MASTER OF ARTS IN POLITICS AND SECURITY PROGRAMME 2014-2015, OSCE ACADEMY ,
BISHKEK , KYRGYZSTAN . DEADLINE: APRIL 5, 2014
The OSCE
Academy in Bishkek is now
accepting applications for the Master of Arts in Politics and Security
Programme 2014-2015. The Programme offers advanced courses in political
science, international relations and a range of applied disciplines in
comprehensive security and conflict prevention and resolution with a focus on Central Asia . The
MA programme is supported by the OSCE and a number of OSCE participating states
and partner institutions. The coursework starts on 1 September 2014 and
finishes on 30 September 2015.
Deadline for
submission of full application: 5 APRIL, 2014
Eligibility:
·
Applicants
must meet the following admission criteria:
·
Successful
completion of an academic degree of higher education (BA, MA, MSc, Diploma)
in Political Science and other related
fields, or enrollment in the final year of an undergraduate degree
·
Excellent
knowledge of English
·
Applicants
should be not be older than 32 on 1 September 2014
·
Citizenship
of Kazakhstan , Kyrgyzstan , Tajikistan ,
Turkmenistan , Uzbekistan and Afghanistan
·
Applicants
from other OSCE participating states can be accepted for the programme, but on
a limited basis only.
Financing
The OSCE
Academy in Bishkek
covers:
·
Round trip
travel expenses within Central Asia
·
Monthly
stipend of EUR 180 per month
·
Housing
allowance of EUR 95 for non-residents of Bishkek
·
Health
insurance (Citizens of Kyrgyzstan are not eligible for insurance)
·
Child
allowance of EUR 15 per child and single parent support (Medical insurance,
transportation and visa costs are NOT provided for spouses and children)

and Security programme requires the following:
Completed Application Form. The form can be
downloaded from the website. It is also circulated together with the Call for
Applications. All the fields of the Application Form must be completed.
Incomplete applications will not be considered.

certificates/diplomas and transcripts. If the documents are in languages other
than English or Russian, a certified translation into English or Russian is

Background
UNDP Kyrgyzstan has been implementing «Area Based
Development Naryn oblast» Project focused on poverty reduction in Naryn oblast
by the creation of favorable conditions for the development of small and medium
business, project development and realization aimed at socio-economic
development within the oblast as well as providing support in close cooperation
with local communities, farmers, and SMEs.
Under the guidance and supervision of Naryn Area
Manager the Business Development Specialist will be responsible for
implementation of activities within the component framework “Agricultural
business development”. Component activities are focused on local entrepreneur’s
capacity enhancement through providing them a regular consultative and
technical consultation on business planning, organizational development,
marketing including innovative production technologies using the
renewable/alternative energetics.
Duties and
Responsibilities
·
Provide
support in developing and implementing the Naryn Area Based Development
Programme;
·
Provide
advisory services to enterprises in the following areas: business development
and microfinance, establishing favorable business environment, market access
and trade;
·
Draft
programme documents, work plans and reports required for the purposes of annual
planning, resource mobilization, collaboration with partners, reporting to
donors etc.;
·
Ensure
timely and adequate implementation of activities under the relevant AWP;
·
Gather necessary
information from other relevant programmes;
·
Present
information on Programme component activities to relevant institutions and
governmental bodies, as well as ensure dissemination to broader public;
·
Cooperate
and liase with government stakeholders and other partners to ensure proper
coordination and partnership in common development efforts;
·
Work
closely with media in promoting respective component activities and network in

timely submission of all periodic reporting and requested information, feedback
or comments to Area Manager;

institutional capacity to deliver market-driven vocational education
programmes;

timely and adequate implementation of activities under the AWP;
·

Area Manager, the Procurement/ Administrative Assistant provides transparent
and efficient procurement and administrative services and processes in the

The Procurement/ Administrative Assistant works
in close collaboration with the operations, programme and projects’ staff.
Duties and
Responsibilities

Ensure
implementation of operational strategies and procedures, focusing on
achievement of the following results:

Full
compliance of financial processes and financial records with UN/UNDP rules,
regulations, policies and strategies.
·
Supports
procurement processes for the Programme/Project focusing on achievement of the
following results:
·
Preparation
of procurement plans for the office and projects and their implementation
monitoring;
·
Organizes
procurement processes including preparation of RFQs, ITBs or RFPs documents,
receipt of quotations, bids or proposals;
·
Serves as
ex-officio for evaluation committees;
·
Preparation
of requests with all supporting documents for issuance of Purchase orders,
contracts, subcontracts and other documents related to procurement of goods and
services;

Creation
of requisitions in Atlas, budget check for requisitions;

MICROSCHOLARSHIP PROGRAM COORDINATOR (FT/PT SHORT TERM), ACCELS. DEADLINE:

Summary:
The English Access Microscholarship Program
Coordinator will manage a program designed to help economically disadvantaged
students ages 13-16 to improve their English language skills. The coordinator
will be responsible for overseeing teacher and student recruitment and
orientation, planning and organizing relevant teacher trainings and other major
program events, leading curriculum and enhancement activity development,
overseeing quality of teacher instruction, and managing financial and narrative
reporting.
One key element of the Program Coordinator’s role
is coordination of the various administrative tasks associated with the
program, including management and oversight of Access teachers. The Program
Coordinator will be responsible for regular narrative and financial reporting,
including, but not limited to, the gathering of narrative and financial reports
from teachers and the timely submission of reports to the Country Director and
Finance Specialist. The Program
Coordinator will also be responsible for budgeting for program activities. The
Program Coordinator will maintain frequent contact with the Country Director
and will provide updates on a regular and as needed basis and provide input
into resolution of high level issues.
The second key element of the Program
Coordinator’s role is to guide program content for the Access Program, identify
and communicate areas of concern and provide suggestions on an ongoing basis
for program improvement. In this role,
the Program Coordinator will work closely with external partners to arrange
trainings and ensure partner presence at enhancement events. As appropriate,
the Program Coordinator should provide input into development of similar
programs and serve as a representative of American Councils to external
partners on related programming.
Primary
Responsibilities include:

Work with
Access teachers on the use of materials, writing lesson plans, evaluating
student progress;
·
Provide
support and consul to Access teachers on proper classroom management, working
with school directors and parents, and addressing areas for improvement;
·
Submit
monthly advance budget requests and report monthly financial expenses;

Submit
narrative reports as requested, and liaise with the CAO and the U.S. Embassy
English Language Coordinator on program oversight, selection of supplemental
teaching materials, and organizing extra-curricular events and guest lectures;

the purpose and intent of teaching materials and deliver materials to Access
teachers;

Communicate
on a weekly basis with each teacher, and assist in tracking attendance and
student performance, highlighting areas of concern for teachers and working to
correct deficiencies;

формирование этнической толерантности, разрешение конфликтов, а также поощрение
межэтнического сотрудничества среди молодежи школьного возраста в Кыргызстане.
Исследование оценит влияние данной программы на молодых людей и их семей, а
также ответит на вопрос, насколько программа является успешной с точки зрения
изменения отношений и поведений участников тренинга. Тренинг осуществляется
центром Интербилим (Кыргызстан) и организацией Легаси Интернейшнэл (Legacy International, США). Оценка воздействия пилотной программы
осуществляется совместной исследовательской группой из Стокгольмского
международного института исследования проблем мира (СИПРИ) и Университета
Центральной Азии (УЦА).
О вакансии
Ассистент по исследованиям
будет работать с исследовательской группой из СИПРИ и УЦА. Основные должностные
обязанности включают в себя координационную и организационную работу, оказание
помощи в сборе данных, а также выполнение роли связующего звена между командами
по реализации проекта и сбору данных.
Контракт предусматривает
полный рабочий день (или неполный рабочий день в исключительных случаях) с
местом работы в г. Ош и будет заключен с февраля по июнь 2014 года. При условии
успешной работы и продолжения финансирования, контракт планируется продлить до

Проект «Содействие» – эти
пятилетняя инициатива, финансируемая Центрами США по контролю и профилактике
заболеваний (CDC) в рамках Президентского чрезвычайного плана по
борьбе со СПИД (PEPFAR). Реализация Проекта «Содействие» осуществляется
ICAP Школы Мейлмана общественного
здравоохранения Колумбийского Университета и Филиалом Школы Социальной Работы
Колумбийского Университета. Данный
проект предназначен для оказания содействия в реализации программ, связанных с
ВИЧ. Основными компонентами проекта являются:
Компонент 1. Улучшение услуг
по профилактике, уходу, поддержке и лечению ВИЧ в медицинских учреждениях,
включая улучшение лабораторных услуг, связанных с ВИЧ.
Компонент 2. Укрепление и
расширение систем получения стратегической информации (эпидемиологического
надзора, МиО и информатики) и повышение эффективности их использования.
В рамках проектного
соглашения с Министерством здравоохранения Кыргызской Республики и планом
деятельности проекта СОДЕЙСТВИЕ на 2014 год, проектом СОДЕЙСТВИЕ запланирована
техническая помощь для улучшения качества услуг по уходу и лечению (ЛиУ),
