Правительство
Кыргызской Республики приглашает экспертов и всех заинтересованных лиц принять
участие в форуме «Государственная политика и стратегирование: построение
эффективного партнерства», который пройдет с 21 по 23 октября 2013 года в
Бишкеке при поддержке Программы «Общественное управление» Фонда
Сорос-Кыргызстан.
Целью форума
является создание устойчивой коммуникационной площадки для молодых лидеров,
экспертов и Правительства КР для обсуждения важных вопросов государственной политики,
а также совместного поиска и применения практических решений.
Заявки (как
индивидуальные, так и групповые) на участие в форуме принимаются от экспертов и
заинтересованных лиц в следующих областях:

Брендинг Кыргызстана: каким должны видеть Кыргызстан за
рубежом
·
Государственное управление и реформирование: повышение эффективности и устойчивости для
экономического развития и политической стабильности
·
Образование в 21 веке: новые приоритеты и ценности
·
Управление природными ресурсами: вызовы и пути решения

2. CENTRAL ASIA AND AFGHANISTAN
RESEARCH FELLOWSHIP (CAARF), MOUNTAIN SOCIETIES RESEARCH INSTITUTE/UNIVERSITY
OF CENTRAL ASIA, BISHKEK , KYRGYZSTAN
Overview
The University of Central
Asia (UCA), through its Mountain Societies Research Institute (MSRI), is
offering fellowships to strengthen the capacity of researchers from Afghanistan , Tajikistan ,
and the Kyrgyz Republic Hindu Kush mountain ranges. The topics of research
projects supported by the Fellowship include four interconnected themes related
to mountain economies:
·
Environmental change and natural resource governance
associated with land degradation,
·
climate change, biodiversity loss, and natural hazards;
·
On-farm livelihoods such as agro-pastoralism and all aspects
of food security;
· Off-farm livelihoods such as small and medium-sized
enterprise development, mountain tourism, and labor migration;
· The economic, social and environmental impacts of
large-scale mountain development relevant to mountain societies. This includes
hydroelectric development, mineral extraction, landscape-scale conservation,
and other large development initiatives.
The Central
Asia and Afghanistan Research Fund (CAARF) provides substantial
financial, technical and mentorship support to selected fellows. The fellows
will be able to advance their research careers through collaboration with peers
and mentors. They will write and publish an academic journal article through a
peer-review process. The findings of their studies will be disseminated in a
policy-relevant format. Awards of research grants of USD 5,000-20,000 will be
made to the selected social and natural science scholars.
Eligibility
1.
The Fellowship is open to nationals of Afghanistan and nationals and residents of Tajikistan and the Kyrgyz Republic
2.
Applicants must hold a postgraduate degree. Those with an MA
or MSc (completed no longer than 10 years before) may also be considered if
they can demonstrate the capacity for independent research and are either in
their final stage of a PhD or are organising their PhD research (or
aspirantura). A doctorate or a local equivalent (kandidat nauk) is highly
desired.
3.
Researchers from all disciplinary fields are welcome to
apply, but research must be focused on the thematic and geographic areas
specified above.
4.
Candidates are expected to be proficient in English
(preferred) and/or Russian and will be expected to write and publish an academic
article of high quality in either of these languages as the main output of
their fellowship. Research proposals in Russian will be considered.
5.
Such proposals must include an abstract in English. Mountain

Application procedure
Applications must be made
online. The online application form as well as all supporting documents
should be submitted via

Applicants are required to
submit the following documents (only full applications will be considered):

An online application form

A current CV (including a complete list of publications)

A personal statement detailing the applicant’s ambitions and
purposes in pursuing the
4.
Fellowship (no more than 500 words).
5.
A research proposal detailing an original research proposal
with clear relevance for development implementation and/or policy. The proposal
should be no longer than 2,500 words and must contain an abstract of maximum
250 words. It should clearly specify sources of data and methods that will be
used. If research will be conducted involving interviews or other research
methodologies with people, the proposal must contain a brief ethics statement
about the appropriateness of the research and how this will or will not affect
people’s rights and welfare. Preference will be given to the proposals that
indicate how the grant will support their institution in strengthening its
ability to do research or other work that is valuable for the region.
Applicants are encouraged to demonstrate regional partnership(e.g. cooperation
of two research institutions in the region) in their proposals.
Interdisciplinary research proposals will be given preference. A bibliography
of the most relevant sources informing the project concept must also be included
the proposal and should not exceed 5 pages in length (and is not included in
the total word count).
6.
A one-page budget appendix detailing the expected research
activities and the estimate of their costs. Budgets may be from USD 5,000 but
no more than USD 20,000. Institutions are encouraged to propose budgets
including matching funds. Joint grant applications from individuals from two or
more research institutions based in the countries of operation of CAARF are
also highly desirable. Budget may include requests for research equipment,
travel for research activities, travel and registration for presentation at
conferences, participation in workshops, publication fees and the activities
that are directly related to conducting and completing research, particularly
those that foster regional collaboration. The CAARF grants cannot be used to
pay salaries. The budget may be prepared in a local currency with an
approximate cost in USD. A timetable for completion of all activities from 1.5
to maximum 2 years after receipt of the grant must also be included.

