1.       THE ALUMNI ENGAGEMENT INNOVATION FUND (AEIF), STATE DEPARTMENT’S ALUMNI AFFAIRS DIVISION, US DEPARTMENT OF STATES. DEADLINE: MARCH 30, 2012

The Alumni Engagement Innovation Fund (AEIF) offers $1,000,000 to help teams of alumni tackle some of the world’s most pressing issues.  Administered by the State Department’s Alumni Affairs Division, AEIF awards up to $25,000 per winning team. All State Alumni are welcome to participate.

Themes for South and Central Asia Region:

·          Entrepreneurship and Training.
·          Women, Youth and Minorities in the Democratic Process.
·          Volunteerism and Community Service.
·          Innovative Use of Social Media by Alumni.

3 Steps to Start:
       
·          Identify the themes for your country or region. Proposals must be submitted on only one theme.
·          Submit your proposal between February 27, 2012 and March 30, 2012.
·          Form a team by March 30, 2012 of 10 or more alumni (or current participants) of U.S. government-funded exchange programs.
·          Browse proposals by region, theme or keyword.
·          Comment on proposals. Discuss, provide critiques and suggestions.
·          Revise your proposal and add team members. Proposals and revisions must be submitted by March 30, 2012.

Timeline
Phase One/ February 27 - March 30, 2012        
·            Submit project ideas on State Alumni starting February 27.
·            Browse submitted proposals, contact proposal submitters to join their projects.
·            Discuss projects, provide critiques or suggestions.
·            Revise your proposal and add team members. Final revisions are due March 30.

Phase Two/ April 16 - May 10, 2012    
·            Finalist proposals will be announced on April 16.
·            Finalists will have 2 weeks to refine their proposals.
·            Alumni will vote for their favorite proposals May 1 - May 10.

Phase Three/ By May 16, 2012             
·            Winning teams will be announced!
·            Teams will have 12 months to complete their projects.
·            Each project team will maintain a blog about their project.
      
Eligibility

To submit a proposal for the AEIF competition, you must:

·          Be a registered and verified member of the website (alumni.state.gov). State Alumni membership is available to current and former participants of qualifying U.S. government-sponsored exchange programs; and
·          Be a current citizen or resident in a country where the project will take place, i.e. countries with U.S. missions.

1.       JOB VACANCY: TEFL TECHNICAL TRAINER & LANGUAGE AND CROSS-CULTURAL FACILITATORS, PEACE CORPS, BISHKEK, KYRGYZSTAN. DEADLINE: MARCH 9, 2012

The United States Peace Corps seeks to immediately fill several positions to help conduct a training program for a new group of Peace Corps Volunteers in the Kyrgyz Republic (the beginning of May through the middle of July / Chui Oblast):

·          TEFL Technical Trainer with experience working in educational institutions and training design.
·          Language and Cross-Cultural Facilitators with language teaching and cross-cultural experience.

Position Summary/ Technical and Cultural Facilitator for Teaching English as a Foreign Language (TCF) works closely with the TEFL Program Managers to design, plan, and implement the technical component of the community-based Pre-Service Training (PST) for the Peace Corps Trainees. The TCF works closely together with Language and Cross-Cultural Facilitators (LCFs) and Peace Corps Volunteers-Trainers (PCVTs) to help integrate technical and language components.  This person will be responsible for the delivery of classroom lectures, sessions and activities, contacting and scheduling guest speakers, and designing and supervising practicum and community activities & technical assignments for the TEFL Project. The TCF will also be responsible for assisting TEFL Program Managers in developing professional materials, handouts, and resource books that the Trainees will be able to utilize at their sites. This is a fulltime, contracted position at the central PST training site, with every day travel to training villages. The TEFL Technical and Cultural Facilitator will be required to follow a five-day workweek.  Additional preparation time and activities in the evenings and on weekends and holidays may be required.

