Семинар участников CARTI 2011-2013 «Проблемы и перспективы развития Кыргызстана: взгляд молодых исследователей».

Участники Программы развития академических исследований в Центральной Азии и Закавказье (CARTI) 2011-2013 приглашают ученых, преподавателей вузов, аспирантов и студентов, заинтересованных в проведении оригинальных и перспективных исследований в области гуманитарных и общественных наук на семинар «Проблемы и перспективы развития Кыргызстана: взгляд молодых исследователей».

На семинаре будут представлены презентации исследований на следующие темы:

·          «Политические аспекты становления Центральноазиатской зоны, свободной от ядерного оружия» (Нурия Кутнаева);
·          «Значение героической смерти в контексте Кыргызстана» (Айжаркын Кожобекова);
·          «Особенности экономической политики Кыргызстана 1991-2010» (Бахтияр Игамбердиев);
·          «Российско-кыргызские отношения в сфере миграционной политики» (Чолпон Кемелова);
·          «Типология политических партий Кыргызстана» (Бермет Иманалиева).

Целью семинара является презентация и обсуждение исследовательских проектов участников CARTI 2011-2013 года, а также обсуждение вклада научного сообщества в развитие Кыргызстана.

Программа CARTI, финансируемая Фондом «Открытое Общество» и осуществляемая в рамках Международной программы поддержки высшего образования Фонда «Открытое общество», поддерживает молодых ученых вузов Центральной Азии, Закавказья и Монголии в проведении академических исследований в области гуманитарных и общественных наук и способствует международному научному сотрудничеству и развитию.

2.       THE BIGSSS-HWK VISITING FELLOWSHIP. DEADLINE: OCTOBER 20, 2013

The BIGSSS-HWK Visiting Fellowship is an international researcher mobility program offering a 6-month research stay at two renowned academic institutions in the social sciences: The Hanse-Wissenschaftskolleg (HWK), one of Germanys leading institutes for advanced study across disciplines, is a foundation of the federal states of Bremen and Lower Saxony and the city of Delmenhorst. The Bremen International Graduate School of Social Sciences is an inter-university institute of the University of Bremen and Jacobs University
Bremen supported by the German Excellence Initiative.

The program supports research by outstanding scholars in the social sciences (e.g. Sociology, Political Science, Psychology and Demography). Fellows benefit from exceptional intellectual and research conditions. They enjoy both the stimulating environment of a multi-disciplinary and international community of first-rate scholars and a graduate school with an outstanding faculty, innovative teaching concepts and an international body of excellent Ph.D. students and Postdocs.

We expect our visiting fellows to have a presence at both institutes, to participate in regular activities of the HWK and to engage in doctoral education/supervision at BIGSSS including teaching a minimum
of one course and taking part in the regular Ph.D.-colloquium. The BIGSSS-HWK Visiting Fellowship offers financial support and accommodation.

The BIGSSS-HWK Visiting Fellowship welcomes applications worldwide from promising postdoctoral scholars to leading senior researchers. The integration of most major social-science disciplines into one school is a key asset of BIGSSS, its umbrella theme is “Changing Patterns of Social and Political Integration“. Applicants should have research and expertise in one or more of BIGSSS' three thematic fields:

·          Global Governance and Regional Integration
·          Welfare State, Inequality and Quality of Life
·          Changing Lives in Changing Socio-Cultural Contexts.

Application and Deadline

Application material to be submitted includes

1)       a research exposé (max. 4 pages),
2)       an abstract (max 1500 characters),
3)       a CV and
4)       a publication list.

Explanatory notes:

(1)     The exposé should provide detailed information about the planned research project and its relation to BIGSSS’ academic program. This includes standard information such as the topic or research questions, how the topic or research question is embedded within current research, e.g. reasons why the project is original and relevant. Information about the methodology (“approach”, perspective) and methods should be included. A reference list of the literature mentioned in the project outline must be included. The evaluation of Fellowship applications involves scientists from different disciplines. The exposé, therefore, should be composed in a form that makes apparent the relevance and outstanding quality of the project and the applicant’s expertise, even to reviewers of the social sciences who are not immediately familiar with the precise subject area.

(2)     The abstract should be a summary of the Fellowship project for specialists in your field of research. The abstract should be submitted as a MS Word-compatible text file (doc, docx, rtf) and not as a PDF! Its length should not exceed 1500 characters including blanks. Should an application be successful the abstract may be used for public relation purposes of BIGSSS and HWK.

(3)     The curriculum vitae should be in table form, and may be arranged either chronologically or systematically.

(4)     There are no specific requirements with respect to the format of the list of publications.

3.       RESEARCH BEYOND THE IVORY TOWER: POLICY AND COMMUNICATIONS TRAINING FOR UNIVERSITY TEAMS. DEADLINE: OCTOBER 28, 2013

Research Beyond the Ivory Tower: Policy and Communications Training for University Teams

The project focuses on strengthening the competence of university lecturers in the South Caucasus and Central Asia.

