      Program Overview

      Project Smile, a program of the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State and implemented by IREX, provides grants to alumni of selected ECA-sponsored programs to implement community service activities that will benefit an underprivileged group in their local community such as children at an orphanage, the disabled or the elderly.

      Program Timeline

      Application Deadline: June 17, 2009
      Grant Award Recipients Announced: June 29, 2009
      Grant Period: Ten weeks (June 29, 2009 – September 4, 2009)
      Final Report Due: September 30, 2009

      Technical Eligibility Requirements

      Candidates will be considered without respect to race, color, religion, national origin, or gender. Persons with disabilities are strongly encouraged to apply. Project Smile is a merit-based competition open to:

      Alumni of the:
      • Edmund S. Muskie Graduate Fellowship Program (Muskie); or
      • Eurasian Undergraduate Exchange Program (UGRAD) (formerly known as the FREEDOM Support Act Undergraduate Program);
      • Alumni in good standing;
      • Citizens of Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, or Ukraine who are currently residing in one of these countries at the time of application;
      • Individuals who have successfully fulfilled all requirements of previously awarded alumni grants; and
      • Individuals who submit a complete application
      Individuals in the following circumstances are NOT eligible for Project Smile:
      • Individuals currently residing or working outside of one of the Eurasian countries listed above;
      • Local employees of the U.S. missions abroad who work for the U.S. Department of State are ineligible for grants during the period of their employment and for one year following the termination of employment;
      • Immediate families (i.e. spouses and dependent children) of U.S. Department of State employees for a period of one year following the termination of such employment. This provision does not disqualify self-supporting members of families who live apart from their parents;
      • Persons arrested for, charged with, or convicted of a crime (excluding minor traffic violations);
      • Current IREX employees and consultants and their immediate family members (spouses, parents, children, and siblings); or
      • IREX reserves the right to verify all of the information included in the application. In the event that there is a discrepancy, or information is found to be false, the application will immediately be declared invalid and the applicant ineligible. Incomplete applications will not be considered.
      Financial Provisions of the Grant

      Maximum Grant Award: $250
      Minimum Grant Award: $100

      Disbursement of Funds

      Some Project Smile grantees will receive their grant funds as a wire to their personal bank accounts. Consequently, these grantees will be asked to supply bank information in their Terms & Conditions document. For any non-U.S. based account, grantees must provide corresponding bank information (the bank holding your account can provide you with this information.)

      Allowable Costs
      • Project Smile funds may be used to purchase materials for the activity or to implement the activity, including:
      • Trash bags for a park clean-up
      • Transportation to a hospital, orphanage, or historical location
      • Ads to recruit volunteers
      • Materials to create costumes for a performance
      • Art supplies
      • Food or snacks for participants and volunteers, etc.
      Unallowable Costs

      Project Smile funds may not be used for the following:
      • To purchase computer hardware or office equipment (i.e. printers, photocopiers, fax machines, webcams, software, etc.)
      • To purchase construction and/or building materials (i.e. lumber, hardware, flooring, siding, lighting, plumbing fixtures, etc.)
      • To purchase furniture
      • To create organizational or personal web sites
      • To purchase alcohol
      • To give gifts or donations
      • To provide honorarium or salaries to ECA alumni, including the grant recipient
      General Application Instructions
      • Applications can be downloaded from http://www.irex.kg/en/alumni/grant.html
      • Please answer all questions in English;
      • Please provide English translations for all documents in local language (reference letters, cost-share letters, etc);
      • Please complete your project budget in U.S. dollars and your local currency;
      • Include your full, legal name as it is spelled in your international passport. Do not translate name spellings (for example, write Mariya and not Mary);
      • Provide complete contact information, including postal index codes for all address and country and city codes for telephone and fax numbers. Do not translate street or city names into English (for example, write Prospekt Mira not Peace Avenue);
      • Do not leave any space blank. If a question does not apply to you, write N/A (not applicable); and
      • All forms and supporting materials should be typewritten (if possible) and submitted with the complete application
      Submission Guidelines
      • Applications must be received no later than 17:00 on the date the applications are due;
      • Applications may be emailed to smile@irex.org. When emailing applications, please send all attachments in one email message and include your last name in the subject line of the email.
      • Submit one hard copy of the application to the IREX representative office in your home country. Please be sure to keep a copy of your completed application.
      • Only one application per deadline for any individual alumnus/alumna will be considered.
      State Alumni