JAY JORDAN IFLA / OCLC EARLY CAREER DEVELOPMENT FELLOWSHIP

Program Overview
The Jay Jordan IFLA / OCLC
Early Career Development Fellowship Program provides early career development
and continuing education for library and information science professionals from
countries with developing economies. The program is jointly sponsored by the
International Federation of Library Associations and Institutions (IFLA) and
OCLC.
On an annual basis program
sponsors select up to five individuals to participate in a four-week intensive
Fellowship program based at OCLC’s headquarters in Dublin , Ohio , USA
Fellows visit selected
libraries and cultural heritage institutions, meet with leading information
professionals and observe OCLC’s governance structure in action. The Fellows
gain insight into issues affecting global library cooperation and are exposed
to the governance of a global library cooperative. Key services and activities
of program sponsors IFLA and OCLC are highlighted. Fellows have numerous
opportunities to meet leading practitioners and discuss real-world solutions to
the challenges facing libraries today.
Fellows translate their
learning and experiences into specific professional development plans that
guide their continued growth as well as their personal contributions to their
home institutions and country of origin.
Eligibility
Promising library and
information science professionals who are in early stages of career development
and who meet all of the qualifications are encouraged to apply. Applicants
must:
·
Be employed in a library or information center.
·
Have a qualifying degree in library or information science.
The qualifying degree may vary depending upon country of origin, but should be
the general library or information science degree recognized in the country.
Normally a PhD is not considered a qualifying degree, because the Fellowship
program is targeted for early career librarians.
·
Have obtained the qualifying degree between January 1, 2009
and December 31, 2013.
·
Have at least three years, but no more than eight years, of
library or information science experience. For the 2015 program, applicants
must have library or information science experience that begins no earlier than
January 1, 2006 and no later than January 1, 2011.
·
Be a legal national from a qualifying country (see list of
Qualifying Countries) and be working as a librarian or information science
professional in that country.
·
Read and speak English proficiently.
·
Be prepared to work as a team member with other Fellows and
to participate as required in this fast-paced program.
·
Have a valid passport.
·
Be able to obtain documentation permitting legal entry into
the United States

позицию: Национальный Консультант по Разработке Нормативных Правовых Актов по Информационной
Системе Управления Человеческими Ресурсами
Задачи:

Главной
задачей Консультанта является разработка и продвижение законодательных и иных нормативных правовых актов Кыргызской
Республики, связанных с переходом от существующей системы государственной
службы Кыргызской Республики к ее модернизированному аналогу в связи с
внедрением и эксплуатацией
Информационной Системы Управления Человеческими Ресурсами (ИСУЧР).

Достижение
данной цели так же предусматривает гармонизацию законодательной и иной
нормативной правовой базы, включая вопросы интеграции Информационной Системы
Управления Казначейства (ИСУК) и ИСУЧР, других информационных систем в сфере

Требуемая
Квалификация:

Наличие

другие смежные отрасли права.
·
5
летний профессиональный и исследовательский опыт в области реформирования
государственной службы, управления государственными финансами и управления
человеческими ресурсами. Наличие профессиональных навыков и опыта разработки
нормативных правовых актов в сфере финансово-бюджетного законодательства, государственного
управления и государственной службы. Опыт работы в области ИКТ является
преимуществом.

Наличие

Знание

Job
description
MFR is looking for an experienced financial
analyst with a proven track record in microfinance or related fields. The
candidate should have the potential to also gradually take over managerial
and/or technical functions.
The analyst will be joining a dynamic and
international team of microfinance rating specialists in Bishkek - Kyrgyzstan Russia
The analyst will be involved in the whole process
of the rating mission, from preliminary data analysis to field visit and report
drafting. Training on the job will be initially provided through missions
performed with senior analysts.
Required
skills

Minimum 5
years of previous relevant experience (microfinance, rating, audit, accounting,
finance/banking, financial analysis);
