THE 9TH ANNUAL AMERICAN STUDIES SYMPOSIUM IN CENTRAL ASIA, MAY 18-20, 2012, DIPLOMATIC ACADEMY OF THE MINISTRY OF FOREIGN AFFAIRS OF THE KYRGYZ REPUBLIC, BISHKEK, KYRGYZSTAN. DEADLINE: APRIL 6, 2012

The American Studies Symposium gathers hundreds of experts working in the field of American Studies in Central Asian higher educational institutions. American studies are the interdisciplinary field: it covers issues of politics, culture, economics, language, and ethnicity studies. As evidenced by the steadily growing number of American Studies programs and organizations, alongside the growing number of local scholars and students in the field, there seems to be an increasing interest in American Studies.
The American Studies Association of Kyrgyzstan in collaboration with Diplomatic academy of the  Ministry of foreign affairs invite persons concerned with American Studies, such as teachers, researchers, and other professionals whose interests extend beyond their specialty; faculty and students associated with American Studies programs in universities, colleges and secondary schools; museum directors and librarians interested in all segments of American life; public officials and administrators concerned with the broadest aspects of education and those interested in the field to enhance such dialogue and discourse through its annual symposium.

The Symposium also serves as a platform for experts to share their experiences in curriculum and syllabus development, critical thinking, teaching methodologies as related to American Studies as well as to discuss genesis, current development and prospects of American Studies as a new academic discipline in Central Asia.
This year, Diplomatic academy of the Ministry of foreign affairs of the Kyrgyz Republic hosts the 9th Annual American Studies Symposium and devotes the symposium to the 20th anniversary of the establishment of Kyrgyz-American diplomatic relations. The goal of this year’s Symposium is: 1) to enhance educational, cultural and diplomatic relations between Kyrgyzstan and U.S 2) to analyze challenges and perspectives of teaching American Studies in Central Asia; 3) to exchange ideas and cultural experiences pertaining to the said program or discipline; 4) to discuss effective strategies and new methods of teaching in the field of American Studies;

Papers and panel proposals are welcomed on any subject related to the United States or may examine topics from the perspectives of politics, literature, art, culture, history, religion, or any other foundations that constitute the core of American Studies curriculum.

The themes of Symposium may include:                                    
·          American Studies and Kyrgyz-American diplomatic relations: experience, exchange and perspectives
·          US-Kyrgyz 20 years of friendship and cooperation
·          Investigate former and/or current American foreign policies towards the CA regions
·          American Studies: An Intercultural Exchange
·          The role of  American culture, society  and its influence on CA regions
·          Issues of gender, race, human rights  in the US and Kyrgyzstan
·          Address socio-economical changes taking place in both countries
·          Analyze the role of literature and art of post-Soviet era and its influence on the West
·          Aspects of educational systems of the US and Kyrgyzstan
·          The place of American Studies in the process of globalization 
·          Teaching innovative technologies in the field of American Studies
·          Curricular development on American Studies
·          Present effective strategies and new methods of teaching American Studies and its interdisciplinary perspectives

·          Format of Abstract/Proposal: The title of the article should be centered on the proposal in bold letters. The name of the primary author, educational institution, and city should then be listed in regular text. The main text of the proposal should begin thereafter. If a joint presentation, please list below the same information as above for your co-presenter(s).

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.

In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.

