1.       2013-2014 GLOBAL UNDERGRADUATE EXCHANGE PROGRAM IN EURASIA AND CENTRAL ASIA, INTERNATINAL RESEARCH & EXCHANGE BOARD KYRGYZSTAN (IREX), BISHKEK, KYRGYSTAN. DEALINE: 5PM, MONDAY, JANUARY 2013.   

The Government of the United States of America is pleased to announce the 2013-2014 Global Undergraduate Exchange Program in Eurasia and Central Asia (UGRAD). The deadline to submit the applications is 5PM, Monday, January 14, 2013.

The Global Undergraduate Exchange Program (Global UGRAD) in Eurasia and Central Asia is a program of the Bureau of Educational and Cultural Affairs of the United States Department of State. The Global UGRAD program provides opportunities for full-time 1st-, 2nd-, 3rd-, and 4th-year undergraduate students from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan to spend one academic year of non-degree study in a US university or community college. 4th-year students must have at least one term remaining at their home institutions upon completion of the program. Participants are selected through an open, merit-based competition.

All participants will:

·          Attend classes full-time for one academic year;
·          Perform a minimum of 20 hours of community service in their host city during the first semester; and
·          Complete a part-time internship during their second semester.
·          Students in their first-year at the time of application will live with host families or in dormitories and will be enrolled in two-year community colleges. All other students will live in dormitories at four-year colleges and universities.

The fellowship is fully funded and provides:

·          J-1 Visa Support;
·          Round-trip travel from fellow’s home city to host institution in the United States;
·          Accident and sickness coverage;
·          Tuition and mandatory university fees;
·          Room and board (housing and meals);
·          Small incidentals allowance;
·          Limited allowance for books; and
·          A wide variety of alumni networking and training opportunities.

Стипендия Фонда “Открытое Общество»/Лондонского университета (University of London) по правам человека 2013-14

Стипендия спонсируется совместно Фондом «Открытое Общество» – Лондон и Лондонским университетом (University of London). Данная с
типендия предоставляет возможность обучения в магистратуре в Великобритании молодым специалистам, имеющим достижения на академическом поприще, и демонстрирующим лидерские качества, способным стать руководителями и лицами, формирующими общественное мнение в стране своего гражданства. Кандидаты должны иметь диплом о высшем образовании с отличными отметками, ясный и четкий план работы, свободно владеть английским языком.

Каждая стипендия предоставляет оплату всех университетских взносов на протяжении курса обучения, ежемесячную стипендию на ежедневные расходы, и транспортные расходы до Великобритании и обратно. Стипендия покрывает расходы только на одного человека, финансирование членов семьи стипендиата не предусмотрено.

В рамках стипендии предоставляется обучение по специальности «Права человека» (MA in Understanding and Securing Human Rights)

Кандидаты должны:

·          Иметь кыргызское гражданство. Кандидат должен проживать в стране гражданства на момент подачи заявки и в период проведения конкурса. Кандидаты, находящиеся за пределами Кыргызстана более трех месяцев принимать участие в конкурсе не могут

·          Продемонстрировать выдающийся академический потенциал, знания в выбранной области, а также четкую приверженность целям открытого общества.

·          Иметь диплом о высшем образовании (бакалавра или специалиста). Студенты последних курсов могут принять участие в конкурсе, при условии, что предоставят диплом к августу 2013.

·          Свободно владеть английским языком (минимум: TOEFL – 610 PBT/253 CBT, IELTS – 7.0)

·          Вернуться в страну своего гражданства после окончания обучения;

ГРАНТО!5 приглашает добрых и неравнодушных людей для Проекта по помощи воспитанникам интерната в качестве волонтеров в г. Бишкек.

