проводит XII ежегодную встречу выпускников
образовательных и обменных программ, финансируемых Государственным
Департаментом Соединенных Штатов Америки.
Ежегодная встреча
выпускников собирает выпускников всех программ,
с целью установления и укрепления связей между выпускниками, и обмена
идеями.
Встреча пройдет 22-23
июня 2013 года в госрезиденции «Ала-Арча» под лозунгом Alumni in Action!

официальная часть, которая включает усиленную работу, направленную на
формирование ассоциаций выпускников программ и мобилизацию идей и проектов в

World Learning (WL) при партнерстве Ассоциации
учреждений образования "EdNet" объявляют о начале стипендиальной
программы по государственной политике для Южной и Центральной Азии.
The US Legislative Fellows Program for South and
Central Asia – программа по обмену профессионалами и молодыми лидерами из
Бангладеш, Бутана, Индии, Мальдивы, Пакистана, Казахстана, Кыргызстана,
Таджикистана, Непала, Шри-Ланки и США
для расширения понимания американской законодательной ветви власти и роли
гражданского общества в политическом процессе, а также содействия укреплению
отношений между азиатскими и американскими институтами.
Программа финансируется Государственным
департаментом США.
11 октября - 11 ноября 2013 г. - ориентировочные сроки реализации программы
Legislative Fellows для участников из 10 азиатских стран.
В программе могут принимать участие профессионалы в возрасте 25-40 лет, имеющие
опыт работы в правительстве, неправительственных образовательных организациях, группах по защите граждан, политических кампаниях, политических партиях
или организациях по наблюдению за выборами.
На участие в программе могут претендовать
кандидаты с отличными межличностными, коммуникативными навыками и лидерскими
качествами, готовые к активному участию
в последующих мероприятиях. Кандидаты могут быть представителями разных слоев
общества, национальностей, организаций и политических партий. Кандидаты должны
владеть английским языком на достаточно высоком уровне, чтобы принимать участие
в дискуссиях о сложных политических и
глобальных проблемах с партнерами и экспертами из США.
Для отбора наилучших кандидатов, мы будем рассматривать заявки на основе
четко определенных критериев, в том числе:

к диалогу и новым идеям;
·
Сильный
потенциал, чтобы играть все более важную роль в обществе;
·
Приверженность
к ненасилию;
·
Интерес
к участию в программе и обмен опытом с коллегами и общественностью.

The OSCE Academy in Bishkek invites applications
for the Master of Arts in Economic Governance and Development Programme. The
Programme is a 15-month full time course that will start on 13 January 2014 and
finish on April 30, 2015.
The Master of Arts in Economic Governance and Development Programme
focuses on various issues and approaches in governance, economics and
development, including energy security, integrated water management, regional
trade arrangements, financial system, economy of transport routes and border
management, transparency and accountability.
The OSCE, a number of the OSCE participating States and academic partner
institutions actively support the hereby-announced Masters Programme.
Eligibility:
·
Applicants
must meet the following admission criteria:
·
Successful
completion of an academic degree of higher education (BA, MA, MSc, Diploma) in
Economics and/or other related fields.
·
Excellent
knowledge of English.
·
The
applicants should not be older than 32 years on 1 January 2014
·
Citizenship
of Kazakhstan , Kyrgyzstan , Tajikistan ,
Turkmenistan , Uzbekistan and Afghanistan . Students from other
countries can be accepted for the programme on a limited basis.

Программа USAID/DFID
по содействию Жогорку Кенешу Кыргызской Республики объявляет прием заявок от
научно-аналитических, исследовательских центров и институтов, консалтинговых
компаний, организаций гражданского общества и независимых экспертов, являющиеся
резидентами и гражданами Кыргызской Республики, для включения в Базу данных
совместного парламентского Исследовательского фонда (ИФ).
Основными целями ИФ
является:
· повышение эффективности законотворческой и контрольной деятельности Жогорку
Кенеша КР через предоставление внешних исследований и экспертной поддержки по
анализу общественной (отраслевой) политики;
· создание и внедрение устойчивых механизмов сотрудничества и взаимодействия
между парламентом и экспертным сообществом в сфере анализа общественной
(отраслевой) политики.
Эксперты и
организации, включенные в Базу данных ИФ, будут являться потенциальными
грантополучателями ИФ для предоставления Жогорку Кенешу КР экспертных и
консультационных услуг по анализу различных сфер общественной (отраслевой)
политики, проведению исследований и экспертиз, разработке проектов нормативных
правовых актов, программных и стратегических документов и т.д.