Desired Qualifications:

University degree in the relevant field; education institution professor/supervisor experience, international organization experience, teaching experience, curriculum development experience; facilitation and training skills; administration and management experience; experience in supervision and counseling; flexibility and ability to work within strict time frames; and experience working in education development settings. Proficiency in the English language. Training experience with Peace Corps and/or experience with US or international teaching methodologies highly desired.

Major Duties and Responsibilities

General:

·          Understands and supports Peace Corps’ goals, philosophy, and mission in Kyrgyz Republic. Studies and understands the Trainees’ project plan and community activities & technical assignments curricula.
·          Becomes familiar with the overall objectives, design, and delivery of various PST components.
·          Acts as a fulltime PST staff member; fosters productive and cooperative working relationships among training staff, Peace Corps staff and Trainees. Attends all staff meetings.
·          Participates in the Training of Trainers (TOT) workshop prior to PST and subsequent TOTs during PST.

Technical Component:

·          Develops solid working and social relationships with Peace Corps and Host Country Agency personnel working on the TEFL project.
·          Liaises with local community officials, leaders, and resource persons at the chosen training site to ensure full cooperation and collaboration. Assists TEFL Program Managers in contacting and communicating with local schools or technical institutes in the training villages to participate in technical training activities.
·          Is familiar with the all relevant program documentation, project plan, prior PST reports, training design guidance, and Trainee assessment guidance.
·          Assists the TEFL Program Managers in defining the program’s technical competencies and overall training goals and objectives.
·          In collaboration with the TEFL Program Managers, develops community activities & technical assignments curricula, including session plans and measurement criteria and tools for the technical component that prepare Trainees to work effectively as teachers in the Kyrgyz Republic.
·          Assists TEFL Program Managers to effectively utilize the CBT model to design a technical training component that promotes self-directed, experiential learning activities in the training community.
·          With TEFL Program Managers, Language and Cross-Cultural Facilitators (LCFs) and support from Peace Corps Volunteers-Trainers (PCVTs), makes full use of community resources and ensures that training activities are relevant and practical.
·          Designs community activities & technical assignment curricula that allow the Trainees to collaborate with local schools, technical institutes, universities and other relative community assets.
·          Serves as a cultural model and “guide” for the Trainees within the community, showing by example and instruction local norms of behavior, manners, dress, and customs, and evaluates Trainees in their cultural competence.
·          Provides on-going informal feedback and advice to the Trainees regarding cultural adaptation and appropriate behavior.
·          Acts as co-facilitator with TEFL Program Managers, other trainers and Peace Corps Volunteers-Trainers (PCVTs)  in accomplishing community activities & technical assignments and in meeting technical, cultural and language objectives.
·          Conducts everyday visits to training villages to provide and ensure quality on-going training in the technical area.
·          With TEFL Program Managers, identifies and recruits resource speakers and resource Volunteers, where needed. Documents all guest speaker sessions (including materials/handouts, as well as an evaluation of the presentation). Recommends speakers for future use in Peace Corps training events.
·          Provides the Trainees with specific feedback on their performance and progress within the technical component on a regular and timely basis.
·          Collaborates fully with TEFL Program Managers, Language and Cross-Cultural Facilitators (LCFs), Peace Corps Volunteers-Trainers (PCVTs) and other PST and PC staff to ensure the integration of the technical component with other training components and with the overall goals of the PST.
·          Aids TEFL Program Managers in identifying technical resources within PST Training Communities and compiles a technical library for use at the training site.
·          Follows all logistical and administrative procedures of the PST and adheres to the training budget.

