1.     ECA ALUMNI GRANTS PROGRAM, PUBLIC AFFAIRS SECTION, U.S. EMBASSY,BISHKEK, KYRGYZ REPUBLIC

The 2011 ECA Alumni Small Grants Program (ASGP) is designed to support the professional development of U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA) alumni and promote community development in alumni"s countries. Alumni may apply for a grant of up to $5,000 to conduct a community development or professional development project. (Small-scale projects should not exceed - $1,000. Large-scale projects can be up to $5,000) The project time period is 12 months.

1. Grant recipient must indicate:
a) Names the initiative group/NGO
b) Contact address, phone/fax number and e-mail address
c) Name and home address of Project Manager:
d) Bank Account Information ($/soms)

2. Background on the initiative group/NGO:
No more than 3 paragraphs
a) Primary goals
b) Previous grants received
c) How the NGO is funded
d) An example of a recent successful project.

3. Program Description
No more than 1 page

a) Statement of Objectives:
·         Describe project goal(s);
·         How it (they) will be achieved;
·         Provide detailed description of program activities/events;
·         Work Plan should be attached.

b) Project Justification:
·         Why did you decide to apply to the U.S. Gov. to support your project?
·         How will this project benefit for the Kyrgyz Republic?
·         Describe the target audience: age groups, occupation, number of program participants?
·         How will you measure the success or future of your project?

c) Program Duration

4. Budget - no more than 2 pages
a) Amount requested (in USD);
b) Itemized cost breakdown;

APPLICATION FORM GUIDELINES

PROPOSAL FORMAT:
·         First draft proposal can be submitted in Russian, but the final version should be written in English.
·         Proposal should not exceed 5 typed pages in font 12.
·         Applicants should attach copies of resumes for the key personnel.
·         Proposals should list any previous grants received in a form of attachment (date, amount, purpose) as well as any other funding sources.
·         A copy of the registration papers of the organization should be attached.
·         If you are not an NGO, please attach a letter from an organization supporting your efforts.

NARRATIVE PART:

Key questions to address in your proposal are:

·         WHO (name of NGO, list of the names of the initiative group and its partners if appropriate),
·         WHAT (planned activities),
·         WHEN (program dates),
·         WHY (the issue, target group and region(s)),
·         HOW (what resources are available and which are requested),
·         FOR WHOM (target audience),
·         AT WHAT COST (budget and name of organization to which you submitted this grant (co-sponsoring is strongly encouraged)),
·         WHAT ARE THE RESULTS (planned successful results and sustainability).

This includes:
·         Justification should explain why you decided to apply to the U.S. Government for funding of this particular project; why a proposed project is important, who will be affected by this project, what difference it makes for the Kyrgyz Republic. Also, please explain what criteria you will use to measure the success or future of your project. (May also attach letters of endorsement attesting to the seriousness of the proposal.)
·         Sustainability - if the project is intended to continue after the funding ends, the proposal must explain how the organization will fund the activity in the future.
·         Proposals for publication of materials should describe the intended audience, content, and how materials will be distributed, and will normally be considered only if the language of the material is Russian, Kyrgyz or English. If U.S. Government funds are used to fund publication, the grant must include language granting copyright to the U.S. Government, or recognizing that the U.S. Government will have unlimited rights to reprint or distribute the material if it chooses.

PROJECT TIME-FRAME:  Project dates cannot exceed one year.

DEADLINE:  October 31, 2010

PROJECT SCALE:

Small-scale projects should not exceed - $1,000. Large-scale projects can be up to $5,000. If the scale of the project exceeds the limits, please consult with grant administrators.

