Правительство
Кыргызской Республики приглашает экспертов и всех заинтересованных лиц принять
участие в форуме «Государственная политика и стратегирование: построение
эффективного партнерства», который пройдет с 21 по 23 октября 2013 года в
Бишкеке при поддержке Программы «Общественное управление» Фонда
Сорос-Кыргызстан.
Целью форума
является создание устойчивой коммуникационной площадки для молодых лидеров,
экспертов и Правительства КР для обсуждения важных вопросов государственной
политики, а также совместного поиска и применения практических решений.
Заявки (как
индивидуальные, так и групповые) на участие в форуме принимаются от экспертов и
заинтересованных лиц в следующих областях:

Брендинг Кыргызстана: каким должны видеть Кыргызстан за
рубежом
·
Государственное управление и реформирование: повышение эффективности и устойчивости для
экономического развития и политической стабильности

2. CENTRAL ASIA AND AFGHANISTAN RESEARCH FELLOWSHIP (CAARF),
MOUNTAIN SOCIETIES RESEARCH INSTITUTE/UNIVERSITY OF CENTRAL ASIA, BISHKEK , KYRGYZSTAN .

Overview
The University of Central
Asia (UCA), through its Mountain Societies Research Institute (MSRI), is
offering fellowships to strengthen the capacity of researchers from Afghanistan , Tajikistan ,
and the Kyrgyz Republic to conduct original research
that is focused on learning from and informing sustainable development in
mountain areas. This includes mountain societies in the Tien Shan, Pamir, and Hindu Kush mountain ranges. The topics of research projects
supported by the Fellowship include four interconnected themes related to
mountain economies:
·
Environmental change and natural resource governance
associated with land degradation,
·
climate change, biodiversity loss, and natural hazards;
·
On-farm livelihoods such as agro-pastoralism and all aspects
of food security;
·
Off-farm livelihoods such as small and medium-sized
enterprise development, mountain tourism, and labor migration;
·
The economic, social and environmental impacts of
large-scale mountain development relevant to mountain societies. This includes
hydroelectric development, mineral extraction, landscape-scale conservation,
and other large development initiatives.
The Central
Asia and Afghanistan Research Fund (CAARF) provides substantial
financial, technical and mentorship support to selected fellows. The fellows
will be able to advance their research careers through collaboration with peers
and mentors. They will write and publish an academic journal article through a
peer-review process. The findings of their studies will be disseminated in a
policy-relevant format. Awards of research grants of USD 5,000-20,000 will be
made to the selected social and natural science scholars.
Eligibility
1.
The Fellowship is open to nationals of Afghanistan and nationals and residents of Tajikistan and the Kyrgyz Republic .
2.
Applicants must hold a postgraduate degree. Those with an MA
or MSc (completed no longer than 10 years before) may also be considered if
they can demonstrate the capacity for independent research and are either in
their final stage of a PhD or are organising their PhD research (or
aspirantura). A doctorate or a local equivalent (kandidat nauk) is highly
desired.
3.
Researchers from all disciplinary fields are welcome to
apply, but research must be focused on the thematic and geographic areas
specified above.
4.
Candidates are expected to be proficient in English
(preferred) and/or Russian and will be expected to write and publish an
academic article of high quality in either of these languages as the main
output of their fellowship. Research proposals in Russian will be considered.
5.
Such proposals must include an abstract in English. Mountain

Application procedure
Applications must be made
online. The online application form as well as all supporting documents
should be submitted via

Applicants are required to
submit the following documents (only full applications will be considered):

A current CV (including a complete list of publications)

A personal statement detailing the applicant’s ambitions and
purposes in pursuing the