FOREIGN LANGUAGE TEACHING ASSISTANTSHIPS (FLTA), US

The FLTA program is open to current
English teachers or students in their final year in an institution of higher
education studying to be an English teacher.
This program allows Kyrgyz teachers of
English (or students studying to be teachers) to gain teaching experience by
teaching Kyrgyz language on U.S. university campuses up to 20 hours per week
while taking two courses per semester. Fellows are also expected to interact
with their host community in conversation groups and involved in
extracurricular activities and community outreach projects. Upon completion of
the program, the Fellows return home and teach English at the secondary and
university level.
The FLTA program is a nine-month,
non-degree program that provides young teachers of English an opportunity to refine
their teaching skills, increase their English language proficiency and extend
their knowledge of the society and culture of the United States, while teaching
Kyrgyz language to U.S. students. FLTA participants also interact with their
host communities in conversation groups, extracurricular activities, and
community outreach projects.
FLTA teaching assistants are expected to
teach their language/culture for up to 20 hours per week while taking two
courses per semester. The grant is for one academic year and is non-renewable.
The program is designed to have native language and cultural informants who are
close in age to undergraduate students. Each institution assigns duties that
will best meet the needs of their school's unique circumstances.
Participants will be recruited through a
merit-based, open competition and chosen based upon their leadership potential, academic excellence,
maturity, ability to teach Kyrgyz language classes, adjust successfully to life
in the U.S., strong interest in engaging Americans, and potential to promote
mutual understanding between the United States and Kyrgyzstan.
Program Requirements:
·
Applicants
must be citizens or nationals of Kyrgyzstan or permanent residents
qualified to hold a valid passport issued by the nominating country;
·
Be
no younger than 21 and no older than 29 at the time of application;
·
Applicants
must have completed their undergraduate education and hold a degree equivalent
to a U.S. Bachelor's degree by the start of the grant period;
·
Applicants
must be teachers of English or be
training to become teachers of English; teaching experience is
preferred;
·
Applicants
must be able to teach KYRGYZ in U.S.
universities.
·
It
is required that applicants have a strong command of the English language. All
candidates invited to the second round of the competition will be required to
take the iBT-TOEFL exam; the Fulbright program will pay for the test for all
candidates.
·
Applicants
must be creative and self-reliant team players, maintain excellent
relationships with faculty, staff and students
·
Strong
preference will be given to applicants who have little or no prior experience
in the U.S.
·
Important:
All grantees are expected to return to their home countries for at least two
years at the conclusion of their grant in compliance with the J-visa
requirements and to promote mutual understanding.
Candidates with U.S.
citizenship or dual citizenship with the U.S. and another country cannot be
included in this program.
Program Provisions: All grantees receive a monthly stipend,
health and accident coverage, and travel support.

Basic
function of position
Under
the general supervision of the Information Officer is responsible for
implementing the range of

programs designed to educate Kyrgyz media opinion leaders and the wider public
on U.S.

society and culture.
Qualifications
required

Education: A university education in
Journalism/PR, Social Science or Humanities is required.
·
Experience: One year of progressively
responsible experience in the communications media as a journalist, writer,

Languages: Level IV (Fluent) in written and
spoken English is required; level IV (Fluent) spoken and written Russian is
required; level IV (Fluent) spoken and written Kyrgyz is required (Language

Knowledge: Extensive knowledge of Kyrgyzstani
media, political, economic, social and educational structure and institutions
and of key figures in the mass media, government, educational circles. Good
knowledge of Department information programs, media and public relations
techniques. Excellent understanding of U.S. foreign policy concerns.

Skills and abilities: Ability at own initiative
to develop and maintain access to high-level target audience contacts among the
media, government, and NGOs. Demonstrate initiative in coordination and
conducting difficult research to assist in completing the task at hand.

