) and ensure it’s compliance with the
construction standards for ITB or RFQ, and if necessary, suggest for
improvements and modifications and/or
additions.
- Review the technical specifications against the materials, supplies,
quantities, measures, etc. in the entire scope of works and suggest for
improvements/modifications and ensure inclusion of the required items in BOQs;
- Review cost estimations (sourced from design) with on those prevailing on
the market and advice on price reasonability for estimated works, materials and
supplies, and on compliance with specifications;
- Participation in technical of evaluation offers (tender bids) and
review/analyze submitted bids for compliances with BOQ.
- Regular monitoring of civil works with visits to the project sites:
ensure adequate and quality civil/renovation works progress; certification of
works performed and internal minutes; reporting against progress and issues;
relevant documentation filing; assure works completion state acceptance
protocol (required for civil works only) and interagency acceptance protocol
(required for renovation works); provide independent supervision of the
construction works; ensure that procedures, materials and equipment comply with
approved project plans, specifications and samples, state agreed standards and
quality
- The Engineer will be submitting monthly progress reports based on the
results achieved stating all actions taken during the assignment. Daily/weekly
update and reporting is to be made, once required, for each deliverable result
achieved against the deadlines.
