The Government of the United States of America is pleased to announce the 2009 Edmund S. Muskie Graduate Fellowship Program (Muskie). The deadline to submit the application for this program is November 2, 2009.
Established by the US Congress in 1992 to encourage economic and democratic growth in Eurasia, the Edmund S. Muskie Graduate Fellowship Program is a program of the Bureau of Educational and Cultural Affairs of the United States Department of State, and administered by IREX. The program provides opportunities for graduate students and professionals from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan for one-year non-degree, one-year degree or two-year degree study in the United States.
All fellows will attend classes full-time for one to two years and will be required to create and implement a project related to their professional interests that benefits the local community. Fellows will also be required to participate in a full-time summer internship after their first academic year.
The fellowship provides J-1 visa support, round-trip travel from fellows’ home cities to their US host institutions, university tuition and mandatory university fees, accident and sickness coverage, monthly allowance for living expenses, limited book allowance, limited allowance for professional enrichment activities, pre-academic English-language training (if necessary), and a wide variety of alumni networking and training opportunities.
The Muskie Program selects outstanding citizens from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Ukraine, Uzbekistan, Tajikistan and Turkmenistan (herein referred to as Eurasia) to receive fellowships for Master’s level study in the United States in the fields of business administration, economics, law, public administration, and public policy. Candidates from countries other than Russia and Ukraine will also be considered in additional fields of education, environmental management, international affairs, library and information science, journalism/mass communications, and public health.

2. MUSKIE MENTOR/ADVISOR EXCHANGE (MAX) (EDMUND S. MUSKIE GRADUATE FELLOWSHIP PROGRAM)
DEADLINE: November 20, 2009
IREX is piloting a program to support continued professional relationships between Muskie alumni and their American host advisors, supervisors, professors, and mentors.
The Muskie Mentor/Advisor Exchange (MAX) program will support a Muskie alumnus/a, working in collaboration with a host mentor or advisor, to create and implement a professional education workshop in the alumnus/a’s home country. Mentors/advisors would travel to Eurasia to conduct or co-conduct workshops focusing on continuing professional education with and for the Muskie alumnus/na and their non-alumni peers and colleagues.
The alumnus/a will identify in-kind support required to hold the workshops, which may include venue rental, food, printing costs, etc. IREX will cover the travel and lodging cost of the visiting mentor while providing a stipend to cover their in-country expenses.
Who is Eligible for Muskie MAX?
American mentors/advisors eligible for this grant include: academic advisors, internship host supervisors and any other professional contact that worked directly with the Muskie fellow in a way that was related to his/her field of study. Mentors/Advisors MUST be US citizens.

Examples of Potential Projects:
· An economics alumnus/na working for the Ministry of Finance invites a professor to conduct a seminar for his colleagues at the Ministry of Finance and opens the seminar to the other interested participants. Ministry of Finance cost-shares the event by providing training space and food.
· An alumnus/na in the field of Public Health organizes a conference for hospital administrators and local elected officials on improved management methods and ways to teach the local community about disease prevention. The academic advisor presents on the differences between health care in the two countries and different methods to be more cost effective with health care management. Local government funds event (conference room, meals).
· Law alumnus/na focusing on environmental law issues presents on legal issues relating to how waste disposal and renewable energy are affected by neighboring countries. An internship advisor provides information about not only this issue but also on international trade laws and how these two topics are related. Funds for this event are raised through the government and local businesses that wish to sell their products in other countries.
· Alumnus/a in education who works for an NGO advocating for improved access to schools for disabled students prepares a workshops for teachers and education officials. NGO provides conference space. The alumnus/a’s internship supervisor conducts a training on access and accommodation issues for disabled students