Safety and Security:

·          Is familiar with Peace Corps Safety and Security policies and procedures as outlined in MS270, specifically those that relate to Program and Training and Emergency Action Plan.
·          Acts as a Duty Officer periodically during PST

Additional Duties:

·          Supports the Trainees and serves as a cross-cultural informant and language coach. Attends language, cross-cultural, and safety and security activities and participates in all PST events.
·          Is aware of Trainees’ Homestay arrangements and assists PST staff in liaising and communicating with host families.
·          Participates in regular PST staff meetings to evaluate progress of the training program and discusses Trainees' morale and progress within the technical component. 
·          Follows all reporting procedures and contributes to weekly and other regular reports submitted by TEFL Program Managers to the Training Manager.
·          Aids TEFL Program Managers in keeping accurate and complete records (hard copy and electronic) of all training materials used for each training event.
·          Prepares and submits all documents, materials, handbooks, and reports as required by the Training Manager according to the established criteria and format.
·          Acts as translator and interpreter for PC and PST staff as needed.             

Position Elements:

·          Supervision Received: Exercises responsibility and daily tasks within broad guidelines provided by TEFL Program Managers, and Training Manager. For new, difficult or unusual tasks, supervisor gives specific directions on objectives and procedures. Supervisor reviews finished work for accuracy, effectiveness and timeliness.
·          Guidelines: Supervisor instructions and PC standard forms.
·          Judgment: The TEFL Technical and Cultural Facilitator must be able to function independently and make constructive judgments when responding to PC Trainees’ needs and requests and solicits outside advice and assistance as needed.
·          Authority to Make Commitments: None in the area of budgeting and contracting.
·          Supervised by: Training Manager, TEFL Program Managers.
·          Provides support to: Training Manager, TEFL Program Managers, LCCC, LCFs, PCVTs

This is a fulltime, contracted position located in one of the training villages. The LCF will be required to follow a five and a half day work-week,  and works closely together with a Technical and Cultural Facilitator (TCF) and Peace Corps Volunteers-Trainers (PCVTs) to fulfill integration of technical and language components. Additional preparation time and activities in the evenings and on weekends and holidays may be required.

·          Provides formal instruction in the language learning of Trainees 6 days per week within the community, following the guidance provided by the LCCC.
·          Writes or modifies daily language lesson plans using the Peace Corps lesson planning format under the direction of the LCC.  
·          Assists Trainees in learning (via practice) about local transportation and communication systems and other survival skills.
·          Serves as a cultural model and “guide” for Trainees within the community, showing by example and instruction the local norms of behavior, manners, dress, and customs,and evaluates Trainees on their cultural competence.
·          Maintains an inventory of necessary training materials in the community, and reports needs for additional materials in writing in a timely fashion to the LCCC.
·          Provides on-going informal feedback and advice to Trainees regarding cultural adaptation and appropriate behavior.
·          Assists in developing evaluation measures and simulation activities that test proficiency in realistic situations. Conducts on-going feedback to Trainees regarding all areas of learning within a community. Provides written evaluation of Trainee progress, both in language and behavior, to the LCCC, TM, Director of Programming and Training (DPT) and Program Managers as requested.
·          Submits all lesson plans and language materials and other documentation to the LCCC and evaluates the success of language lessons and activities. Documents comments, ideas and suggestions to improve the future implementation of lessons. (All materials developed are the sole property of Peace Corps.)
·          During technical community activities & assignments and other times determined by the Program Managers/TCFs with support from Peace Corps Volunteers-Trainers (PCVTs), observes Trainee activities and provides constructive feedback.
·          Works with home stay families to enhance language learning.
·          Conducts applied (“practice”) integrated with the technical component language sessions outside of the classroom in and around the community according to the established plan of self-directed activities and community activities. (As needed, the LCF will accompany Trainees as they do assigned tasks to achieve language, cultural and technical objectives).
·          Serves as the primary liaison between Trainees and their families, and visits each family (in the community where LCF works) and checks on the well-being, progress and behavior of the Trainees.
·          Assists Trainees in locating resources within the community to accomplish community activities & technical assignments and to meet language, technical and cultural objectives.
·          Meets weekly with the LCCC and other training staff for briefings on upcoming training topics and to develop new lesson plans and create new training materials.
·          Provides recommendations and suggestions for improving the existing language curriculum, community activities & technical assignments curricula and for the development of supplemental materials.