      All ECA alumni are encouraged to register and use the State Alumni Web site, at https://alumni.state.gov. State Alumni is a Web-based interactive directory for alumni of Department of State exchange programs. It extends the exchange experience for alumni after they return home from the U.S. This site also allows alumni to stay in contact with one another-and with the Bureau of Educational and Cultural Affairs-through networking and the sharing of useful information about professional opportunities. State Alumni may help Project Smile applicants when formulating a project idea or disseminating information about your project to other alumni. ECA alumni are strongly encouraged to register.

      3. THE 2010-2011 FULBRIGHT FOREIGN STUDENT PROGRAM IN CENTRAL ASIA

      The State Department of the United States of America and the U.S. Embassy are pleased to announce the new Fulbright Foreign Student Program in Central Asia for two-year master’s degrees beginning in academic year 2010 -2011.

      The Fulbright Foreign Student Program enables graduate students, young professionals, and artists from abroad to study in the United States for one year or longer. The Fulbright Foreign Student Program encourages applications in the humanities, hard sciences such as engineering, and social sciences. The following 6 fields are not eligible for interested students to apply for a Fulbright award: Medicine, business administration, economics, law, public administration, and public policy.

      Participants will be recruited through a merit-based, open competition and chosen based upon their leadership potential, academic excellence, maturity, ability to adjust successfully to life in the U.S., strong interest in engaging Americans, and potential to promote mutual understanding between the United States and Central Asia.

      Program Requirements:
      • Applicants must be citizens or nationals of Kyrgyzstan or permanent residents qualified to hold a valid passport issued by the nominating country.
      • Applicants must have completed their undergraduate education and hold a degree equivalent to a U.S. Bachelor's degree by the start of the grant period.
      • Applicants holding a Master degree from U.S. university are not eligible to apply for this program.
      • Applicants should have a sufficient level of English to enable them to successfully complete full-time graduate study in the U.S. with a recent paper-based TOEFL score of 550 or higher or equivalent test (i.e. internet-based TOEFL (IBT) or computer-based TOEFL (CBT)).
      • Strong preference will be given to applicants who have not had extensive recent experience in the U.S.
      • An applicant who is currently in the U.S. is ineligible for a grant.
      • An applicant’s financial need or status should not be a factor in the selection process.
      Important: All grantees are expected to return to their home countries for at least two years at the conclusion of their grant in compliance with the J-visa requirements and to promote mutual understanding.
      Program Provisions: All grantees receive tuition, a monthly stipend for up to 24 months, supplemental health and accident benefits, a book and equipment allowance, travel support, and the opportunity to attend Fulbright enrichment activities.

      4. ДВЕНАДЦАТАЯ МЕЖДУНАРОДНАЯ ЛЕТНЯЯ ШКОЛА ЖУРНАЛИСТИКИ В СПбГУ ПО ТЕМЕ: «СМИ В УСЛОВИЯХ КРИЗИСА: проблемы И РЕШЕНИЯ» (Санкт-Петербург, 25 июня - 1 июля 2009 г.)

      Двенадцатая Международная Летняя школа журналистики будет работать с 25 июня по 1 июля 2009 года на факультете журналистики Санкт-Петербургского государственного университета. Для участия в Летней школе приглашаются руководители и сотрудники средств массовой информации, коммуникационных, PR и рекламных агентств, исследователи, преподаватели, аспиранты и студенты старших курсов, изучающие журналистику и массовую коммуникацию.

