2013 В БИШКЕКЕ С 25 МАРТА ПО 31 МАРТА 2013 ГОДА., ПОСОЛЬСТВО ФРАНЦИИ И
ПОСОЛЬСТВО ШВЕЙЦАРИИ, БИШКЕК, КЫРГЫЗСТАН.
Посольство Франции и Посольство Швейцарии в Кыргызской Республике проведут
неделю Франкофонии в Бишкеке с 25 марта по 31 марта 2013 года.
Франкофония – это фестиваль французского языка и культур франкоязычных
стран, который празднуется в марте
ежегодно во всем мире.
Посольства Франции и Швейцарии в
очередной раз совместно подготовили программу для широкой публики, которая
позволит оценить языковое и культурное разнообразие французского языка в
музыке, кино и театре.
На открытии Недели Франкофонии 25 марта в 17.00 часов в кинотеатре
«Октябрь» состоится эксклюзивный показ популярного французского фильма
«Неприкасаемые» («Intouchables», в прокате «1+1») на французском языке с
субтитрами на русском языке. Фильм основан на реальных событиях и имеет
феноменальный зрительский успех. За первые две недели проката во Франции фильм
посмотрело более 5 млн. зрителей.
В этом году в программе Недели Франкофонии можно найти ставшие
традиционными события: кулинарное ателье, конкурс современной французской
песни, театральный конкурс, вечер французских вин, показ фильмов и многое
другое. Победителей конкурсов ждут ценные призы. Главный приз театрального
конкурса – поездка во Францию и посещение престижного театрального фестиваля в
г.Авиньон (Франция).
Другое крупное мероприятие – единственный концерт швейцарской группы TAFTA,
который состоится 29 марта в 22:00 в ночном клубе “Promzona”. Группа TAFTA
приглашена из Швейцарии и выступит впервые в столице Кыргызстана. Направление
музыки - поп-рок. Группа провела с
большим успехом более чем 300 концертов в Швейцарии, Франции и Бельгии.

В ПРОЕКТЕ «ACTIVE, YOUNG – THE VALUE FOR EMPLOYERS», ИНСТИТУТ ВОСТОЧНЫХ
ИССЛЕДОВАНИЙ (ПОЛЬША). ПОСЛЕДНИЙ СРОК ПРИЕМА РЕЗЮМЕ: 23 МАРТА 2013 Г.
Институт Восточных Исследований (Польша) совместно с организацией «Келечек
жаштары» проводит набор молодых людей возрасте от 18 до 30 лет для участия в
проекте «Active, Young – the Value for Employers».
Цель проекта – развитие потенциала, обмен опытом, социальное и личностное
развитие молодежи, укрепление и формирование молодежной политики в сфере
занятости.
Участники проекта – молодые люди из Кыргызстана, Казахстана, Германии и
Польши - пройдут обширную программу
обучения в Польше, а также примут участие в международной конференции в г.
Крыница-Здруй в сентябре 2013 года. В конференции примут участие 3000 человек -
ученые, предприниматели, политики, представители средств массовой информации
НПО – для обсуждения состояния молодежной политики и перспектив ее развития в
будущем.
Основные мероприятия в рамках
проекта:
1. Совместное участие в
тематических обсуждениях на странице
проекта в социальной сети Facebook.
2. Разработка
участниками проекта пособия на тему:
«Расширение прав и возможностей молодежи», а также брошюры на тему
«Трудоустройство молодежи».
3. Поездка в г. Варшаву
в период с 26 по 30 августа 2013 года для участия в учебной программе по темам:
лидерство, коммуникация, трудоустройство, участие в Европейских программах и
проектах, неформальное образование, социальное предпринимательство.
4. Поездка и обучение
в г. Краков с 30 августа по 1 сентября
2013 года, посещение региональной администрации Малопольского воеводства, где
пройдет презентация молодежной политики, ознакомление с лучшими практиками,
мероприятия по тимбилдингу, а также экскурсия.
5. Участие в семинарах и
международной конференции по молодежной политике в рамках Стратегии «Европа
2020» со 2 по 6 сентябре 2013. Основные темы: европейское по гражданство,
активное участие в общественной жизни, социальное партнерство. Встречи с
представителями бизнес и медиа структур, лучшие примеры волонтерской
деятельности, участие в международном форуме с молодыми лидерами разных стран.
Длительность проекта: апрель-сентябрь 2013 года.
Участие в проекте полностью финансируется Институтом Восточных
Исследований.
Рабочий язык проекта: английский.
Требования к участникам проекта:
·
возраст 18-30 лет;
·
отличное знание английского языка. Участники должны уметь
свободно общаться и писать на английском языке;
·
навыки публичного выступления;
·
аналитические навыки;
·
участник должен быть выпускником ВУЗа, или обучаться на последних курсах;
·
обязательное активное участие в обсуждениях на странице проекта в
социальной сети Facebook.

