После апрельских событий 2010г. был инициирован новый проект Конституции Кыргызской Республики. 27 июня 2010г. граждане Кыргызской Республики решат судьбу Конституции и тем самым, определят дальнейший ход развития страны.  

Д-р Гульнара Искакова, член Конституционного совещания, расскажет о предлагаемых изменениях в основной закон страны. Приглашенные политологи озвучат свои позиции относительно влияния новой Конституции, в случае ее принятия, на развитие будущих политических процессов в стране.   

Био основного докладчика: Искакова Гульнара является экспертом Центра политико-правовых исследований (КР), а также и.о. профессора программы “Международного и бизнес права” АУЦА, где она стояла у истоков создания программы “Право” и возглавляла ее на протяжении 6 лет, развивая новое направление юридического образования в КР. Она получила степень магистра юриспруденции в университете Дьюк (США), а также степень кандидата юридических наук в Казахском национальном университете. Д-р Искакова также была стипендиатом программ Фулбрайт (Университет Индианы, США) и германской службы академических обменов (институт Макса Планка в Хайдельберге, Германия). Она является автором значительного количества публикаций, посвященных разделению президентской и парламентской властей, реформам правовой и избирательной систем. Д-р Искакова также является со-разработчиком первого варианта проекта Конституции о парламентской формы правления 2006 года, первого Закона о выборах 1998 года, а также она активно участвовала в изменении и дополнении различных законов КР, выступая в защиту общего блага, свободы и демократического развития страны.

After the recent April events, a new draft of the Constitution was initiated by and prepared under the guidance of the Interim government of the Kyrgyz Republic. The Kyrgyz citizens will have to vote on the new draft Constitution on June 27, 2010 and thereby decide on the future development path of Kyrgyzstan.

Dr. Gulnara Iskakova, who was a member of the Constitution Council that reviewed public proposals to the new draft Constitution, will speak about proposed key changes to it. The invited discussants will debate about the influence of the new Constitution, if adopted, on future development path of the country.

Bio: Gulnara Iskakova is an acting professor at International and Business Law, American University of Central Asia and expert of the Center for Political and Legal Studies, Kyrgyzstan. She started and headed the AUCA Law Department for six years, developing a new type of legal education in Kyrgyzstan. She is Kandidat Nauk in Law from Kazakh National University and has received LLM from Law School, Duke University, USA. Dr. Iskakova was a Fulbright Fellow at Indiana University, USA as well as the DAAD fellow at Max Planck Institute in Heidelberg, Germany. She is an author of numerous publications devoted to presidential and parliamentary power sharing, rule of law reform requirements, electoral and judicial systems reforms. Dr. Gulnara Iskakova also co-authored of the first version of draft constitution on parliamentary form of government in 2006, the first Election Code of 1998 and participated in revisions of many other laws, speaking for the common good, freedom and democratic development in Kyrgyzstan.

SUMMARY OF POSITION

The Program Assistant will be a member of the Educational Programs Division. The Program Assistant will be responsible, under the oversight of the Program Director, for supporting the administration of the Youth Theater for Peace Program in Kyrgyzstan.

DUTIES AND RESPONSIBILITIES

·         Provide logistical and administrative support for all aspects of the Youth Theater for Peace Program;

·         Coordinate travel and document processing;

·         Receive, process and draft reports;

·         Coordinate logistics for events;

·         Liaise with partner organizations;

·         Maintain timely and appropriate financial receipts in accordance with IREX financial policies;

·         Answer written and telephone inquiries about the program;

·         Translate program materials into Kyrgyz, English or Russian;

·         Provide oral interpretation into Kyrgyz, English or Russian when needed;

·         Other duties as assigned.

REQUIREMENTS: 

·         Previous experience studying, working or living abroad preferred

·         Fluency in English; Kyrgyz and Russian

·         Strong computer (MS Word, Excel, Web 2.0) and writing skills;

·         Must be able to operate independently and with minimal oversight;

·         Excellent interpersonal, organizational, networking, and communication skills;

·         Detail-oriented, able to manage multiple tasks simultaneously, and meet deadlines;

·         Working Experience with youth, tolerance, or arts programs (desired).

2.       INTERNATIONAL LABOUR ORGANIZATION (ILO) VACANCY ANNOUNCEMENT: NATIONAL PROJECT COORDINATOR NOA, PROJECT ON ELIMINATION OF WORST FORMS OF CHILD LABOUR

International Labour Organization (ILO) invites applications for the position of National Project Coordinator NOA, (temporary position) for the project on Elimination of Worst Forms of Child Labour in selected countries of Central Asia

Duty station: Bishkek, Kyrgyzstan

Period: September – December 2010

International Programme on the Elimination of Child Labour (IPEC) is an In-Focus Technical Cooperation Programme of the ILO. It assists Member States in designing and implementing policies and programmes that aim at addressing the problems of child labour. Currently IPEC implements a sub-regional programme on Combating Child Labour in Central Asia – Commitment becomes Action in selected countries of Central Asia.

