The Public Affairs
Section of the U.S. Embassy to Kyrgyzstan
announces a call for proposals to local and international non-governmental
organizations to coordinate the U.S. Government’s English Language Textbook
Project. This project will benefit students across the country in grades 3-6
through the provision of internationally recognized American English textbooks
adapted to the Kyrgyzstan
context and in harmony with the Ministry of Education and Science’s curriculum
goals. The U.S. Embassy is looking for an organization to develop and implement
a teacher training strategy and textbook distribution plan, in coordination
with the U.S. Embassy and the Ministry of Education. The program will be funded
August 2013-September 2014.
The organization
will:
·
Liaise directly with a separately contracted international
publisher, the Ministry of Education, and the U.S. Embassy during the project
period.
·
Create and guide a Working Group to work with the publisher
on textbook adaptation.
·
Convene Working Group meetings with the Ministry of Education
for input into and approval of textbook adaptation.
·
Coordinate curriculum development with the Working Group and
Ministry of Education to ensure that the new textbook meets Ministry of
Education curriculum goals.
·
Develop and implement, together with the Peace Corps Response
Volunteer and the Ministry of Education, a specific teacher training plan for
the use of the new textbooks.
·
Develop and implement a nationwide distribution plan for the
new textbooks based on recommendations from the Ministry of Education.
·
As appropriate, develop and implement a localized pilot phase
of teacher training and textbook distribution.
During the bid
process, the U.S.
Embassy is specifically looking for organization that:
·
Has no less than two (2) years of experience in implementing
educational projects.
·
Has experience developing and implementing teaching training.
·
Has experience working with international and local
stakeholders.
·
Has professional, qualified staff to implement the project.
·
Has physical space to place this staff.
Proposals will be
evaluated on the following criteria:
·
Potential to contribute to the development of priority areas.
·
Feasibility and financial soundness of the proposal.
·
Past experience in successfully organizing and completing
planned activities.
·
Contribution of applicant organization (cost-sharing).

The Public Affairs
Section (PA) of the U.S. Embassy administers Small Grants Program of the U.S.
Embassy Democracy Commission, which gives small grants to indigenous
non-commercial, non-governmental associations, and independent media to carry
out non-partisan projects to advance democracy and democratic values in
Kyrgyzstan, to support the development a civil society based on rule of law and
respect for human rights.
The Democracy
Commission at the Embassy of the United States of America was
established in 1994 to enable the Embassy to support the local democratic
initiatives. The Commission awards grants for non-governmental and
non-commercial projects that support initiatives that promote civil society,
free flow of information (including support for independent media);
transparency in government; public education and advocacy; association
building; rule of law and legal reform; conflict resolution; human rights;
civic education; market economy; and ethnic, minority, and women's equality,
get-out-the-vote or other election issues; anti-trafficking and anti-corruption
awareness campaign and training. The Democracy Commission meets once every 3-4
months to review proposals, which meet minimum criteria.

Call for Grant
Proposals
The Democracy
Commission of the U.S. Embassy in the Kyrgyz Republic
announces a call for grant proposals aimed at support of the following
initiatives:
·
strengthening social partnership and dialogue among
government and civil society organizations raising civic awareness and
involvement of the residents of remote rural areas in decision-making process
at the grass-roots level
·
building capacity of youth organizations in the sphere of
civic education
·
support for independent mass media, working in the remote
rural areas
·
promoting peace and reconciliation among youth
All proposals should
be submitted with the period of April 1-30 or November 1-30 each year. Final
proposals must be submitted both in English and Russian.
Maximum awarded grant
amount is $50 000, average grant amount is $24 000.
The Democracy
Commission will award grants on a competitive basis, depending on availability
of funds.

Мы рады сообщить Вам, что в этом году исполняется двадцать лет с начала работы Корпуса Мира США
в Кыргызской Республике.
Программа Корпуса Мира по устойчивому развитию сообществ начала свою
деятельность в 1996 году и поддерживает
стратегию развития страны в ее стремлении создать и усилить гражданское общество, содействовать НПО, бизнес кооперативам и
другим общинным организациям достигнуть своих долгосрочных целей по устойчивому развитию.
Программа Устойчивого Развития Сообществ (УРС) имеет
следующие цели:

Развитие малого бизнеса посредством повышения профессиональных навыков
социальных предпринимателей по управлению своим бизнесом и обучение молодежи
базовым навыкам ведения бизнеса;
·
Организационное развитие, способствующее повышению качества предоставляемых
услуг общественными организациями посредством усиления организационной
структуры, навыков планирования и управления ресурсами организации.
·
Профессиональное развитие молодежи, способствующее развитию навыков
управления ресурсами, лидерства и профессиональной реализации на современном
рынке труда.
Программа Устойчивого Развития Сообществ предоставляет волонтеров в
общественные объединения, общественные фонды, учреждения, ассоциации, бизнес
кооперативы (ремесленнические, фермерские и др.), малые туристические
организации на уровне сообщества (Community Based Tourism), международные проекты, работающие на
региональном уровне (USAID, Helvetas, UNDP). Срок работы Волонтеров 2 года.
В апреле 2014 года мы готовимся встретить новую группу волонтеров Корпуса
Мира, пребывающих в Кыргызстан. По истечении интенсивной двухмесячной языковой
подготовки и ориентации волонтеры смогут начать свою работу на местах в июне
2014 г.
В настоящее время мы работаем над выбором потенциальных
неправительственных, общинных и других
организаций, способствующие развитию местных сообществ.
Основные требования организации для заявки на волонтера:

Активная поддержка сообщества (НЕ наблюдаются антиамериканские настроения и
этническое давление,НЕ наблюдались большие случаи криминала)
·
Наличие постоянной и активной деятельности в организации
·
Приоритетные направления деятельности: туризм, сельское хозяйство,
национальное ремесленничество, экология, гендер, молодежные инициативы
·
Юридическая регистрация (ОО, ОФ, жамаат, ассоциация, кооператив, др.)
·
Не менее 2-х лет опыта работы
·
Рабочий офис и рабочее место для волонтера (вместе с остальными
сотрудниками)

Наличие не менее 2-х сотрудников, которые работают полный или неполный
рабочий день

Management Institute invites applications for a Finance Assistant with its
five-year USAID-funded Collaborative Governance Program (CGP).
Overview
and background
CGP
works to foster effective collaboration between civil society and the
Government of Kyrgyzstan to deliver social services to its citizens, resulting
in a more responsive and accountable government, and a more credible and
sustainable civil society. The CGP will support the Government of Kyrgyzstan’s
efforts to increase civil society participation in service delivery through
social procurement contracting mechanisms and will support Kyrgyzstani civil
society to be better able to shape public policy, monitor the government on
behalf of citizens, and expand engagement and advocacy efforts.
Reporting
and supervision
The
Finance Assistant reports to the Finance Manager and closely cooperates with
the Office & Human Resource Manager, as well as other staff and the Chief
of Party.
Overall
responsibilities and goals
The
Finance Assistant contributes to EWMI’s rigorous fiscal management and accounting,
and compliance and record keeping function by handling day-to-day fiscal
activities and managing recording and filing of fiscal data in compliance with
EWMI needs and standards. The Finance Assistant brings his/her technical
skills, education and experience to successfully contribute to smooth,
efficient, and accurate fiscal operations, including procurement, accounting,
budget compliance, verification and documentation, and reporting.
Specific
goals
·
Guarantee compliance with fiscal regulations
throughout all aspects of task load;
·
Help develop and implement budget monitoring
and records retention systems; and
·
Handle day-to-day fiscal operations under
supervision of Finance Manager.
Tasks
Accounting
and payables
·
Provide guidance to staff on forms, process,
and timing of fiscal requirements;
·
Prepare procurement and payment documents for
approval: verify documents, rates, totals, compliance, and process in line with
EWMI policies and procedures and document each step;
·
Enter transactions into general ledger in 1C
and EWMI accounting systems;
·
Verify and process travel advance and
reconciliations documents;
·
Enter transactions into online banking
system;
·
Help with monthly bank reconciliation and
data entry of bank charges, etc.
·
Budget
·
Maintain cumulative expenditures and budget
totals and assist with budget compilation and variance analysis and reporting;
and
·
Examine grantee budget reports and
documentation and verify accuracy and appropriateness of grantee expenditures.

Petty cash
·
Manage petty cash expenditures,
documentation, and replenishment process.
·
Audit
·
Contribute to annual audit, as needed:
verifying cash controls and processes, compiling documents and providing
evidence of expenditures, preparing ad hoc reports, etc.

Procurement
·
Help provide step-by-step guidance on
procurement forms, steps, and regulations and ensure compliance with EWMI
guidelines and regulations;
·
Help prepare procurement documents, contracts
and agreements; and
·
Maintain files on purchase orders, service
agreements, contracts, and other procurement steps and compliance.

Records retention
·
Responsible for the collection, collation,
verification, and records retention (electronic and hard copy filing) of CGP
financial and procurement data in compliance with EWMI and USAID policies,
procedures, and regulations, paying strict attention to detail, neatness and
completeness; and

Maintain electronic and hard copy files
(prepare, organize, label, file, update, etc.) with immaculate attention to
detail; and

Copy, scan, collate and send monthly and ad

Reporting

European School
in Central Asia opened in September 2011
providing an inclusive European style education accredited with Cambridge
International Examinations. The school has around 100 students age 2 to 14,
with plans in place for expansion up to age 17 and doubling student numbers.

