The OSCE Academy
in Bishkek invites applications for the Master of Arts in Politics and Security
Programme 2013-2014. The Programme offers advanced courses in political
science, international relations and a range of applied disciplines in
comprehensive security and conflict prevention and resolution with a focus on Central Asia . The
MA programme is supported by the OSCE and a number of OSCE participating states
and partner institutions. The coursework starts on 2 September 2013 and
finishes on 30 September 2014.
Deadline: 5 April, 2013
Eligibility:
Applicants must meet the following
admission criteria:

Successful
completion of an academic degree of higher education (BA, MA, MSc, Diploma)
in Political Science and other related
fields, or enrollment in the final year of an undergraduate degree
·
Excellent
knowledge of English
·

should not be older than 32 years on 2 September 2013

Citizenship
of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Afghanistan

The OSCE Academy

KYRGYZSTAN, TENTH ANNUAL SYMPOSIUM, 2013 “THE FUTURE OF AMERICAN STUDIES IN
CENTRAL ASIA”, MAY 17-19, ROYAL BEACH RESORT, ISSYK-KUL, KYRGYZSTAN
The
American Studies Association of Kyrgyzstan (ASAK) studies through the
interdisciplinary and cross-cultural lens of American Studies in Central Asia,
issues in Central Asia. ". The first
Symposium of ASAK was organized in 2003 and focused on the twin issues of
“theory and practice”. Having brought together for the first time scholars from
various Kyrgyz universities and international scholars of American Studies we
discussed the changing face of American Studies.
Atop
the list of research and teaching ideas was a new approach to American Studies
in the region. This approach contrasted the imperial and colonial tendencies of
the past with the current state of American Studies in Central
Asia .
We
welcome a wide range of papers in the field of American Studies and English as
a Second Language are welcome.

Voluntary internships will be available
during Summer 2013 at the U.S. Embassy in the Kyrgyz Republic . This internship will provide an excellent
opportunity for local students to gain valuable work experience in the foreign
affairs arena. There are no benefits
attached to this internship and no compensation, nor any future employment
rights. The U.S. Mission will consider
issues such as conflict of interest, nepotism, residency status, and whether
applicant has a work permit, in determining successful candidacy.
Duties of an Intern
The Embassy is looking for local students
with a broad range of majors, such as humanities and arts, social sciences,
business or economics, public administration, finance, accounting, journalism,
political science, computer science as well as majors identified with
international affairs. Intern duties may
vary according to the section of assignment.
Location- Students will be offered an
internship at the U.S. Embassy in Bishkek.
Eligibility Requirements for Local
Students
·
Must
be at least 18 years of age at the time internship begins.
·
Must
have been enrolled full-time in University as undergraduate or postgraduate
students at the time the internship begins.
·
Must
be returning to university studies upon completion of the internship.
·
Must
be in good academic standing.
·
Must
be available to begin the internship in June 2013. Interns usually serve for approximately 8-10
weeks during the summer.
·
Must
be available to work 20-40-hour a week.
·
Must
have excellent English language proficiency.
·
Substantial
computer skills with background in Excel, Word, and other Microsoft products
required.
·
Must
have leadership skills, be goal-oriented and self-organized with good
communication skills, and be able to work in a team.

позицию: Местный консультант по аналитическому сопровождению Портала
«Экономическая карта Кыргызской Республики»
Квалификация:

Высшее образование в области экономики, финансов и /или государственного
управления;

Техническое задание: Местный консультант по аналитическому сопровождению
Портала «Экономическая карта Кыргызской Республики» (ref # INDV-1-18)
Основная цель задания – оказание аналитической помощи Министерству финансов
Кыргызской Республики в анализе информационном наполнении Портала «Э-Карта» для
предоставления чёткой, правильной и своевременной информации по
государственному, республиканскому и местным бюджетам.
Объем работы
·
Подготовить различные форматы для регулярного публикования информации о
бюджете, с учетом различных категорий и групп пользователей;
·
Подготовка и предоставление предложений по экономическим и бюджетным
показателям для различных групп
пользователей для включения в Портал «Э-Карта» с целью повышения качества и
доступности информации Портала для гражданского общества, а также с целью
повышения презентабельности представляемой информации по бюджету республики в
Жогорку Кенеше КР;
·
Анализ информации, относящейся к государственному, республиканскому и
местным бюджетам;
·
Мониторинг качества публикаций в СМИ по вопросам, относящимся к
бюджету, а также отзывов посетителей
Портала «Э-Карта»;
·
Анализ изменений качества и количества публикаций в СМИ по вопросам,
относящимся к бюджету, в том числе за счет доступа к Порталу «Э-Карта»;
·
Анализ причин внесения изменений в ежегодный бюджет в течение года.
Результаты и письменные отчёты
Следующие отчеты должны быть представлены в письменном виде в требуемые
сроки:

Предложения по экономическим и бюджетным
показателям для различных групп
пользователей для включения в Портал «Э-Карта» с целью повышения качества и
доступности информации Портала;
·
Стратегия по обмену и предоставлению
информации и рекомендации по внедрению практики регулярного опубликования (на
Портале «Э-Карта») отчетов о проектах бюджетов на республиканском и местном
уровне и об исполнении бюджета;
·
Рекомендации по различным форматам для
регулярного опубликования информации о бюджете, адресованной различным группам
пользователей.
·

обсуждение Редакционной комиссии по Порталу «Э-Карта».

По итогам каждого месяца Менеджеру УГФ
Трастового Фонда должны быть представлены краткие ежемесячные отчеты (на 1-2
страницах).

Любые другие отчеты в рамках данного
Технического задания для Менеджера УГФ Трастового Фонда.
Все отчёты и документация должны представляться на русском языке в печатном
и электронном виде в двух экземплярах. К отчетам прилагаются аналитические и
технические записки, разработанные Местным консультантом.
Консультант будет регулярно информировать о работе в данной области
Редакционную комиссию по Порталу «Э-Карта». Рекомендации, подготавливаемые
консультантом в рамках настоящего Технического задания, должны учитывать
работу, проводимую в данном направлении иными проектами и организациями.
Координация
Консультант будет отчитываться Менеджеру Трастового Фонда. Непосредственная
координация работы Консультанта будет возложена на Редакционную комиссию по
Порталу «Э-Карта», созданной приказом МФКР от 7.03.12г., а также директора ГУ «Инфо – система» при
МФКР. На ежедневной основе консультант
будет работать в тесном сотрудничестве и взаимодействии с начальниками
Управлений МФКР и Центральным Казначейством. Координация работы будет
осуществляться по предоставлению информации относительно государственного и
республиканского бюджетов, а также информации по макроэкономическим показателям
с Главным управлением бюджетной политики, по предоставлению информации
относительно местных бюджетов с Главным
управлением межбюджетных отношений, по предоставлению информации по исполнению
государственного, республиканского и местных
бюджетов с Центральным
Казначейством.
Консультант должен будет также координировать свою работу с сектором по
связям с общественностью, а также группой IT-специалистов, занимающейся
разработкой информационного Портала «Э-Карта».
Время и трудовые затраты
Консультационные услуги Местного консультанта, как ожидается, займут 1
(один) год. Контракт будет заключен в мае 2012 года и завершен в мае 2013 года.
Предоставление ресурсов
Необходимое материально-техническое обеспечение работы местного
консультанта осуществляется ГУ «Инфо – система» при МФКР.
ГУ «Инфо – система» при МФКР предоставит служебные помещения, доступ к
офисному оборудованию, административную помощь, доступ к сети Интернет,
материально-технические средства необходимые во время проведения встреч, общие
канцелярские принадлежности, необходимые для реализации задания.
У консультанта должен быть собственный ноутбук для работы по этому заданию.
Квалификация
Консультант должен соответствовать следующим требованиям:

Высшее образование в области экономики,
финансов и /или государственного управления - 10 баллов;
·
Не менее 5 лет работы в области экономики,
государственных финансов, статистики - 25 баллов;
·
Опыт работы с гражданским сектором по
экономическим и финансовым вопросам - 20 баллов;
·
Отличные аналитические навыки (включая навыки
подготовки аналитических записок по соответствующим вопросам) - 15 баллов;
·
Опыт в сфере web-дизайна является
преимуществом – 10 баллов;
·
Отличные навыки работы на компьютере и со
статистической информацией - 10 баллов;
·
Отличные знания русского и кыргызского языков
(письменный и устный) - 5 баллов;
·
Знание английского языков – является
преимуществом - 5 баллов.