In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Brief Project Description:    UNHCR opened its representation in Kyrgyzstan in 1995 to assist the country in protecting over 20,000 refugees from the civil war in Tajikistan. By now the Kyrgyz Republic has locally integrated half of these refugees by granting them citizenship, while another half voluntarily repatriated to Tajikistan. In 1996, the Kyrgyz Republic acceded to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol. The country developed a national law on refugees and created a state agency for the determination of refugee status. UNHCR operational objectives in the Kyrgyz Republic:

·          Improve the quality of asylum in accordance with international standards
·          Facilitate international protection
·          Provide refugees with access to appropriate durable solutions
·          Reduce and prevent statelessness
·          Facilitate sustainable reintegration of internally displaced persons and returnees
·          Maintain contingency plans and emergency preparedness
·          Host Agency/Host Institute:    United Nations High Commissioner for Refugees (UNHCR)

UNHCR works with the Government, civil society, donors and other UN agencies in providing protection and support to persons of concern. Implementing Partners:

UNHCR Office in Bishkek consists of Programme, Protection and Admin/Finance units. The UNV will be placed in Programme unit which provides operational and programmatic support to the organization’s activities in the country.

Type of Assignment Place: assignment with family

Description of tasks/ Under the direct supervision of Associate Programme Officer the UN Volunteer will undertake the following tasks:

·          Collect data and other information on development and/or subject-matter activities of the country or area;
·          Maintain, logs, files and update records in prescribed format for subsequent use;
·          Process and examine the information and data in accordance with instructions received, making necessary abstracts and computation;
·          Maintain and keep current registers and control plans on the status of projects at the formulation, implementation and operational stages;
·          Prepares background material, working papers and tables for briefing and review sessions;
·          Summarizes information reflecting current obligations and future programme and/or budgetary implications;
·          May be required to carry out specific operational/control tasks for programme/project implementation;
·          Perform other duties as required.       

Furthermore, UN Volunteer is encouraged to:

·          Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
·          Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
·          Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
·          Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
·          Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
·          Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Output:

·          Project proposals received from partner and other organizations are analyzed in compliance with the operational goals and objectives and timely feedback is provided to the Programme/Protection units;
·          Requests for procurement of goods and services are reviewed;
·          Assistance projects are monitored on a regular basis;
·          Updates of the project monitoring tables and reporting forms is provided in line with the developed formats;
·          The filing system in the Programme unit is maintained;
·          A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Qualifications/Requirements:

·          University Degree in Business Administration, Political Sciences, Social Sciences or related field;
·          Experience: Minimum 3 years of previous job  experience relevant to the function;
·          Skills: Communication skills, computer skills;
·          Languages: Fluency in English and Russian. Knowledge of Kyrgyz is an asset. 

Living Conditions:

The UNV will be based in Bishkek which is a family duty station.

Conditions of Service:

A nine-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to US$ 350; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.

The U.S. Embassy in Bishkek is seeking an individual for the position of Special Consular Services Assistant in the Consular Office.

Basic function of position:

Meets with American Citizens requesting assistance, determines necessary action. When necessary, assists Consular Officer with hospital and prison visits, death, repatriation, medical evacuation and financial assistance cases. Prepares notarial documentation for signature. Assist applicants seeking passport and citizenship services. Provides U.S. citizens information (in person, by telephone and in writing) about local laws, section practices and local customs. Assists U.S. citizens wishing to adopt or marry in the Kyrgyz Republic. Drafts routine ACS cables, diplomatic notes and memos as needed. Prepares routine reports for transmittal to Department. Accompanies Consular Officer to meetings with host country officials, acts as interpreter as needed (in Kyrgyz and Russian), drafts --memoranda of conversations and follows-up on meetings with officials. Sets up and maintains embassy warden registration files and warden system software, updating as necessary.  Backs up the Visa Assistant as necessary and acts as section cashier.

Qualifications required:

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

·          Education: University degree in legal studies, public relations, social sciences, international relations, humanities, or business is required
·          Prior work experience:  From two to three years of progressively responsible experience in work involving application of relatively complex regulatory material along with extensive public contact, or other closely related experience. 
·          Language Proficiency: Level IV (Fluent) in both written and spoken English is required.  Level IV (Fluent) Russian and Kyrgyz are also required. (This will be tested).
·          Job knowledge: A thorough knowledge of applicable laws and procedures, including U.S. laws, local laws and practices pertinent to Consular work is required. Knowledge of socio-economic conditions within the Kyrgyz Republic in order to analyze and identify visa fraud patterns.
·          Skills and abilities: Exercise of tact and good judgment in dealing with the public, U.S. citizens and local officials. Strong interpersonal and communication skills.  Ability to exercise judgment in evaluating evidence. Ability to maintain an extensive range of working level contacts with high-ranking officials and private organizations. Ability to apply complex regulations correctly.  Ability to work under pressure, in order to meet tight deadlines when necessary.  Computer literacy and level II typing skills are also required. (This will be tested).