      Лекции, семинары, тренинги и круглые столы будут проводить ведущие преподаватели СПбГУ и профессионалы СМИ и PR. Слушатели посетят редакции средств массовой информации, а также PR и рекламные агентства, пресс-службы Санкт-Петербурга. 1 июля 2009 года запланировано проведение круглого стола по теме: "Деятельность СМИ в условиях кризиса: российский и международный опыт".

      Для участников будет организована традиционно интересная культурная программа в период «Белых ночей». Занятия в Летней школе будут проводиться ежедневно (кроме воскресенья) в дневное время. Рабочий язык: русский.

      Стоимость участия для россиян и граждан Содружества Независимых Государств – 47 000 рублей РФ (в стоимость не включена визовая поддержка тех зарубежных участников, кому необходима российская виза). Возможна скидка в 7 процентов для организованных групп от 5 человек включительно, а также скидка в 7 процентов для студентов.

      5. CALL FOR SUCCESS STORIES ON FUNDRAISING FROM ALUMNI – TILL JUNE 5, 2009

      SMILE Project "Cinderella Dresses, Dances and Fundraising" financed from US State Department Smile grant (Grant Program administered by IREX) calls for 1-page Success Stories on Fundraising in Kyrgyzstan in Russian from US State Department Education Program Alumni and other Fundraisers.

      SMILE Project ‘Cinderella Dresses, Dances and Fundraising’ will conduct a Fundraising Training for Youth and Teachers of the Orphanage House in Bishkek on June 7, 2009.

      We will include several success stories on fundraising from Kyrgyzstani alumni and fundraisers into a small booklet we prepare for the training. Let the Orphanage children and teachers learn from your great experience on How they can fundraise for themselves and their Orphanage house!

      We also invite you to be speakers during 1 hour at the Success Stories Session of the Fundraising training on Sunday, June 7, 2009 from 15:00-16:00 p.m.

      To participate or submit your success story with shared experience, please email us a 1-page summary, including answers to the following questions:
      1. In 1 paragraph please briefly describe the project for which you fundraised successfully, including its title, purpose, area of implementation, location and year of implementation.
      2. In 1 paragraph please describe the project tasks and activities. Why you decided to fundraise and what you planned fundraising money to be spent for.
      3. In 2-3 paragraph please describe what you did for fundraising and how you did it (please include description of main actions, number of fundraising team members, timing, and amount you fundraised as well as its share to overall budget planned for the project).

      8. Аналитический Обзор рынка заработных плат и компенсаций по г. Бишкек и регионам Кыргызстана за I полугодие 2009 года от компании Эл Груп Консалтинг

      Уважаемые коллеги!

      Член Ассоциации Консультационных Компаний - Эл Груп Консалтинг рада сообщить о проведенном Исследовании Рынка Заработных Плат и ее Составляющих по г. Бишкек и регионам Кыргызской Республики за первое полугодие 2009 года. Посредством данной статьи мы хотели бы ознакомить Вас с основными результатами, которые отражают текущую ситуацию на рынке труда нашей республики.

      Хотелось бы отметить, что в Исследовании приняли участие 21 успешная бизнес компания с общей численностью персонала около 4 тысячи человек. Компании представляют 4 сегмента: пищевая промышленность, финансовый сектор, оптово-розничная торговля, а так же гостиничный и ресторанный бизнес. Впервые в истории подобных исследований были охвачены регионы Кыргызстана, а именно Ошская, Иссык-Кульская области и город Ош.

      В Аналитическом Обзоре по Исследованию содержится информация о заработных платах более чем по 150 должностям, которые сгруппированы в 16 службах. К примеру, согласно данным полученным в ходе исследования, специалисты службы маркетинга в очередной раз подтверждают статус одних из наиболее высокооплачиваемых специалистов в компаниях Кыргызстана. В среднем специалист по маркетингу получает 25 556 сомов, а специалист по связям с общественностью около 24 732 сом. Переменная часть в данном случае составляет около 10-15% от заработной платы специалистов.       Задачей данного Исследования было изучить не только уровень заработных плат, но и планы компаний по изменению численности персонала, политике выплат и пересмотра заработных плат, а так же условия труда, которые компании предоставляют своим сотрудникам. Резюмируя полученные в ходе Исследования данные по предоставляемым компаниями-участниками условиям труда, хотелось бы отдельно отметить финансовый сектор. Представители финансового сектора предлагают условия наиболее близкие к требованиям ТК Кыргызстана, в остальных сегментах, компании-участники предоставляют своим сотрудникам условия, отличные от предусмотренных законодательством. Тем не менее, прослеживается тенденция к постепенному переходу компаний к цивилизованным формам взаимодействия с персоналом, и как следствие улучшение условий труда.       TITLE: Program Director, Youth Conflict Prevention Program