Ability to utilize electronic 2 of 5 audiovisual
equipment. Ability to draft press materials in both languages of the host
country. Ability to analyze host country media and to brief Embassy officers.

NATIONAL PROJECT COORDINATOR, INTERNATIONAL LABOUR

Background
The
ILO implements a project of technical cooperation, funded by the Russian Federation , entitled Applying the G20
Training Strategy in Armenia ,
Kyrgyzstan , Tajikistan , Jordan
and Viet Nam .
The partnership between the Russian
Federation and the ILO in applying the G20
Training Strategy will deliver an innovative skills development programme that
aims to bridge education and training to export growth, economic
diversification, and the creation of more and better jobs. The overall
objective is to enhance the capabilities of each country to improve their
training delivery systems, extend better training to those who need it most,
and thereby contribute to each country’s competitiveness and economic growth.
The
ILO Decent Work Technical Support Team and Country Office for Eastern Europe
and Central Asia (DWT/CO-Moscow) will be responsible for the component of the
project with target countries in Armenia ,
Kyrgyzstan and Tajikistan and will closely cooperate with
Skills and Employability Department in Headquarters (EMP/SKILLS) which is
responsible for project implementation in Jordan
and Viet Nam .
The Chief Technical Adviser, based in Moscow ,
will have primary responsibility for project implementation in Armenia , Kyrgyzstan
and Tajikistan
and for the overall budget and reporting for the project. DWT/CO-Moscow’s
Senior Employment Specialist will technically supervise the project.
General
accountability
The
National Project Coordinator supports delivery of the project at the national
level and assists the Chief Technical Adviser in project implementation through
promoting full understanding of ILO’s mandate among project partners and
contributing to the promotion of International Labour Standards and Social
Dialogue.
Reporting
lines/organisational structure
The
project team consists of Chief Technical Adviser (CTA), Programme Coordinator
and Senior Programme Assistant based in Moscow
and National Project Coordinators in each of the project countries.
The
National Project Coordinator reports directly to the Chief Technical Adviser
and is guided by the Moscow-based Programme Coordinator for completion of
specific tasks.
The
Director of DWT/CO-Moscow is the Responsible Chief of the incumbent.
The
incumbent is expected to effectively cooperate with Senior Programme Assistant,
ILO National Coordinator and DWT/CO-Moscow’s technical specialists.
Duties
and responsibilities
1. Review
and analyze the national development frameworks, policies, programmes and
priorities, socio-economic data, reports and other information relevant to the
project implementation.
2. Assist
in the preparation and review of the Project Logical Framework and workplans in
support of ILO tripartite constituents in the country, as they prepare and
implement actions to promote the G20 Training Strategy.
3. Coordinate
and facilitate the establishment and regular functioning of the Tripartite
Project Advisory Committee in the country.
4. Represent
the project at the national level.
5. Collaborate
closely with the project team in Moscow ,
ILO tripartite constituents, executing agencies, experts and other project
stakeholders to expedite implementation and meet targets.
6. Monitor
project progress by reviewing, verifying and analyzing partners’ workplans,
activity reports, progress and final reports. Present conclusions and
recommendations to the supervisor on a regular basis.
7. Prepare
briefs, reports, statistical data, budgets and expenditure analysis on the
project activities. Analyze and monitor the situation of resource allocation as
compared to planned activities and make recommendations to the supervisor for
remedial action.
8. Initiate
action for identification and contracting national experts/consultants/agencies
in consultation with the supervisor. This includes identifying a contractor,
drafting the Terms of References and contracts. Maintain full confidentiality
of administrative and personnel related documentation. Perform, coordinate and
report on the project administrative work. This includes making cost estimates,
preparing and checking supporting/justification documents, requesting funds and
payments. The official should seek the most rational use of funds and ensure
compliance with established ILO rules and procedures.
9. Participate
in the organization and preparation of conferences, seminars, workshops,
training sessions and meetings; secure all important administrative and
logistical arrangements for the events.
10. Brief
ILO specialists, project experts, ILO National Coordinator in the country and
visiting officials on any project-related issue they require; ensure relevant,
reliable and updated information on all project matters available at request.
11. Draft
in either English (or Russian) or local language the news, press releases,
official correspondence, statements and speeches and other relevant and public
information material. Translate such information into English (or Russian) and
local language as appropriate for use by ILO officials and tripartite
constituents.
12. Cooperate
closely on project implementation with Government, Workers and Employers
Organizations, educational and training institutions and other relevant
national and/or international development partners, including other UN
agencies. Identify areas of cooperation with other projects and agencies and
provide written analysis on the findings to the supervisor if necessary.
13. Organize
and coordinate, in collaboration with the tripartite constituents and
stakeholders, any activity aiming to raise awareness on the relevant ILO
conventions and the G20 Training Strategy.
14. Undertake
missions needed for the project implementation purposes, normally within the
country and accompanying other officials.
15. Perform
other duties as they may be assigned by the supervisor or Responsible Chief.
Qualifications
Required
Education:
First
level university degree in human resources development, economics, law or other
social sciences.
Experience:
At
least one or two years of professional experience at the national level in the
field of employment promotion or labour market policy and skills development.
Familiarities with UN policies related to employment, labor market and skills
development and procedures would be an asset.
Languages:
Excellent
command of English and Russian. Good knowledge of the national language.

Effective with the release
of this work positions announcement, Development Alternatives Inc, will be
recruiting applicants for the following position for the USAID/DFID Kyrgyzstan
Parliamentary Strengthening Program (KPSP):
1. Senior Program Officer, Component 2
Manager - Committee Strengthening
Specific Responsibilities:
1.
Responsible and accountable for all Component 2 results,
outcomes, and activities in accordance and compliance with the KPSP Phase 3
Technical and Cost Proposal, Work Plan and Performance Monitoring Plan;
2.
Reports to and is directly supervised by the Chief of Party;
3.
Directly supervises the work and activities of the Committee
Hearing Specialist and the Committee Research Manager;
4.
Plans, oversees, implements, monitors, and reports on all
KPSP activities, initiatives, and events in relation to Component 2 – Committee
Strengthening including organizing and conducting capacity building trainings,
policy seminars, parliamentary hearings, field hearings, and study tours;
5.
Prepares scopes of work for ex pat and ccn STTAs and service
provider agreements for service providers engaged under Component 2 and assists
the Financial and Administrative Manager to see that payment is properly made
and documented pursuant to USAID and DAI rules and regulations;
6.
Supervises and monitors the work of KPSP supported mentors
serving parliamentary committees and any ccn STTAs engaged under Component 2;
7.
Directly communicates with and represents the KPSP in
relations with key persons and entities from the Jogorku Kenesh, Kyrgyz
executive branch, Kyrgyz judicial branch, mass media sources, NGOs, and
international donors and implementers;
8.
Represents the KPSP at round tables, seminars, conferences,
and other events as directed by the Chief of Party;
9.
Represents the KPSP at USAID and US Embassy organized events
including round tables updating on KPSP programming as directed by the Chief of
Party;
10.
Completes and timely submits time sheets and other
administrative documents as required by USAID and DAI rules and regulations;
11.
Conducts domestic and/or international travel for the KPSP
as directed by the Chief of Party or DAI Home Office;
12.
Any other tasks as assigned by the Chief of Party or DAI
Home Office.
The proposed candidate
shall meet the following minimum criteria:
The Program Officer must
hold a bachelor's degree from an accredited University in a relevant field,
required. A
relevant advanced degree
is preferred. The program officer must be a parliamentary expert with a strong
background in the
implementation of parliamentary strengthening programs. Good communication,
analytical and
writing skills are
required. Fluency in written and spoken English, Russian and Kyrgyz language is
required.
General:
The KPSP is a three-year
technical assistance initiative funded by the United States Agency for
International Development (USAID and implemented by Development Alternatives,
Inc. (DAI). The KPSP is directed at the institutional strengthening of the
Kyrgyz Parliament as an independent and professional state body effectively
implementing its constitutionally mandated legislative, representative and
oversight functions. The KPSP consists of the following four main components
and areas of programming concentration: 1. assistance in improving legislative
process and procedure; 2. assistance in strengthening parliamentary committees;
3. improving information flow on parliamentary activities between the
Parliament and civil society and the public; and 4. assistance in improving
human resource management.