Selection process:

When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

3.       JOB VACANCY: PUBLIC HEALTH SPECIALIST (HIV/AIDS PREVENTION), US EMBASSY IN THE KYRGYZ REPUBLIC, BISHKEK. DEADLINE: MARCH 30, 2012

The U.S. Embassy in Bishkek is seeking an individual for the position of Public Health Specialist (HIV/AIDS Prevention) in the HHS/Centers for Disease Control and Prevention (CDC).

Basic function of position

The incumbent of this position is the key advisor on HIV/AIDS prevention activities to the GAP Director for the Republic of Kyrgyzstan. Position is responsible for the design, implementation, coordination, and evaluation of a broad range of agency-funded most at risk population (MARPS) prevention program activities and studies required to implement the President’s Emergency Plan for AIDS Relief (PEPFAR) in Kyrgyzstan. Job holder is the U.S. Government HIV/AIDS prevention program advisor to the host country ministries (including the Ministries of Health and Education), partners, including those funded by the host government or the Global Fund and non-governmental organizations (NGOs) in the implementation of MARPS prevention program activities and studies. The incumbent represents CDC/Kyrgyzstan on HIV MARPS prevention issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies. Job holder serves as the activity manager/technical monitor for HIV Prevention grants, contracts and cooperative agreements and coordinates funding, reporting, and administration with the extramural team to assure projects are conducted and USG funds are appropriately utilized.

Qualifications required

All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

·          Education: Doctoral level (DrPH, MD or PhD) degree or host country equivalent in medicine, public health, epidemiology, behavioral or social sciences field is required.
·          Prior work experience:  Four years of mid-to-senior level public health experience in developing, implementing and evaluating HIV/AIDS MARPS prevention or other public health programs that involve coordination with an international agency or implementing partner is required.
·          Language Proficiency: Level IIII (Good working knowledge – speaking/reading/writing English is required. Level IV (fluency-speaking/reading/writing) in Russian is required. (This will be tested).
·          Job knowledge: A thorough knowledge and experience in HIV/AIDS prevention counseling and interventions, behavior change, care, treatment and testing is required. Working knowledge of U.S. government public health programs and strategies is required. A detailed knowledge of the range of prevention programs, policies, regulations and precedents applicable to development and administration of national/international public health prevention program is required. Good working knowledge of team management techniques to plan, organize and direct multi- disciplinary project teams and activities and overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.
·          Skills and abilities: Comprehensive knowledge and experience in HIV/AIDS prevention is required. Thorough public health knowledge of current HIV/AIDS issues is required. Detailed knowledge of the host government health care system and structures including familiarity with MOH policies, program priorities and regulations is required. Detailed working knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of treatment programs is required. Excellent oral and written communications skills to develop and maintain effective working relationships with national and international health partners are required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities and overall administrative requirements, budgeting and fiscal management in support of contracts, cooperative agreements and contracts is required. The ability to lead results-driven project teams and workgroups is required. Intermediate user level of word processing, spreadsheets and databases is required. Numerical skills for data analysis are required.

Selection process

When fully qualified, U.S. Citizen Eligible Family Members (USEFMs) and U.S. Veterans are given preference.  Therefore, it is essential that the candidate specifically address the required qualifications above in the application.

·          Management will consider nepotism/conflict of interest, budget, and residency status in determining successful candidacy. 
·          Current employees serving a probationary period are not eligible to apply.