Доктор географических наук, кандидат биологических наук, профессор, заслуженный деятель науки Кыргызской Республики ЭМИЛЬ ДЖАПАРОВИЧ ШУКУРОВ более 50 лет занимается научной, преподавательской и общественной деятельностью в НИИ эпидемиологии, микробиологии и гигиены, медицинском институте, институте биологии, институте философии и права и на кафедре философии Национальной Академии Наук, Международном Университете Кыргызстана, КРСУ и других университетах.
Автор более 300 научных работ: монографий, статей, брошюр, карт по зоологии, биогеографии, охране природы, философии, психологии. Активный участник общественной жизни, популяризации научных знаний. В свое время был в составе руководящих органов республиканских обществ «Знание», «Охраны природы», членом Национальной Комиссии ЮНЕСКО, Общества генетиков и селекционеров, философского общества, регионального экологического центра, председателем столичной организации любителей книги, секретарем общества психологов, председателем орнитологического общества, клуба «Кентавр» Союза кинематографистов. Э.Дж. Шукуров является членом редколлегий журналов «Гуманитарный экологический журнал», «Центральная Азия и культура мира». Основал первую экологическую общественную организацию в республике - Экологическое движение Кыргызстана «Алейне».
Э.Дж. Шукуров является членом международных организаций, таких как Соцэкосоюз, Комиссия по охраняемым территориям Международного Союза Охраны Природы, Фауна и Флора Интернешнл. По его инициативе и деятельном участии реализованы и реализуются многие экологические проекты, такие как «Национальный план по охране природы», «Стратегия и план действия по сохранению биоразнообразия Кыргызстана», «Центрально-азиатский трансграничный проект по сохранению биоразнообразия Западного Тянь-Шаня», «Красная книга Кыргызской Республики» и мн.др.
Аннотация лекции Э.Дж.Шукурова «БИОСФЕРНЫЕ МЕХАНИЗМЫ РЕГУЛЯЦИИ КЛИМАТА»
Одной из серьезнейших угроз современности стало изменение климата. Все сейчас говорят о происходящем потеплении климата и называют причину: парниковые газы, выброс которых вырос за последние десятилетия в результате сжигания человеком ископаемого топлива (угля, нефти, природного газа). В случае глобального потепления климата, как утверждается, человечеству грозят катастрофические последствия.
В лекции рассматривается вопрос об изменении климата с точки зрения механизмов, которые создают и регулируют климат на планете Земля. Прослеживается изменение газового состава атмосферы с момента возникновения жизни и до современности. Прослеживается также участие живых организмов, организованных в экосистемы и образующих биосферу в формировании климата, а также последствия разрушения естественных экосистем, особенно лесов, для климата. Основным выводом доклада является убеждение о ведущей роли живой природы, биосферы в целом, для поддержания климатического равновесия, а также поддержании условий, благоприятных для жизни людей.

BASIC FUNCTION OF POSITION
The incumbent serves as the post travel assistant, which includes making hotel, car and flight reservations. He/she works with the centrally billed travel card and ensures that payments are made for air tickets. The incumbent is also responsible for organizing trainings/conferences upon request from different sections. The Employee also serves as the person of contact with hotels, airlines, travel agencies, Carlson Wagonlit Travel, transportation companies, and conference facilities. The incumbent is the backup for the shipping clerk. The incumbent is responsible for doing time and attendance for the General Service Office section. The employee reports to the General Services Officer and may be required to perform other duties as assigned by the General Services Officer.
QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
- Education: University degree in the field of International Relations or Business Administration or related field is required
- Prior work experience: At least one year of office experience in travel/tourism work and/or administrative type of positions is required.
- Language Proficiency: Level III (speaking/reading) English, Level IV (speaking/ reading) Russian required.
- Job Knowledges: Specialist knowledge of local travel industry facilities and companies (hotels, airport, airlines, travel agencies) and standard industry practices. Good Knowledge of Microsoft suit (Word, Excel, Internet, and Outlook).Excellent understanding of organization process of training/conference. Good knowledge of US Government travel rules and regulations. Thorough knowledge of Bishkek is required.
- Skills and abilities: Level I typing ability, ability to deal with American staff and local airline, hotel and training/conference personnel, as well as local customs and immigration officials. Ability to perform effectively under pressure in meeting demands of VIPs and other official travelers.
Demonstrate ability of use the internet for research, including the use of search engines. Excellent skills in interpersonal relations and customer service. Must have good administrative and clerical skills. Ability to establish priorities and organize a large amount of varied information. Ability to translate and interpret from English into Russian and vice versa. Good time management skills.
SELECTION PROCESS
When fully qualified, US Citizen Eligible Family Members (USEFMs) and US Veterans are given preference. Therefore, it is essential that the candidate specifically address the required qualifications above in the application.
ADDITIONAL SELECTION CRITERIA
- Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy.
- Employees serving a probationary period are not eligible to apply.
- Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
- Currently employed US Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

DEFINITIONS
1. US Citizen Eligible Family Member (USEFM) – For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:
- US Citizen; and,
- EFM (see above) at least 18 years old; and,
- Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:
- Resides at the sponsoring employee's or uniformed service member's post of assignment abroad or at an office of the American Institute in Taiwan; or
- Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.
2. EFM: An individual related to a US Government employee in one of the following ways:
- Spouse;
- Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;
- Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
- Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.
3. Member of Household (MOH) – An individual who accompanies a direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan. An MOH is:
- Not an EFM; and,
- Not on the travel orders of the sponsoring employee; and,
- Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.
A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department's current legal and statutory definition of family member. A MOH does not have to be a US Citizen.
4. Not Ordinarily Resident (NOR) – An individual who:
- Is not a citizen of the host country; and, Does not ordinarily reside (OR, see below) in the host country; and,
- Is not subject to host country employment and tax laws; and,
- Has a US Social Security Number (SSN).
NOR employees are compensated under a GS or FS salary schedule, not under the LCP.
5. Ordinarily Resident (OR) – A Foreign National or US citizen who:
- Is locally resident; and,
- Has legal, permanent resident status within the host country; and,
- Is subject to host country employment and tax laws.