Fellowship (no more than 500 words).
5.
A research proposal detailing an original research proposal
with clear relevance for development implementation and/or policy. The proposal
should be no longer than 2,500 words and must contain an abstract of maximum
250 words. It should clearly specify sources of data and methods that will be
used. If research will be conducted involving interviews or other research
methodologies with people, the proposal must contain a brief ethics statement
about the appropriateness of the research and how this will or will not affect
people’s rights and welfare. Preference will be given to the proposals that
indicate how the grant will support their institution in strengthening its
ability to do research or other work that is valuable for the region.
Applicants are encouraged to demonstrate regional partnership(e.g. cooperation
of two research institutions in the region) in their proposals.
Interdisciplinary research proposals will be given preference. A bibliography
of the most relevant sources informing the project concept must also be
included the proposal and should not exceed 5 pages in length (and is not
included in the total word count).
6.
A one-page budget appendix detailing the expected research
activities and the estimate of their costs. Budgets may be from USD 5,000 but
no more than USD 20,000. Institutions are encouraged to propose budgets including
matching funds. Joint grant applications from individuals from two or more
research institutions based in the countries of operation of CAARF are also
highly desirable. Budget may include requests for research equipment, travel
for research activities, travel and registration for presentation at
conferences, participation in workshops, publication fees and the activities
that are directly related to conducting and completing research, particularly
those that foster regional collaboration. The CAARF grants cannot be used to
pay salaries. The budget may be prepared in a local currency with an
approximate cost in USD. A timetable for completion of all activities from 1.5
to maximum 2 years after receipt of the grant must also be included.

EARLY CAREER DEVELOPMENT FELLOWSHIP PROGRAM. DEADLINE: FEBRUARY 14, 2014
Program Overview
The Jay Jordan IFLA / OCLC
Early Career Development Fellowship Program provides early career development
and continuing education for library and information science professionals from
countries with developing economies. The program is jointly sponsored by the
International Federation of Library Associations and Institutions (IFLA) and
OCLC.
On an annual basis program
sponsors select up to five individuals to participate in a four-week intensive
Fellowship program based at OCLC’s headquarters in Dublin , Ohio , USA . Topics and issues include
information technologies and their impact on libraries, library operations and
management, and global cooperative librarianship.
Fellows visit selected
libraries and cultural heritage institutions, meet with leading information
professionals and observe OCLC’s governance structure in action. The Fellows
gain insight into issues affecting global library cooperation and are exposed
to the governance of a global library cooperative. Key services and activities
of program sponsors IFLA and OCLC are highlighted. Fellows have numerous
opportunities to meet leading practitioners and discuss real-world solutions to
the challenges facing libraries today.
Fellows translate their
learning and experiences into specific professional development plans that
guide their continued growth as well as their personal contributions to their
home institutions and country of origin.
Eligibility
Promising library and
information science professionals who are in early stages of career development
and who meet all of the qualifications are encouraged to apply. Applicants
must:
·
Be employed in a library or information center.
·
Have a qualifying degree in library or information science.
The qualifying degree may vary depending upon country of origin, but should be
the general library or information science degree recognized in the country.
Normally a PhD is not considered a qualifying degree, because the Fellowship
program is targeted for early career librarians.
·
Have obtained the qualifying degree between January 1, 2009
and December 31, 2013.
·
Have at least three years, but no more than eight years, of
library or information science experience. For the 2015 program, applicants
must have library or information science experience that begins no earlier than
January 1, 2006 and no later than January 1, 2011.
·
Be a legal national from a qualifying country (see list of
Qualifying Countries) and be working as a librarian or information science
professional in that country.
·
Read and speak English proficiently.
·
Be prepared to work as a team member with other Fellows and
to participate as required in this fast-paced program.
·
Have a valid passport.
·
Be able to obtain documentation permitting legal entry into
the United States
or any other country required for program participation.
Applications must follow

ACTED is an apolitical and non-confessional
international relief agency operating in 6 zones of intervention: Central and
South Asia, Middle-East, Balkans, Central America/Caribbean and Central Africa . Since its foundation in 1993, ACTED's
mission has been to save lives, assist vulnerable people and bring hope for a
better future to those in need. ACTED has been operating in Kyrgyzstan since
2005 implementing projects on poverty alleviation, improving access to
vocational and basic education, social infrastructure development, disaster
risk reduction and cross border conflict resolution with a specific focus on
local governance.
Translation & Communications Intern
Duty station: Bishkek city
Reporting to:
Coordination & Regional Project Development Manager
Responsibilities:
·
Provide
interpreting/translating services for ACTED personnel and other individuals for
ACTED events; Provide consecutive and/or written and/or simultaneous
translation of all kinds of activities (conference, workshops, trainings, etc.)
within the scope of work of ACTED programmes and projects from English into
Russian/Kyrgyz and Russian/Kyrgyz into English;

Translating
documents in writing (or orally – as per request) for ACTED communications,
including (but not limited to) reports, internal memos, articles, press
releases, media briefings, visual information and communication material,
official correspondence, etc. and ensuring that the meaning of the source text
is retained, alongside proofreading and editing final translated versions;
·
Check
translations of technical terms and terminology to ensure that they are
accurate and remain consistent throughout translation revisions; Proofread,
edit, and revise translated materials. Review translated materials for accuracy
of meaning, grammar and syntax;
·
Contribute
to the development of printed visual information and communication materials,
including (but not limited to) editing images/photos and layout;
·
Assist in
writing press releases, web/newsletter articles, official correspondence, etc.;
·
Assist in
the organization and updating of photo library and resource center (both in
soft and hard copy);
·
Assist in
organizing events such as conferences, workshops, etc;
·
Take
minutes during internal and/or external meetings (in English, Russian or Kyrgyz
language);
Required Skills and Experience:
·
Enrollment
in a graduate-level degree program/recently graduated in communication,
journalism, media studies, political
science, international relations, English literature/language and any other
related academic fields;
·
Excellent
command (written and oral) of English, Russian and Kyrgyz languages is a
prerequisite;
·
Demonstrated
capacity/experience in undertaking quality translation services from/to
English, Russian and/or Kyrgyz languages is a prerequisite;
·
Experience
in the usage of computers and office software packages (MS Word, Excel, etc.)
is required;
·
Strong
oral and written communication skills;
·
Good
writing and word processing skills;
·
Critical
reasoning and problem solving skills;
·
Capability
and self-initiative to carry out assigned tasks at a professional level and
largely without supervision;
·
Experience
with an international organization an advantage.
Language requirements:
·
Fluency in
English, Kyrgyz and Russian languages (written and verbal) essential;
·
Working
knowledge of Uzbek and/or Tajik (written) an advantage.

Occasional
availability to work on the weekends (i.e. the supervisor, under exceptional
circumstances, can request one urgent translation on Friday evening for Monday
noon);

Программа по совместному управлению (ПСУ)
Ист-Вест Менеджмент Института в Кыргызстане, при поддержке Американского народа
через Агентство США по Международному развитию (USAID) направлена на
поддержание эффективного сотрудничества гражданского общества и правительства
Кыргызской Республики для усовершенствования предоставления услуг гражданам
Кыргызстана, что приведет к более эффективному и подотчетному правительству, и
более надѐжному и устойчивому гражданскому обществу.
Ключевым компонентом ПСУ является повышение
способности гражданского общества Кыргызстана формировать государственную
политику, проводить мониторинг правительства от имени граждан и расширять
гражданское участие и усилия по эдвокаси. В соответствии с этим компонентом и
при дополнительном финансировании от Министерства международного развития
Великобритании (DFID), ПСУ объявляет о грантовом конкурсе «ДЕЙСТВУЙ СЕЙЧАС» по
приему проектных заявок среди НПО.
Конкурс «Действуй Сейчас» - это краткосрочные
гранты для быстрого реагирования и принятия срочных мер, а не для долгосрочных
программ. Только действия и мероприятия, которые носят неотложный характер и
краткие сроки будут иметь право на финансирование в рамках данного гранта.
Запрашиваемый размер гранта до 3 500 долларов США
на один грант.

East-West Management Institute invites
applications for a Government Liaison Specialist with the five-year
USAID-funded Collaborative Governance Program that will work to foster
effective collaboration between civil society and the Government of Kyrgyz
Republic to deliver services, resulting in a more responsive and accountable
government and credible, sustainable civil society. This is a long-term
position, based in Bishkek, and is expected to start as soon as possible.
Component A of the CGP works with government
institutions and civil society organizations (CSOs) to complete the regulatory
framework for social procurement, philanthropy, and charity; enhance the
capacity of the government to engage CSOs in delivering social services and
technical assistance; and establish a long-term strategy for government - CSO
cooperation.
Summary of
Position
Government Liaison Specialist will serve as
facilitator between Government of Kyrgyzstan and local civil society
organizations for Kyrgyzstan Collaborative Governance program.
Responsibilities
and Tasks
The Government Liaison Specialist is responsible
for the successful and timely implementation of CGP’s Component A strategy and
activities. He/she will use his/her technical skills, education, experience,
and knowledge of the country’s social and political context to successfully
develop, lead, manage, and evaluate Component A activities, including policy
work, policy research and analysis, and reciprocal collaboration between
government and civil society actors.
Reporting and
supervision
The Government Liaison Specialist reports to the
Chief of Party (COP) and closely cooperates with the Monitoring &
Evaluation & Gender Officer, Grants Officer/Manager, Public Outreach
Specialist, and CGP partners, the International
Center for Not-for-Profit
Law and Development Policy Institute.
Specific goals and tasks
·
In
collaboration with COP and ICNL, manage and coordinate Component A strategy and
activities, including policy reform activities and pilot efforts aimed at
enhancing collaboration and expanding social contracting between government and
civil society; and
·
Work with
other CGP staff to help build the capacity of partners and grantees to
collaborate with government, and thereby improve the professionalism,
sustainability, and effectiveness of CSOs, and in particular their ability to
collaborate with government representatives to advocate for issues on behalf of
the citizens of Kyrgyzstan .
Strategy and planning tasks
·
With ICNL,
analyze needs and help develop strategies to optimally implement Component A;
and
·
Develop
and implement detailed work plans, data collection and analysis tools, to
ensure the successful and timely implementation of all elements of Component A.
Government liaison tasks
·
Advise
Chief of Party concerning all relevant national and regional political and
socio-economic development activities in Kyrgyzstan ;
·
Ensure
relations and communications with relevant government representatives are
professional, collegial and current;
·
With INCL
and DPI, help develop long-term and day-to-day strategy and work plan for
Component A;
·
Help
organize, plan, and implement Component A activities;
·
Help
facilitate interaction between government institutions and ministries and the
civil society sector;
·
Coordinate
with and provide support to ICNL and DPI in terms of logistics, events, and other
activities, and update COP and other CGP staff accordingly;
·
Organize
study visit of government officials and CSO experts to Hungary or Bulgaria in collaboration with
ICNL;
·
Help
develop RFA for, select, and monitor implementation of grants that support public
policy and pilot philanthropy initiatives under Component A;
·
Assist
grantees with strategy, policy formulation, and communications in their work
with government entities;
·
Maintain
database of relevant contacts within ministries and relevant government
offices;
·
Contribute
to CGP's quarterly newsletter and other relevant public outreach highlights and
news;
·
Under the
supervision of the Chief of Party and Public Outreach Specialist, help organize
public events and press conferences involving government authorities,
including, but not limited to, identifying suitable event venues, drafting the
scenario, helping with implementation plan, contributing to press releases and
press kits, inviting government and media representatives, and ensuring that
events align with government protocol and are sensitive to current political or
social issues; and
·
Assist in
the timely preparation of all official CGP reports to EWMI and USAID.
Monitoring
and reporting tasks
·
Help
monitor the work of grantees under the Public Policy Grant Program;
·
Oversee
coordination and help monitor progress of ICNL and DPI;
·
Provide
quantitative and qualitative reports and analysis on Component A activities and
submit these in a timely manner to the COP.

Management
team tasks
·
Participate
as a member of the management team in analysis, creative strategy development,
and problem-solving; and
·
Perform
other tasks assigned by the Chief of Party on an ad hoc basis that are
consistent with this Job Description and CGP’s general requirements.
Required Skills and Experience:
·
At least
three years of experience working with high-level government agencies and
personnel, preferably on policy issues relevant to civil society;
·
Solid
understanding of collaborative planning principles, purposes, and techniques;
·
Knowledge
of the civil society sector, its needs and constraints;
·
Experience
in planning, organizing and implementing/conducting meetings, events, study
tours for government officials, including to foreign locations;
·
Ability to
use Microsoft Word and other software to a high level and with attention to
detail and accuracy;
·
Fiscal
knowledge and understanding of budgets and fiscal data;

Understanding
of monitoring and evaluation processes related to outputs, outcomes, and
impact;

Fluency in

The OSCE Model Parliament Assistant will support
