1. 2009 ECA ALUMNI SMALL GRANTS PROGRAM

Program Overview

The 2009 ECA Alumni Small Grants Program (ASGP) is designed to support the professional development of U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA) alumni and promote community development in alumni's countries. Alumni may apply for a grant of up to $3,000 to conduct a community development or professional development project. The project time period is ten months.

Eligible alumni – The ASGP is open to alumni of the following ECA-sponsored programs:

* Edmund S. Muskie Graduate Fellowship Program (Muskie)
* Eurasian Undergraduate Exchange Program (UGRAD) (formerly known as the FREEDOM Support Act Undergraduate Program)

Individuals in the following circumstances are NOT eligible for Alumni Small Grants Program:

* Individuals currently residing or working outside of one of the Eurasian countries listed above;
* Local employees of the U.S. missions abroad who work for the U.S. Department of State are ineligible for grants during the period of their employment and for one year following the termination of employment;
* Immediate families (i.e. spouses and dependent children) of U.S. Department of State employees for a period of one year following the termination of such employment. This provision does not disqualify self-supporting members of families who live apart from their parents;
* Persons arrested for, charged with, or convicted of a crime (excluding minor traffic violations);
* Current IREX employees and consultants and their immediate family members (spouses, parents, children, and siblings); or

IREX reserves the right to verify all of the information included in the application. In the event that there is a discrepancy, or information is found to be false, the application will immediately be declared invalid and the applicant ineligible. Incomplete applications will not be considered.

Possible project ideas include:

* Initiating a public or community service program;
* Launching a pilot program at an NGO or academic institution;
* Organizing training programs or conferences for professional colleagues and/or other alumni;
* Funding travel of US colleagues to eligible Eurasian countries for conferences, training programs and professional collaboration;
* Development and publication of curricula, textbooks, or related reference or educational materials;
* Publication of public information pamphlets or brochures; and
* Conducting any other projects judged by the selection committee and/or ECA to be in the interest of program goals.

The maximum grant amount awarded for any project is $3,000. Alumni are welcome to collaborate with other ECA alumni (including eligible alumni from other countries) to submit joint projects. The maximum grant award is $3,000, regardless of the number of alumni collaborators.

Please note that budgets are scrutinized carefully. Projects will be given preference that have low budgets, include cost-share and make good use of limited resources.

Please note that the purchase of computer hardware or office equipment (printers, photocopiers, fax machines, etc.) is prohibited. Additionally, funds from the grant cannot be used explicitly for the creation of organizational or personal web sites. ECA alumni are encouraged to work through the Internet Access and Training Program (IATP) to accomplish these goals. Lastly, grant funds may not be used to provide honorarium to ECA alumni, including the grant recipient.

Eligible alumni must complete their small grant activities within Eurasia (Eurasia is defined as Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyz Republic, Moldova, Russia, Tajikistan, Turkmenistan, and Ukraine).

Only one application per deadline for any individual alumnus/alumna will be considered. Applicants must have successfully completed all previously awarded small grants.

Timeline

* Grant Award Recipients Announced: May 18, 2009
* Grant Period: Ten months (May 29, 2009 – March 29, 2010)
* Final Report & Expense Report Due: April 30, 2010

2. 2009 PROJECT SMILE

Deadline: Monday, March 30, 2009

Program Overview

Project Smile, a program of the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State, provides grants to alumni of selected ECA-sponsored programs to implement community service activities that will benefit an underprivileged group in their local community such as children at an orphanage, the disabled or the elderly.

Program Timeline

* Application Deadline: March 30, 2009
* Grant Award Recipients Announced: April 17, 2009
* Grant Period: Ten weeks (April 27, 2009 – July 6, 2009)
* Final Report Due: August 7, 2009

Technical Eligibility Requirements

Candidates will be considered without respect to race, color, religion, national origin, or gender. Persons with disabilities are strongly encouraged to apply.

Project Smile is a merit-based competition open to:

Alumni of the:

* Edmund S. Muskie Graduate Fellowship Program (Muskie); or

3. STUDENT INTERNSHIP OPPORTUNITIES IN U.S. EMBASSY BISHKEK, DEADLINE: February 28, 2009

Student Internship

Voluntary internships will be available during Summer 2009 at the U.S. Embassy in Bishkek. This internship will provide an excellent opportunity for students to gain valuable work experience in the foreign affairs arena. There are no benefits attached to this internship and no compensation, nor any future employment rights. The U.S. Mission will consider issues such as conflict of interest, nepotism, residency status, and whether applicant has a work permit, in determining successful candidacy.

Duties of an Intern

The Embassy is looking for students with a broad range of majors, such as Humanities and Arts, Social Sciences, Business or Economics, Public Administration, Journalism, International Relations, Political Science as well as majors more traditionally identified with international affairs. Intern duties may vary according to the section of assignment. For example, in addition to routine office duties, interns may be involved in planning and executing cultural programs, monitoring and reporting on evolving political, legislative, and economic issues, or organizing conferences/visits of high-level officials. They may also be assigned a range of administrative duties (e.g. filing, scanning, drafting letters and other documents, photocopying, creating and updating databases, basic statistical tasks and logistical arrangements).

Eligibility Requirements

* Incumbent must be at least 18 years of age at the time internship begins.
* Applicants must have been enrolled full-time in University as undergraduate or postgraduate students at the time the internship begins.
* Applicants must be returning to university studies upon completion of the internship.
* Students must be in good academic standing.
* Students must be available to begin their internship in June 2009. Interns usually serve for approximately 8-10 weeks during the summer.
* Applicants must be available to work 20-40-hour a week.
* Applicants must have excellent English language proficiency.
* Substantial computer skills with background in EXCEL, WORD, and other Microsoft products required.

4. ECONOMICS EDUCATION AND RESEARCH CONSORTIUM ANNOUNCE ECONOMICS RESEARCH GRANT COMPETITION, SPRING 2009 ROUND, Deadline April 12, 2009

Name: ECONOMICS EDUCATION AND RESEARCH CONSORTIUM

Title: Economics Research Grant Competition

Submission deadline: April 12, 2009

Amount note:

Grants up to $14,000 are expected to be awarded to CIS-based scholars – individual researchers or small research teams (up to 3 persons) for up to 18 months. Grant size depends on the number participants and specific budget requirements of the project. Junior researchers and researchers based in the periphery may be awarded "development" grants of up to $2,000, and training opportunities in the framework of EERC Research Development Program.

Abstract:

Summary. The goal of the competition is to support policy-relevant research projects under five priority areas (see Thematic focus below). During the grant period research outputs are peer reviewed by thematic expert panels at EERC semi-annual research workshops. Research supervision is also provided through consultations with program staff and resource persons. The best findings are published as working papers and policy briefs, and are freely accessible on the web.

Research workshop.

Proposals selected for the final review stage of the competition will be presented at the June 2009 research workshop (in Kiev); interim and final reports on funded projects - in December 2009 and July 2010, respectively. The final output of each project shall be a working paper/article and a policy brief. The best research findings will be published in the EERC working papers and e-print series.

Thematic focus. Proposals are solicited in the following five areas with relevance to current policy concerns in the CIS:

* Enterprises and product markets
* Labor markets and social policy
* Macro, financial markets and open economy
* Public economics
* International trade and regional integration

Upon completion of research

The best projects will be considered for the prestigious Zvi Griliches Award to support submission to internationally-refereed journals and presentation at leading conferences.

Eligibility:

Applicants must be CIS citizens permanently resident or spending at least 50% of the grant period in the CIS countries. EERC admits participants of any faith, race, color, and ethnic origin to all rights, privileges, programs, and activities generally accorded or made available to individuals through EERC.

Important:

* Research proposals may be submitted by small teams (up to three persons) or individual researchers. Teams may include non-CIS participants, but their work will not be funded by the EERC. In case the team includes a non-CIS participant, the project should be presented at the EERC workshops by the CIS-based project head.
* Researchers may submit only one research proposal per each round of the competition, either individually or as members of a research team.
* Researchers whose projects are currently funded by the EERC cannot submit another proposal until after six months since their grant is closed and the paper resulting from the project has been submitted for publication in the EERC Working Paper series (in case the final report is deemed satisfactory and publishable). New projects should be sufficiently differentiated from projects EERC supported in the past in terms of the main research hypotheses, methodology and expected results.
* The competition is open for participation by CIS citizens studying towards a Ph.D. degree outside their home countries. To be eligible,
o they must have completed at least two years in an MA or Ph.D. program, and passed comprehensive exams;
o have to spend at least 6 months in one of the CIS countries during the grant period;
o their research must address issues of relevance to current policy concerns in the CIS. EERC reimburses travel expenses of workshop participants up to the cost of travel from the place of their permanent residence in the CIS.

* Tenured and tenure-track PhD faculty of established centers of excellence in the CIS region are welcome to participate – as resource persons, mentors and teachers – in all EERC activities except research grant competitions.

1. КОНКУРС НА ЗАМЕЩЕНИЕ ДОЛЖНОСТИ КООРДИНАТОРА ПРОГРАММЫ АЦПГО

Ассоциация Центров Поддержки Гражданского Общества (АЦПГО) объявляет конкурс на замещение вакантной должности - координатора программ.

Должность координатора программ содействуют эффективной реализации программ и проектов АЦПГО, финансируемые различными донорскими организациями через координацию программной деятельности организации, развитие и поддержку системы мониторинга и оценки, проведение оценки и координации отчетности в соответствие со стандартами доноров. Место работы – г. Бишкек.

Oбязанности:

1. Координировать деятельность Ассоциации ЦПГО в рамках проекта «Повышение степени открытости и прозрачности законодательной деятельности Парламента»
2. Координировать усилия с целью наращивания потенциала ЦПГО в лоббировании прозрачности законодательной деятельности Парламента и оказывать техническую поддержку ЦПГО по вопросам, связанные с проектом
3. Устанавливать контакты и принимать участие на встречах с ключевыми лицами, принимающие решения, НПО, СМИ и международными организациями
4. Уметь устанавливать связь между отдельными проектами и работать с программным подходом
5. Разрабатывать проектные предложения в международные донорские агентства;
6. Уметь управлять проектами
7. Иметь хорошие навыки по проведению тренингов и фасилитации встреч/круглых столов;
8. Готовить презентации и материалы для внутреннего и широкого пользования по выявленным достижениям, извлеченным урокам
9. Мониторинг и оценка проектов финансируемых международными организациями и исполняемых местными партнерами
10. Предоставлять регулярные описательные и статистические отчеты по программной деятельности
11. Быть постоянно информированным о вопросах, связанных с развитием некоммерческого сектора в Кыргызстане и других стран в Центральной Азии.

Требования:

* высшее образование
* стаж работы не менее 3 лет, включая не менее 1 года работы с НКО
* знание проблем, целей и задач деятельности некоммерческого сектора
* опыт работы в области мониторинга и оценки
* опыт в проведении исследований и анализа, написании отчетов, разработке презентаций
* коммуникабельность, хорошие навыки межличностного общения и проведения переговоров
* аналитические навыки
* умение работать в команде и на индивидуальной основе
* возможность и желание выезжать в командировки по стране
* владение русским, кыргызским, английским языками
* умение работать на компьютере и вести деловую переписку
* готовность усовершенствовать знания и навыки