The OSCE Academy
in Bishkek invites applications for the Master of Arts in Politics and Security
Programme 2013-2014. The Programme offers advanced courses in political
science, international relations and a range of applied disciplines in
comprehensive security and conflict prevention and resolution with a focus on Central Asia . The
MA programme is supported by the OSCE and a number of OSCE participating states
and partner institutions. The coursework starts on 2 September 2013 and finishes
on 30 September 2014.

Qualifications required

THE COMMUNITY LIAISON OFFICE (CLO), US
EMBASSY, BISHKEK , KYRGYZSTAN . DEADLINE: MARCH 26,

Basic function of position
The Community Liaison Office (CLO) is a service provider whose
base constituency includes all direct-hire employees, family members and
members of household. The Bishkek
Community Liaison Office serves an American client base of approximately 80
people. In addition, the CLO program
regularly provides services to TDYers, contractors, LES, and the greater U.S.
Military community attached to The Transit Center at Manas. The Community Liaison Office Assistant (CLO
Assistant) assists the CLO Coordinator (CLO) in the development and management
of post programs to maintain high morale of community members. The incumbent identifies needs within the
post community and responds with effective programming, information and
resources and referrals. The incumbent
works under the loose supervision of the CLO and is expected to interact
independently with CLO clientele to develop CLO materials/programs, and to
generate ideas for CLO events.

Qualifications required
All applicants must address each selection criterion detailed

Education: A university degree in Social Sciences is
required. (Copies of diplomas are required)
Experience:
Up to one year or more of office experience is required.
Languages:
English-level III/III (written/spoken), Russian level IV/IV
(written/spoken) (Language
proficiency will be tested.)
Knowledge:
Possess excellent knowledge of Bishkek and how to access the desired
services to meet
the needs of the American community. Basic administrative skills,
including use of Microsoft Office
Word, Excel, Publisher and PowerPoint.
Skills and abilities: Excellent organizational skills to assist in
planning and directing social and diplomatic
functions are required.
Good oral and written communication skills are required. Ability to exercise
excellent interpersonal skills is required. Ability to determine and set priorities
effectively for a
minimum of 30 days is required.
Demonstrated ability to use the internet for research is required.
Ability to develop and maintain contacts related to local
businesses, school, universities, and nongovernment organizations (NGOs) is
required. Demonstrated skills in computer word, spreadsheet and
newsletter publishing software are required.
Selection process
When fully qualified, U.S. Citizen Eligible Family Members
(USEFMs) and U.S. Veterans are given
preference. Therefore, it
is essential that the candidate specifically address the required
qualifications

ИНФОРМАЦИЕЙ ОБ ЕГО ИСТОРИИ, ФУНКЦИЯХ, СТРУКТУРЕ И СОСТАВЕ, ПРОГРАММА ПО
ОКАЗАНИЮ СОДЕЙСТВИЯ В УКРЕПЛЕНИИ ЖОГОРКУ КЕНЕША В КЫРГЫЗСТАНЕ, БИШКЕК,

