1.       ANNOUNCEMENT: SECOND ANNUAL CONFERENCE “FORMAL” AND “INFORMAL” CENTRAL ASIA: INSTITUTIONS, IDENTITIES AND DISCOURSES, AMERICAN UNIVERSITY IN CENTRAL ASIA, BISHKEK, KYRGYZSTAN. DEADLINE FOR EARLY PROPOSALS: APRIL 25, 2012

The first annual conference of the Central Asian Studies Institute at AUCA initiated discussion on the state of scholarship on and in Central Asia. The second conference continues a discourse on how we make sense of the region by taking the alleged boundary between “formal” and “informal” Central Asia as a starting point. As the terms themselves are being hotly debated elsewhere, this conference firstly encourages scholars to look at the nature, scale and legitimacy of such a binary division. It then calls for the deeper analysis of “formal” and “informal” institutions and identities, which are believed to be of key importance in understanding the processes of socio-political and cultural transformation in the region. How have the Central Asian states succeeded in establishing themselves as legitimate power institutions? How should one account for the variations and similarities among Central Asian states and societies in the development of state and non-state institutions and in the construction of their national and local identities? To what extent do the family and kinship based socio-cultural identities remain important in determining the politics in the region? Whether and how have the twenty years of independent statehood transformed regional institutions and identities, and what are the implications for the years to come? Finally, if the concepts of “formal” and “informal” are questioned, what other alternative discourses can be employed to create richer and more complex understanding of the region?  

The Central Asian Studies Institute aims to bring together scholars from various disciplines whose active research projects address these and related issues. The conference will take place at the American University of Central Asia on September 28-29, 2012. CASI will have a limited number of travel grants. Applicants who need travel assistance should additionally submit a short online form available at http://tinyurl.com/8y5fgxt

We encourage both paper and panel submissions. The paper proposals should include a) a 500-word outline of the proposed paper, with a clear title, and b) a short biographical note of the author. Panel proposals should ideally include three papers and have a clearly formulated panel theme. CASI aims to publish the conference materials, so full papers (4,500-6,000 words) will need to be submitted before the conference.

Conference Timeline:

·          April 25, 2012 – early deadline for proposals (priority will be given to these applicants in consideration for travel grants)
·          May 14, 2012 – regular deadline for proposals
·          May 29, 2012 – notification of acceptance
·          September 01, 2012 – submission of full papers

1.       VACANCY: DIRECTOR OF PROGRAM DEVELOPMENT AND EVALUATION, EURASIA FOUNDATION OF CENTRAL ASIA, BISHKEK, KYRGYZSTAN. DEADLINE: 13TH APRIL 2012.

The Director leads strategic development of all EFCA programs in Kyrgyzstan and Tajikistan, including overall responsibility for needs analysis, developing partnerships and projects, fundraising, donor relationships and reporting, evaluation of results and coordination with other actors.  The Director manages two staff in the development department, works closely with project and financial management staff and the Executive Directors in Bishkek and Dushanbe, and reports to the EFCA President in Almaty.

EFCA is a leading Central Asian NGO implementing programs across several social and economic development sectors.  This challenging role offers a unique opportunity to influence EFCA’s varied set of programs and work with a range of donors and partners, including USAID, EU, World Bank and UN agencies.  The successful candidate will have excellent analytical and communication skills and a track record in program development and fundraising.

Responsibilities

1. Strategic planning:

·          Develop strategic direction of EFCA’s programs (with EFCA President and Executive Director)
·          Lead needs assessment and background research to guide and inform EFCA programs
·          Liaise with local development actors to ensure coordination of EFCA programs with others, and support overall aid effectiveness
·          Represent EFCA in relevant Donor/Implementer coordination forums

2. Project development and fundraising:

·              Build and maintain relationships with donors and identify funding opportunities
·              Conceptualise and design projects and develop local partnerships
·              Lead the drafting of concept notes and proposals, including budget development
·              Edit and approve all submission to donors

3. Evaluation, reporting and knowledge management:

·              Lead internal and external programme/project evaluations
·              Edit and approve project reports for submission to donors
·              Oversee EFCA communications strategy and approve media materials for publication
·              Lead internal learning processes to ensure continuous improvement of EFCA programmes
    and development of institutional knowledge

Required Qualifications

Essential:

·              Masters Degree or comparable qualification
·              Fluency in written and spoken English – native speaker or equivalent level.
·                Excellent conceptual and critical analysis skills, ability to interpret varied information sources and write concisely and persuasively in English
·              Strong networking, interpersonal and presentation skills
·              Computer literacy, strong numeracy skills and experience developing budgets in MS Excel
·                3+ years’ experience designing or managing programs in the international development sector, including 1 year at a senior level
·              Proven track-record developing projects and raising funds from institutional donors
·              Good understanding of logframe approach, and principles and practice of monitoring and evaluation

Desirable-

·              Fluency in written and spoken Russian
·              Experience working in Central Asia and Kyrgyzstan

Terms of Reference/Outputs

·          Regular (six monthly initially) report on the food crop and the livestock and livestock products in Kyrgyzstan and in the region;
·          Analysis of key cross cutting issues related to crop and livestock production in Kyrgyzstan and the region;
·          Regular review of the progress in the implementation of the national projects and programmes and their contribution to agricultural production and productivity;
·          Outlook for key crops and livestock products in the next six months.