Q&A Live Transcript Available: International Disability Rights

On Tuesday, September 9, 2010, Special Advisor for International Disability Rights at the U.S. Department of State Judith Heumann joined the State Alumni community for a Q&A Live web chat on International Disability Rights. Heumann previously served as the director for the Department on Disability Services for the District of Columbia and has been involved on the international front working with disabled people’s organizations and governments around the world to advance the human rights of disabled people. PAS Budapest Organizes National Fulbright Day

BUDAPEST, Hungary – On September 24, 2010, PAS Budapest’s held its first Fulbright Day conference at the Hungarian Academy of Sciences. More than 110 alumni and guests attended from across the country. The events began with plenary and included alumni speakers Laszlo Vass, president of the Budapest School of Communication and Business; Andras Kepes, dean of the Budapest School of Communication and Business; Endre Horvath, deputy state secretary for Economic Development at the Ministry of the National Economy; Istvan Serto-Radics, mayor of Uszka; and Ambassador Eleni Tsakopoulos Kounalakis.  In an inspiring speech, U.S. Ambassador Kounalakis urged Fulbrighters and all alumni to give back to the community and engage the media to raise Fulbright’s profile in Hungary.  During three breakout roundtable discussion sessions that followed, alumni focused on practical ways to fundraise, raise the Fulbright profile, give back to the community, and network more effectively.  The day concluded with a buffet reception in the Academy of Sciences club restaurant, giving everyone the chance to further discuss the issues of the day and to make new connections.

4.     UNIVERSITY OF CENTRAL ASIA, CENTRAL ASIAN FACULTY DEVELOPMENT PROGRAMME, MPHIL/PHD SCHOLARSHIP PROGRAMMES FOR THE 2011-2012 ACADEMIC YEAR

The University of Central Asia (UCA) is pleased to announce its Central Asian Faculty Development Programme’s (CAFDP) MPhil/PhD scholarship programmes at its partner institutions – University of Cambridge and German universities.

1. University of Cambridge (through the Cambridge Overseas Trust)

UCA in partnerships with the University of Cambridge (through the Cambridge Overseas Trust) provides scholarships for Master (leading to PhD programmes) and PhD students in the following disciplines: Asian and Middle Eastern studies, biochemistry, chemistry, development studies (economics), economics, mathematics, physics, and sociology. Applications in physics and development studies (economics)are particularly encouraged.

2. German universities in partnership with the German Academic Exchange Service (DAAD)

UCA-DAAD partnership provides scholarships for Master (leading to PhD programmes) and PhD students in the following disciplines at German Universities: applied mathematics, applied physics, archaeology, biochemistry, biology, chemistry, computing science, economics, engineering sciences (environmental engineering, complex systems analysis and design), environmental sciences and environmental earth sciences, ethnography, geology, natural resource management and sociology.

While the application and selection process for these scholarship programmes varies, all applicants are required to meet the eligibility criteria put forth by UCA and the admission criteria at the partner institution. Interested applicants can visit UCA partner institutions’ websites for additional information. Applicants from Kazakhstan, the Kyrgyz Republic and Tajikistan are strongly encouraged to apply.

CAFDP was created to ensure that scholars from Central Asia with top international academic credentials are strongly represented in the UCA’S future faculty. Successful doctoral graduates of CAFDP will be given preferential consideration for academic appointments in the UCA’s Graduate School of Development and/or undergraduate School of Arts and Sciences.

5.     APPLIED ANTHROPOLOGY FORUM “TWO DECADES OF EXPERIENCE: HAVE WE FOUND A PROPER TRANSLATION FOR THE WORD DEVELOPMENT?”, SOCIAL RESEARCH CENTER, AMERICAN UNIVERSITY OF CENTRAL ASIA, OCTOBER 9, 2010

The Anthropology Department in partnership with the Social Research Center of the American University of Central Asia is pleased to invite you to the Applied Anthropology Forum titled “Two Decades of Experience: Have we Found a Proper Translation for the Word Development?”

This forum will be a chance for all of us to reflect and evaluate our development experience and discuss some major questions pertaining to the development successes and failures of the past two decades in Kyrgyzstan and in Central Asia.

We are inviting representatives of a large number of local and international organizations to participate in this forum and the meeting promises to be very interesting.

For students from all departments this will be an excellent opportunity to become familiar with the work conducted in our country in the development sector and meet and network with your potential employers.