Приглашаем 10-15 волонтеров, которые могут нам помочь:

·          Изготовлять оригами для детей интерната,
·          Обучать воспитанников интерната как делать оригами (обучение волонтерам предоставляется ГРАНТО!5),
·          Надувать воздушные шарики,
·          Привозить подарки и игрушки для 140 детей интерната и сопровождать транспорт  с  детьми,
·          Заниматься сбором благотворительных средств,
·          Наклеивать наклейки,
·          Ездить за закупками и на переговоры со спонсорами,
·          Осуществлять другую помощь и мелкие несложные задания.

UN World Food Programme in Kyrgyz Republic is announcing a vacancy for the position of Field Monitor Assistant (SC) - 2 positions.

Supervision received: The Field Monitor Assistant will be directly supervised by the National Programme Officer and under the general supervision of the Head of Sub-Office.

Accountabilities:

Within delegated authority, the Field Monitor Assistant will be responsible for the following duties:

·          Coordinate and monitor the implementation of the assistance programme at the local level, in close collaboration with the implementing partners;
·          Monitor and review the overall commodity movements such as food deliveries, storage, transport and distribution at the site and verify if the amounts received have been properly recorded, damaged or suspected to be damaged;
·          Supervise the efficient distribution of food items at the site and ensure proper distribution of entitlements and verify appropriate entitlements are distributed and provide feedback to Field Officers and others on the distribution;
·          Assist in the conduct of regular meetings of refugee leaders and implementing partners on the commodity pipeline, distribution arrangements, food entitlements and other relevant issues;
·          Assist in the implementation of the plan of action, review achievement and constraints and provide feedback accordingly;
·          Assist the WFP Officer and implementing partners in encouraging women’s access to economic skills development and sensitizing public opinion on gender issues and gender focused activities;
·          Report periodically to the WFP Officer on relevant events regarding food management, distribution and other related issues;
·          Identify any apparent issues in the programme and report them to the appropriate personnel;
·          Supervise and train other personnel as appropriate;
·          Perform other related duties as required.

Expected Results: Organized and precise records; well analyzed data with minimum supervision.

Critical Success Factors:

·          Strong interpersonal skills;
·          courtesy, tact and ability to work effectively with people of different national and cultural background.
·          Ability to interpret and analyze a wide variety of programme issues and statistical information, and to maintain accurate and precise records.
·          Ability to communicate in a team with people from different nationalities, cultural and ethnic backgrounds, ability to work in a team environment and achieve common goals.

Minimum qualifications:

Education: University degree in one or more of the following disciplines: education, social services, nutrition, agriculture or other related field.

Experience: At least three years of progressively responsible support experience including at least one year in the field of statistics, refugee operations, or another related field.

Knowledge: Training and/or experience utilizing computers including word processing, spreadsheet and other software packages.

Language: Fluency in English, Russian and Kyrgyz.

2.       VACANCY: SENIOR GIS OFFICER, ACTED, OSH, KYRGYZSTAN. DEADLINE: DECEMBER 21, 2012

ACTED is an international non-governmental, apolitical organization based in Paris with operations in Kyrgyzstan since 2005. ACTED implements various projects in Kyrgyzstan including, agricultural development, disaster risk reduction (DRR), social infrastructure rehabilitation, vocational training and labour migration.  ACTED is announcing a vacancy for qualified candidates for the following position:

1.    Senior GIS Officer (Reference # RW_13 05/12)
Duty station: Osh city

Responsibilities:

·          Prepare, conceptualize and produce geographic/participatory maps, including supervising and monitoring of mapping data collection and ensuring dynamic link between GIS data and ACTED databases;
·          Co-develop GIS components in proposals and supervise implementation within projects;
·          Train relevant ACTED and partner staff on usage of maps and GPS and data collection techniques and protocols;
·          Maintain extremely high level of organization and document all methodologies used.
·          Identify map information needs and sources of map information;
·          Ensure that the produced maps meet the requirements of concerned ACTED departments;
·          Collect and store metadata for all spatial information; and
·          Ensure that partners and collaborators collect the necessary information to permit creation of maps
·          Design, centralize/compile and update GIS and general datasets;
·          Aid ACTED data collection, enter, and analyze as well as facilitate reporting;
·          Manage the spatial datasets, and verify and update collected data; and
·          Provide necessary mapping and other general data to Coordination, AMEU and relevant Programs.