The incumbent will assume the following primary duties:

The signatory will be designated as the National Project Coordinator for the respective national component of this ILO/IPEC project. Under the general supervision of the IPEC Director for Operations, s/he will manage and coordinate the execution of the project in the country. S/he will report to the Desk Officer at IPEC headquarter (DO). In line with ILO-IPEC procedures and guidelines, the national project coordinator will undertake the following tasks:

1.    Ensure effective implementation of the national component of the project through backstopping, timely and efficient delivery, in accordance with ILO policies and project strategies.

2.    Coordinate and monitor the implementation of the Action Programmes run by each implementing agency.

3.    Coordinate and facilitate the consultations of the National Steering Committee regarding relevant Action Programmes and other activity foreseen in the workplan.

4.    Organize and coordinate, in collaboration with the stakeholders, any activity aiming to raise awareness and create advocacy in the field of child labour.

5.    Encourage and coordinate research and documentation activities in the country, in the main activity sectors and geographical areas covered by the project.

6.    Evaluate the Action Programmes implemented and judge the opportunity of their reproduction.

7.    Train the implementing agencies on project design, monitoring, evaluation and reporting, following the IPEC and donor guidelines.

8.    Keep the subregional coordination and HQ posted on any information and evolution in the country relevant for the project implementation.

9.    Work in close collaboration with IPEC structures in the region and CIS countries, develop joint strategies and activities.

10. Cooperate closely with the Government, Workers and Employers Unities, NGOs, the target group, and other relevant partner in the country.

11. Coordinate closely with other UN agencies involved in the same issue, notably UNDP, UNICEF and UNHCR, and other relevant international organizations.

12. Promote ILO policies and core labour standards, particularly conventions 138 and 182.

13. Prepare periodical Technical Progress Reports to be submitted to the donor as well as technical reports to IPEC when required.

14. Coordinate, following ILO official procedures, and report on all the administrative and financial issues.

15. Carry out other duties as may be assigned.

QUALIFICATIONS REQUIRED

Experience:

At least five years of project management and implementation experience. Proven capacity to initiate and implement technical co-operation programmes and activities with ILO constituents and NGOs. Familiarity with ILO policies and procedures. At least 2 years of operational experience in combating child labour or child protection.

Qualifications:

University degree in law, economics, management, social science or equivalent in experience.

Thorough knowledge of the purpose and functions of the technical Programme; Thorough knowledge of programme planning, implementation and evaluation principles, practices and procedures; Very good drafting skills, and demonstrated ability to prepare reports; Good analytical skills; Ability to work with word processing and spreadsheet software, as well as computer software packages required for work. Excellent English drafting skills, ability to communicate effectively both orally and in writing; Strong interpersonal skills and demonstrated ability to work with diverse groups.

представляет лекцию на тему: «Культура современного Кыргызстана в эпоху перемен»

Докладчик: Профессор ШИГАЕВ Юристанбек,

директор Кыргызского национального музея изобразительных искусств

Время: 16:00, 26 мая, 2010г.

Место: аудитория 315 (главный корпус АУЦА)

Язык: русский (перевод на английский язык будет осуществлен в случае получения предварительного запроса от слушателя/ей)

Краткое содержание: Докладчик расскажет об искусстве современного Кыргызстана, в котором в эпоху перемен отражаются особые тенденции, требующие своего осмысления и подхода. С одной стороны, современное искусство в стране по своей сути многогранно и   отражает как богатое культурное наследие кыргызов, так и ноу-хау арт технологии, новации. С другой стороны, искусство не может находиться в стороне и не реагировать на социальные изменения и общественные трансформации, имеющие место в стране.  Значительный акцент во время лекции будет также придаваться музейной культуре, музейному делу, а также новым направлениям в других видах искусства Кыргызстана.  

Лекция закончится показом краткого документального фильма о Кыргызском национальном музее изобразительных искусств.

Био: Юристанбек Шигаев является выпускником Института живописи, скульптуры и архитектуры им И.Е. Репина (Санкт Петербург, Россия). Он является профессором Кыргызского государственного университета строительства, транспорта и архитектуры, Народным артистом Кыргызской Республики, лауреатом Государственной премии имени Токтогула Сатылганова. Его работы выставлены в известных музеях мира, таких как Государственная Третьяковская галерея в Москве (России), Музей современного искусства в Торонто (Канада), Музей современного искусства в Сеуле (Южная Корея) и в частных галереях многих стран мира. Каждый год, его работы выставляются на международной выставке в Германии. Было снято три документальных фильма об этом художнике.

Дискуссант: Аида Алымова является автором идеи и реализатором проекта по созданию Золотой коллекции Кыргызского государственного исторического музея периода с 6 века до нашей эры по 5 век нашей эры. Проект был реализован при поддержке Фонда по сохранению культурного наследия посольства США в Кыргызской Республике. Она является научным секретарем Кыргызского государственного исторического музея. Область ее научного интереса связана с экспедицией финского путешественника и русского офицера Густава Маннергейма в Центральную Азию.