Safety and Security:

·          Is familiar with Peace Corps Safety and Security policies and procedures as outlined in MS270, specifically those that relate to the Program and Training and Emergency Action Plan.
·          Serves as a warden and is responsible for emergency contact with the training staff during weekends on a rotational basis.

2.       JOB VACANCY: INTERNATIONAL CONSULTANT ON SEED TECHNOLOGY / VARIETY MAINTENANCE, FAO UN (FOOD AND AGRICULTURE ORGANIZATION OF THE UNITED NATIONS), BISHKEK, KYRGYZSTAN: DEADLINE: MARCH 12, 2012

Terms of Reference
       
Under the overall supervision of the Regional Office for Europe and Central Asia and the technical supervision of the of the Plant Protection and Production Officer in SEC, in close collaboration with the Ministry of Agriculture, the AFAOR in Kyrgyz Republic and the National Project Coordinator, and in coordination with other collaborators in the project, the International Consultant, will undertake two missions for the project and will:

·          Provide support in reviewing the seed sector in Kyrgyz Republic and developing a seed policy document;
·          Review and assess the seed production and processing procedures for priority crops in the Kyrgyz Republic;
·          Review and assess the infrastructure facilities and human resources available to undertake variety maintenance, seed production and processing of priority crops;
·          Provide technical assistance in calibrating, use and maintenance of seed cleaning machines;
·          Train the national experts on conducting demonstration of superior crop varieties and modern seed production and processing procedures for priority crops;
·          Provide hands-on technical know-how on variety maintenance, early generation seed production and seed processing and packaging;
·          Prepare handouts and guidelines for seed production and processing;
·          Review manuals on seed production developed by the national project team;
·          Prepare a report of work performed at the end of each mission;
·          Perform any other duties, which are within the technical competence of the consultant and required for successful execution of the project.

Background                :

Qualifications: plant breeder / seed technologist (M.Sc or higher) with at least ten years of practical experience in cereal breeding and seed production; computer skills and ability to write technical reports are required. Fluency in English is essential, Russian desirable.

3.       JOB VACANCY: SENIOR PROGRAM ASSISTANT FIXED-TERM, WFP UN (WORLD FOOD PROGRAM, UNITED NATIONS), OSH, KYRGYZSTAN. DEADLINE: MARCH 9, 2012

Location: Osh, Kyrgyz Republic

Supervision received: The Senior Programme Assistant will be directly supervised by the National Programme Officer and under the general supervision of the Head of Sub-office.

Accountabilities: Within delegated authority, the Senior Programme Assistant will be responsible for the following duties:

·          Undertake negotiations for and prepare project documents with government ministries and other participating agencies;
·          Organize project planning missions, meetings and briefing sessions to identify and analyze problems and recommend project;
·          Assess project performance including utilization of resources and achievement of planned targets;
·          Monitor the receipt of necessary shipping, freight or other documents and notify the appropriate WFP officer of non-receipt;
·          Monitor the processing time for settling freight forwarders accounts;
·          Issue letters of guarantee and no-charge invoices as instructed;
·          Monitor, update and track data related to project issues, commodity pipelines and financial allotment status reports, informing the relevant divisions accordingly; ensure accuracy of data related to the above;
·          Analyze and prepare projections for food commodities and non-food items to ensure timely call forward and/or local procurement;
·          Assist in compiling monthly statistics on food aid and commercial food shipments to the country;
·          Maintain records on programme activities, from formulation stage through completion, by extracting relevant information from reports, project committees, budget records and other documentation; make information available for country briefs, country profiles, and other related purposes; ensure project cycle deadlines are met;
·          Analyze contract terms and conditions, and correct any observed discrepancies between contract rates and invoice amounts;
·          Carry out advocacy and information related tasks for project/programme activities such as making interventions and presentations in meetings, workshops, seminars, missions, etc;
·          Prepare status and progress reports by providing information and background material for use in discussions and briefing sessions;
·          Provide guidance, on-the-job training and assistance to support staff;
·          Evaluate, develop, recommend procedures. Participates in discussions on new/revised procedures and practices; interprets and assesses the impact of changes and makes recommendations on follow up actions;
·          Perform other related duties as required.

