1.       SHORT-TERM LOGISTIC ASSISTANT POSITION, THE AMERICAN REFUGEE COMMITTEE

The American Refugee Committee is currently preparing to send emergency relief specialists to Kyrgyzstan and Uzbekistan in response to the humanitarian crisis resulting from ethnic fighting in southern Kyrgyzstan. 

We are seeking a local host country national from Kyrgyzstan who can assist our initial assessment team with logistics on the ground (transportation, translation, getting around, etc.) for a 3-week period.  This position will be contract based and a reasonable stipend will be provided. The candidate must speak English and Kyrgyz fluently and have experience working with international NGOs. Someone with a Bachelor’s degree is preferred.  We are hoping you will be able to assist us with this humanitarian situation that continues to worsen for tens of thousands of people each day.  Depending on the results of this assessment, we may be looking at longer term assignments for 3 to 6 months.

Position overview


Under the guidance and supervision of the Programme Analyst/Officer, the Administrative/Finance Assistant provides administrative/finance services ensuring high quality of work, ensures accurate, timely and properly recorded/documented service delivery. The Administrative/Finance Assistant promotes a client, quality and results-oriented approach.

The Administrative/Finance Assistant works in close collaboration with the Administrative/Finance Associate and RH Programme personnel to ensure consistent service delivery.

 

Summary of Key Functions:

§         Implementation of operational strategies
§         Provision of accounting, administrative, procurement, HR and logistical support
§         Provision of support to office maintenance and assets management
§         Support to knowledge building and knowledge sharing
§         Planning, organizing and multi-tasking

1. Ensures implementation of operational strategies, focusing on achievement of the following results:

·          Full compliance of administrative, procurement and HR activities with UNFPA rules, regulations, policies and strategies.
·          Full compliance of financial processes and financial records with UN/UNFPA rules, regulations, policies and strategies
·          Provision of inputs to preparation of AWPs.


2. Provides administrative, finance, procurement, HR and logistical support, focusing on achievement of the following results:

·         Interpretation and implementation of procedures and rules related to administrative, procurement, financial and personnel matters and ensure their compliance.
·         Administrative support to organization of conferences, workshops, retreats, study tours, etc.
·         Arrangement of travel and hotel reservations, preparation of travel authorizations.
·         Full compliance of procurement activities with UNFPA rules, regulations, policies and strategies.
·         Timely preparation and updating of procurement plans for the RH Programme.
·         Support to organization of procurement processes including preparation of RFQs, ITBs or RFPs documents, receipt of quotations, bids or proposals, their preliminary evaluation
·         Preparation of requests with all supporting documents for issuance contracts, subcontracts and other documents and other shipping services related to procurement of goods and services.
·         Serving  as a  focal point  in procurement processing for the RH Programme
·         Distribution of programme/project suppliers and equipment
·         Operate in Atlas as per Atlas profile role.
·         Certifying availability of funds and ensuring that the activities are in line with the approved AWPs and budget levels.
·         Monitoring regularly the RH Programme budget and assisting in preparation of budget revision in collaboration with Programme Associate and provision of timely advice to Programme Analyst/Officer on fund limitations
·         Provision of information for reports on financial status, procedures, exchange rates, costs and expenditures and potential funding problems.
·         Assistance in proper control of the supporting documents for payments and financial reports for the RH Programme/Project under UNFPA and NEX/HACT and NGO modality; payment execution and monitoring payment status. 
·         Processing of financial documentation (vouchers, supporting documents, etc.) and maintaining internal expenditures control system by ensuring that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; travel claims, COE, C, D and E forms duly signed and submitted by IPs and other entitlements are duly processed, including timely extension of personnel contracts as and when required.
·         Assistance to the Audit including for NEX and NGO executed projects and prepare necessary documents
·         Preparation and handling the routine correspondence related to general administration, procurement, financial and personnel matters; faxes; memoranda and reports in accordance with UNFPA rules and procedures.
·         Maintenance of files related to personnel, finance, procurement, administrative, logistical, programme/project matters.
·         Assistance to the Audit and prepare necessary documents
·         Provides both oral and written translation when required
·         Backstops Programme Associate and Administrative/Finance Associate when necessary
·         Performance of other duties as and when required

3.  Provides support to office maintenance and assets management, focusing on achievement of the following results:

·         Monitoring the Inventory Records, maintain the records and files on assets management and Form C under NEX/HACT and NGO modality.
·         Maintenance of files and records relevant to RH programme/projects.


4. Provides support to knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

·         Participation in the training for the operations/projects staff on administration, procurement, finance and HR.
·         Briefing RH programme/project personnel on general administrative, financial and personnel matters.

5. Ensures provision of adequate and timely support for planning, organizing and multi-tasking, focusing on achievement of the following results:

·          Organises and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships
·          Plans, coordinates and organises workload while remaining aware of changing priorities and competing deadlines
·          Demonstrates ability to quickly shift from one task to another to meet multiple support needs
·          Establishes, builds and maintains effective working relationships with staff and clients to facilitate the provision of support


Recruitment Qualifications

Education:
-          University degree in economics, management, accounting, finance or other relative fields  
-          Specialized training in finance is desirable.

Experience:
-          At least 3 years of relevant administrative, accounting and financial experience at national and/or international level is required.
-          Working with accounting software is an asset
-          Experience in the usage of computers and office software packages (MS Word, Excel, Power Point, Internet Explorer, etc.).  
-          Previous experience of working for UN agencies is an asset.

Language Requirements:

        Fluency in English and Russian. Knowledge of Kyrgyz is an asset