      ABOUT IREX

      IREX is an international nonprofit organization providing leadership and innovative programs to improve the quality of education, strengthen independent media, and foster pluralistic civil society development.

      Founded in 1968, IREX has an annual portfolio of $50 million and a staff of over 400 professionals worldwide. IREX and its partner IREX Europe deliver cross-cutting programs and consulting expertise in more than 100 countries.

      SUMMARY OF POSITION

      IREX seeks a Program Director to launch and direct a possible conflict prevention program among youth in Kyrgyzstan. The Project Director will have overall responsibility for meeting program objectives, managing staff, coordinating with partner organizations, and financial oversight. This position will be based full-time in Kyrgyzstan. The position is contingent on funding.

      RESPONSIBILITIES AND DUTIES
      • Provide vision and strategic direction for the program
      • Develop and maintain effective partnerships with local civil society organizations
      • Serve as primary liaison with donor(s)
      • Oversee recruitment of young participants and adult trainers, organize youth events
      • Manage and mentor project staff
      • Coordinate with home office
      • Oversee project budgeting and ensure budget discipline
      • Oversee monitoring, evaluation and reporting on program activities

      QUALIFICATIONS
      • Five or more years of experience working on conflict mitigation and/or youth programming required

      The 2009 ECA Alumni Small Grants Program (ASGP) is designed to support the professional development of U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA) alumni and promote community development in alumni"s countries. Alumni may apply for a grant of up to $5,000 to conduct a community development or professional development project. (Small-scale projects should not exceed - $1,000. Large-scale projects can be up to $5,000) The project time period is 12 months.

      1. Grant recipient must indicate:

      a) Names the initiative group/NGO
      b) Contact address, phone/fax number and e-mail address
      c) Name and home address of Project Manager:
      d) Bank Account Information ($/soms)

      2. Background on the initiative group/NGO:
      No more than 3 paragraphs
      a) Primary goals

      APPLICATION FORM GUIDELINES

      PROPOSAL FORMAT:
      • First draft proposal can be submitted in Russian, but the final version should be written in English.
      • Proposal should not exceed 5 typed pages in font 12.
      • Applicants should attach copies of resumes for the key personnel.
      • Proposals should list any previous grants received in a form of attachment (date, amount, purpose) as well as any other funding sources.
      • A copy of the registration papers of the organization should be attached.
      • If you are not an NGO, please attach a letter from an organization supporting your efforts.
      NARRATIVE PART:

      Key questions to address in your proposal are:
      • WHO (name of NGO, list of the names of the initiative group and its partners if appropriate),
      • WHAT (planned activities),
      • WHEN (program dates),
      • WHY (the issue, target group and region(s)),
      • HOW (what resources are available and which are requested),
      • FOR WHOM (target audience),
      • AT WHAT COST (budget and name of organization to which you submitted this grant (co-sponsoring is strongly encouraged)),
      • WHAT ARE THE RESULTS (planned successful results and sustainability).
      This includes:
      • Justification should explain why you decided to apply to the U.S. Government for funding of this particular project; why a proposed project is important, who will be affected by this project, what difference it makes for the Kyrgyz Republic. Also, please explain what criteria you will use to measure the success or future of your project. (May also attach letters of endorsement attesting to the seriousness of the proposal.)
      • Sustainability - if the project is intended to continue after the funding ends, the proposal must explain how the organization will fund the activity in the future.
      • Proposals for publication of materials should describe the intended audience, content, and how materials will be distributed, and will normally be considered only if the language of the material is Russian, Kyrgyz or English. If U.S. Government funds are used to fund publication, the grant must include language granting copyright to the U.S. Government, or recognizing that the U.S. Government will have unlimited rights to reprint or distribute the material if it chooses.
      PROJECT TIME-FRAME:

      Project dates cannot exceed one year.