Required personal qualifications:

·          Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently. In addition, impartiality, objectivity and confidentiality are imperative;
·          Good technical knowledge, particularly related to data management, in addition to experience with relevant tools (Access, Excel, SQL, etc). A good command of GIS software and general practice as well as familiarity with other information and data sources related to GIS to be recommended to ACTED Kyrgyzstan for better GIS practices would be an asset.
·          Honesty, forthrightness, clear reporting, understanding the nature of the work carried out by ACTED program is necessary, thereby ensuring the relevancy and usability of the maps produced.
·          Willingness to learn and capacity to innovate: GIS Officer must be inventive and eager to improve his own skills, be capable to adapt, shape and develop tools best suited for ACTED’s activities;
·          Ability to travel to the field for data collection,
·          Cross-checking the data and provide training to field staff;
·          Good communication skills with international and national staff as well as rural communities;

ACTED is an International NGO registered in France with operations in Kyrgyzstan since 2005. ACTED is implementing an integrated rural development strategy including community mobilization, agricultural development, peace building, social infrastructure rehabilitation, water and sanitation.

ACTED is announcing a vacancy for qualified candidates for the following position in Osh:

1)    Research Consultant (reference # RW 1205BEW/01)
Duty station: Osh

Responsibilities:

·          To develop a research report on lessons learned, best practices and recommendations related to the role of local governments and improved governance in conflict mitigation and peace building
·          Describe the context of local government and governance in Kyrgyzstan
·          Describe the context of conflicts related to poor or exclusive governance practices at the local level (secondary data review required)
·          Identify the theory of change or link between local government, governance, engagement and participation in budget planning in particular
·          Describe the link between poor governance, disengagement, and potential for disputes or larger scale conflict
·          Emphasize the relationship between improving governance at the local level and reducing the potential for disputes, with particular attention on the role of budget planning, accountability and transparency

Required qualification:

·          The position requires Research Consultant (or research institution, university facility, civil society organisation, individual consultant) with proven experience in conducting analytical research in the field of social, economic and political studies. Also an experience in conflict management field is an asset. Key experts should have at least 5 years of relevant professional experience.

The following specific qualifications must be met:

·          Knowledge of and proven experience in conducting research;
·          Proven project work at international, national and local levels, including some supervisory experience;
·          Ability to analyse and clearly articulate complex issues in an understandable fashion to decision-makers;
·          Highly developed communication skills, including the preparation of high quality reports and the delivery of presentations;
·          Ability to work under pressure, sometimes with extended hours, and to meet tight deadlines without compromising the quality of outputs;
·          Fluency in oral and particularly written Russian is required and English is an asset;
·          Cultural awareness and sensitivity to gender issues;
·          Availability and willingness to travel.

5.       VACANCY: FOREST MANAGEMENT AND RESTORATION EXPERT, FOOD AND AGRICULTURA ORGANIZATION OF THE UNITED NATIONS (UN FAO), BISHKEK, KYRGYZSTAN. DEADLINE: DECEMBER 28, 2012

Under the overall supervision of Sub-Regional Coordinator for Central Asia and direct supervision of FAOR in Kyrgyzstan, with close cooperation with SEC Forestry, national partners, national and international consultants, the consultant will perform following tasks:

Overall:

·          Lead the national experts and coordinate their activities with international experts
·          Follow up on a day-to-day basis on the development of the project including quality control and preparation of all national consultant’s reports and required documentation in time, in addition to the technical works s/he needs to perform
·          Contribute to the development of an initial PPG inception report detailing the practical steps required to develop the full sized project proposal, including an overall workplan and detailed TORs and workplans for  all local consultants;
·          Coordinate project preparation with all partners engaged (co-financiers, local authorities, Government);
·          Ensure the provision of all required documents and relevant information in time with required form and quality;
·          Help and guide the work of national consultants and oversee compliance with the agreed work plan;
·          Assist the development of the project logical framework, project M&E plan and budgeting issues.;
·          Asisst the monitoring of PPG expenditures, commitments and balance of funds under the project budget lines, and draft project budget revisions; Liaise with project partners to ensure their co-financing contributions are provided within the agreed terms;
·Coordinates the development of the stakeholder involvement plan.
·          Forest management and restoration
·          Baseline assessment of existing data on forest and tree resources, level and severity of forest degradation and deforestation in pilot areas and identify gaps regarding sustainable management and restoration of forest resources;
·          Identify indigenous/innovative sustainable forest management practices within the broad landscape approach, including cross-cutting agro forestry practices and energy efficiency technologies that minimize fuel wood consumption;
·          Assist in defining and describing threats to sustainable maangement of forest resources stemming from logging, unsustainable management practices, uncontrol grazing, and land use changes in pilot areas;
·          Assist identification of the technical and knowledge barriers to effective integration of SFM objectives into oblast-level plans and operations
·          Collect baseline data on distribution, activities and the socio-economic situation of local communities living within and adjacent to the pilot areas, identification of levels and mechanisms of participatory forest management activities with local communities as well as required improved livelihood interventions;
·          Assist in preparing actions and budgets for the better management of existing forest and restoration of degraded forests including  cross sectoral measures;
·          Identify native fast growing forest trees for plantations to reduce fuel wood demand in the medium term, as well as potential areas for plantation.

Qualifications and Experience Required:

·          University degree in natural resource management/economic studies with at least 5 years   experience in land/forest management/restoration and project formulation
·          Proven expertise in forest management and restoration expert,
·          Some experience in formulation of GEF projects.

·          To contribute full project document development of full sized GEF project in agricultural land uses and pasture rehabilitation

Specifically

·          Assist in defining and describing threats to land management stemming from unsustainable agricultural land uses, uncontrol grazing, and land use changes in pilot areas;
·          Assists in preparing actions and budgets for the introduction of conservation agriculture and integrated land use;
·          Assists in preparing actions and budgets for the introduction of integrated pasture management and pasture rehabilitation, including agro-silvo-pastural systems;
·          Provides recommendations for legal and regulatory amendments to enable introduction of  conservation agriculture, pasture management, soil conservation and agro forestry practices;
·          Defines project strategy with respect to introduction of changes in the local territorial plans in pilot reas with the view to eliminate land use changes and treats stemming from therein;
·          Assists the expert on sustianble livelihoods in the feasibility study on the alterantive land uses;
·          Assists the team leader in the studies on the agcultural land management and integrated pasture management;
·          Assist in quantifying the LD impacts of the project with respect to management of agro-forest habitats;

The Swiss Embassy is designing a new project to expand its portfolio in private sector development (PSD) in the Kyrgyz Republic, with a focus on local level development. We are looking for a dynamic and experienced private sector specialist, with the focus on agribusiness, to be part of international project design team.

The incumbent will be responsible for the following tasks:

·          Contribute to a scoping study in the course of January-February 2013 to design new program in private sector development in rural areas of Kyrgyz Republic with the focus on agro-processing and agri-business;
·          Provide analysis of potential value-chains (VCs) and conduct market analysis of viability of existing VCs and potential ones for particular regions;
·          Based on above findings contribute to the drafting of a project design document. 
·          Eligibility criteria:
·          Master Degree in economics or related discipline
·          Substantial experience in working with and for the private sector with focus on agribusiness (Market for Poor approach, Value Chain Concept and mechanism, agro-processing, etc.)
·          Knowledge and understanding of local context as well as sense of rural economic development is big advantage
·          Social competence and willingness to work as a team member
·          Awareness of basic principles of Conflict Sensitive Program Management and gender sensitive analysis
