Заявка на грант должна содержать всю информацию по перечисленным ниже пунктам, не превышая объем 5 страниц.  Проект не будет рассматриваться до тех пор пока вся информация не будет предоставлена.  Дополнительные документы и первичные варианты проекта могут быть на русском языке. Финальная копия проекта должна быть составлена на английском языке.  Ответ может занят до двух месяцев. 

Формат проекта:

·          Проект должен быть написан на английском языке;
·          Первичные варианты могут быт предоставлены на русском языке;
·          Проект не должен прeвышать 5 печатных страниц, размер шрифта 12;
·          Претенденты на грант должны приложить копии резюме основных участников проекта;
·          В приложении к проекту необходимо предоставить информацию о предыдущих грантах и другой финансовой помощи, полученной организацией, включая: дату, сумму и цель;
·          Копии свидетельства о регистрации и устава организации также должны быть приложены к заявке;

Тематическая часть:

Основные вопросы, которые должны быть освещены в проекте:
·          КТО (название организации и партнеры);
·          ЧТО (планируемые мероприятия);
·          КОГДА (период выполнения программы);
·          ПОЧЕМУ (данное НПО, данный вопрос и регион и почему вы обратились в посольство США);
·          КАК (какие ресурсы имеются и каких недостает);      
·          ДЛЯ КОГО (целевая аудитория);
·          CТОИМОСТЬ (бюджет проекта);
·          КАКОВЫ РЕЗУЛЬТАТЫ (оценка успеха)

Это включает:

·          Пункт Обоснование проекта должен включать в себя объяснение почему Вы обратились в посольство США за финансированием данного проекта, почему Вы считаете что данный проект необходим, кто получит пользу от этого проекта, как проект повлияет на развитие Кыргызской Республики.  Также, пожалуйста опишите критерии оценки успеха проекта. (Можете также приложить письма поддержки).
·          Устойчивость проекта - если проект будет продолжен после окончания средств гранта, заявка должна содержать объяснение того, как организация будет покрывать расходы по проекту. 
·          Проекты, включающие публикацию материалов, должны включать описание целевой аудитории, содержания материалов и информации о путях распространения.  Подобные проекты будут рассмотрены только, если язык материалов русский или кыргызский.  Если на финансирование публикации используются средства Правительства США, это значит, что Правительство Соединенных Штатов будет обладать неограниченным правом на тиражирование и распространение данной печатной продукции.

Продолжительность проекта не может превышать 1 год.

The American Studies Symposium gathers hundreds of experts working in the field of American Studies in Central Asian higher educational institutions. American studies are the interdisciplinary field: it covers issues of politics, culture, economics, language, and ethnicity studies. As evidenced by the steadily growing number of American Studies programs and organizations, alongside the growing number of local scholars and students in the field, there seems to be an increasing interest in American Studies.
The American Studies Association of Kyrgyzstan in collaboration with Diplomatic academy of the  Ministry of foreign affairs invite persons concerned with American Studies, such as teachers, researchers, and other professionals whose interests extend beyond their specialty; faculty and students associated with American Studies programs in universities, colleges and secondary schools; museum directors and librarians interested in all segments of American life; public officials and administrators concerned with the broadest aspects of education and those interested in the field to enhance such dialogue and discourse through its annual symposium.

The Symposium also serves as a platform for experts to share their experiences in curriculum and syllabus development, critical thinking, teaching methodologies as related to American Studies as well as to discuss genesis, current development and prospects of American Studies as a new academic discipline in Central Asia.
This year, Diplomatic academy of the Ministry of foreign affairs of the Kyrgyz Republic hosts the 9th Annual American Studies Symposium and devotes the symposium to the 20th anniversary of the establishment of Kyrgyz-American diplomatic relations. The goal of this year’s Symposium is: 1) to enhance educational, cultural and diplomatic relations between Kyrgyzstan and U.S 2) to analyze challenges and perspectives of teaching American Studies in Central Asia; 3) to exchange ideas and cultural experiences pertaining to the said program or discipline; 4) to discuss effective strategies and new methods of teaching in the field of American Studies;

Papers and panel proposals are welcomed on any subject related to the United States or may examine topics from the perspectives of politics, literature, art, culture, history, religion, or any other foundations that constitute the core of American Studies curriculum.