Background
       
Kyrgyzstan presently lacks a coherent and strategic approach to improving food security. Despite the proclaimed priority accorded to food security in the national development strategy and several decrees on food security there is no monitoring and information system to monitor the food security situation in the country and how this evolves. This hinders the ability to assess the causes and extent of malnutrition and undernourishment and thereby of developing coherent and knowledge-based food security policy interventions.

The expected outcome of the project is to increase the use of food security information in the formulation and implementation of food security policies and programmes in accordance with the intentions of the Food Law. This will be achieved be delivering three mutually supportive outputs. Output 1 involves enhancing inter institutional collaboration and coordination for collecting, analysing and communicating food security information. Such capacities will ensure that information flows are smooth and timely and that the information generated responds to the needs of decision-makers. A key element of this output involves setting-up a data management system that facilitates the storage and exchange of, and access to, food security data. To improve the quality of the information that is generated and communicated to decision-makers, Output 2 is focused on improving capacities of the Ministry of Agriculture and the Agency for Hydro Meteorology to provide food supply forecasts and assessments. To facilitate the use of available information in decision-making, Output 3 builds human capacities to provide actionable policy advice to decision-makers, on the basis of information generated through the food supply forecasts and assessments and other food security analyses.

Objective

In order to link food security and nutrition-related information and decision-making, a good assessment is necessary on a regular basis based on the available and updated information from all sources. The main task of the national crop and livestock assessment officer is to provide a national assessment of the crop and livestock production and productivity situation every six months from a national perspective. The key parameters affecting the national estimates will be commented upon.

Activities

Under the overall supervision of Assistant FAO Representative in Kyrgyzstan, and direct technical supervision of Lead Technical Officer (ESA) and administrative responsibility of  the National Project Manager and in consultation with the Government of Kyrgyzstan, UN Agencies and other stakeholders, the consultant will:

·          Establish a system for assessing crops and livestock production in the Ministry of Agriculture in close cooperation with the decentralized units;
·          Analyse the gathered information and provide an assessment of the crop  and livestock production  prospects for the country  based on area and yield estimates as well as weather information;
·          Review the trends in the prices of key crops and livestock products   and provide a commentary on the underlying factors and likely levels in the period ahead;
·          Review the performance of projects and programmes related to crop  and livestock production and comment on the needed adjustments to improve their contributions to increased production and productivity;
·          Provide training on strengthening capacity of government officials under project targets.

Review the challenges, threats and opportunities and comment on the crop and livestock outlook in the period ahead.

Required Competences:

·          Assist and provide expertise to the National Project Manager in assessing IT needs for the project in coordination with the IT International Expert
·          Assist the National Project Manager in supervising IT activities of the project such as software development,
·          Development / implementation of a web base dissemination tool for Food Security indicators
·          Organize and/or assist and/or supervise organizations of training on the different tools developed or implemented by the project.
·          Assist the Food Security team with their everyday needs for computers and additional equipments setup and maintenance
·          Assist the International Consultants when in mission in Bishkek on IT matters

To improve capacities of the National Statistical Committee of the Kyrgyz Republic to provide food security related information, as envisaged by output 2 of the project, a wide range of project activities is planned. The objective of National Consultant’s work is to support the National Project Manager and international consultants in project activities related to statistics and provide technical input wherever necessary.

Under the overall supervision of Assistant FAO Representative in Kyrgyzstan, and direct technical supervision of Lead Technical Officer (ESA) and administrative responsibility of the National Project Manager and in consultation with the Government of Kyrgyzstan, UN Agencies and other stakeholders, the consultant will:  

·          Support the National Project Manager in project activities related to the National Statistical Committee of the Kyrgyz Republic, and in general to statistics;
·          Support International Consultants in statistics during their work on project activities;

Provide support and, when necessary, technical input to all project activities in the sphere of statistics.

·          Develop strategy for ensuring food security in the Kyrgyz Republic formulating a clear Vision, Mission, Strategic Action Plan, monitoring actions.
·          Analyze standard legal framework efficiency that regulates food security monitoring issues (law, provisions, and functional responsibilities of state bodies involved in decision of food security issues) and develop proposals for optimizing standard legal acts.
·          Develop clear functional provisions of state bodies and official instructions for government officials that are responsible for food security monitoring.
·          Carry out analytical work (research using methodologies such as modeling) and work on economic justification for solving food security issues. Provide training on strengthening capacity of government officials under these targets.
·          Provide support and, when necessary, technical input to all other project activities.

Required Competences:

·          A higher degree in Economics and knowledge of agricultural statistics.
·          Significant experience in working with food security issues and macroeconomic policies.
·          Experience in working with international projects.
·          Good working knowledge of English would be an advantage;
·          Good computer skills.
