1.       2010 U.S.-CENTRAL ASIA EDUCATION FOUNDATION (U.S.-CAEF) ENTERPRISE STUDENT FELLOWSHIP PROGRAM

The American Councils for International Education: ACTR/ACCELS is pleased to announce the 2010 U.S.-Central Asia Education Foundation (U.S.-CAEF) Enterprise Student Fellowship Program.

The U.S.- Central Asia Education Foundation was incorporated as a USA not-for-profit organization in May 2007 to further the work of the Central Asian-American Enterprise Fund (the Fund) by building upon the private-sector development assistance programs established by the Fund. The Foundation's mission is to encourage and assist development and growth of a vibrant open-market private business sector in Central Asia by: supporting the quality of - and affordable access to - western business know-how and practices at selected institutions of higher learning in the region that have adopted western curriculum and teaching methods; providing opportunities for educational, vocational, and cultural experience in countries that serve as positive examples of an open-market economy operating within a democratic environment; and, promoting other activities that will generate a favorable environment in Central Asia for private business to succeed and entrepreneurial spirit to thrive.

The U.S.-CAEF Enterprise Student Fellowship program is aimed at supporting talented and deserving youth in the further study of business and economics. A strong preference will be given to those students applying for a business fellowship. Only a limited number of economics scholarships will be awarded in any given year. The Enterprise Student Fellowships program does not discriminate on the basis of ethnic origin, age, race, color, gender, religion or disability. Persons with disabilities are strongly encouraged to apply. Competition for the
Fellowships is merit and need-based and open to anyone who meets the following requirements:

·         A citizen of, with permanent residency in Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan or Uzbekistan

·         The ability to analyze and prepare commentary on politics in Kyrgyzstan
·         Written and spoken fluency in Kyrgyz, Russian, and English

3.       RESEARCH MANAGER JOB VACANCY, POPULATION SERVICES INTERNATIONAL/CENTRAL ASIA

Title:                              Research Manager
Department:               Research Department, Population Services International
Reporting To:             PSI Country Representative

Scope of Position

This position will be responsible for managing and overseeing all research (qualitative and quantitative) conducted by PSI.

Background

Population Services International (PSI), a non-profit organization incorporated in 1970, combines entrepreneurial spirit with social mission to encourage healthy behavior worldwide.  Through its health social marketing programs in 65 countries, PSI distributes affordable, accessible, and attractive health products.  PSI raises awareness of health problems and generates demand for the health products it provides through innovative and culturally sensitive communications.  PSI’s primary interventions concern: family planning, HIV/STI prevention, diarrheal disease, malaria, micro-nutrient deficiencies, and waterborne illnesses.

In Central Asia, PSI as a Prime Recipient of USAID funded project implements the Health Outreach Program in four countries of the region. The Health Outreach Program provides technical assistance, training and direct outreach services to increase access to quality HIV prevention and tuberculosis (TB) prevention and treatment interventions among most at-risk populations (MARPs).
Key program goals are: Reduction in risk behaviors associated with HIV transmission; Increased use of evidence-based HIV prevention and TB treatment services by MARPs; Improved TB case detection among selected MARPs; and Improved adherence to and decreased default rate from TB treatment among MARPs.

The Research Manager is a key member of PSI Central Asia’s senior management team.  S/he is responsible for all quantitative and qualitative research conducted.  S/he will work closely with other members of the senior management team to ensure:

·         Coverage and quality of coverage data is collected and used to drive behavior change strategies and monitor effectiveness of the selected activities.
·         The PSI Perform Framework is used to conduct baseline and follow-up research with most-at risk populations and is understood by programmatic staff.
·         The TRaC (Tracking Results Continuously) survey format is used to collect BCC baseline data and measure change within areas of program implementation.
·         That dashboard tables from the TRaC survey are developed.
·         That qualitative research (focus group discussion and key informant interviews) is conducted where required.

Key Responsibilities

·         Provide direction in the planning and implementation of all research related activities.
·         Supervise and provide guidance for quantitative research studies aimed at understanding HIV risk behavior among target populations. This will include follow-up studies to monitor project indicators and project evaluation. Oversight will include leading the development of research designs, sampling strategies and data analysis.   
·         Oversee qualitative research.
·         Assist in the monitoring and evaluation of log frame indicators: develop project indicators and review performance against indicators. 
·         Coordinate and liaise with PSI program managers to ensure their monitoring and evaluation needs are met.
·         Assist in the development of final reports.
·         Present research results to PSI program managers and assist in the utilization of research to make programmatic decisions.
·         Disseminate findings to stakeholders, as appropriate.
·         Develop and monitor spending against annual research budget.
·         Provide monthly programmatic reports to the Country Representative and contribute to quarterly, bi-annual and annual reports when requested.
·         Ensure that PSI/CAR adheres to all research guidelines stipulated by the PSI research ethics boards and/or local IRBs.
·         Maintain regular dialogue with PSI’s regional researcher on research plans, activities and reports.
·         Maintain links with other research organizations and the international community to ensure PSI/CAR is updated on relevant research.
·         Assist with any other tasks assigned by the Country Representative.

Selection Criteria

Essential:

·         Previous experience designing, implementing and managing research projects at all stages of the research process (quantitative and  qualitative)
·         Quantitative data analysis skills
·         study design, sampling, and developing research tools skills
·         a proven track record of managing multiple concurrent studies’
·         Master’s degree in Social studies and research or a related field
·         Experience supervising others
·         Experience preparing narrative reports
·         Good interpersonal skills
·         Good presentation skills
·         Detail-oriented, responsible person capable of exhibiting initiative
·         Experienced computer user particularly with Microsoft Office suite and SPSS software
·         Experience of budget management and planning
·         Flexible and be able to work under pressure
·         Excellent spoken and written English and Russian

Desirable:

·         Western Degrees and MPH
·         Experience with health sector research or programming
·         Host country national
·         Familiar  with PSI work

4.       ANALYST JOB ANNOUNCEMENT, MICROFINANZA RATING

Microfinanza Rating, an independent private rating agency, specialized in evaluations of microfinance institutions qualified with the EU-IADB-CGAP Rating and Assessment Fund announces a job opening for the position of a Rating Analyst.

The analyst will be based in Bishkek and travel primarily in NIS countries, on average, one week per month.

Principal Duties and Responsibilities

·         Prepare, organize and execute microfinance ratings.
·         Collect financial and operational data, run financial models, analyze collected data and information and write rating reports.
·         Participate in marketing and market development activities.
·         Assist in elaboration of surveys at regional level aimed at compiling and publishing technical bulletins or ad hoc reports.
·         Provide support to the management of  Bishkek  office regarding legal, administrative and other issues.
·         Translate from Russian to English and vice versa when needed, especially during the rating mission exercise.

Required Skills

·         Education: bachelor or post-graduate degree in one of the following subjects: economics, finance, business administration, accounting or similar.
·         Language skills: fluency in Russian and English (spoken and written).
·         Professional experience: at least 3 years of work experience in one or more of the following sectors: financial analysis, financial risk management, financial consulting, credit rating, accounting, auditing.
·         Work experience in microfinance and mainstream audit and rating companies will be an asset.
·         Computer skills: excellent knowledge of Windows, MS Office and Internet browsers.
·         Personal skills: analytical capacities, good communication and writing skills, team spirit, pro-active approach to work, flexibility in traveling and working in underdeveloped social and infrastructure environment and under pressure, interest in microfinance and international development, capacity to work independently with minimum supervision.