COMMUNICATION OFFICER, UNICEF, BISHKEK ,
KYRGYZSTAN .

Under
the general guidance and in close coordination with UNICEF Communication for
Development Specialist , the Communication Officer assists in the planning,
implementing, monitoring and evaluation of an advocacy and communication
strategy to promote respect for children’s and women’s rights, and supports
UNICEF's mission in the country.
The
duties and responsibilities of the post include:
1.
Contributes to the development of an advocacy
and communication strategy by coordinating appropriate audience research and
compiling and analyzing relevant data. Works with Programme sections to develop
and implement programme communication strategies.
2.
Assists in developing and maintaining close
collaboration with mass media, as well as with groups and organizations whose
support is essential to the achievement of advocacy and communication
objectives.
3.
Assists in drafting and editing articles, press
releases, human interest stories and other advocacy/ information materials for
both web-based and traditional media, as appropriate.
4.
Prepares background communication and
promotional materials for briefing and visits of media, goodwill ambassadors,
donors, national committee representatives and other special interest groups.
Assists in the planning, logistics and administrative arrangements for them.
5.
Helps organize and generate public support for
special events and activities to promote country programme goals.
6.
Monitors the public perception of UNICEF in the
country and recommends appropriate action to maintain a positive image for the
organization.
7.
Follows up on the production of advocacy and
communication materials (e.g., films, video, audio-visual, etc.), and oversees
the qualitative aspects of production, (e.g., quality control, translation,
review of layouts and graphic design).
8.
Monitors and evaluates the appropriate and
timely dissemination of advocacy and communication materials to target
audiences, and participates in the evaluation of their impact. Provides
feedback to Headquarters on the use and appropriateness of global publications
and visual materials.
9.
Establishes/maintains an up-to-date center for
publications, press releases and clippings, as well as photographic and
audio-visual materials.
The
successful candidate shall have:
·
University degree in Communications, Journalism,
Public Relations or a related field.
·
Two years practical professional work experience
in communication, print and broadcast media, or interactive digital media, at
either the national or international level.
·
English and Russian proficiency, knowledge of

PROJECT SPECIALIST, UN WOMEN, BISHKEK ,
KYRGYZSTAN .

Under
direct supervision and guidance of the UN Women Programme Specialist on Gender
and Mediation in Kyrgyzstan ,
the Project Specialist will support the implementation of the UN Women
activities in the area of Women, Peace and Security in the country. S/he will
be guided by the relevant thematic sections at UN Women headquarters. The
Project Specialist will:
·
Ensure implementation and administration of
projects assigned, and adapt processes and procedures focusing on achievement
of project results
·
Coordinate national implementing partners
towards effective and efficient cooperation on project implementation; oversee
and support the organization of trainings and events
·
Provide support in developing and implementing
the projects, entering projects into Atlas, in preparation of required budget
revisions
·
Preparation of project documents’ drafts, work
plans, budgets, proposals on implementation arrangement and reports required
for the purposes of annual planning, resource mobilization, collaboration with
partners, reporting to donors etc.
·
Ensure timely and adequate implementation of
activities under the relevant AWP, monitor the budget
utilization/implementation in lieu with the AWP and project log-frame
·
Maintain the internal expenditures control
system which ensures that vouchers processed are matched and completed,
transaction are correctly recorded and posted in Atlas; maintain shadow budget
·
Gather necessary information from other relevant
programmes and document these
·
Liaise with government stakeholders and other
partners to ensure proper coordination and partnership in common development
efforts, present information on project activities, as well as ensure
dissemination to broader public
·
Liaise with implementing partners on routine
implementation of the project
activities, track use of resources, train and monitor expenditure
reports as per FACE
·
Ensure facilitation of knowledge building and
sharing through synthesis of lessons learnt and best practices under the
project supported; sound contributions to knowledge networks and communities of
practice; assistance in maintenance of a calendar of the most relevant
regional/national fora related to the project activities and assistance to
facilitate access to that information by partners and relevant UN Women staff;
keeping abreast of technical development in Women, Peace and Security

Undertake field visits monitoring on
implementation of the project activities when needed
·
Assist international staff with interpretation
during meetings and missions
·
Perform other tasks as required, such as taking
minutes, assisting other thematic areas of the office
