ESCA
объявляет набор на стипендиальные места, которые будут присуждены детям граждан
Кыргызской Республики на получение среднего школьного образования с 13 лет до
17/18 лет, учитывая, что ребенок и родители соответствуют условиям и правилам
стипендиальной программы ESCA.
Цели стипендии
1.
Предоставить образование международного стандарта на английском
языке талантливым детям, чьи родители сами не в силах покрыть оплату за
обучение в ESCA.
2.
Развить потенциальных лидеров среди местных жителей.
3.
Поддерживать тесные отношения между кыргызскими и
иностранными детьми для улучшения социального взаимодействия и взаимопонимания.
4.
Предоставить возможность местным детям получить
образование на английском языке и получить опыт обучения в Европейском стиле,
чтобы в дальнейшем иметь возможность продолжить обучение в международных
школах, колледжах и университетах.
ТРЕБОВАНИЯ
К ЗАЯВИТЕЛЯМ
1.
Заявители должны быть гражданами или легальными
резидентами Кыргызской Республики.
2.
Заявители должны быть в возрасте 13 лет к 1 сентября 2013
г.
3.
Заявители должны иметь хорошие знания английского языка и
быть в состоянии учиться на английском языке и следовать учебной программе
Международных Экзаменов Кембриджа.
4.
Заявители должны пройти вступительные экзамены на
английском языке по математике, естественным наукам и английскому языку.
5.
Родители заявителей должны предоставить свидетельство
того, что они не могут покрыть настоящую оплату за обучение сами, включая

The OSCE Academy
in Bishkek is inviting applications for the Master of Arts in Politics and
Security Programme 2014-2015. The Programme offers advanced courses in
political science, international relations and a range of applied disciplines
in comprehensive security and conflict prevention and resolution with a focus
on Central Asia. Applicants of Kazakhstan, Kyrgyzstan,
Tajikistan, Turkmenistan, Uzbekistan
and Afghanistan
can apply for this Masters scholarship. Funding covers airfare, monthly

Background:
The position is assigned to the Community
Security Initiative project in Kyrgyzstan (CSI) - ExB project - with its HQ in
Bishkek and CSI Teams deployed in Batken-Osh, Chuy, Jalal-Abad
Provinces and Osh City
to liaise between CSI Teams and local Communities for better integration and
improvement of CSI actions into the daily life of communities and practice of
local police.
The duty station for current position is Osh.
Tasks and
Responsibilities:
·
Provide
recommendations for CSI Teams on issues related to peace building and community
development, building of confidence for
conflict prevention and development of appropriate responses for CSI;
·
Maintain
regular communication with the managers of the District Community Safety
Working Groups, CommunityCrime
Prevention Centers,
local agencies, NGOs to support the CSI activities;
·
Assist CSI
International Members in peace- and confidence-promoting activities such as:
designing dialogue processes between the police and the public, facilitating
local multi-stakeholder processes, and building/enhancing skills for
reconciliation processes; support the capacities of networks of mediators and
facilitators at local levels; strengthen women’s initiatives and groups in
peace processes; undertake/support confidence-building measures; and other
intergroup processes, as required;
·
Assist in
implementation of specific, targeted initiatives, as requested by local counterparts,
such as building dialogue between and among different ethnic communities, and
development of conflict-sensitive reporting by media, and other
conflict-sensitive governance initiatives, etc.;
·
Liaise
with local community leaders to observe the security situation and promote CSI
activities, related to reduction of inter- ethnic tensions, respect for human
rights and fundamental freedoms;
·
Perform
other related duties, to include for example language assistance, as requested.
Necessary
Qualifications:
Education:
·
Secondary
education supplemented by formal training in social science, multicultural
communication and/or peace/confidence building.
Experience:
·
At least 4
years of work experience in the environment of peace/confidence building and
interethnic communication.
·
Familiarity
with local particularities of multicultural communications and coexistences.
·
Computer
literate with practical experience in Microsoft packages.
·
Languages:
·
Excellent
written and oral communication skills in English and Russian and in the local
languages of Kyrgyz or Uzbek.
Other:
·
Ability to
work with people of different nationalities, religions and cultural
backgrounds. Demonstrated gender awareness and sensitivity, and an ability to

