Political Affairs and Human Rights

The promotion of human rights and good governance is a cornerstone of Dutch foreign policy. To support activities in this field, the embassy of the Netherlands in Astana can financially support initiatives in Kazakhstan, Kyrgyzstan and Tajikistan through its Central Asian Human Rights and Good Governance Programme that has been operational since January 1, 2003

Projects

Activities directly contributing to the protection and promotion of human rights and or good governance in Central Asia are eligible for funding (preferably with a minimum budget of EUR 50,000 for 1 or 2 years).

Priority areas

·         While not excluding projects in other areas, priority will be given to projects focusing on the following areas:
·         supporting independent media and promoting freedom of speech
·         promoting the rule of law and judiciary reform and improving law-enforcement practices
·         strengthening capacity of government agencies responsible for monitoring and enforcing human rights standards (e.g. Ombudsman, Human Rights Commission) and promoting their constructive dialogue and cooperation with civil society
·         combating corruption and increasing transparency
·         promoting the freedom of religion
·         combating human trafficking
·         contributing to fair elections and promoting the due electoral culture

Criteria

Important criteria for the evaluation of proposals are:

·         a direct, demonstrable impact on improving the human rights situation or contribution to democratisation processes
·         sustainability
·         a proven track record of the applying organisation in human rights or good governance activities
·         the project must be a local initiative, and benefit local organisations
·         a well-written project proposal with a clear description of proposed activities, a detailed budget, stating intended objectives, expected outcomes, target groups and beneficiaries, and performance indicators
·         the proposed activity could be part of a larger framework of initiatives or programmes undertaken locally focusing on the same issues and supported by other donors
·         partnerships with other governmental and non-governmental organisations, which improve the impact of the activity

Application submission

Organisations in Kazakhstan, Kyrgyzstan and Tajikistan wishing to obtain funding under the Embassy’s “Central Asia Human Rights and Good Governance Programme” can submit their project proposals in English or Russian, no later than March 31, 2010, to the Astana Office of the Embassy of the Kingdom of the Netherlands at the following address:

·         track record in human rights or good governance activities

3. The Budget

The budget should clarify how the requested funds will be used to conduct the activity:
      detailed budget by activity (sub-activity), including amount applied for and contributions from other sources

In case of the approval of the application, an agreement will be presented to the applicant outlining the terms and conditions under which financial assistance will be provided. The first instalment of the grant will be made available upon return of a signed copy of the agreement; the last instalment will be made available upon receipt and approval of the final report of the project.

2.       SMALL ACTIVITIES PROGRAMME 2009, EMBASSY OF THE KINGDOM OF THE NETHERLANDS

Programme goals:

The Small Activities Programme (SAP) supports local initiatives aimed at developing income generating activities among rural population to improve socio-economic status of the most vulnerable groups of the population and develop civil society in rural areas.

The SAP should also be able to serve as a model for other local projects and as an engine for new development.
The Programme is open to registered non-governmental organisations from Kyrgyzstan and Tajikistan.

Programme Criteria:

Proposed projects:

·         must be based on a small scale local initiative originating in the community or agency involved;
·         must be implemented using local goods and materials;
·         must be targeted at a clearly defined group of people who are actively involved in it and prepared to contribute what they can to its implementation (money, labour, materials or land);
·         must be sustained by local population once complete;
·         may not take the form of a one-time action (such as a conference, a seminar or an exhibition) or a form of charity (such as supplying food or medical aid) or constitute a gift or part of an election campaign;
·         is not meant as emergency aid, except as a stopgap to more permanent solutions;
·         is not meant to cover the re-incurring costs (municipal expenses, rent payments, salaries, gasoline, Xerox paper, etc.)
·         may not be part of a project or programme belonging to another development agency, or of a larger project split into different small activities.

Organisations in Kyrgyzstan and Tajikistan wishing to obtain funding under the Embassy’s “Small Activities Programme” can submit their project proposals in English or Russian, no later than March 31, 2010, to the Astana Office of the Embassy of the Kingdom of the Netherlands at the following address:

3. The Budget

The budget should clarify how the requested funds will be used to conduct the activity (the maximum preferred contribution is EUR 25,000 per project.  No additional contribution for the same project is possible. The maximum preferred duration of project is 12 months).

In case the application is granted, the amount awarded will be transferred to the applicant’s bank account once the contract is signed, in accordance with the signed contract. Financial statement including all recipients and a final report should be submitted to the Embassy once the grant is spent.  
The Embassy reserves the right to assess expenditures and inspect project activities at any time.

3.       STUDENT INTERNSHIP OPPORTUNITIES, U.S. EMBASSY IN BISHKEK

Voluntary internships will be available during Summer 2010 at the U.S. Embassy in Bishkek.  This internship will provide an excellent opportunity for students to gain valuable work experience in the foreign affairs arena. There are no benefits attached to this internship and no compensation, nor any future employment rights. The U.S. Mission will consider issues such as conflict of interest, nepotism, residency status, and whether applicant has a work permit, in determining successful candidacy.

Duties of an Intern

The Embassy is looking for students with a broad range of majors, such as Humanities and Arts, Social Sciences, Business or Economics, Public Administration, Journalism, International Relations, Political Science as well as majors more traditionally identified with international affairs. Intern duties may vary according to the section of assignment.   For example, in addition to routine office duties, interns may be involved in planning and executing cultural programs, monitoring and reporting on evolving political, legislative, and economic issues, or organizing conferences/visits of high-level officials. They may also be assigned a range of administrative duties (e.g. filing, scanning, drafting letters and other documents, photocopying, creating and updating databases, basic statistical tasks and logistical arrangements).

Eligibility Requirements

·         Incumbent must be at least 18 years of age at the time internship begins.
·         Applicants must have been enrolled full-time in University as undergraduate or postgraduate students at the time the internship begins.
·         Applicants must be returning to university studies upon completion of the internship.
·         Students must be in good academic standing.
·         Students must be available to begin their internship in June 2010. Interns usually serve for approximately 8-10 weeks during the summer.
·         Applicants must be available to work 20-40-hour a week.
·         Applicants must have excellent English language proficiency.
·         Substantial computer skills with background in EXCEL, WORD, and other Microsoft products required.

1.       KYRGYZSTAN PROJECT COORDINATOR VACANCY, IREX/KYRGYZSTAN

TITLE: Kyrgyzstan Project Coordinator
REPORTS TO: Regional Project Director

SUMMARY OF POSITION

IREX seeks a qualified professional to fill the position of Project Coordinator for a possible three-year USAID-funded combating trafficking in persons program in Central Asia. The overall goal of the program is to assist the five governments of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) and relevant civil society actors in their efforts to respond to the problem of human trafficking through prevention and protection activities. This position will be based full-time in Bishkek with frequent travel throughout the country. The position requires managerial experience supervising staff and reporting for international assistance programs. The position is contingent on funding.

RESPONSIBILITIES AND DUTIES

·         Under the direction of the Regional Project Director, lead the technical implementation of the program in Kyrgyzstan, ensuring the quality of the program’s technical interventions and attention to international best practices in anti-trafficking
·         Under the direction of the Regional Project Director manage program-related activates in Kyrgyzstan such as: planning and implementing program strategy; hiring and overall supervision of local staff; generating programmatic and financial reports for USAID; ensuring quality and timeliness of deliverables; coordinating with partners; and managing office operations
·         Ensure attention to gender and social exclusion issues in all aspects of the program’s work
·         Provide overall management of sub-grantees and sub-contractors
·         Responsible for the quality, cost, and timeliness of performance of all work performed under this Cooperative Agreement
·         Coordinate program planning and implementation with the program’s key stakeholders, including among others, the Government of Kyrgyzstan; USAID, the NGO community; communities; etc.
·         Liaise with the USAID mission and implementers in order to ensure program is responding to USAID priorities and coordinating with other USAID initiatives
·         Collaborate with IREX’s implementing partners to coordinate efforts and share program results
·         Required to travel extensively within the country for project management and monitoring purposes

QUALIFICATIONS

Candidates must be well organized, able to work independently, skilled at handling multiple tasks, able to meet deadlines and work in stressful situations, and willing to travel within Kyrgyzstan.

Other specific qualifications should include at a minimum:

·         A Bachelors Degree or equivalent from and accredited university
·         A minimum of 5 years of progressively responsible professional experience, including a minimum of 3 years experience working on TIP issues for donor funded international development programs
·         Prior experience working in Central Asia or the former Soviet Union preferred
·         Demonstrated leadership and administrative skills in program management
·         Experience addressing gender and social inclusion issues
·         Experience managing staff and coordinating and overseeing reporting for grant-making programs
·         Prior experience administering USAID projects and thorough knowledge of USAID policies and regulations preferred
·         Excellent interpersonal and organizational skills, and the ability to communicate with local stakeholders to ensure the successful completion of project activities
·         Strong computer skills (Word, Excel, Internet required)
·         Ability to function professionally and effectively in verbal and written English required

2.       COMMUNICATION OFFICER /LEGAL ADVISER POSITION, THE INTERNATIONAL COMMITTEE OF THE RED CROSS (ICRC) IN KYRGYZSTAN

The International Committee of the Red Cross (ICRC) in Kyrgyzstan is opening a position for a Communication Officer /Legal adviser based in Bishkek. The ideal candidate will have previous work experience in the field of human rights. The work will mainly involve establishing and maintaining relations with a wide range of interlocutors, organising and conducting roundtables, seminars, conferences on International Humanitarian Law, International Human rights law and International Movement of the Red Cross and Red Crescent, and providing legal analyses in the field of human rights and judicial guarantees.

Minimum required knowledge, experience & personal qualities:

·         University degree in Law with a focus on Public International Law, International Humanitarian Law, International Human Rights Law;