Expected Results:

Well organized, complete and accurate reports, records and/or data, put together independently with only general guidance.

Critical Success Factors:

Sound judgment; ability to extract, interpret, analyse and format data and to resolve operational problems. Ability to work with minimum of supervision; to supervise and train support staff; and to work effectively with people of different national and cultural backgrounds.

Minimum qualifications:

Education:

University degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.

Experience:

At least five years of progressively responsible experience, of which at least one year was closely related to programme functions.

Knowledge:

Training and/or experience utilizing computers including word processing, spreadsheet and other software packages.

Language:

Fluency in English, Russian and Kyrgyz.

Supervision received: The National Programme Officer will be directly supervised by the Head of Sub-office and under the general supervision of the Head of Programme and Deputy Country Director.

Accountabilities: Within delegated authority, the National Programme Officer will be responsible for the following duties:
·          Responsible for overall programme management which includes implementation and monitoring of programmes and activities in the region;
·          Develop and sustain liaison with key professionals and NGOs engaged in the field of food security;
·          Oversee preparation and dissemination of timely analytical and critical reports including proposals for improvements in operation and the scope of programmes;
·          Assess the need for food in emergency and refugee/displaced person situations, draw up plans for its timely arrival in coordination with government and other donors, and monitor the implementation of these plans;
·          Assist the government in identifying fields of development where food aid can be usefully employed and give assistance in planning, formulating, and targeting recipients for new requests for WFP aid;
·          Liaise with project implementing authorities and undertake visits to view project outputs and beneficiaries, inspect storage places and points where WFP commodities are received in the country, in order to ensure that progress is made in the achievement of project objectives;
·          Design and maintain databases of indicators relating to food security and WFP projects;
·          Provide continuing liaison with bilateral food aid programmes, with UN agencies and with NGOs providing technical or other forms of assistance to WFP assisted projects.
·          Advise the government on the handling, transport, storage and distribution (including marketing of commodities, if sold) of the commodities supplied by WFP;
·          Assist the government on the maintenance of all records, accounts and books as stipulated in the Plan of Operations or the Letter of Understanding and ensure that reports required for WFP are accurate and provided as scheduled;
·          Prepare periodic reports on the progress of operational projects and related government plans;
·          Ensure compliance with WFP’s policies, criteria and procedures with respect to food aid;
·          Assist Regional and Country Directors and Programme Advisers in all matters related to the delivery of WFP emergency assistance and bring to the attention of appropriate regional/country staff any administrative constraints arising from rapidly evolving emergency situations in the field;
·          Supervise other programme staff; provide training and technical guidance in their work;
·          Perform other related duties as required.

Education:

University degree in one or more of the following disciplines: economics, agriculture, international affairs, business administration, social sciences, development studies or a field relevant to international development assistance.

Experience:

At least one year of postgraduate professional experience in commerce, development, administration or food aid support.

Knowledge:

Training and/or experience utilising computers, including word processing, spreadsheet and other standard WFP software packages and systems. General knowledge of UN system policies, rules, regulations and procedures governing administration.

Language:

Fluency in English, Russian and Kyrgyz.

Terms of Reference

Under the general supervision of Programme Specialist, provides professional technical assistance and support for programme/project design, planning, implementation, monitoring, evaluation, and administration of programme/project activities in the area of Health and Nutrition/ WASH, including data analysis, progress reporting, knowledge networking and capacity building, in support of achievement of planned objectives of the work plan, aligned with Health & Nutrition programme goals and strategy.