      Program Overview

      Project Smile, a program of the Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State and implemented by IREX, provides grants to alumni of selected ECA-sponsored programs to implement community service activities that will benefit an underprivileged group in their local community such as children at an orphanage, the disabled or the elderly.

      Program Timeline

      Application Deadline: June 17, 2009
      Grant Award Recipients Announced: June 29, 2009
      Grant Period: Ten weeks (June 29, 2009 – September 4, 2009)
      Final Report Due: September 30, 2009

      Technical Eligibility Requirements

      Candidates will be considered without respect to race, color, religion, national origin, or gender. Persons with disabilities are strongly encouraged to apply. Project Smile is a merit-based competition open to:

      Alumni of the:
      • Edmund S. Muskie Graduate Fellowship Program (Muskie); or
      • Eurasian Undergraduate Exchange Program (UGRAD) (formerly known as the FREEDOM Support Act Undergraduate Program);
      • Alumni in good standing;
      • Citizens of Armenia, Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, or Ukraine who are currently residing in one of these countries at the time of application;
      • Individuals who have successfully fulfilled all requirements of previously awarded alumni grants; and
      • Individuals who submit a complete application
      Individuals in the following circumstances are NOT eligible for Project Smile:
      • Individuals currently residing or working outside of one of the Eurasian countries listed above;
      • Local employees of the U.S. missions abroad who work for the U.S. Department of State are ineligible for grants during the period of their employment and for one year following the termination of employment;
      • Immediate families (i.e. spouses and dependent children) of U.S. Department of State employees for a period of one year following the termination of such employment. This provision does not disqualify self-supporting members of families who live apart from their parents;
      • Persons arrested for, charged with, or convicted of a crime (excluding minor traffic violations);
      • Current IREX employees and consultants and their immediate family members (spouses, parents, children, and siblings); or
      • IREX reserves the right to verify all of the information included in the application. In the event that there is a discrepancy, or information is found to be false, the application will immediately be declared invalid and the applicant ineligible. Incomplete applications will not be considered.
      Financial Provisions of the Grant

      Maximum Grant Award: $250
      Minimum Grant Award: $100

      Disbursement of Funds

      Some Project Smile grantees will receive their grant funds as a wire to their personal bank accounts. Consequently, these grantees will be asked to supply bank information in their Terms & Conditions document. For any non-U.S. based account, grantees must provide corresponding bank information (the bank holding your account can provide you with this information.)

      Allowable Costs
      • Project Smile funds may be used to purchase materials for the activity or to implement the activity, including:
      • Trash bags for a park clean-up
      • Transportation to a hospital, orphanage, or historical location
      • Ads to recruit volunteers
      • Materials to create costumes for a performance
      • Art supplies
      • Food or snacks for participants and volunteers, etc.
      Unallowable Costs

      Project Smile funds may not be used for the following:
      • To purchase computer hardware or office equipment (i.e. printers, photocopiers, fax machines, webcams, software, etc.)
      • To purchase construction and/or building materials (i.e. lumber, hardware, flooring, siding, lighting, plumbing fixtures, etc.)
      • To purchase furniture
      • To create organizational or personal web sites
      • To purchase alcohol
      • To give gifts or donations
      • To provide honorarium or salaries to ECA alumni, including the grant recipient
      General Application Instructions

