1. 2010 EDMUND S. MUSKIE GRADUATE FELLOWSHIP PROGRAM (MUSKIE) ANNOUNCEMENT

The Government of the United States of America is pleased to announce the 2009 Edmund S. Muskie Graduate Fellowship Program (Muskie). The deadline to submit the application for this program is November 2, 2009.

Established by the US Congress in 1992 to encourage economic and democratic growth in Eurasia, the Edmund S. Muskie Graduate Fellowship Program is a program of the Bureau of Educational and Cultural Affairs of the United States Department of State, and administered by IREX. The program provides opportunities for graduate students and professionals from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan for one-year non-degree, one-year degree or two-year degree study in the United States.

All fellows will attend classes full-time for one to two years and will be required to create and implement a project related to their professional interests that benefits the local community. Fellows will also be required to participate in a full-time summer internship after their first academic year.

The fellowship provides J-1 visa support, round-trip travel from fellows’ home cities to their US host institutions, university tuition and mandatory university fees, accident and sickness coverage, monthly allowance for living expenses, limited book allowance, limited allowance for professional enrichment activities, pre-academic English-language training (if necessary), and a wide variety of alumni networking and training opportunities.

The Muskie Program selects outstanding citizens from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Ukraine, Uzbekistan, Tajikistan and Turkmenistan (herein referred to as Eurasia) to receive fellowships for Master’s level study in the United States in the fields of business administration, economics, law, public administration, and public policy. Candidates from countries other than Russia and Ukraine will also be considered in additional fields of education, environmental management, international affairs, library and information science, journalism/mass communications, and public health.

October State Alumni Member of the Month: Otiende Amollo – Kenya

The State Alumni Member of the Month for October 2009 is Otiende Amollo, a 2007 alumnus of the International Visitor Leadership Program. Having dedicated his life to promoting and educating the Kenyan public about human rights, civil liberties, and fair democratic rights, Amollo is equally adept at explaining Kenyan constitutional law to U.S. Senators as he is securing better legal protection for HIV/AIDS patients. Q&A Live: Web Chat on Civic Engagement with Dr. Carolyn Lukensmeyer

On Thursday October 15, 2009, from 10:00 a.m. – 11:00 a.m. EDT* (14:00 – 15:00 GMT) Dr. Carolyn J. Lukensmeyer, the Founder and President of AmericaSpeaks, will join the State Alumni community for a Q&A Live discussion on civic engagement and public decision-making. Dr. Lukensmeyer brings extensive experience in deliberative democracy, public administration, and organizational development, and through her work with AmericaSpeaks, more than 145,000 people have used deliberative tools to impact their communities.

All alumni are encouraged to participate and explore any questions related to civic engagement, including: how to use technology to facilitate effective community dialogue, how to ensure diverse and representative participation in public decision-making, how to incorporate public officials in community-based discussions, and can civic engagement work under difficult circumstances.

On Wednesday September 16, 2009 from 10:00 a.m. –11:00 a.m. EDT Ariel Kraten, the manager of partnership development for Big Brothers Big Sisters International (BBBSI), joined the State Alumni community for a Q&A Live discussion on mentoring. Her current role supports the growth and development of national mentoring organizations outside the United States and she has a passion for international work, having also served a Peace Corps volunteer in South America.

During the Q&A, Kraten addressed: the benefits of mentoring another person, the ways in which one can become involved as a mentor or mentee, and the challenges each country faces in setting up a mentoring program. She also provided more information on Big Brothers Big Sisters and the impact they are having on their audience.

3. MUSKIE MENTOR/ADVISOR EXCHANGE (MAX) (EDMUND S. MUSKIE GRADUATE FELLOWSHIP PROGRAM)

DEADLINE: November 20, 2009

IREX is piloting a program to support continued professional relationships between Muskie alumni and their American host advisors, supervisors, professors, and mentors.

The Muskie Mentor/Advisor Exchange (MAX) program will support a Muskie alumnus/a, working in collaboration with a host mentor or advisor, to create and implement a professional education workshop in the alumnus/a’s home country. Mentors/advisors would travel to Eurasia to conduct or co-conduct workshops focusing on continuing professional education with and for the Muskie alumnus/na and their non-alumni peers and colleagues.

The alumnus/a will identify in-kind support required to hold the workshops, which may include venue rental, food, printing costs, etc. IREX will cover the travel and lodging cost of the visiting mentor while providing a stipend to cover their in-country expenses.

Who is Eligible for Muskie MAX?

American mentors/advisors eligible for this grant include: academic advisors, internship host supervisors and any other professional contact that worked directly with the Muskie fellow in a way that was related to his/her field of study. Mentors/Advisors MUST be US citizens.

How do I apply for a Muskie MAX grant award?

The Muskie alumnus/a will complete a brief online application describing the intent of the workshop, the workshop participants, and the profile of the American mentor/advisor who would participate. Examples of Potential Projects:

· An economics alumnus/na working for the Ministry of Finance invites a professor to conduct a seminar for his colleagues at the Ministry of Finance and opens the seminar to the other interested participants. Ministry of Finance cost-shares the event by providing training space and food.