Chair of the Management Board is one of three members of the school Management
Board and has responsibility for organisation development, licencing,

Ensure that the School has a long term

Reporting
The
Chair of Management Board is one member of a collegiate Management Board
together with the Head of Education and the Head of Administration. The
Management Board reports to a Supervisory Board of nine members elected by the
Parents Association, the School Advisory Council, and the school Founders.
Timing
and Duration
The
position is available from September 2013. This is a full time long-term
position with an initial contract of three years (subject to 3 months’
probation) which will be renewable by mutual consent.
Remuneration

Фонд «Сорос–Кыргызстан» среди граждан Кыргызской
Республики повторно объявляет конкурс на замещение вакантной должности директора
Правовой программы.
Правовая программа поддерживает инициативы, направленные
на защиту прав человека и развитие правовых реформ в Кыргызстане,
отражающих ценности открытого общества,
верховенства закона и демократии.
Обязанности:
В обязанности директора Правовой программы будет
входить:
·
Управление, координация и реализация всех аспектов
программы;
·
Подготовка годовых и краткосрочных программных стратегий
с целью удовлетворения существующих нужд;
·
Подготовка годовых и краткосрочных творческих,
аналитических и финансовых отчётов по деятельности программы;
·
Продвижение и развитие проектов в соответствии с
установленными стратегическими приоритетами;
·
Содействие представителям местного гражданского общества
в повышении потенциала и в развитии внешних контактов для достижения
результатов в различных областях программы;
·
Обмен информацией и сотрудничество с партнёрами в
Кыргызстане и других странах;
·
Подготовка ответов на информационные запросы по
деятельности программы; консультирование грантозаявителей;
·
Координация тренингов, семинаров, стади-туров и других
мероприятий по повышению потенциала;
·
Проведение консультаций с руководством ФСК и экспертами
программы и информирование их о результатах деятельности программы;
·
Контроль за процессом подачи заявок на гранты в рамках
программы;
·
Управление бюджетом программы.
Директор программы работает под руководством
исполнительного директора ФСК.
Требования к кандидатам
Квалификация/навыки:
·
Высшее юридическое образование;
·
Профессиональный опыт работы (не менее 5 лет) в правовой
области;
·
Обязательно понимание вопросов, касающихся прав человека
и правозащитного движения, правовой реформы;
·
Обязателен значительный опыт в координации проектов и
программ, начиная с построения концепций, заканчивая их реализацией;
·
Хорошие аналитические навыки;
·
Глубокое знание процессов бюджетирования и менеджмента;
·
Предыдущий опыт в менеджменте проектов, в финансовом и
грантовом управлении и/или в мониторинге и оценке является преимуществом;
·
Опыт работы в международных организациях является
преимуществом;
·
Обязательно отличное знание английского языка (знание
кыргызского языка является преимуществом);
·
Компьютерная грамотность;
·
Хорошие коммуникативные навыки.
Заработная плата
Заработная плата устанавливается в соответствии с опытом
кандидата.

Административный
ассистент осуществляет административную и документальную поддержку деятельности
общей приемной ФСК.
Обязанности:
·
Прием
посетителей и их консультирование (ориентирование по программам, сотрудникам
программ);
·
Ответы
на телефонные звонки;
·
Поддержание
базы данных партнеров ФСК (грантополучателей, НПО, международных организаций,
посольств) и государственных учреждений;
·
Регистрация
входящей корреспонденции, передача корреспонденции в соответствующие отделы или
соответствующим сотрудникам на рассмотрение;
·
Регистрация
исходящей корреспонденции;
·
Отправление
исходящей корреспонденции курьерской почтой;
·
Работа
с офисной техникой;
·
Организация
проведения телефонных переговоров исполнительного директора, запись в его
отсутствие полученной информации и доведение ее до сведения исполнительного директора/
ассистента исполнительного директора;
·
Регистрация
времени прихода и ухода сотрудников и посетителей ФСК;
·
Комплектация
доски объявлений и стеллажей с объявлениями о конкурсах.
Требования:
·
Высшее
образование;
·
Опыт
работы в должности секретаря или ассистента;
·
Знание
делопроизводства, правил делового общения;
·
Опыт
административной работы;
·
Отличное
знание русского, кыргызского и английского языков;
·
Способность
работать внутри сети Фондов открытого общества и приверженность его ценностям;
·
Способность
работать в команде;
·
Отличные
коммуникативные навыки;
·
Отличные
навыки работы на компьютере;
·
Опыт
работы в международной организации является преимуществом.
