1. СТИПЕНДИЯ ИМЕНИ ДЖОНА СМИТА 2011
Мемориальный фонд Джона Смита и British Council при поддержке Министерства юстиции Великобритании приглашают молодых лидеров Кыргызстана принять участие в стипендиальной программе имени Джона Смита.
«Идеальный» кандидат должен быть в возрасте от 25 до 40 лет, владеть устным и письменным английским языком, работать в политических структурах, местной администрации, СМИ или в области искусства и гражданско-правового общества, обладать послужным списком, подтверждающим заинтересованность в эффективном госуправлении и проведении демократических реформ.
Программа рассчитана на 4 недели пребывания в Великобритании (с 10 июня по 8 июля 2011г.) и включает в себя семинары, стажировку и рабочие визиты.

1. Country Program Director, Kyrgyz Republic - Counterpart Humanitarian Assistance Programs (CHAP) - Bishkek, Kyrgyz Republic ( BKR-CHAPCHAP-CPDKR)
The Country Program Director is a full-time national staff position based in Counterpart International’s office in Bishkek, Kyrgyzstan He/she represents Counterpart International in the Kyrgyz Republic.
Responsibilities:
Duties and Responsibilities:
· Function as Counterpart International’s Country Representative in the Kyrgyz Republic;
· In coordination with Counterpart International Headquarters leadership, represent Counterpart interests to all local parties;
· Supervise and bear personal responsibility for CHAP’s country program budget and all financial issues;
· Manage all aspects of CHAP programming ensuring timely and successful program implementation and compliance with sponsoring agency’s (U.S. Department of State) program and budget requirements, and Counterpart’s mission, policies, and procedures;
· Supervise day-to-day activities of CHAP country office and personnel;
· Maintain excellent relations with the host country government agencies, U.S. Embassy, USAID mission, and other donor and partner organizations in the country;
· Coordinate and complement program implementation with other U.S. government funded relevant programs and projects as appropriate;
· Manage distribution and monitoring of commodities donated by private donors and the U.S. Government to qualified recipients;
· Ensure complete transparency and accountability in dealing with humanitarian assistance commodities, and promote the same in the performance of CHAP beneficiary organizations;
· Supervise the proper maintenance of the CHAP MS Access Database (CHAPBASE) and ensure that accurate and up-to-date records, data, and information are kept in physical files and CHAPBASE;
· Coordinate conceptualization and drafting of project proposals. Provide input for Counterpart proposals and budgets;
· Report directly to the NIS Field Operations Director.
Requirements:
Required Qualification and Experience:
· Master’s or equivalent degree in the areas of International Relations, International Development, Political Science and/or Business
· Program management experience mandatory
· Personnel management experience mandatory
· Excellent communication skills
· Exceptional interpersonal skills
· Familiarity with the U.S. State Department grants and programs a plus
· Working knowledge of logistics and transportation systems.
· Ability to craft innovative program ideas for new program development
· Written and spoken proficiency in English, Russian, and Kyrgyz
· Computer literacy, including knowledge of and experience with word processors (MS Word), spreadsheets (Excel), databases (MS Access), and electronic mail
· Willingness to work long hours/week-ends unexpectedly in order to respond to disasters, receive and distribute humanitarian supplies and to meet program goals and objectives
· Willingness and ability to work in a smoke-free environment
Working Conditions:
Position based in Bishkek, Kyrgyz Republic. Five eight-hour day work week.