· An alumnus/na in the field of Public Health organizes a conference for hospital administrators and local elected officials on improved management methods and ways to teach the local community about disease prevention. The academic advisor presents on the differences between health care in the two countries and different methods to be more cost effective with health care management. Local government funds event (conference room, meals).

· Law alumnus/na focusing on environmental law issues presents on legal issues relating to how waste disposal and renewable energy are affected by neighboring countries. An internship advisor provides information about not only this issue but also on international trade laws and how these two topics are related. Funds for this event are raised through the government and local businesses that wish to sell their products in other countries.

· Alumnus/a in education who works for an NGO advocating for improved access to schools for disabled students prepares a workshops for teachers and education officials. NGO provides conference space. The alumnus/a’s internship supervisor conducts a training on access and accommodation issues for disabled students

5. THE ECONOMICS EDUCATION AND RESEARCH CONSORTIUM (EERC) CALL FOR PROPOSALS – FALL 2009

The Economics Education and Research Consortium (EERC) (http://www.eerc.ru; http://www.kse.org.ua) – the Global Development Network (GDN, http://www.gdnet.org/) regional partner in CIS countries is pleased to announce the FALL 2009 RESEARCH GRANT COMPETITION.

APPLICATION DEADLINE IS OCTOBER 12, 2009.

Proposals are solicited in the following five areas with relevance to current policy concerns in the CIS:

• Enterprises and product markets
• Labor markets and social policy
• Macro, financial markets and open economy
• Public economics
• International trade and regional integration

NOTE: We encourage proposals for policy relevant research ON THE BORDER OF ECONOMICS AND OTHER DISCIPLINES, such as Political Science, Sociology, Demography, Geography and Ecology.

The best research teams will be invited to present their projects at the EERC RESEARCH WORKSHOP in DECEMBER 2009 in Kiev (tentatively planned for December 19-21). Heads of projects must attend the workshop in order to be considered for a grant.

GRANTS up to $14,000 are awarded to individual researchers or small research teams (up to 3 persons) for up to 18 months. Grant size depends on the number participants and specific budget requirements of the project.

POSITION TITLE: ADMINISTRATIVE ASSISTANT (LOGISTICS), FSN-6 (Temporary,

6-month, Part-time - 20 hrs/week with option for extension)

MAJOR DUTIES: Under the direction and supervision of the Secretary/Administrative Assistant the incumbent provides administrative logistical support to the USAID/CAR, official visitors and partners’ personnel in Turkmenistan: 1) makes travel arrangements for the USAID/CAR staff in Ashgabat and all official visitors; 2) prepares letters of invitation, diplomatic notes for visa issuance and extensions and follows up visa processing; 3) maintains up-to-date visitor schedules and logistical support, including registration in OVIR, and coordinates schedule with Embassy staff; 4) coordinates and tracks correspondence with Ministry of Foreign Affairs and other host government entities; 5) types letters, memoranda, dipnotes and other documents in English, Russian, and/or Turkmen and reviews for accuracy, completeness and for adherence to correct format, grammar and punctuation; 6) receives and tactfully questions incoming calls and callers to determine the nature of their inquiries; directs calls to proper offices and staff members; 7) receives, logs and distributes incoming correspondence; sends faxes; 8) maintains office filing system in accordance with USAID regulations; 9) performs other duties as assigned.

MINIMUM QUALIFICATIONS/SELECTION CRITERIA:

Education, Technical ability and experience (60%): University degree is required. Minimum three years of progressively responsible office management, logistical support or related experience is required. At least one year of this experience with international organization is highly desirable. Comprehensive knowledge of host country laws and procedures related to migration – visas, registration, permission to travel throughout the country, etc. is necessary. Proficient typing and word processing skills are essential. Computer proficiency (MS Office, Windows 2000, MS Word, Excel, Outlook, Internet, etc.).

Teamwork/Interpersonal and Communication Skills (30%): Ability to efficiently communicate with host country officials in resolving various issues related to job responsibilities is very important. Must have excellent telephone and interpersonal relations skills. Must be tactful, diplomatic, flexible and able to work effectively in a diverse team environment and under pressure.

Language skills (10%): Excellent (Level IV) English, Russian and Turkmen (written and oral) are required.

Program Manager job description

The Program Manager—Kyrgyzstan (PM KG) is responsible for all programmatic work of USAID Quality Learning Project in Kyrgyzstan.

· The PM KG will work with Ministry of Education and Science (MOES) officials, Kyrgyz Academy of Education (KAE) (Teacher Training Institutes), and teachers on all issues related to teacher training methods, approaches, curriculum and materials.

· Provide key support to Country Director (CD) for Work-plan development, implementation and the achievement of the PMP. As required arrange and support events that enable these key project documents to be discussed and developed.

· The PM KG will liaise on regular basis with MOES, KAE, target PTTI, providing feedback to CD & COP on policy issues and implementation obstacles.

· In coordination with the CD, liaise with other international and local projects in education to ensure clarity of the QLP and its implementation is understood and coordinated with other work in the education sector. If need be, involve the program specialists in detailed and technical discussions.

