1.       ECA ALUMNI GRANTS PROGRAM, PUBLIC AFFAIRS SECTION, U.S. EMBASSY,BISHKEK, KYRGYZ REPUBLIC

The 2011 ECA Alumni Small Grants Program (ASGP) is designed to support the professional development of U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA) alumni and promote community development in alumni"s countries. Alumni may apply for a grant of up to $5,000 to conduct a community development or professional development project. (Small-scale projects should not exceed - $1,000. Large-scale projects can be up to $5,000) The project time period is 12 months.

1. Grant recipient must indicate:
a) Names the initiative group/NGO
b) Contact address, phone/fax number and e-mail address
c) Name and home address of Project Manager:
d) Bank Account Information ($/soms)

2. Background on the initiative group/NGO:
No more than 3 paragraphs
a) Primary goals
b) Previous grants received
c) How the NGO is funded
d) An example of a recent successful project.

3. Program Description
No more than 1 page

a) Statement of Objectives:
·         Describe project goal(s);
·         How it (they) will be achieved;
·         Provide detailed description of program activities/events;
·         Work Plan should be attached.

b) Project Justification:
·         Why did you decide to apply to the U.S. Gov. to support your project?
·         How will this project benefit for the Kyrgyz Republic?
·         Describe the target audience: age groups, occupation, number of program participants?
·         How will you measure the success or future of your project?

c) Program Duration

4. Budget - no more than 2 pages
a) Amount requested (in USD);
b) Itemized cost breakdown;

APPLICATION FORM GUIDELINES

PROPOSAL FORMAT:
·         First draft proposal can be submitted in Russian, but the final version should be written in English.
·         Proposal should not exceed 5 typed pages in font 12.
·         Applicants should attach copies of resumes for the key personnel.
·         Proposals should list any previous grants received in a form of attachment (date, amount, purpose) as well as any other funding sources.
·         A copy of the registration papers of the organization should be attached.
·         If you are not an NGO, please attach a letter from an organization supporting your efforts.

NARRATIVE PART:

Key questions to address in your proposal are:

·         WHO (name of NGO, list of the names of the initiative group and its partners if appropriate),
·         WHAT (planned activities),
·         WHEN (program dates),
·         WHY (the issue, target group and region(s)),
·         HOW (what resources are available and which are requested),
·         FOR WHOM (target audience),
·         AT WHAT COST (budget and name of organization to which you submitted this grant (co-sponsoring is strongly encouraged)),
·         WHAT ARE THE RESULTS (planned successful results and sustainability).

This includes:
·         Justification should explain why you decided to apply to the U.S. Government for funding of this particular project; why a proposed project is important, who will be affected by this project, what difference it makes for the Kyrgyz Republic. Also, please explain what criteria you will use to measure the success or future of your project. (May also attach letters of endorsement attesting to the seriousness of the proposal.)
·         Sustainability - if the project is intended to continue after the funding ends, the proposal must explain how the organization will fund the activity in the future.
·         Proposals for publication of materials should describe the intended audience, content, and how materials will be distributed, and will normally be considered only if the language of the material is Russian, Kyrgyz or English. If U.S. Government funds are used to fund publication, the grant must include language granting copyright to the U.S. Government, or recognizing that the U.S. Government will have unlimited rights to reprint or distribute the material if it chooses.

PROJECT TIME-FRAME:  Project dates cannot exceed one year.

DEADLINE:  October 31, 2010

PROJECT SCALE:

Small-scale projects should not exceed - $1,000. Large-scale projects can be up to $5,000. If the scale of the project exceeds the limits, please consult with grant administrators.

2.       THE COMMUNITY SOLUTIONS PROGRAM ANNOUNCEMENT

The Community Solutions Program

APPLICATION INFORMATION

PROGRAM OVERVIEW: The Community Solutions Program is a program of the Bureau of Educational and Cultural Affairs of the U.S. Department of State, and implemented by IREX, a Washington, DC-based nonprofit organization.  The program seeks to enhance the skills of civic and community leaders to more effectively address current economic, environmental, political, and social challenges in their communities through participating in:  

·         A Four-month U.S. Fellowship:  Fellows are placed in U.S. community-based, non-profit or other organizations, government offices or legislative bodies where they work with community leaders.
·         Community Leadership Institute (CLI): Fellows will spend more than 500 hours developing practical leadership skills in Goal Setting, Monitoring & Evaluation, Organizational Team Building, Networking & Partnering, and Communications & Advocacy.
·         Follow-on Projects: Fellows, in partnership with their U.S. hosts, will develop follow-on projects to be completed after  fellows return to their home countries.

Specific themes for professional fellowships for this program are: Transparency and Accountability; Tolerance/Conflict Resolution; Environmental Issues; and, Women’s Issues.  Sixty-six eligible individuals will be selected to participate in the Community Solutions Program.  Financial provisions of the program include: J-1 visa support; round-trip travel from fellow’s home city to the U.S.; accident and sickness insurance; and a stipend to cover housing, meals and incidentals.

ELIGIBILITY REQUIREMENTS: Competition for the program is merit-based and open to community leaders, ages 25-38 at the time of application, who meet the following criteria:
·         Is from a participating country (U.S. citizens, permanent residents of the U.S. , and individuals who have applied for U.S. permanent residency in the past three years are not eligible for this program.);
·         Is currently living and working in his/her home country (Individuals participating in academic, training or research programs in the United States at the time of application and individuals residing or working outside their home countries at the time of application are not eligible for this program);
·         Is currently working on a community engagement initiative in his/her home country; and, has at least 2 years of professional experience in this capacity at the time of application;
·         Is able to begin the program in the United States in 2011, and is committed to returning to his/her home country after completion of the program;
·         Is able to receive a U.S. J-1 visa (Individuals who have participated in an exchange visitor program sponsored or funded by the U.S. Government who have not fulfilled their two-year home residency requirement by the time of application are not eligible for this program); and,
·         Is proficient in spoken and written English at the time of application.

Preference will be given to individuals with four (4) months or more academic exchange or professional training experience in the United States.   Employees of the U.S. Embassy are not eligible.

SUMMARY OF POSITION

The Program Assistant will be a member of the Educational Programs Division. The Program Assistant will be responsible, under the oversight of the Program Director, for supporting the administration of the Youth Theater for Peace Program in Kyrgyzstan.

DUTIES AND RESPONSIBILITIES

·         Provide logistical and administrative support for all aspects of the Youth Theater for Peace Program;
·         Coordinate travel and document processing;
·         Receive, process and draft reports;
·         Coordinate logistics for events;
·         Liaise with partner organizations;
·         Maintain timely and appropriate financial receipts in accordance with IREX financial policies;
·         Answer written and telephone inquiries about the program;
·         Translate program materials into Kyrgyz, English or Russian;
·         Provide oral interpretation into Kyrgyz, English or Russian when needed;

REQUIREMENTS: 

·         Previous experience studying, working or living abroad preferred
·         Fluency in English; Kyrgyz and Russian
·         Strong computer (MS Word, Excel, Web 2.0) and writing skills;
·         Must be able to operate independently and with minimal oversight;
·         Excellent interpersonal, organizational, networking, and communication skills;
·         Detail-oriented, able to manage multiple tasks simultaneously, and meet deadlines;
·         Working Experience with youth, tolerance, or arts programs (desired).

2.       AMERICAN COUNCILS SEEKS A HIGHLY QUALIFIED PERSON TO FILL THE POSITION OF ALUMNI PROGRAMS COORDINATOR

U.S. DEPARTMENT OF STATE PROGRAMS/AMERICAN COUNCILS FOR INTERNATIONAL EDUCATION ACTR/ACCELS, Bishkek, Kyrgyz Republic

SUMMARY:

American Councils seeks a highly qualified person to fill the position of Alumni Programs Coordinator to work with the U.S. Embassy on strengthening its alumni programs and outreach to program alumni.

The Alumni Programs Coordinator is responsible for tracking the progress of alumni of U.S. Department of State programs in Kyrgyzstan; managing local monitoring and reporting, as well as providing regular reports and feedback to U.S. Embassy staff and partner organizations; and to coordinate with the ECA Alumni Office in Washington, D.C.  The position is one-year fixed-term. The Alumni Programs Coordinator will be based in Bishkek, Kyrgyz Republic, and will report to the American Councils Country Director and work in consultation with the U.S. Embassy Cultural Affairs Officer in Bishkek, Kyrgyzstan. Duties include:

·         Strengthen alumni association and its branches;
·         Develop system to inform and register alumni for alumni activities and information updates upon their return from the United States;
·         Track the professional progress of alumni of U.S. Department of State programs via email, social media and mail;
·         Start an alumni newsletter
·         Liaise with the Department of State Alumni Office to update, organize, and coordinate the alumni database;
·         Liaise with program coordinators and program alumni and write success stories and progress reports;
·         Promote alumni activities through targeted outreach programs, including organizing internal workshops for monitoring and evaluation capacity building;
·         Design and organize follow-up activities such as workshops, round tables, and press events pending additional funding for these events;
·         Counsel alumni on grant preparation and effective program implementation;
·         Maintain regular contact with the ECA Alumni Office in Washington D.C.;
·         Travel in challenging conditions;
·         Other duties as assigned.

Alumni Program Coordinator Requirements

·         Citizen of the Kyrgyz Republic;
·         Bachelor’s degree required;
·         2-3 years work experience;
·         U.S. Department of State program experience (required);
·         Excellent communication and public speaking skills, both written and verbal, in English and Russian (and Kyrgyz preferred);
·         Extensive report writing experience (in English - required);
·         Excellent computer skills, including experience in web site updating and database management (required);
·         Demonstrated organizational skills.