The themes of Symposium may include:                                    
·          American Studies and Kyrgyz-American diplomatic relations: experience, exchange and perspectives
·          US-Kyrgyz 20 years of friendship and cooperation
·          Investigate former and/or current American foreign policies towards the CA regions
·          American Studies: An Intercultural Exchange
·          The role of  American culture, society  and its influence on CA regions
·          Issues of gender, race, human rights  in the US and Kyrgyzstan
·          Address socio-economical changes taking place in both countries
·          Analyze the role of literature and art of post-Soviet era and its influence on the West
·          Aspects of educational systems of the US and Kyrgyzstan
·          The place of American Studies in the process of globalization 
·          Teaching innovative technologies in the field of American Studies
·          Curricular development on American Studies
·          Present effective strategies and new methods of teaching American Studies and its interdisciplinary perspectives

·          Format of Abstract/Proposal: The title of the article should be centered on the proposal in bold letters. The name of the primary author, educational institution, and city should then be listed in regular text. The main text of the proposal should begin thereafter. If a joint presentation, please list below the same information as above for your co-presenter(s).

All travel, food and accommodation expenses of selected paper/proposal presenters from Kyrgyzstan will be covered by the Association.

The American University of Central Asia invites you to a special presentation of Central Asian art. Sabidjan Babadjanov, a distinguished artist of the Kyrgyz Republic, and Kaiyrgul Kazybekova, known for her glasswork, will discuss their work and their influences, as well as the state of art in Central Asia.AUCA Professor Valeri Hardin will host the event, and pieces of each artist’s work will be on display and available for purchase.

Artists’ Background:

Kaiyrgul Kazybekova is a talented Kyrgyz artist and designer. She began and continues her career in oil painting and graphics, but has lately focused on exterior and interior design, decoration and glass painting. She participated in decorating the archeological center Koshoi-Korgon in At-Bashi, the Supara ethnic center (where she painted a chandelier 3.5 meters in diameter), the Dordoi mosque, and other facilities. Says Kaiyrgul, “In my work with glass (chandeliers, ceiling and wall lamps, stained windows, and glassware) I like to open and experiment with new material and new methods. Glass is a challenge to work with, but the product brings joy to people and creates a special atmosphere.”

Sabidjan Babadjanov is a well-known Kyrgyz artist remarkable for his life experience and unique art. Born in Xingjiang, China, his family was forced to flee their hometown of Dardamtu for Kyrgyzstan. Here he developed as an artist, becoming a distinguished artist of the country, and his paintings have been exhibited both in Kyrgyzstan and abroad. Being a versatile artist who uses different techniques and genres, Sabdijan manages to convey the spirit of Central Asia and the Silk Route. Recently he began a series of portraits of famous thinkers and turned to the theme of celestial signs and nostalgia. Art critic
G. Toktosunova writes about Babadjanov, “He is a special kind of artist who has his own system of relations with the world based on the philosophy and culture of western Asia. The works produced in his ‘laboratory’ are the fruit of his sincere feelings and reflection on human destinies, an attempt to determine his place in society and nature; they are formulas of harmony and search of the truth. ”

Position location: Bishkek, Kyrgyzstan

Terms of contract: part-time position (20 hours/week) from the period of march 26, 2012 to september 30, 2012  (with possibility of contract extention).

Summary of position:

The Intern / Translator will be a member of the Civil Society Division. She/he will be responsible for translation of materials and daily technical support in program logistics for the KICK (Kyrgyzstan Innovations in Coaching Kids) and FAITH (Facilitating Inter-ethnic Tolerance and Harmony in Kyrgyzstan) programs.  The Intern / Translator will serve in compliance with the IREX policies and procedures, under supervision of the KICK and FAITH Program Officer.

Duties  and  responsibilities:

·          Translation from/into Kyrgyz, English and Russian languages
·          Drafting memos, letters, messages, memos, etc, in the three languages
·          Making phonecalls to the program clients, partners, vendors, interlocutors, etc.
·          Making reservations, setting appointments, and other secretarial duties
·          Other duties as assigned, in accordance with an incumbent's qualification

Requirements:

·          Citizen of the Kyrgyz Republic
·          A university student or holder of a Bachelor's degree in Linguistics, International Relations, Management or related fields
·          Fluency in Kyrgyz, English and Russian
·          Computer literacy with emphasis in wordprocessing and Internet-related tools
·          Multicultural sensitivity and experience is a plus
·          Excellent interpersonal skills, professional standards
·          Ability to handle multiple tasks at once and work under pressure

Under the supervision of Operations Manager undertakes day-to-day responsibility for timely, appropriate and efficient maintenance of logistics, supply and warehouse management activities.

