2. 2009 ECA ALUMNI SMALL GRANTS PROGRAM – REMINDER

DEADLINE: Friday, April 3, 2009

Program Overview

The 2009 ECA Alumni Small Grants Program (ASGP) is designed to support the professional development of U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA) alumni and promote community development in alumni's countries. Alumni may apply for a grant of up to $3,000 to conduct a community development or professional development project. The project time period is ten months.

Eligible alumni – The ASGP is open to alumni of the following ECA-sponsored programs:

  • Edmund S. Muskie Graduate Fellowship Program (Muskie)
  • Eurasian Undergraduate Exchange Program (UGRAD) (formerly known as the FREEDOM Support Act Undergraduate Program)

Individuals in the following circumstances are NOT eligible for Alumni Small Grants Program:

  • Individuals currently residing or working outside of one of the Eurasian countries listed above;
  • Local employees of the U.S. missions abroad who work for the U.S. Department of State are ineligible for grants during the period of their employment and for one year following the termination of employment;
  • Immediate families (i.e. spouses and dependent children) of U.S. Department of State employees for a period of one year following the termination of such employment. This provision does not disqualify self-supporting members of families who live apart from their parents;
  • Persons arrested for, charged with, or convicted of a crime (excluding minor traffic violations);
  • Current IREX employees and consultants and their immediate family members (spouses, parents, children, and siblings); or

Possible project ideas include:

  • Initiating a public or community service program;
  • Launching a pilot program at an NGO or academic institution;
  • Organizing training programs or conferences for professional colleagues and/or other alumni;
  • Funding travel of US colleagues to eligible Eurasian countries for conferences, training programs and professional collaboration;
  • Development and publication of curricula, textbooks, or related reference or educational materials;
  • Publication of public information pamphlets or brochures; and
  • Conducting any other projects judged by the selection committee and/or ECA to be in the interest of program goals.

The maximum grant amount awarded for any project is $3,000. Alumni are welcome to collaborate with other ECA alumni (including eligible alumni from other countries) to submit joint projects. The maximum grant award is $3,000, regardless of the number of alumni collaborators.

Please note that budgets are scrutinized carefully. Projects will be given preference that have low budgets, include cost-share and make good use of limited resources.

Please note that the purchase of computer hardware or office equipment (printers, photocopiers, fax machines, etc.) is prohibited. Additionally, funds from the grant cannot be used explicitly for the creation of organizational or personal web sites. ECA alumni are encouraged to work through the Internet Access and Training Program (IATP) to accomplish these goals. Lastly, grant funds may not be used to provide honorarium to ECA alumni, including the grant recipient.

Eligible alumni must complete their small grant activities within Eurasia (Eurasia is defined as Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Russia, Tajikistan, Turkmenistan, and Ukraine).

Only one application per deadline for any individual alumnus/alumna will be considered. Applicants must have successfully completed all previously awarded small grants.

Timeline

  • Application Deadline: April 3, 2009
  • Grant Award Recipients Announced: May 18, 2009
  • Grant Period: Ten months (May 29, 2009 – March 29, 2010)
  • Final Report & Expense Report Due: April 30, 2010

3. FLEX ALUMNI REUNION ON APRIL 30, 2009 (NEW)

Dear FLEX/FSA Alumni,

This year is 15th Anniversary of FLEX. For some of alumni it has been years and years since you're completion of FLEX program, some still have fresh memories. Yet still you're the FLEX Alumni and part of our flex community, which we're proud of. We're certain that you have something to remember, and that FLEX program was a beginning of who you are now.

So in order for you to refresh your memories, get back to old times, meet you're friends after long period, we're going to conduct FLEX Alumni Reunion on April 30, 2009. This event will be a chance for you to meet your friends from the PDO, during flights to US, friends whom you haven't met for a long time.

4. ECONOMICS EDUCATION AND RESEARCH CONSORTIUM ANNOUNCE ECONOMICS RESEARCH GRANT COMPETITION, SPRING 2009 ROUND, Deadline April 12, 2009

Name: ECONOMICS EDUCATION AND RESEARCH CONSORTIUM

Title: Economics Research Grant Competition

Submission deadline: April 12, 2009

Proposals are solicited in the following five areas with relevance to current policy concerns in the CIS:

  • Enterprises and product markets
  • Labor markets and social policy
  • Macro, financial markets and open economy
  • Public economics
  • International trade and regional integration

NOTE: We encourage proposals for policy relevant INTERDISCIPLINARY research on the intersection of Economics with other disciplines, such as Political Science, Sociology, Demography, Geography and Ecology.

