The Central Asian Faculty Development Programme (CAFDP) of the
University of Central Asia (UCA) is pleased to announce its 2013-14
scholarships for Doctoral studies at partner institutions around the world,
including the University of Cambridge, UK, German universities through partners
The CAFDP of UCA offers support for Central Asian scholars to
pursue doctoral studies, with the understanding that upon graduation they will
work as UCA faculty for a minimum of five years at the Graduate School of
Development and/or the undergraduate School
of Arts and Sciences at UCA's campuses
in Khorog (Tajikistan ),
Naryn (Kyrgyz Republic )
and Tekeli (Kazakhstan ).
Eligible fields
of study:
Natural and Applied Sciences: Biology, chemistry, biochemistry,
applied physics, geology/geosciences, applied mathematics, computer science,
engineering sciences (environmental engineering, complex systems analysis and
design), environmental sciences and environmental earth sciences, rural
development and natural resource management.
Social Sciences and Humanities: Archaeology, cultural anthropology/ethnography,
economics, sociology, Asian and Middle Eastern studies, development studies
(economics), ethnomusicology, mountain tourism, public policy and business
(with a focus on entrepreneurship).

and Tajikistan

Application for the CAFDP Scholarship is a two-step process: (1)
Eligibility for CAFDP – Applicants are required to first meet UCA's eligibility
criteria; and (2) Admission to Partner University – candidates considered
eligible will then be invited to submit full applications to partner
universities to secure admission. UCA will work with candidates to select the
most appropriate programme and university, based on students' field of study
and available opportunities.

The American University of Central Asia’s Tian Shan Policy Center
(TSPC) is pleased to invite interested scholars to conduct research in Kyrgyzstan .
The Tian Shan Policy Center (TSPC) is an innovative nonprofit, public interest
center focused on research, analysis, and implementation of appropriate and
effective public policy in the nations and communities of Central
Asia . As a policy think
tank established by the American University of Central Asia ,
TSPC draws on the diverse expertise of its faculty and partners to carry-out
research programs and projects in collaboration with international
institutions, government agencies, and nongovernmental organizations. American University
of Central Asia is situated in Bishkek ,
Kyrgyzstan . Kyrgyzstan
is a small country of strategic importance to American, European, and Russian
interests. It’s majestic mountain ranges and unique culture enrich its diverse

The TSPC

Американский университет Центральной Азии
впервые организует медиа-лагерь для обсуждения вопросов формирования имиджа
государства и нации в СМИ. Опытные
тренеры расскажут, как помочь правильно сформировать образ нации через медиа,
как избежать стереотипного мышления, и как гражданская журналистика может
помочь в освещении вопросов национальности, нации и государства.
Медиа-лагерь даст не только практические
навыки медиа-производства, но и повысит экспертный потенциал участников в
области отношений между Российской Федерацией и Центральной Азией. 50
участников из Российской Федерации и Центральной Азии соберутся вместе на
первый евразийский медиа-лагерь <<Развитие диалога между молодыми
лидерами Российской Федерации и Центральной Азии>>, который пройдет в
Кыргызстане с 17 по 30 августа 2012 года. Участники проведут 2 дня в столице
Кыргызстана городе Бишкек и 10 дней на берегу озера Иссык-Куль.

American Councils is seeking a Recruiting Assistant (RA) for the
Future Leaders Exchange (FLEX) Program. The RA will be contracted for a
four-month period from September 1 until late December 2012 and will be paired
with an American FLEX Recruiter. The recruiting team will travel extensively
around the Kyrgyz
Republic recruiting for
the FLEX program.
Scope of
responsibilities:

Coordinate recruitment activities
to assure the timely and proper conduct of the competition;

The Representative Office of Internews Network in Kyrgyzstan
has been working with media community development field by providing training
to journalists, editors and media managers, supporting regulatory reform of
media law and policy, providing technical support to radio and TV broadcasters,
and producing programming for local audiences since 1995.
Internews Network in Kyrgyzstan is currently seeking a
Finance and Grants Manager position. The Finance and Grants Manager will be
responsible for identifying, coordinating, and monitoring grants and financial
management of the office. Specific
responsibilities include, but are not limited to, the following:
Finance
responsibilities:
·
Review annual budgets and track
expenditures against budgetary line items;
·
Review project invoices for
accuracy and allocate expenditures according to accounting systems;
·
Approve payment of monthly
expenditures within signature authority guidelines;
·
Prepare and update finance track
on a daily basis and submit month-end reports to HQ according to financial
procedures;
·
Review and reconcile monthly
expenditures of the bank accounts;
·

PROGRAMME OFFICER, UNITED NATIONS WOMEN (UN WOMEN), BISHKEK, KYRGYZSTAN .

Background
Grounded in the vision of equality enshrined in the Charter of the
United Nations, UN Women works for the elimination of discrimination against
women and girls; the empowerment of women; and the achievement of equality
between women and men as partners and beneficiaries of development, human
rights, humanitarian action and peace and security. Placing women's rights at
the center of all its efforts, the UN Women will lead and coordinate United
Nations System efforts to ensure that commitments on gender equality and gender
mainstreaming translate into action throughout the world. It will provide
strong and coherent leadership in support of Member States' priorities and
efforts, building effective partnerships with civil society and other relevant
actors.
Under the overall supervision of the UN Women Representative to Kyrgyzstan , the
National Programme Officer (NPO) manages and coordinates all aspects of the
Country Office (CO) programme as delegated. The main role is to manage the
country programme including continued monitoring of implementation. The NPO
leads the programme team in strategic planning and identifies new programme
areas while ensuring consistency with UNDAF priorities and creative responses
to emerging challenges and opportunities.
The National Programme Officer supervises and leads programme
support staff and coordinates activities of the projects staff. She/he works in
close collaboration with the operations team, with UN Women/HQ staff, and
Government officials, technical advisors and experts, multi and bi-lateral
donors and civil society ensuring successful UN Women programme
implementation.
Duties and
Responsibilities
Summary of Key Functions:
·
Ensuring the strategic direction
of UN Women programme;
·
Management of the CO programme
and supervision of the Programme team;
·
Strategic partnerships and
support to resource mobilization;
·
Provision of top quality policy
advice services to the Government and facilitation of knowledge building and
management.
As a member of the CO management team, ensures the strategic
direction of UN WOMEN programme focusing on achievement of the following
results:

Identification of strategic
programme areas of cooperation;

CO business processes mapping and
establishment of internal Standard Operating Procedures in Results Management,
control of the workflows in the Programme Unit;

Provide strategic advice to the
Country Representative regarding national level integration of UN Women
programme into socio economic development process through monitoring policy
changes and preparing situational analysis reports that serve as the basis for
the programme formulation of UN Women in the country;
·
Be acquainted with UN Women
Strategic Plan (SP) and follow up its application through the implementation of
related projects and programmes;
·
Provide support to the Country
Representative in the decentralization process;
·
Take part in country level
CCA/UNDAF processes and similar exercises related to the RC system ensuring
that gender concerns are clearly reflected and mainstreamed in process.
Prepares substantive inputs to CCA/UNDAF and other documents thoroughly
analyzing and researching the political, social and economic situation in the
region;
·
Act as officer in Charge in the
absence of the Country Representative, providing overall management of the
Country Office and programme including day to day supervision of project
offices throughout the country, as well as, representational functions;
·
During the absence of the Country
Representative, as an Officer in Charge he/she is delegated the authority to
sign on documents specifically assigned. Likewise, he/she will be responsible
for the overall management of the Office.
Ensures effective management of the CO programme and supervision
of the Programme team focusing on quality control of the full cycle of
programming from formulation to
implementation achieving the
following results:
·
Constant monitoring and analysis
of the programme environment, timely readjustment of programme;
·
Follow up on audit
recommendations. All exceptions are timely reported;
·
Design and formulation of CO
programme within the area of responsibility, translating UN Women priorities
into local interventions. Coordination of programme implementation with the
executing agencies;
·
Supervise the overall Management
of the portfolio of on-going projects in the country through technical
monitoring and administrative and financial supervision;
·
Prepare analytical and regular
progress reports on UN Women´s program experiences to donors, UN Women NY, and
the RC system;
·
Designing/implementing required
research for formulating appropriate interventions, preparing TOR, identifying
consultants, and giving them appropriate guidance for project identification,
formulation, monitoring, and evaluation missions;
·
Ensure the proper application of
a monitoring system to track progress on program results and indicators.
·
Supervise the application of UN
Women Evaluation Policy at country level.
Establishes and maintains strategic partnerships and supports the
resource mobilization in cooperation with the Management Support and Business
Development Team focusing on achievement
of the following results:

Implementation of the CO
partnerships and resources mobilization strategies to achieve programme
outcomes.

Background
UN Women, grounded in the vision of equality enshrined in the

rights at the centre of all its efforts, the UN Women will lead and coordinate

Under the guidance of the UN Women Representative to Kyrgyzstan , the
Operations Manager acts as an advisor to Senior Management on all aspects of
Country Office (CO) management and operations. This includes strategic
financial and human resources management, efficient procurement and logistical
services, ICT and common services consistent with UN/UN Women rules and
regulations. The main role is to lead operations, ensuring smooth functioning
of the CO/programmes/ projects operations, consistent service delivery and
constant evaluation and readjustment of operations to take into account changes
in the operating environment as and when needed.
The Operations Manager leads and guides the CO Operations Team and
fosters collaboration within the team, with programme staff and with other UN
Agencies with a client-oriented approach. The Operations Manager works in close
collaboration with programme and project teams in the CO and EECA SRO, operations
staff in other UN Agencies, UN Women HQs staff and Government officials to
successfully deliver operations services.

establishment of internal Standard Operating Procedures (SOPs) in Finance,

Constant monitoring and analysis

Ensures effective and accurate financial resources management and
supervision of the Finance team focusing on achievement of the following
results:

Proper planning, expenditure
tracking and audit of financial resources, including extra-budgetary income in
accordance with UN Women rules and regulations.
·
Performance of Manager Level 1
role in Atlas for voucher and treasury transaction approval.
·
Organization and oversight of CO
cash management processes, including liquidity management, recommendation of
imprest level, risk assessment, timely accounting and reconciliation of all
transactions, security for cash assets on site.
·
Monitoring of financial exception
reports for unusual activities, transactions and investigation of anomalies or
unusual transactions. Provision of information to supervisors and other UN
Women staff at HQ of the results of the investigation when satisfactory answers
are not obtained.
Ensures strategic human resources management and supervision of
the HR team focusing on achievement of the following results:

CO compliance with corporate
human resources policies and strategies.

Optimal staffing of the office
and projects.
·
Oversight of recruitment
processes in accordance with UN Women rules and regulations, appropriate use of
different contractual modalities, contracts management.

Establishment and maintenance of
the proper performance management and staff development systems. Implementation
of the Universal Access strategy on learning ensuring access of the staff to

Ensures provision of efficient procurement and logistical services
and supervision of the Procurement team
focusing on achievement of the following results:

rules and regulations in the field and elaboration of the CO procurement strategies including sourcing
strategy, supplier selection and evaluation, quality management, customer
relationship management, e-procurement promotion and introduction, performance
measurement.

Elaboration of the CO contract

and contractor, legal implications. Oversight of procurement processes and
logistical services in accordance with UN Women rules and regulations, OM acting as Manager Level 1 in Atlas for Purchase orders
approvals.

Ensures forward-looking information and communication management
and supervision of ICT team focusing on achievement of the following results:
