Secretary Clinton Honors IVLP Alumna with Global Fairness Initiative AwardWASHINGTON -- On November 15, 2010, U.S. Secretary of State Hillary Clinton presented International Visitor Leadership Program (IVLP) alumna Ela Bhatt with the Global Fairness Initiative Award “for her contribution to India and particularly the women of India, and to the global community.” Bhatt participated in an IVLP program in 1985 and is the founder of Self-Employed Women’s Association (SEWA). SEWA is a grassroots organization committed to protecting the rights of the poor and self-employed women workers. In recognizing the impact of Bhatt’s effort, Secretary Clinton said, “At its most basic level, Ela’s work is about fairness, about giving every person the chance to achieve his or her dreams, to make the most of his or her God-given potential—no matter how rich or poor, no matter whether they work in a factory or a home or on the side of a road.”  Read more… 



Costa Rican Alumni Celebrate International Education Week
SAN JOSE, Costa Rica – On November 17, 2010, more than 320 people attended the annual State Alumni Reception hosted by the U.S. Embassy and the Board of Directors of the Fulbright Alumni Association. Alumni gathered to celebrate International Education Week and Thanksgiving.  The Fulbrighter of the Year Award was presented to filmmaker and 2004 Fulbright alumna Erika Bagnarello for her work producing and directing films on issues affecting society on all levels. The event brought together alumni from at least 15 different U.S. government-funded exchange programs. Vice President of the Republic of Costa Rica and IVLP alumnus Luis Liberman and U.S. Ambassador to Costa Rica Anne Slaughter Andrew addressed the group.

Malaysian Alumni Empower English Access Youth at CLICK! Camp
CHERATING, Pahang – On November 11, 2010, more than 200 youth from across Malaysia gathered for the start of a four-day camp which focused on building leadership skills, developing English-language skills and fostering a sense of social responsibility.  More than 65 alumni supported the youth in their personal growth and facilitated the “CLICK! Camp – Alumni for Access.” Volunteers included alumni of the Kennedy-Lugar Youth Exchange and Study (YES) program, Study of the U.S. Institutes for Student Leaders (SUSI), and Global UGRAD program. Participants, who assumed the name “Clickers," included students from the English Access Microscholarship Program (Access), Fulbright English Teaching Assistants Program, and Malaysian finalists for the Youth Leadership Program.

UK Fulbright Alumnus Becomes Catalyst for Improved Education in Georgia
Fulbright alumnus David Jacques became committed to improving the Georgian education system after working on a project in the Republic of Georgia. In the United Kingdom, he began a campaign to raise funds to build a library in the most financially impoverished area of Georgia. He started with his students in Cambridge, England, and together they successfully raised $4,000 to build a school library in Gogasheni, Georgia.  Next, he began to work with the Georgian Ambassador to the United Kingdom, who, impressed with Jacques' passion and commitment to education, invited him to speak to a group of CEOs who were considering investing in Georgia. Jacques’ appeal for improving the education system helped secure $12 million in a corporate donation – a donation which facilitated the connection of many Georgian schools to the electrical grid and equipped them with computers and well-stocked libraries.

The December State Alumni Member of the Month is Halal Galal El Sayed Mohamed from Egypt.  An International Visitor Leadership Program (IVLP) alumna, Mohamed is a leading force in promoting independent films in Egypt and a pioneer in using the arts to promote social change. As an acclaimed   documentary filmmaker in Egypt, she is helping to inspire the next generation of Egyptian artists to use film as a tool for social reform. By telling women’s stories, often involving politically charged and highly sensitive topics, Mohamed gives voice to Egyptian women in a unique and innovative way.

Lecture: The First Free Generation After the Collapse of USSR: Challenges and Opportunities

Abstract: Dr. Diuk is currently writing a book on the role of youth and generational change in political transitions in the post-Soviet states. Dr. Diuk will speak briefly about the development of youth movements in Azerbaijan, Ukraine and Russia and present and comment on the results of recent youth polling conducted in these three countries. She will then lead a discussion on the role youth leaders and organizations that have played in Kyrgyzstan's recent political developments.

Bio: Dr. Nadia Diuk serves as Vice President, Programs for Europe and Eurasia, Africa, Latin America and the Caribbean at the National Endowment for Democracy, a private nonprofit organization funded by the U.S. Congress aiming to strengthen democratic institutions around the world through nongovernmental efforts. For over twenty years prior to her appointment as Vice President, she supervised the NED programs in what was then known as Eastern Europe and the Soviet Union - a complex region where most democrats could work only underground. She developed programs and strategies for this region through the period of the first free elections
of 1989-92, up to the present time.

Prior to her appointment at the NED she taught Soviet Politics and Russian History at Oxford University; was a Research Associate at the Society for Central Asian Studies, United Kingdom; and editor-in-chief of the London-based publication Soviet Nationality Survey. Her publications include two co-authored books, The Hidden Nations: The People Challenge the Soviet Union (1990) and New Nations Rising: The Fall of the Soviets and the Challenge of Independence (1993) and articles in the Washington Post, The Washington Times, Journal of Democracy, Orbis, The World and I, Azerbaijan International, and in the Russian Journal of Public Opinion. She has appeared on CNN International, National Empowerment TV, and Worldnet TV. Her radio interviews have included National Public Radio, BBC, Voice of America, and Radio Liberty. She has been interviewed by Russian radio and is a frequent commentator on Ukraine's Channel 5 TV. She has given testimony on Capitol Hill before the House International Relations Committee.

Dr. Diuk is a member of the Council on Foreign Relations. She gained a Bachelor of Arts (with honors) in History at the University of Sussex (United Kingdom). Her Master of Philosophy in Russian and East European Studies and Doctorate (D. Phil.) in Modern History were gained at St. Antony's College, University of Oxford.

Краткое изложение: Новое пособие «Как разработать стратегию по предотвращению конфликтов» было разработано Азаматом Темиркуловым. В нем описываются самые эффективные механизмы по анализу конфликтов, а также методы разработки стратегии по предотвращению конфликтов. Данное пособие поможет провести анализ конфликтов, разработать эффективную стратегию по ее предотвращению. Пособие предназначено для государственных служащих, представителей НПО, исследователей, а также для студентов, заинтересованными вопросами разрешения конфликтов. Программа мира и развития ПРООН оказала помощь в разработке данного пособия.

Био: Азамат Темиркулов является руководителем программы "Международная и сравнительная политика" в АУЦА. Он получил степени бакалавра и магистра по политологии в Брюссельском университете (l”Universite Libre de Bruxelles, Бельгия). Он также сдал кандидатский минимум в этом университете. Азамат прослушал курс по управлению кризисными ситуациями, организованный Австрийским исследовательским центром по разрешению конфликтов совместно с Академией ОБСЕ в Бишкеке. Он имеет обширный опыт в проведении исследований по конфликтологии. Он выступал экспертом по анализу кризисных ситуаций для таких международных организаций, как ПРООН, Германская организация по техническому сотрудничеству, Международная кризисная группа, Министерство Великобритании по международному развитию и др. Азамат является автором многих публикаций в местных и международных изданиях, включая академические статьи «Неформальные акторы и институты мобилизации: периферия в "тюльпановой революции» (2008г.), «Кыргызстан. Революции 2005 и 2010гг.: сравнительный анализ мобилизации масс» (2010г.). Скоро выйдет в свет еще одна его публикация - «Национальный доклад по анализу мира и развития», подготовленная для ПРООН/Кыргызстан, где он выступает соавтором. The U.S. Embassy in Bishkek is seeking an individual for the position of Administrative Assistant/Translator in the Defense Attaché’s Office.

BASIC FUNCTION OF POSITION

Act as the main source of Russian and Kyrgyz written and oral translation support for the Defense Attaché Office.  Provides administrative support to the Defense Attaché Office in the management and oversight of US-Kyrgyz political-military/military–military bilateral issues and programs.  Provides direct administrative support for critical U.S.-KGZ operations supporting Operation Enduring Freedom and CN/CT operations including diplomatic overflight clearances, Manas Transit Center operations, and SOCCENT CN/CT training programs. Will perform any additional administrative duties as assigned by the OPSCO or Defense Attaché.

QUALIFICATIONS REQUIRED

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

1. Education: University degree required in one of the following areas: English language or administration, Political Science, or International Relations.

2. Prior work experience: One - two years of progressively responsible experience in translation/interpretation, office administration or operations, university teaching or closely related field.  Past experience working with U.S. and/or host nation military personnel.

3. Language Proficiency: Level IV (Fluent) English, Russian, and  Level III (Good working knowledge) Kyrgyz language are required. (This will be tested).

4. Job Knowledge:
·         Must become familiar with various Embassy-related subjects in order to render accurate, clear translation.
·         Knowledge of local personalities and their respective social or official rank.
·         Knowledge of the country’s military institutions and historical development.
·         Awareness of local and regional political and security issues.

5. Skills and abilities:
·         Ability to discern items of interest/importance from daily press.
·         Proper spelling, grammar, and text editing skills.
·         Competent typist and knowledge of word processing programs.
·         Able to exercise sound judgment and competence when fulfilling responsibilities.
·         Should be an independent, professional worker requiring little or no supervision.
·         Basic computer skills and must be able to competently navigate and be able to operate the Microsoft Office Suite (Word, Excel, Outlook, etc.) as well as have the ability to navigate and conduct research through internet resources. (This will be tested).

SELECTION PROCESS

When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

ADDITIONAL SELECTION CRITERIA

1.  Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 

2.  Current employees serving a probationary period are not eligible to apply.

3.  Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.

4.  Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.

5. Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.

6. The candidate must be able to obtain and hold a local security clearance.

Appendix A

DEFINITIONS

1.  Eligible Family Member (EFM):  An individual related to a U.S. Government employee in one of the following ways:

·         Spouse or same-sex domestic partner (as defined in 3 FAM 1610);
·         Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support.  The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;
·         Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
·         Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.

2.  U.S. Citizen Eligible Family Member (USEFM):  For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:

·         U.S. Citizen; and,
·         EFM (see above) at least 18 years old; and,
·         Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:

1.     Resides at the sponsoring employee's or uniformed service member's post of assignment abroad or at an office of the American Institute in Taiwan; or
2.     Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.

3.  Appointment Eligible Family Member (AEFM):  EFM (see above) eligible for a Family Member Appointment for purposes of Mission employment: 
·         Is a U.S. citizen; and
·         Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring employee who is unmarried and at least 18 years old; and
·         Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and Dependency Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan (AIT), and who is under chief of mission authority; and
·         Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, office of the American Institute in Taiwan.
·         Does not receive a Foreign Service or Civil Service annuity

4.  Member of Household (MOH):  An individual who accompanies a  direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan.  An MOH is:

·         Not an EFM; and,
·         Not on the travel orders of the sponsoring employee; and,
·         Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member.  A MOH does not have to be a U.S. Citizen.

4. Not Ordinarily Resident (NOR) – An individual who:

·         Is not a citizen of the host country; and,
·         Does not ordinarily reside (OR, see below) in the host country; and,
·         Is not subject to host country employment and tax laws; and,
·         Has a U.S. Social Security Number (SSN).

5. Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:

EFMs without U.S. Social Security Numbers are also OR.  All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).