The best research teams will be invited to present their projects at the EERC RESEARCH WORKSHOP in June 27-29 2009 in Kiev. Heads of projects must attend the workshop in order to be considered for a grant.

GRANTS up to $14,000 are awarded to individual researchers or small research teams (up to 3 persons) for up to 18 months. Grant size depends on the number participants and specific budget requirements of the project.

Additionally, particularly promising young researchers (primarily from periphery regions of CIS) may be awarded development grants (up to $2,000) and training opportunities in the framework of EERC Research Development Program. In addition to a small stipend, and literature and data allowance, these grants may be coupled with an opportunity to take courses and receive guidance at the following institutions:

Upon completion of research, authors of the best papers may be offered follow-on grants to develop policy briefs for presentation and discussion at policy roundtable meetings organized by the EERC.

КРАЙНИЙ СРОК ПРИЕМА ЗАЯВОК – 12 АПРЕЛЯ 2009 г.

Конкурс проводится по следующим приоритетным направлениям:

  • Рынки труда и социальная политика

Особо приветствуются научные исследования НА СТЫКЕ ЭКОНОМИКИ И ДРУГИХ ДИСЦИПЛИН, таких как политология, социология, демография, география и экология, связанные с решением актуальных проблем экономического и социального развития стран СНГ.

Финалисты конкурса будут приглашены на ИССЛЕДОВАТЕЛЬСКИЙ СЕМИНАР 27-29 июня 2009 г. в Киеве, по итогам которого будет принято решение о дальнейшей поддержке проектов. Рассмотрение проекта на семинаре возможно только при личном участии руководителя.

ГРАНТЫ до 14 тыс. долларов США присуждаются индивидуальным исследователям или небольшим исследовательским коллективам (не более трех человек) на срок до полутора лет. Размер гранта зависит от количества участников, характера исследования и затрат, связанных с его выполнением.

Перспективным молодым исследователям (преимущественно из регионов России, Украины и других стран СНГ) предоставляются ГРАНТЫ НА ДОРАБОТКУ ПРОЕКТОВ (до 2 тыс. долларов США). Помимо стипендии и средств на покупку профессиональной литературы данные гранты могут включать средства на обучение и научные стажировки (от 1 до 7 недель) в рамках Программы повышения квалификации Консорциума (Research Development Program) в следующих учебных центрах:

Certificate Program

Azerbaijan Diplomatic Academy (ADA) Summer School is a certificate program, aimed at bringing together world-renowned scholars, academicians and policy-makers with ADA students and faculty to examine and gain better understanding of issues of global importance and their practical application.

The 2009 Summer School will be dedicated to the study of “Energy Politics and Economics.” Upon completion of the program, the participants will be issued a certificate by the Azerbaijan Diplomatic Academy.

Program Description

The 2009 ADA Summer School is a joint program of ADA and the Cambridge Center for Energy Studies. It will examine major issues in energy politics and economics in the contemporary international system. A special emphasis will be put on the unique challenges and perspectives of energy exporters, addressing issues such as the current dynamics of oil and gas markets, investments in energy production under price volatility, impact of emerging climate change regimes on energy exporters, and revenue management. The program will also examine the interplay between international politics and energy supply, discuss issues such as the use of energy supply to promote foreign policy agendas and will look at the emerging trends in Caspian natural gas export.

The Summer School program will be interactive in its format and will provide extensive opportunity for professionals in the field of energy to interact and build long-lasting ties. The Summer School will also give opportunity to meet public and private sector leaders from Azerbaijan as well as other countries of the Caspian region.

Extra-curricula activities

The event will be held at the marvelous Retro Club Resort Hotel, a five-star beach resort outside Baku. While living and learning at the Retro Resort, participants will also enjoy outstanding recreation opportunities, including swimming in the legendary Caspian Sea. Downtown Baku is also easily accessible from Retro for night life, shopping, dining and sightseeing.

During the week-ends, the summer school will offer excursions to various regions of Azerbaijan, including unique sites connected to Azerbaijan’s oil and gas industry of the past and present, such as the Baku-Tbilisi-Ceyhan pipeline, the Sangachal oil terminal, “The Oil Rocks” – first city in the open sea, Naftalan oil baths resort, Gobustan Mud Volcanoes, and the museum of Azerbaijan’s first oil baron, Haji Zeynalabidin Tagiyev.

International body of participants and scholars

Participants will include middle and senior level policy makers from a number of states, energy company representatives, academic faculty members, journalists focusing on energy, and representatives of regional and international organizations. The class is limited to 35 participants.