The aim of this project is to increase the capacity of university professionals in the South Caucasus and Central Asia to participate in and set the agenda for public debate. The project will be implemented in two cycles (2013-2015 and 2015-2016). In each cycle we select up to ten university-based research teams from the eight countries targeted in the project (Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan).

Selection is based on quality and policy-relevance of the proposed research projects. Emphasis is placed on enabling the teams to communicate the results of their research to relevant stakeholders and the broader public.
During each cycle of the project, three training/networking events will take place: a six-day advanced training workshop in Oslo, mid-term meetings in Tbilisi and Almaty, and a concluding final workshop in Oslo.
Deadline for applying for the first project cycle is 28 October 2013.

1.       VACANCY: FINANCIAL ANALYST BISHKEK OFFICE, MFR, BISHKEK, KYRGYZSTAN. DEADLINE: DECEMBER 31, 2013

Job description

MFR is looking for an experienced financial analyst with a proven track record in microfinance or related fields. The candidate should have the potential to also gradually take over managerial and/or technical functions.
The analyst will be joining a dynamic and international team of microfinance rating specialists in Bishkek - Kyrgyzstan. He/she will be involved in rating and assessment missions for microfinance institutions mainly in Central Asia, Caucasus and Russia.
The analyst will be involved in the whole process of the rating mission, from preliminary data analysis to field visit and report drafting. Training on the job will be initially provided through missions performed with senior analysts.

Required skills

·          Minimum 5 years of previous relevant experience (microfinance, rating, audit, accounting, finance/banking, financial analysis);
·          Excellent written and verbal communication skills in English and Russian;
·          Knowledge of other regional languages is an asset;
·          Strong analytical and writing skills;
·          Interest in microfinance and development issues;
·          Willingness to work in the region;
·          Good team working skills;
·          Good time-management and capacity to meet deadlines under pressure;

Job Context:

With a population of 61 million of inhabitants distributed among 5 countries, Central Asia is ranked as “medium HDI”. Since the fall of the Soviet Union, the region has taken minimal steps toward democracy and the 2008 economic crisis hardly impacted the local systems. Health services and higher education remain poor and the medical approach of disability inherited from the Soviet period is still predominant.

HI succeeded in developing a significant level of activities in Tajikistan with 3 new projects launched in 2011, while one project is being implemented in Kirghizstan in 2012. The program’s strategic orientations for the 3 coming years are currently built around the following priorities:

·          To develop HI projects portfolio in Kirghizstan and use lessons learnt from the currents projects in Tajikistan, in order to gain a more in-depth understanding of disability issues within a context we are still discovering
·          To explore possible activities and resources in Kazakhstan
·          To develop countries based projects which would lead to build regional dynamics and synergies among actors in the field of disability, with a focus on DPO’s.

While projects and mission is relatively well established in Tajikistan, there is a strong need to develop projects in Kyrgyzstan. To do so, decision has been taken to merge the two existing positions of Regional Technical Coordinator and Regional Project Development Coordinator into only one Regional Technical Coordinator. This position is based in Bishkek to ensure the development of new projects in the country while providing some technical coordination and support to existing project in the region.

Job Description:

The position has a strong focus on developing projects in Kyrgyzstan while participating in the regional program general strategy in strong cooperation with regional team members. As a Regional Technical Coordinator you will be based in Bishkek, Kirghizstan, country of project intervention, with frequent travels to province and region where projects are or will be implemented. You will be required to travel to Tajikistan on regular basis, to coordinate and supervise project implementation.

Externally you will be in relation with various stakeholders, including authorities, partners and donor.
As a Regional Technical Coordinator you will work under the supervision of the Program Director and you will have a close functional link with the Technical Resource Division (DRT). You will be mandated by the DRT to implement Handicap International technical policies, methods and approach at the level of the regional program. You will be responsible for the technical and methodological quality of the projects within the program, the development of staff technical competencies as well as for mobilizing the resource locally.

Your Main Responsibilities:

·          Programme strategy development and monitoring.
·          Project development and fundraising.
·          Technical support and coordination.
·          Monitoring and Evaluation (program and projects).
·          Finance and Human Resources Management.
·          Representation and external communication of HI in Central Asia.
·          Security supervision (as part of regional team).

Candidate Profile:

·          Degree in International Development, Political Science, Social Inclusion, Human Rights etc.
·          Post graduate qualification in disability studies.
·          At least 5 years overseas experience in the development field, in technical capacity.
·          3 years experience in inclusive development for persons with disability or/ and projects with approach CBR.
·          At least 3 years experience in project supervision and management.
·          Strong experience in working and coaching/mentoring people in a multicultural environment.
·          Experience in providing technical support and advices.
·          Skills in capacity building of operations, Project Cycle Management and Monitoring  & Evaluation;
·          Strategic thinker and writer
·          Ability to travel to all countries of the programme on frequent basis (up to 30% of the working-time)
·          Excellent interpersonal communication skills.

Required language skills:

English - fluent spoken and written level. Knowledge of the Russian language is a real asset.

Job Environment:

Position is based in Bishkek, capital of Kyrgyzstan and its largest city, with all required basic services. Entertainment opportunities include many public parks, restaurants, museums, and cinemas. Wintertime is cold, fog and snow storms are frequent. Criminality is high in the city, although general threat of terrorism is latent. Travel to the provinces are possible in very charming region but must be checked before trips to comply with HI regulations. The Kyrgyz/Uzbek and Kyrgyz/Tajik borders are subject to closures without notice. The major religion is Muslim, but there is recognized freedom of religion.

4.       VACANCY: NATIONAL PROJECT MANAGER, FAO, UN, BISHKEK, KYRGYZSTAN. DEADLINE: OCTOBER 18, 2013

Under the general supervision of the FAO Sub-Regional Coordinator for Central Asia (SEC), and overall technical supervision of ESW, and direct technical supervision of the Regional Statistician and Gender Focal Point (REU) and in close collaboration with the National Statistical Office and the Ministry of Agriculture, the role of the NPC will be to provide a counterpart to FAO and external experts supporting project implementation. The NPM will organize all local logistics for project implementation and be responsible for continued implementation of project activities in the absence of external advisers or supervisors. In particular, he/she will:

·          assist in the implementation of the inception phase of the project
·          support REU in contacting the national stakeholders
·          assist in the recruitment of the National Gender Consultant
·          organize all local logistics, meeting with key stakeholders and other UN agencies and international organizations based in the country for REU inception mission
·          organize a one day roundtable discussion with key stakeholders to explain the project in full details and to discuss the need for a Statistical Technical Working Group
·          assist in the organization of the two-day national stakeholders roundtable to identify the gender issues for consideration
·          assist in the organization of a four-day national advanced SDD workshop on gender indicators
·          assist in the organization of a four-day wrap-up national workshop on main findings from the re-tabulation
·          disseminate the final National Gender Profiles nationally
·          Assist in the organization of a regional workshop to exchange national experiences and best practices (if politically feasible)
                
Overall, he/she will also:

·          support FAO SEC in ensuring the set-up, operation and maintenance of the project in the country;
·          support the preparation of the detailed project work plan;
·          liaise with the national consultants, resource persons and subcontractors to monitor the performance and progress made;
·          ensure collection of all essential documents and material relevant to project implementation;
·          provide support to consultants and counterparts in carrying out the planned project activities;
·          arrange meetings, visits, interviews and working sessions for REU/consultants with relevant resource people in government as well as non-governmental organizations;
·          ensure that the project activities are adequately integrated into government programmes and plans;
·          submit to FAO quarterly progress reports in English on project activities and
·          prepare the Terminal Statement of the project with support from the international, national and FAO experts.
·          Key performance indicators

Expected Outputs:

·          Efficient and timely organization of the meetings (workshops/ RT, etc.)
·          Effective coordination among national stakeholders
·          National Gender Profile disseminated to all relevant stakeholders
·          FAO quarterly progress reports in English on project activities and

Required Competencies

·          a university degree in one of the following subjects: agriculture, sociology, economics or statistics.
·          extensive knowledge of the situation in agriculture and rural areas in the country, agricultural statistics available in the country and be familiar with relevant policies, project and programmes.
·          significant liaison co-ordination and team building skills.
·          good report writing and working knowledge of English are essential.

5.       VACANCY: NATIONAL GENDER CONSULTANT, FAO, UN, BISHKEK, KYRGYZSTAN. DEADLINE: OCTOBER 18, 2013

Under the general supervision of the FAO Sub-Regional Coordinator for Central Asia (SEC) and the technical supervision of the Regional Statistician and Gender Focal Point (REU) and the assistance of the National Project Manager, he/she will:

·          Carry out a comprehensive review of the national/regional literature on main gender issues in the agro-rural sector and existing agro-rural gender policies in the country
·          Prepare a final report on the literature and policy review
·          Participate in, present the findings of the review, and co-facilitate a two-day national stakeholders roundtable to identify gender issues for consideration and sensitization of users and producers on the relevance of gender statistics and sex-disaggregated data for agricultural and rural development policy formulation

Key performance indicators/Expected Outputs:

·          Draft reports submitted to REU Gender Team
·          Final report submitted to REU Gender Team
·          Workshop is co-organized, presentation is prepared and given, report produced


Required Competencies
       
·          The national consultant should have recognized university qualifications and sound expertise in gender studies
·          At least four years of experience in gender and policy analysis, particularly related to the agricultural and rural sector.
·          Good communication skills.
·          Good spoken and report writing skills in English are essential