· Play a lead role in the drafting and compiling of weekly reports, calendar-of-events, bi-monthly and annual reports, as well as supporting and providing commentary for International Consultancy, Local Consultancy and project research reports

· Coordinate inputs under IR4 subcontract with IR1-3 implementation at school level ensuring the focus on quality of learning

· Coordinate Project activities with Mass Media

In-Service Teacher Training Specialist Job Description

In-Service Teacher Training Specialist—Kyrgyzstan (TTSKG) is responsible for working under the direction of the Program Manager—Kyrgyzstan (PMKG) to successfully implement all teacher training-related programmatic work in Kyrgyzstan. He/she will manage the design of teacher training materials and lessons; mechanisms for training delivery; and Monitoring and Evaluation (M&E) tools for activities associated with in-service teacher training for primary and secondary school teachers. He/she will ensure that child-centered learning and teaching and higher order thinking skills are incorporated into training modules, and that training activities include pedagogical instruction and subject matter instruction. He/she will ensure that teacher professional development occurs in partnership with the MOES and KAE.

3. МОЛОДЕЖНАЯ ПРАВОЗАЩИТНАЯ ГРУППА ОБЪЯВЛЯЕТ КОНКУРС НА ВАКАНСИЮ РЕГИОНАЛЬНЫХ АССИСТЕНТОВ В ГГ. БИШКЕК, НАРЫН, ОШ И ЖАЛАЛАБАТ

Молодежная правозащитная группа (МПГ) реализует проект «Молодежные инициативы по продвижению интересов молодежи на местном уровне» (2009-2010 гг.). Данный проект осуществляется при финансовой поддержке Национального Фонда в поддержку Демократии (NED , Вашингтон).

Цель данного проекта заключается в поддержке деятельности молодежных инициативных групп в сфере защиты прав человека и содействии в создании и развитии студенческих независимых профсоюзов в вузах страны для защиты прав студентов и отстаивании их интересов.

В связи с проведением программных мероприятий Молодежная правозащитная группа объявляет конкурс региональных ассистентов в рамках проекта «Молодежные инициативы по продвижению интересов молодежи на местном уровне» (2008-2009 гг.) в гг. Бишкек, Нарын, Ош и Жалалабат.

Региональные ассистенты будут приглашены к сотрудничеству в рамках проекта, для координации деятельности инициативных групп молодежи, которые разработают и реализуют мини-проект, направленный на решение общественно-значимой проблемы, при содействии региональных ассистентов.

В обязанности регионального ассистента входит:

· Тесно взаимодействовать с инициативной группой (ИГ), координировать их действия;

· Организовать и провести 10 обучающих встреч для молодых активистов, составляющих рабочую группу по реализации молодежного мини-проекта, целью которых является разработка и осуществление молодежного мини-проекта.

· Подготовить аналитический и финансовый отчет по результатам деятельности рабочей группы и сдать координатору проекта для утверждения.

· Постоянно поддерживать связь между МПГ и инициативной группой молодых активистов.

· В рамках проекта <<Молодежные инициативы>>, реализуемого при поддержке Национального фонда в поддержку демократии (США), принимать участие в рабочих встречах региональных ассистентов Молодежной правозащитной группы.

Срок контракта: 3-5 месяцев в зависимости от региона;

Занятость: 50%.

Требование к кандидатам:

· Опыт работы в проектах;

· Опыт стратегического планирования действий;

· Опыт организации обучающих семинаров;

· Навыки организационной работы;

· Навыки работы в команде;

· Навыки подготовки отчетов.

Сеть была образована в результате реализации проекта Национального демократического института международных отношений (НДИ) «Информационные центры по поддержке демократии» и состоит из 10 региональных отделений, расположенных в 7 областях Кыргызстана и координационного офиса в г. Бишкек. Сеть зарегистрировалась как самостоятельная местная неправительственная организация (НПО) ОО «Сеть Жарандык Демилге» в октябре 2008 г.

Место работы: г.Бишкек

Объем работы: полный рабочий день

Основные требования к кандидату:

· Высшее образование в области политологии, социологии, экономики, юриспруденции или других смежных дисциплин

· Приверженность ценностям демократии и продвижению демократических реформ в Кыргызстане

· Заинтересованность в продвижении гражданских инициатив и работе в неправительственном секторе

· Знание законодательства КР и вопросов развития гражданского общества

· Опыт работы в секторе НПО не менее трех лет

· Опыт в разработке проектных предложений и привлечении средств

· Опыт управления и исполнения программ/проектов и планирования бюджета не менее двух лет

· Отличные способности в написании отчетов и ведении деловой переписки

· Отличные навыки общения с местными и межнународными НПО, государственными и местными органами власти, СМИ

· Владение тренерской и фасилитаторской техникой

· Умение работать в команде и стрессовых ситуациях

· Инициативность, коммуникабельность, гибкость, умение мотивировать и творчески подходить к решению проблем

· Свободное владение кыргызским и русским языками. Владение английским языком – значительное преимущество