Требуется специалист
(специалисты)/организация для подготовки брошюры о Жогорку Кенеше с краткой
информацией об его истории, функциях, структуре и составе.
Цель брошюры – изложение текстовой информации
о деятельности Жогорку Кенеша в сжатом виде для лучшего освещения его работы в
соответствии со статьями 156 и 157 Регламента Жогорку Кенеша Кыргызской
Республики.
Жогорку Кенеш – парламент Кыргызской
Республики, высший законодательный и представительный орган страны,
осуществляющий также контрольные функции, состоит из 120 депутатов, избираемых
по партийным спискам и объединенным в депутатские фракции.
Целевая аудитория брошюры – посетители
парламента (включая участников экскурсий по Жогорку Кенешу – школьников,
студентов), а также иные лица, интересующиеся работой Жогорку Кенеша, в том
числе иностранные граждане.
В брошюре должны быть освещены следующие
моменты:

приветственное слово спикера (Торага) Жогорку Кенеша к читателям брошюры (с
фотографией);
·
краткая история кыргызстанского парламентаризма (народные собрания кыргызов
до 1917 года; новый этап в развитии кыргызской государственности – 1920-1930-е
годы; Верховный совет Киргизской Советской Социалистической Республики;
«легендарный парламент»; I-IV созывы Жогорку
Кенеша Кыргызской Республики);
·
описание Жогорку Кенеша V (текущего) созыва: события 2010 года; проведение референдума и принятие
новой Конституции – расширившиеся полномочия парламента; выборы в октябре 2010
года;
·
Жогорку Кенеш – парламент Кыргызстана (функции – законодательные,
представительные, контрольные; место парламента в системе разделения властей;
сессия);
·
здание Жогорку Кенеша – так называемый «Белый дом» (история места, на
котором находится здание, и его строительства; государственные органы и
должностные лица, работавшие в здании; события 2005 и 2010 гг.; общие

освещение деятельности парламента в СМИ (официальный сайт Жогорку Кенеша;
радио «Парламент ФМ»; еженедельная телевизионная передача «Парламент»; личные
сайты депутатов, в т.ч их участие в социальных сетях);

информация о Кыргызстане (краткая история; территория, численность и состав
населения, государственное устройство, государственные символы – флаг и герб;
основные достопримечательности).
Требования к изложению текста и оформлению:
·
текст должен быть изложен простым и доступным языком, при этом необходимо
избегать использования канцеляризмов;
·
изложение текста должно позволять дизайнеру в схематичном и наглядном виде
представлять структуру Жогорку Кенеша, процесс его работы, в особенности
рассмотрение законопроектов;
·
в брошюре должна содержаться соответствующая контактная информация о
Жогорку Кенеше – почтовый адрес, контактные телефоны, адрес официального сайта.
Текст брошюры подготавливается на русском
языке (с дальнейшим переводом на кыргызский и английский языки – отдельное
техническое задание).
Объем текста – не более 15 страниц А4 (формат
Times New Roman, кегль 12, межстрочный интервал – 1,5, интервал между абзацами
– 0).
Срок на разработку брошюры (в календарных
днях) – 45 дней.
Требования к кандидату:
·
отличное владение письмом;
·
опыт публикаций подобного рода;
·
знание истории парламента Кыргызстана, его роли, функций и задач, структуры
(преимущество);
·
знание Конституции Кыргызской Республики, Регламента Жогорку Кенеша, Закона
о статусе депутата Жогорку Кенеша и прочих соответствующих нормативных правовых
актов (преимущество);
·
знание дизайнерских/редакторских программ (преимущество).
В период работы над текстом, автор текста
будет находиться в постоянном контакте с уполномоченным представителем ЖК.
После завершения работы над текстом автор должен
будет работать совместно с дизайнером над разработкой эскиза и структуры
публикации, а также принимать участие в работе на стадии верстки и печати
брошюры в типографии.
Авторские права на данную брошюру принадлежат
основному спонсору ее издания – Программе USAID/DFID по оказанию содействия в
укреплении Жогорку Кенеша в Кыргызстане.
Во избежание конфликта интересов автор текста
брошюры должен быть максимально объективным и исключить влияние каких-либо
партийных и/или личных предпочтений на содержание брошюры. Данная брошюра
разрабатывается исключительно в информативных целях, и не допускается изложение
фактов в угоду каким-либо политическим силам.
В конкурсе могут принять участие, как
физические лица, так и юридические.