Remuneration Package:

Monthly

Accountabilities: Within delegated authority, Administrative
Assistant will be responsible for the following duties:

and input data from various sources in administrative, human resource,
procurement and other WFP corporate systems;

Objective/purpose
of the consultancy
To support annual review and reporting processes
with a focus on Equity approach and to provide quality proof-reading and
editing of the Country Office Annual Report-2013
Background
It is a must for the CO to prepare the Annual
Report at the end of each year. The
overall purposes of the Country Office Annual Report (COAR) are: to sharpen the
analysis by the Country Office of performance in order to improve programme
quality; to improve programme implementation and management; to provide input
to organization-wide reporting on results for children and women from UNICEF
cooperation in the framework of the MTSP; and to contribute to organizational
learning. Annual review and reporting
should draw on the different components of the Monitoring Results with Equity
System (MoRES) within a Human Rights Based Approach to Programming framework to
structure the analysis, determine strategy and guide work planning decisions
To ensure the highest quality of the final
COAR-2013 the Country office seeks for qualified consultancy services in
coordinating the compilation of programme inputs, proof-reading, editing and
developing a public version of the report.
Work Assignment:

VACANCY:
HUMAN RIGHTS ADVISOR / CONSULTANT, OSCE, BISHKEK,
KYRGYZSTAN.
DEADLINE: NOVEMBER 15, 2013
Background:
On 22 July 2010 the participating States
authorized the deployment of an OSCE Police Advisory Group (PC.DEC/947) in
response to the violent inter-ethnic clashes in Osh
and Jalal-Abad provinces between 10-16 June, and the subsequent request for
assistance by the Kyrgyz
Republic (PC.DEL/791).
After extensive discussions with the host
country, a revised modus operandi, known as the Community Security Initiative
(CSI) was agreed upon and endorsed in PC.DEC/961 on 18 November. The CSI
project builds on the original concept of the ‘OSCE Police Advisory Group to Kyrgyzstan’
project, as a response to needs in the area of human rights, community-police
relations and multi-ethnic policing. It places a strong emphasis on local
ownership, joint steering and capacity building in areas considered most
critical for a positive role of the Kyrgyzstan police in the
stabilisation process.
The main objective of the Community Security
Initiative is to support the Kyrgyzstan
police in addressing the specific security situation after the June 2010
events. It is contributing to the professionalism of the Kyrgyzstan police in providing human security
for all members and communities of Kyrgyzstan’s population,
irrespective of ethnicity, whilst at the same time contributing to the wider,
national police reform programme.
The CSI Project is envisaged to run until 31
December 2015, subject to extension and pending funding availability.
Tasks and
Responsibilities:
·
Under the
overall supervision of the Head \ Deputy Head of the Community Security
Initiative (CSI) Project, direct supervision of CSI International Human Rights
Advisor and in close cooperation with CSI police advisor to CPTC, the local Consultant/Human Rights Adviser of
the CSI Project:
·
Supports
the Kyrgyzstan
police in the assessment, monitoring and training with respect to the
application of international human rights standards in policing;
·
Support
the CSI police advisor in development and implementation of human rights
related trainings with local police and civil counterparts.
·
Writes
reports on human rights practices and submits these to the Kyrgyzstan
police and the Head of the CSI Project;
·
Assists
the Kyrgyzstan
police in the setting up of an efficient mechanism in dealing with human rights
violations;
·
Performs
specific monitoring tasks in relation to community rights, property rights,
discrimination issues and other human rights concerns, as directed;
·
Assists
and co-ordinates the implementation of CSI projects in terms of human rights in
the field;
·
Co-ordinates
and communicates activities and interests of NGO's and OSCE/Human Dimension and
other international organisations with CSI staff members to ensure maximizing
the efforts in Human Rights;
·
Performs
other duties as assigned.
·
The
duration of the contract is up to three months.

Qualifications:
Education:

University
degree in Law, Human rights, Public Policy, Political Science or other human
rights related fields.
Experience:

Minimum of
five years of working experience in the related field of activities

of work with NGOs and different Government institutions and organizations