6.     EVENT: NURAK ABDRAKHMANOV CONCERT, NATIONAL PHILHARMONIC BUILDING, BISHKEK, OCTOBER 24, 2010

Dear All,

It is our tremendous honour and pleasure to announce that the Aigine Cultural Research Center (CRC) is successfully finishing its project on Transmitting Traditional Music - Komuz Melodies on En Belgi with the legendary Kyrgyz artist and one of the greatest musical pioneers of our age, Nurak Abdrakhmanov.

To demonstrate the results of our wondrous project and to honour Nurak Abdrakhmanov and his valorous team, we are organizing a special concert to be held at 17.00 on October 24, 2010 at the National Philharmonic Building in Bishkek, Kyrgyzstan.

The main purpose of this concert is to give everyone a unique chance to spend a nice evening with the prominent komuz master and his apprentices, to open our minds and souls to the mellifluent sounds of one of the most ancient musical instruments in Central Asia, to become harmonious with the music and to allow it to take us one step closer to the universal oneness of which we are all a part.

Organizational Context

Starting from January 2011, as per decision of the Country Multisectoral Coordination Committee (CMCC) and the Global Fund to Fight AIDS, TB and Malaria (GFATM), the United Nations  Development Programme in Kyrgyzstan will become Principal Recipient (PR) of several Global  Fund’s grants. UNDP will set up Grants Implementation Unit which will be responsible for  implementation of all GFATM grants in Kyrgyzstan for which UNDP is a PR. The new Unit will  include various programme, procurement, finance and M&E staff.

Under the guidance and supervision of the Global Fund’s Grants Manager, the Component Coordinator (CC) will provide a high quality services within TB and Malaria grants to ensure  timely and efficient coordination and monitoring over implementation of respective grants outputs. The CC promotes a client, quality and results-oriented approach.

Functions

1.     Responsible for the implementation of programme activities under TB and Malaria grants
2.     Assist the Grants Manager  in operational management of the grants in compliance with the UNDP and Global Fund Rules and Regulations
3.     Provide support to the Global Fund’s Grants Manager in formulation, implementation and evaluation activities on the substantive side of the component respective area
4.     Support the Grants Manager in timely  preparing and compilation of the Programme Annual/Quarterly Work plans, Progress and Final Reports, Budget Forecasts at the level of the TB and Malaria grants
5.     Ensure the delivery of the assigned programme resources against approved budgets
6.     Provide substantive policy advice to the Grants Manager and National institutions on the issues of tuberculosis and malaria
7.     Work towards achievement of goals set  up in UNDP strategic documents (Corporate strategy, UNDAF, CPAP, Programme document etc.) and relevant national legislation and contribute to the capacity development of the national counterpart institutions;
8.     Liaise with key stakeholders and other partners to ensure proper coordination and partnership within the framework of grants activities implementation
9.     Ensure fulfillment of standard procedures, including the ones on procurement, contracting of services and formalizing partnerships, in accordance with UNDP Rules and Regulations and GFATM procedures in line with UNDP-GFATM Grant Agreement 
10.   Regularly assess performance of staff working under his / her supervision (if applicable)
11.   Ensure proper documentation and codification (knowledge management) of programme methodologies and experiences for wide dissemination and institutional memory
12.   Undertake regular field visits
13.   Monitor regularly and ensure timely and adequate implementation of the component action plans, undertake necessary preparatory actions for the planned activities, and liaise with relevant parties, if needed
14.   Perform other duties that may be required by the Grants Manager for effective implementation of the Programmes

Recruitment Qualifications/Competencies

Education:

·         University degree in medicine. Advanced training in pulmonology, infectology or epidemiology is an asset

Experience:
·         5 years of experience in infectious diseases control, specific experience in tuberculosis is an asset
·         In-depth knowledge and understanding of the disease context in the country. Knowledge of international disease control framework
·         Experience in project management area 
·         Managerial experience 
·         Experience of working with international organizations, governmental and non-governmental organisations
·         Excellent drafting skills and communication skills
·         Proficiency in office software packages (MS Word, Excel, etc.).  

Language Requirements:

Fluency in Russian. Knowledge of English and Kyrgyz is an asset
