1.     VACANCY: PROJECT MANAGER, ACTED, BISHKEK/OSH, KYRGYZSTAN. DEADLINE: DECEMBER 15, 2013

ACTED is an International Non Governmental Organization registered in France with operations in Kyrgyzstan since 2005. The main mission of ACTED in Kyrgyzstan is to develop rural socio-economic development through an integrated approach including agricultural development, social infrastructure rehabilitation, disaster risk reduction, vocational training and peace building. ACTED is launching a new project “Women Building Peace” aiming to support women's role in conflict prevention and peace building. Qualified candidates are invited to apply for the following position:

Position: Project Manager (reference # RW_1305/03)
Duration: 24 months starting as of 01 January 2014
Duty station: Osh/Bishkek

Responsibilities:

·         General project cycle management
·         Leading and capacity building of the project team
·         Overseeing the work of local project partners
·         Liaising with relevant state structures and communities to ensure their system involvement
·         Design project management and impact assessment tools
·         Development of methodologies/programs (training modules etc) for project activities
·         Ensuring operational (finance/logistics) compliance in project implementation  
·         Drafting reports to coordination and  donor on project progress/evaluation/impact
·         Contributing and enhancing ACTED’s Peace Building Program through generating best practices and lessons learned to the program development department  

Required qualification:

·         University degree in Gender Studies, Peace and Conflict Studies, Law and Human Rights, Political Sciences, Social Sciences or related field.
·         At least 3 years’ experience in project management with recognized expertise and experience in gender mainstreaming, conflict mitigation and prevention, public policy analysis, or related fields
·         Familiarity with the national implementation of UNSCR 1325 in the Kyrgyz context and in-depth expertise in issues relating to violence against women and protection mechanisms for women
·         Experience in the development and delivery of training programmes, toolkits, evaluation and monitoring matrices, and mentoring on gender mainstreaming.
·         Knowledge and experience in using participatory approaches and innovative facilitation techniques to accomplish assigned tasks.
·         Experience working with civil society and women groups / local communities
·         Strong team building and communication skills
·         Fluency in English, Russian and Kyrgyz is required.

ACTED is announcing a vacancy for qualified candidates for the following position in Osh:

1) Community Mobilizer (referrence # RW_1305/BBG-09)

Duty station: Osh

Responsibilities:

·         Overall responsibility for project implementation in their oblast, specifically community              mobilization, including coordination of stakeholders.
·         Organization and initiation of stakeholder mobilization meetings, workshops and/or focus              groups to communicate the project objectives, identify community issues and/or otherwise keep channels of communication open among stakeholders
·         Production of project reports.

Required qualification:

·         Education in any social relevant areas.

Responsibilities:

·         To help prepare and organise internal and external meetings, and take minutes of these meetings;
·         To assist the Project Manager in the preparation of any administrative or programme documents;
·         To translate and prepare electronic versions of any correspondence and program documents;
·         To assist in the procurement for project activities; and support the controlling of budget limits;
·         To provide translations during meetings as well as during field visits and site meetings. To provide written translations of reports, letters and other relevant documents upon request by the Project Manager.
·         Support the project team to obtain and provide data for the monitoring and evaluation of all activities;
·         To support the implementation of weekly and monthly activity work-plans of team members and field staff, as well as the partner organization. 
·         To collect, enter, analyse all program data, and format them into specific reports

Required qualification:

·         Higher education in relevant field
·         Prior experience in the field of project assisting preferably in local or international organizations
·         Ability to travel to the field,
·         Good communication skills with international and national staff as well as rural communities;
·         Flexibility and adaptability are essential, as well as the ability to plan, take initiative and organize work independently. In addition, impartiality, objectivity and confidentiality are imperative.
·         Good writing and conversational skills in English, Russian and Kyrgyz, knowledge of the Uzbek language a plus.

The incumbent will also assist in implementing U.S. Government law enforcement and security programs, including, but not limited to, the organization of U.S. law enforcement training seminars and logistics in both U.S. and in Kyrgyzstan for Kyrgyz law enforcement officials. As necessary, the incumbent will back up the Foreign Service National Investigator (FSNI) in the absence of the FSNI or when directed by the RSO. The individual will also translate, interpret and assist in communicating with local officials. This individual will serve as the timekeeper for RSO Unit.

5.     Skills and abilities: The incumbent must have strong organizational skills to manage all of the logistics required. The incumbent must be able to communicate with high and mid-level government officials. Incumbent must be an experienced user of Microsoft Office software for word processing, Excel spreadsheets, email, and internet. Be able to learn new software. Incumbent must have good interpersonal and customer service skills and be able to work and thrive in a team environment.

When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

Good working knowledge of Ariba and e-services. Good knowledge of T&A system, T&A codes. Basic knowledge of premium Pay plan, Local/American leave plan.

·         Skills and abilities: The incumbent must have strong organizational skills to manage all of the logistics required. The incumbent must be able to communicate with high and mid-level government officials. Incumbent must be an experienced user of Microsoft Office software for word processing, Excel spreadsheets, email, and internet. Be able to learn new software. Incumbent must have strong interpersonal and customer service skills and be able to work and thrive in a team environment.

Selection process

When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

Additional selection criteria

1.     Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
2.     Current employees serving a probationary period are not eligible to apply.
3.     Current Ordinarily Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report are not eligible to apply.
4.     Currently employed U.S. Citizen EFMs who hold a Family Member Appointment (FMA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment.
5.     Currently employed NORs hired under a Personal Services Agreement (PSA) are ineligible to apply for advertised positions within the first 90 calendar days of their employment unless currently hired into a position with a When Actually Employed (WAE) work schedule.
