2.       APRIL FLOWERS – CLASSICAL MUSIC CONCERT-REQUIEM

Date: Friday, June 11, 2010
Time: 6:00pm - 9:00pm
Location: Bishkek, Philharmonic Hall

On June 11, 2010, April Flowers, a concert will take place at the Philharmonic Hall in Bishkek in memory of Chingiz Aitmatov and those who lost their lives during the recent uprising in April.

American Composer Joel Spiegelman will lead the State Symphony of Kyrgyzstan in a program of music that will include the world premier of a work he wrote especially for the occaision. Called Cry of the Bird of Passage, it is inspired by the words of Chengiz Aitmatov. Kyrgyz artists, Azamat Sydykov, pianist, and Jamila, Raimbekova, soprano, will appear as soloists in works by Caccini, Dvorak, Moldobasanov, Beethoven and Liszt.

The concert is taking place under the patronage of the Government of Kyrgyzstan and the Embassy of the United States of America.

2.       ACT ALLIANCE/CENTRAL ASIA POSITION: CONSULTANCY FOR THE WORKSHOP AND PROGRAM EVALUATION

ACT Alliance/Central Asia is seeking for a local consultant/trainer (preferably from Central Asia who has an expertise experience on climate change/ adaptation in Central Asia with good training facilitation skills and with good research/ reporting skills in order to conduct and facilitate 4 day capacity building training and further to participate in the 9 day program evaluation. The total duration of the consultancy longs from June 19 to July 09, 2010. The consultant will work along side ACT Alliance staff members, Christian Aid and ICCO, in Tajikistan and Kyrgyzstan respectively.

I. BACKGROUND

ACT Alliance, currently consisting of Christian Aid, DCA and ICCO implements the program on Risk Reduction and Climate change Adaptation in Tajikistan and Kyrgyzstan in partnership with local organizations under the joint strategy. The strategy aims to assist the communities in Central Asia (CA) to attain resilient and sustainable solutions to overcome the impacts of environmental hazards, climate change, and socio economic vulnerabilities on their lives and livelihoods through integration of the risk reduction and adaptation measures into the local development plans. In line with implementation of the program capacity building of the partners and evaluation of the program are also prioritized.

II. PURPOSES OF THE CONSULTANCY

Goals of the consultancy

1.       To enhance the knowledge of the ACT Alliance partners on climate change adaptation and facilitate the training on emergency response, participatory, vulnerability risk assessment and on advocacy.

2.       Proposed program evaluation aims to review the on going climate change risk reduction and adaptation programme and give recommendations for further improvement.  

Specific objectives of the training

·         To assist partners to understand the main climate change threats/impacts in Kyrgyzstan and Tajikistan
·         To assist partners to understand the main principles of designing and implementing the community based adaptation projects
·         To share the existing experience in Central Asia and if possible in other countries which is applicable in CA on community based climate change adaptation measures regarding the main climate change threats/impacts.
·         To discuss and analyze the current adaptation practices of the partners
·         To facilitate the training process on emergency response, on participatory vulnerability risk assessment and on advocacy

Specific objectives of the program evaluation

·         To review the on going climate change adaptation and  disaster risk reduction programmes
·         To analyze the implications of the recommendations from DRR review 2008, analyze the consistency of the projects with the aim and objectives of the strategy
·         To assess the capacity of the partners, strengths and weaknesses and make recommendations
·         To develop recommendations for further improvement of the program and for the development of the new strategy.

Desired results

·         4 day training and 9 day program evaluation is completed
·         Training module is developed on adaptation
·         Training on emergency response, on advocacy and PVCA is facilitated
·         The knowledge of partners on community based adaptation is enhanced
·         Training report and recommendations are written after completing the training
·         Completed evaluation report including recommendations for further development of the programme is prepared and submitted (with the inputs from other mission members)

I.      METHODOLOGY AND SPECIFIC TASKS

·         Interactive training methodology based on adult learning principles should be used. It will include interactive lecture, case studies, group works, specific activities, interactive presentations. Although theoretical knowledge is also important and required to be shared, the training methodology should be focused on ‘do how’ rather than only on ‘know how’.

·         The trainer should provide an atmosphere in which participants have more exercises in both oral and written. Theories should be used for conceptualization, discussion and understanding instead of description.

Specific tasks for the consultant

·         To conduct and facilitate 4 day workshop .Provide agenda before-hand so that feedback can be provided
·         Prepare training module, materials, case studies etc. to be used during the workshop
·         Language of instruction would be Russian but knowledge of English is mandatory
·         The facilitators shall use interactive learning methods to enhance participant’s understanding and training should be activity based
·         Conduct a pre and post assessment of the participants : Climate change vulnerability risk assessment and adaptation on the material covered in the training so that the level of information gained pre and post is visible.
·         To participate in the 9 day program evaluation and contribute to the joint report with recommendations

III. Process

Duration and Deadlines:  The workshop will last for 4 days with following program evaluation for 9 days during which the consultant will be expected to work full-time (5 days per week) on this assignment. The research workshop will take place from 19th of June until June 24th. Evaluation will last from June 24 until July 03. The first draft of the evaluation report will be due on 06 of July 2010. After receiving feedback from Act Central Asia/Christian Aid by the end of the day on 07 July, the final product will be due from the researcher to the PO-CCA/DRR on 09 th of July 2010.

Logistical support

The Act Central Asia/Christian Aid office in Tajikistan will provide the researcher with initial logistical and administrative support to ensure that the assignment can be performed successfully.

This support covers:

a)       Finalising the TORs, work plan and contract with PO-DRR /CA
b)       Provision of access to relevant documentation available with Act Central Asia/Christian Aid;
c)       Payment of consultancy fees as agreed in the contract.

Remuneration

Remuneration will be offered depending on the consultant’s background and experience.

Undertaking

The intellectual property right of the final report will lie with the ACT Central Asia/Christian Aid. The consultant will not publish any part of the report or findings of the evaluation without the written permission from the designated representative of ACT Central Asia/Christian Aid.

SKILLS AND KNOWLEDGE REQUIRED


·         Knowledge and experience on climate change adaptation in Central Asia;
·         Excellent training skills and experience of  workshop facilitation and organisational assessment;
·         Knowledge of and research experience in case study countries;
·         Excellent analytical skills
·         Knowledge of development policy and practice in case study countries;
·         Understanding of livelihoods framework, including how policies, institutions and processes can influence the vulnerability of the poor;
·         Experience of carrying out research at grass roots level, PRA interview techniques, and qualitative data analysis.
·         Excellent English and Russian language skills. Knowledge of Tajik or Kyrgyz is an asset.

6.      Assist supervisor in planning, formulating and evaluating projects;
7.      Perform other duties as required.

MAJOR DUTIES: Under the supervision of the Kyrgyzstan Country Office (KCO) Director and technical direction of the Health and Education Office Director the incumbent serves as the public health advisor in Kyrgyzstan: 1) stays abreast of changes in the host country public health infrastructure, advising agency management on observed strengths, weaknesses and opportunities; 2) meets frequently with in-country mid- to senior-level host government health professionals and program directors, as well as health counterparts in non-governmental organizations, private sector, and international organizations; 3) gathers information, analyzes in-country needs and opportunities against objectives in the U.S. Foreign Assistance Framework; 4) prepares and presents comprehensive program reviews to include recommendations on curtailing or expanding programs and program effectiveness; 5) participates in technical reviews of proposals and applications and funding allocation decision making during the review and development process; 6) meets with contractors and counterparts on a regular basis, reviews progress, identifies potential issues; 7) reviews documents required for payment, change of activities, requests for continuations, and supplemental awards and makes recommendations; 8) manages regional or country-specific contracts, grants and agreements as assigned; 9) serves as USG point of contact on all issues and requests related to the President's Emergency Plan for AIDS Relief (PEPFAR), including Global Fund (Global Fund to Fight AIDS, Tuberculosis, and Malaria-GFATM) grants; 10) coordinates USG assistance with the GFATM and other donors working in the HIV/AIDS area; 11) keeps host government public health contacts and non-governmental health program counterparts informed about new USAID and USG (PEPFAR) initiatives, policies and procedures; 12) provides input to organization of site visits, drafting of memos for high-level USG officials from Washington and for the Ambassador; 13) provides input to the KCO monthly newsletter, speeches, talking points, USG cables, briefing memoranda and success stories on health and health related issues; 14) provides oversight and monitoring USAID health budgets and USG PEPFAR budgets allocated to contractors and grantees; 15) maintains health-related subject files and records in accordance with USAID regulations; 16) other duties as assigned.

MINIMUM QUALIFICATIONS/SELECTION CRITERIA:

Education, skills and experience (70%): Doctoral level (DrPH, MD or PhD) degree or host country equivalent in medicine, public health, nursing, epidemiology, behavioral or social sciences field. Minimum five years of progressively responsible public health experience in developing, implementing and evaluating public health programs that involve coordination with an international agency or implementing partner. Minimum two years of experience managing resources and leading teams or directing groups. Comprehensive knowledge of health programs, policies, regulations, precedents, protocols in Kyrgyzstan. Detailed understanding of the PEPFAR. Thorough knowledge of current HIV/AIDS, TB and health systems reform issues. Detailed knowledge of the host government health care system and structures including familiarity with MOH policies, program priorities and regulations. Good working knowledge of team management techniques. Good administrative skills, including budgeting and fiscal management abilities. Computer proficiency (Microsoft Word, Excel, PowerPoint, and Outlook).
Teamwork/Interpersonal and Communication Skills (20%): Strong leadership and interpersonal skills to work with all levels of staff in a team setting. Ability to maintain effective working relationships with national and international health partners. A high level of oral and written communications skills.
Language skills (10%): Level IV (fluency - speaking/reading/writing) in English and Russian. Proficiency in Kyrgyz.
