The OSCE Academy in Bishkek is inviting applications for the Master of Arts in Politics and Security Programme 2014-2015. The Programme offers advanced courses in political science, international relations and a range of applied disciplines in comprehensive security and conflict prevention and resolution with a focus on Central Asia. Applicants of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Afghanistan can apply for this Masters scholarship. Funding covers airfare, monthly stipend, housing allowance, health insurance, child allowance and single parent support. Application deadline is 5 April, 2014.

Study Subject(s): Scholarships are awarded for the Master of Arts in Politics and Security Programme. The Programme offers advanced courses in political science, international relations and a range of applied disciplines in comprehensive security and conflict prevention and resolution with a focus on Central Asia.

Eligibility: - Applicants must meet the following admission criteria:
·          Successful completion of an academic degree of higher education (BA, MA, MSc, Diploma) in Political Science and other related fields, or enrollment in the final year of an undergraduate degree excellent knowledge of English.
·          Applicants should be not be older than 32 on 1 September 2014 Citizenship of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Afghanistan.
·          Applicants from other OSCE participating states can be accepted for the programme, but on a limited basis only.

Scholarship Open for Students of Following Countries: Students of Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Afghanistan can apply for this scholarship.

Scholarship Description: The OSCE Academy in Bishkek is now accepting applications for the Master of Arts in Politics and Security Programme 2014-2015. ACTED is an International Non Governmental Organization registered in France with operations in Kyrgyzstan since 2005. ACTED is implementing an integrated rural development strategy including community mobilization, local governance initiative, agriculture, SME development, social infrastructure rehabilitation, water and sanitation.

ACTED is announcing a vacancy for qualified candidates for the following position in Osh:
1) Community Mobilizer (referrence # RW_1305/BBG-09)

Duty station: Osh

Responsibilities:

·          Overall responsibility for project implementation in their oblast, specifically community              mobilization, including coordination of stakeholders.
·          Organization and initiation of stakeholder mobilization meetings, workshops and/or focus              groups to communicate the project objectives, identify community issues and/or otherwise keep channels of communication open among stakeholders
·          Production of project reports.
·          Production of best practices and lessons learned.

Required qualification:

·          Education in any social relevant areas.
·          A minimum of 2 years of experience in the relevant area, and preferably in NGOs.

·          To help prepare and organise internal and external meetings, and take minutes of these meetings;
·          To assist the Project Manager in the preparation of any administrative or programme documents;

Required qualification:

·          Higher education in relevant field
·          Prior experience in the field of project assisting preferably in local or international organizations
·          Ability to travel to the field,
·          Good communication skills with international and national staff as well as rural communities;

The incumbent will also assist in implementing U.S. Government law enforcement and security programs, including, but not limited to, the organization of U.S. law enforcement training seminars and logistics in both U.S. and in Kyrgyzstan for Kyrgyz law enforcement officials. As necessary, the incumbent will back up the Foreign Service National Investigator (FSNI) in the absence of the FSNI or when directed by the RSO. The individual will also translate, interpret and assist in communicating with local officials. This individual will serve as the timekeeper for RSO Unit.

The Swiss Embassy in the Kyrgyz Republic is searching for the National expert specializing in local governance and self-governance to contribute, together with an International expert to the design of a project for supporting public service improvement in the Kyrgyz Republic.

The mission will take place in Bishkek and one more oblast, over a period period of one month (est. 20 working days), in December-January.

Qualifications and skills

·          Master’s Degree in Law, Public administration, Economics, Development Studies or related fields;
·          Able to conduct interviews in Russian and/or Kyrgyz languages as well as appreciation of local customs and traditions will be an advantage;
·          Ability to develop good relations with the differing tiers of local self-governments (elected members and appointed officials) and working in an inclusive way.
·          Knowledge of assessment and evaluation tools and methods
·          A thorough understanding of the political decentralisation process and good governance practice at the local level in the Kyrgyz Republic;
·          10 years of extensive experience of working on local governance issues (elected members of Local Self-Governments and administrative staff);
·          Extensive experience of analyzing the laws and by laws and their impact
·          Excellent communication and analytical and report writing skills;
·          Excellent English skills - use of simple and clear language;
·          Computer literacy