The duties and responsibilities of the posts include:

·          Assists the preparation and periodic update of the Situation Analysis by compiling Health & Nutrition and WASH data, analysing and evaluating relevant information and providing the technical input in a timely and accurate manner.
·          Provides technical assistance in the integration of the Health & Nutrition programme with other sectors in collaboration with other UNICEF sectors, particularly Health, Nutrition, C4D, HIV/AIDS. WASH, and programme communication.
·          Assists in the development of the sectoral work plan and technical decisions as well as for administration, implementation and monitoring of sectoral project activities.
·          Provides timely implementation follow-up, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance, and project status to build on project efficiency and effectiveness.
·          Participates in the field visits to UNICEF project sites for monitoring project activities and local conditions, and follows up with local government counterparts and other partners on project implementation. Assists in identifying necessary action for programme adjustments, acceleration, improvement and sustainability.
·          Coordinating with Operations and Supply staff on supply and non-supply assistance activities, ensures UNICEF and Government partner accountability.
·          In consultation with monitoring and evaluation colleagues, conducts accurate and timely monitoring and data collection, and supports an integrated monitoring system.
·          Assists in the implementation of emergency preparedness plan relating to Health & Nutrition and WASH.

Background               

The successful candidate shall have:

·          University degree in Public Health and Nutrition, Water Sanitation or other relevant disciplines;
·          Two years of professional work experience in planning, programming, implementation monitoring and evaluation of health programmes. Professional work experience in a programme management function or a technical expert capacity in child survival & health care;
·          Background/familiarity with Emergency, WASH interventions;
·          English proficiency, knowledge of local languages of the duty station;
·          Methodology of programme/project management;

Terms of Reference

FAO is currently working on development of its own resource mobilization strategy in light of the on-going corporate efforts on resource mobilization and better programming. In addition, FAO through the Country Programme Framework (CPF) has a leading role in coordinating donor’s activities and implementation in Kyrgyzstan. The objective of this project is to support the government in the coordination of existing and potential donors to ensure effective and efficient delivery of donor's agriculture and food security assistance and to maximise its impacts.

This project shall support the formation of an Agriculture Donor Technical Secretariat (DTS), led by FAO in close cooperation with the Ministry of Agriculture and Amelioration, international development agencies and donors organizations operating in the country. The DTS shall make sure that the administrative and technical capacity focus on coordination and avoid overlaps in projects and programmes in a strategic and a forward looking approach will be in place in the country.

Under the overall supervision of the Sub regional Coordinator – SEC and the direct supervision of the FAOR Assistant and within the CPF, the consultant will assist and work closely with donor community on behalf of the DTS. In broad terms, the consultant will be responsible for enhancing coordination and harmonization among donors. In particular:

·          Be responsible for the management and coordination of the day-to-day activities of the DTS;
·          In close cooperation with the FAO Office, organize regular meetings with donors and Government officials;
·          Keep minutes and follow-up in all required actions;
·          Assist the donors in reviewing and implementing the CPF by defining and addressing a range of predefined and ad hoc implementation-related issues;
·          Update regularly the ADAM for Kyrgyzstan;
·          Understanding and analyse key constraints related to the implementation of the CPF;
·          Support in the management of the policy dialogue between donors and government relevant for the CPF;
·          Liaise with government and donors to facilitate the establishment, refinement and/or operation of appropriate structures and processes for the effective and efficient implementation of the CPF;
·          Support in the design, implementation and coordination of program-related capacity building initiatives for Government staff;
·          Perform other related duties and activities upon instructions from the Sub Regional Coordinator and FAOR Assistant.

Master’s Degree in development studies or a related field  

Minimum 3 years of working experience with international donors. Experience in agriculture and ARD development area would be an advantage.
Technical Competencies and location

It is expected that the consultant has proper attitude and communication skills. Good knowledge of written and spoken English is essential.

Excellent computer skills and good knowledge of databases (access, excel, etc.).

The consultant will be based in the Ministry of Agriculture and Amelioration of Kyrgyzstan and/or in the FAO Office in Bishkek and travel as required.