The duties and responsibilities:

·          Conducts market surveys and handles logistics of local procurement.

Ensures maintenance, accuracy and transparency of the logistics records in VISION ERP in compliance with UNICEF procedures.
·          Maintains contact with customs and immigration officials, follows up on the preliminary supply clearance documentations to facilitate timely customs clearance of supplies and equipment, in keeping with established protocol.
·          Releases and receives stock at warehouse, ensuring the required documentation is in place. On a regular basis, prepares property status reports, recommends stock for LPSB review.
·          Whenever required, undertakes field visits to project sites to inventorize and monitor supply inputs.
·          Provides support with drafting, manually entering and filing of the supply, logistic and contract documentation.
·          Maintain collaborative relations with UNICEF Supply Division Programme and Operations Sections, the UN colleagues, freight forwarders and counterparts in supply, logistics and warehouse activities.
·          Purchases minor office and programme stock.
·          Performs other duties as required.

The successful candidate shall have:

·          University degree, preferably advanced university degree or equivalent background, in Business Administration, Logistics or related disciplines;
·          Five years of progressively responsible clerical or administrative work experience in international organizations, of which at least three years was closely related to logistics;
·          Fluency in Russian and English, knowledge of Kyrgyz is an asset;
·          Ability to prioritize and organize work assignments;
·          Ability to work under time pressure;

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. Brief Project Description:    UNHCR opened its representation in Kyrgyzstan in 1995 to assist the country in protecting over 20,000 refugees from the civil war in Tajikistan. By now the Kyrgyz Republic has locally integrated half of these refugees by granting them citizenship, while another half voluntarily repatriated to Tajikistan. In 1996, the Kyrgyz Republic acceded to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol. The country developed a national law on refugees and created a state agency for the determination of refugee status. UNHCR operational objectives in the Kyrgyz Republic:

·          Improve the quality of asylum in accordance with international standards
·          Facilitate international protection
·          Provide refugees with access to appropriate durable solutions

Description of tasks/ Under the direct supervision of Associate Programme Officer the UN Volunteer will undertake the following tasks:

·          Collect data and other information on development and/or subject-matter activities of the country or area;

Living Conditions:

The UNV will be based in Bishkek which is a family duty station.

The U.S. Embassy in Bishkek is seeking an individual for the position of Special Consular Services Assistant in the Consular Office.

Basic Function of Position:

Meets with American Citizens requesting assistance, determines necessary action. When necessary, assists Consular Officer with hospital and prison visits, death, repatriation, medical evacuation and financial assistance cases. Prepares notarial documentation for signature. Assist applicants seeking passport and citizenship services. Provides U.S. citizens information (in person, by telephone and in writing) about local laws, section practices and local customs. Assists U.S. citizens wishing to adopt or marry in the Kyrgyz Republic. Drafts routine ACS cables, diplomatic notes and memos as needed. Prepares routine reports for transmittal to Department. Accompanies Consular Officer to meetings with host country officials, acts as interpreter as needed (in Kyrgyz and Russian), drafts --memoranda of conversations and follows-up on meetings with officials. Sets up and maintains embassy warden registration files and warden system software, updating as necessary.  Backs up the Visa Assistant as necessary and acts as section cashier.

Qualifications Required:

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

·          Education: University degree in legal studies, public relations, social sciences, international relations, humanities, or business is required
·          Prior work experience:  From two to three years of progressively responsible experience in work involving application of relatively complex regulatory material along with extensive public contact, or other closely related experience. 
·          Language Proficiency: Level IV (Fluent) in both written and spoken English is required.  Level IV (Fluent) Russian and Kyrgyz are also required. (This will be tested).
·          Job knowledge: A thorough knowledge of applicable laws and procedures, including U.S. laws, local laws and practices pertinent to Consular work is required. Knowledge of socio-economic conditions within the Kyrgyz Republic in order to analyze and identify visa fraud patterns.
·          Skills and abilities: Exercise of tact and good judgment in dealing with the public, U.S. citizens and local officials. Strong interpersonal and communication skills.  Ability to exercise judgment in evaluating evidence. Ability to maintain an extensive range of working level contacts with high-ranking officials and private organizations. Ability to apply complex regulations correctly.  Ability to work under pressure, in order to meet tight deadlines when necessary.  Computer literacy and level II typing skills are also required. (This will be tested).

Selection Process:
