since 2005. The main mission of ACTED in Kyrgyzstan is to develop rural
socio-economic development through an integrated approach including
agricultural development, social infrastructure rehabilitation, disaster risk
reduction, vocational training and peace building. ACTED is launching a new
project “Women Building Peace” aiming to support women's role in conflict
prevention and peace building. Qualified candidates are invited to apply for

Position: Project Manager

Responsibilities:

General project cycle management
·
Leading and capacity building of the project team
·
Overseeing the work of local project partners

Required qualification:

At least 3 years’ experience in project management with recognized
expertise and experience in gender mainstreaming, conflict mitigation and
prevention, public policy analysis, or related fields
·
Familiarity with the national implementation of UNSCR 1325 in the Kyrgyz
context and in-depth expertise in issues relating to violence against women and
protection mechanisms for women
·
Experience in the development and delivery of training programmes,
toolkits, evaluation and monitoring matrices, and mentoring on gender
mainstreaming.
·
Knowledge and experience in using participatory approaches and innovative
facilitation techniques to accomplish assigned tasks.
·
Experience working with civil society and women groups / local
communities
·
Strong team building and communication skills
·
Fluency in English, Russian and Kyrgyz is required.

for the position of Administrative Assistant/ATA Program Coordinator in the RSO
Section.
Basic function of position
In this position, the individual will be responsible
for reporting on all law enforcement and security matters in English to the
Regional Security Officer (RSO). The incumbent will also assist in implementing
U.S. Government law enforcement and security programs, including, but not
limited to, the organization of U.S.
law enforcement training seminars and logistics in both U.S. and in Kyrgyzstan for Kyrgyz law
enforcement officials. As necessary, the incumbent will back up the Foreign
Service National Investigator (FSNI) in the absence of the FSNI or when
directed by the RSO. The individual will also translate, interpret and assist
in communicating with local officials. This individual will serve as the
timekeeper for RSO Unit.

Education: University degree in
business, or finance, or political science, or international relations, or
English language, or education, or social science, or humanities, or law
enforcement, or technical is required.

Experience: Minimum of two years prior experience in an administrative
position with a law enforcement or security organization.

Languages: A level 3/3 speaking/reading/writing (Good working knowledge)
in English is required, level 3/3 speaking/reading/writing (Good working
knowledge) Russian is required.

Knowledge: The incumbent must
possess a working knowledge of the organization of the Ministry of Internal
Affairs, State Committee on Drug Control, Ministry of National Security, and
other relevant ministries as required. Good working knowledge of Ariba and
e-services. Good knowledge of T&A system, T&A codes. Basic knowledge of
premium Pay plan, Local/American leave plan.

Skills and abilities: The incumbent must have strong organizational
skills to manage all of the logistics required. The incumbent must be able to
communicate with high and mid-level government officials. Incumbent must be an
experienced user of Microsoft Office software for word processing, Excel
spreadsheets, email, and internet. Be able to learn new software. Incumbent
must have strong interpersonal and customer service skills and be able to work
and thrive in a team environment.
Selection process
When fully qualified, U.S.
Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given
preference. Therefore, it is essential
that the candidate specifically address the required qualifications above in
the application.
Additional selection criteria
1.
Management will consider nepotism/conflict of interest, budget, and
residency status in determining successful candidacy.

Current employees serving a probationary period are not eligible to

3.
Current Ordinarily Resident employees with an Overall Summary Rating of