The lecturer will talk on the state of contemporary art in Kyrgyzstan that in times of change reflects distinct trends requiring its own interpretation and comprehension. On the one hand, contemporary art in Kyrgyzstan is multifaceted featuring the rich heritage of Kyrgyzstan and know-how of art techniques and innovations. On the other hand, the art cannot distance itself from the social changes occurring in the country and not react to these transformations. The emphasis of the lecture will also be on museums, museum culture and major recent directions in other domains of art in Kyrgyzstan.

The lecture will be followed by a short documentary film about the National Fine Arts Museum in Kyrgyzstan.

Bio: Yuristanbek Shigaev graduated from the Repin Institute of Architecture, Sculpture and Painting in St. Petersburg, Russia. He is a professor of the Kyrgyz State Construction, Transport and Architecture University and a renowned artist. His paintings are exhibited in world-famous museums, such as the State Tretyakov Gallery in Moscow, Russia, Museum of Modern Art in Toronto, Canada, Museum of Modern Art in Seoul, South Korea and in private galleries in many countries. Every year, his paintings are displayed at the International Exhibition in Germany. Three documentary films have been made about him.

Discussant: Aida Alymova is the author and producer of the “Golden Collection” Project at the Kyrgyz History Museum capturing the period from the 6th century B.C. to the 5th century A.D. This project was implemented with support from the Culture Heritage Fund of the US Embassy in Kyrgyzstan. Her research interest is an expedition by the Finnish traveler and Russian officer Gustav Mannerheim to Central Asia.

The Development Partner Coordination Specialist’s principal task is to support the Development Partner Coordination Council (DPCC) and its Co-Chairs in promoting effective aid coordination and harmonization efforts.

Responsibilities:

·         Maintain a joint donor database and web site in English and Russian languages;

In order to scale up and strengthen efforts against the HIV/AIDS epidemic in the EECA region, UNAIDS has supported the establishment of the Technical Support Facility (TSF). The TSF EECA will ensure that country, governmental, non-governmental and UN partners have access to the necessary technical expertise at national levels. This will enable better coordination and implementation of broad-scale and multi-sector national responses to HIV/AIDS. 

AIDS Foundation East-West (AFEW) and the International Planned Parenthood Federation-European Network (IPPF EN) are the coordinating organisations of the TSF EECA. AFEW is a Dutch, non-governmental, public health organisation working in Eastern Europe and Central Asia (EECA) to reduce the impact of HIV among vulnerable populations. IPPF EN is the leading non-governmental organisation in the field of sexual and reproductive health and rights. Their aim is to reduce the impact of the HIV epidemic, using their expertise, networks and staff to organise the TSF EECA.

The TSF EECA will collaborate with country and regional partners (governmental and non-governmental organisations) in the provision of high-quality, technical assistance through specialised consultancies. It will also actively recruit experts working in the areas of HIV/AIDS and SRHR and HIV/AIDS integration.

The TSF EECA aims to:

·         provide competitively priced, quality-assured short-term technical assistance;

·         strengthen the capacity of country partners to manage technical assistance effectively;

·         assist in the professional development of national and regional consultants;

·         and, encourage a harmonised and collaborative approach to the delivery of technical assistance in support of country partner-owned and partner-led action plans.

Contract Type/Duration: 2-year fixed-term, subject to an annual performance appraisal.

Role Summary and Expected Results: The TSF EECA Finance and Administration Specialist will be responsible for financial and contractual management, as well as the overall administration of the TSF EECA. He/she will provide assistance to the TSF EECA Director in day-to-day management and supervision.

Key responsibilities will include:

        A) Management and administration

·         Designing, developing and adapting relevant financial and administrative procedures and systems for the TSF EECA, contracting and sub-contracting technical assistance, capacity development, etc.;

·         Day-to-day management of financial and administrative procedures and systems;

·         Preparing payment documentation for the project’s day-to-day expenditures;

·         Assisting with the preparation of budgets;

·         Monitoring the TSF EECA programme budget and the appropriate financial systems needed to manage the programme;

·         Examining variances arising from discrepancies between actual and budget figures;

·         Filing of documentation and routine reporting to ensure that monitoring is completed on time and to the TSF quality standards and that logistics are undertaken cost-effectively;

·         Utilisation of relevant TSF EECA financial and administrative templates;

·         Ensuring that the TSF EECA provides a rapid response to technical assistance requests and that the capacity building functions of the TSF EECA are efficiently implemented;

·         Ensuring efficient sourcing, contracting and assignment management.

        B) Contracts with sub-contractors

·         Developing sub-contracting policies and guidelines;

·         Ensuring efficient application of policies and procedures;

·         Managing contracts.

C) Contracts with clients

Qualifications:

Advanced university degree in finance or management and administration or other relevant social sciences.

Experience:

        Essential:

·         Five to seven years of experience in financial management and administration of public health programmes in an international multi-cultural environment;

·         Experience in new venture development and policy design;

·         Knowledge of financial analysis and other relevant tools for budget analysis;

·         Country-level experience in capacity building for programme administrative and financial management;

·         Field work in resource limited countries.

        Desirable:

·         Familiarity with HIV/AIDS and/or sexual and reproductive health and rights (SRHR) programmes.