The summer school will be followed up with a research conference to be hosted in the winter by the Cambridge Center for Energy Studies, Judge School of Business, Cambridge University, UK.

Program expenses

Tuition fee for the ADA 2009 Summer School is 1500 USD. Merit based scholarships are available to the applicants. Participants are requested to cover their international travel and lodging expenses. ADA has arranged a discounted rate at the Retro Club Resort Hotel and nearby hotels for the Summer School participants. Local transportation, extra-curriculum activities and field trips, lunches and welcome reception will be covered by ADA.

Mercy Corps Kyrgyzstan announces the following vacancy positions for the project of Local /Regional Procurement of Food Aid for a Community-Based Nutrition Intervention to Food Insecure Household.

The project is implemented in Issyk-Kul and Naryn oblasts and duration is 6 months.

Duty stations are in Karakol, Naryn, Balykchy and/or Kochkor.

Senior Program Officer (several vacancies in each duty station)

Qualification requirements: higher education; managerial experience with local or international NGOs, preferably in humanitarian aid projects; experience with local communities preferred; excellent organizational and communication skills; skills to organize and conduct public surveys, trainings and workshops; fluent verbal and written Kyrgyz and Russian languages, knowledge of English is preferable; good knowledge of MS Window Office; ability to travel extensively.

Responsibilities: under a direct supervision of Project Manager to coordinate food aid project in the designated regions; supervise team and ensure that project activities are implemented properly and according to Mercy Corps policies and procedures; work closely with local government administration, local partner NGOs in terms of identification and selection of beneficiary households, and establishment of food distribution points; facilitate an effective and proper distribution; control over a proper use of commodities by households; ensure an accurate database entries of all project data and provide reports on a regular basis to supervisors; demonstrate personal integrity, positive work attitude and professional behavior; represent Mercy Corps in a professional manner.

Program Officer (several vacancies in each duty station)

Qualification requirements: higher education preferably in the sphere of medicine and/or nutrition; work experience with local or international NGOs; good knowledge of local regions; good communication and organizational skills; skills to organize and conduct public surveys, trainings and workshops; fluent local languages; extremely flexible; detail-oriented; ability to travel extensively.

Responsibilities: communicate effectively with local village governments and local partner organizations on conducting public surveys and establishment of commodity distribution points in villages; properly distribute commodities to the selected households; monitor and ensure appropriate use of commodities by households; demonstrate personal integrity, positive work attitude and professional behavior; represent Mercy Corps in a professional manner.

Transport and Logistics Officer (several vacancies in each duty station)

Qualification requirements: higher education; work experience preferably in logistics and transport coordination with local and/or international transport, tourism companies; excellent organizational and communication skills; fluent local languages; extremely flexible; detail-oriented; ability to travel extensively.

Responsibilities: work closely with project and logistics team to facilitate a well-organized transportation of commodities to the designated points; coordinate a proper service of rental vehicles and loaders; ensure proper storage of commodities based on the sanitary and safety rules in the established distribution points in villages; comply with organization policies and procedures; demonstrate personal integrity, positive work attitude and professional behavior; represent Mercy Corps in a professional manner.

Program Assistant

Qualification requirements: higher education; experience with local or international NGOs in performing administrative tasks and translation; excellent written and verbal English, Russian and Kyrgyz language skills; good communication and organizational skills; good knowledge of MS Window Office; extremely flexible; detail-oriented; ability to work in team.

Responsibilities: secretarial and administrative support to the project; assist project team in scheduling meetings, arranging logistics; maintain project database and all other project files and documentations; draft letters and reports; provide oral/written translation from English into Russian, Kyrgyz and vice versa; comply with organization policies and procedures; demonstrate personal integrity, positive work attitude and professional behavior; represent Mercy Corps in a professional manner.

Guard

Qualifications: work experience as a guard; good understanding of security policies and regulations; good communication and organizational skills, responsible, trustworthy, and punctual.

Responsibilities: ensure premises and facilities safety and security; appropriate acceptance of visitors and vehicles; never leave the post without advance permission of supervisor; do not admit any visitors for any reason during non-working hours without prior approval; prepare security incident reports as needed for supervisor; comply with organization policies and procedures; demonstrate personal integrity, positive work attitude and professional behavior; represent Mercy Corps in a professional manner.

Janitor

Qualifications: work experience as a janitor; good communication skills; good local languages skills; responsible, trustworthy, punctual, and clean.

All positions except Project Assistant/Translator are supposed to often travel in Issyk-Kul and Naryn regions.