      • Please provide English translations for all documents in local language (reference letters, cost-share letters, etc);
      • Please complete your project budget in U.S. dollars and your local currency;
      • Include your full, legal name as it is spelled in your international passport. Do not translate name spellings (for example, write Mariya and not Mary);
      • Provide complete contact information, including postal index codes for all address and country and city codes for telephone and fax numbers. Do not translate street or city names into English (for example, write Prospekt Mira not Peace Avenue);
      • Do not leave any space blank. If a question does not apply to you, write N/A (not applicable); and
      • All forms and supporting materials should be typewritten (if possible) and submitted with the complete application
      Submission Guidelines

      • Applications must be received no later than 17:00 on the date the applications are due;
      • Applications may be emailed to smile@irex.org. When emailing applications, please send all attachments in one email message and include your last name in the subject line of the email.
      • Submit one hard copy of the application to the IREX representative office in your home country. Please be sure to keep a copy of your completed application.
      • Only one application per deadline for any individual alumnus/alumna will be considered.

      State Alumni

      All ECA alumni are encouraged to register and use the State Alumni Web site, at https://alumni.state.gov. State Alumni is a Web-based interactive directory for alumni of Department of State exchange programs. It extends the exchange experience for alumni after they return home from the U.S. This site also allows alumni to stay in contact with one another-and with the Bureau of Educational and Cultural Affairs-through networking and the sharing of useful information about professional opportunities. State Alumni may help Project Smile applicants when formulating a project idea or disseminating information about your project to other alumni. ECA alumni are strongly encouraged to register.

      4. THE 2010-2011 FULBRIGHT FOREIGN STUDENT PROGRAM IN CENTRAL ASIA

      The State Department of the United States of America and the U.S. Embassy are pleased to announce the new Fulbright Foreign Student Program in Central Asia for two-year master’s degrees beginning in academic year 2010 -2011.

      The Fulbright Foreign Student Program enables graduate students, young professionals, and artists from abroad to study in the United States for one year or longer. The Fulbright Foreign Student Program encourages applications in the humanities, hard sciences such as engineering, and social sciences. The following 6 fields are not eligible for interested students to apply for a Fulbright award: Medicine, business administration, economics, law, public administration, and public policy.

      Participants will be recruited through a merit-based, open competition and chosen based upon their leadership potential, academic excellence, maturity, ability to adjust successfully to life in the U.S., strong interest in engaging Americans, and potential to promote mutual understanding between the United States and Central Asia.

      Program Requirements:

      • Applicants must be citizens or nationals of Kyrgyzstan or permanent residents qualified to hold a valid passport issued by the nominating country.
      • Applicants must have completed their undergraduate education and hold a degree equivalent to a U.S. Bachelor's degree by the start of the grant period.
      • Applicants holding a Master degree from U.S. university are not eligible to apply for this program.
      • Applicants should have a sufficient level of English to enable them to successfully complete full-time graduate study in the U.S. with a recent paper-based TOEFL score of 550 or higher or equivalent test (i.e. internet-based TOEFL (IBT) or computer-based TOEFL (CBT)).
      • Strong preference will be given to applicants who have not had extensive recent experience in the U.S.
      • An applicant who is currently in the U.S. is ineligible for a grant.
      • An applicant’s financial need or status should not be a factor in the selection process.
      Important: All grantees are expected to return to their home countries for at least two years at the conclusion of their grant in compliance with the J-visa requirements and to promote mutual understanding.
      Program Provisions: All grantees receive tuition, a monthly stipend for up to 24 months, supplemental health and accident benefits, a book and equipment allowance, travel support, and the opportunity to attend Fulbright enrichment activities.

      The 2009 ECA Alumni Small Grants Program (ASGP) is designed to support the professional development of U.S. Department of State, Bureau of Educational and Cultural Affairs (ECA) alumni and promote community development in alumni"s countries. Alumni may apply for a grant of up to $5,000 to conduct a community development or professional development project. (Small-scale projects should not exceed - $1,000. Large-scale projects can be up to $5,000) The project time period is 12 months.

      1. Grant recipient must indicate:
      a) Names the initiative group/NGO

      APPLICATION FORM GUIDELINES

      PROPOSAL FORMAT:
      • First draft proposal can be submitted in Russian, but the final version should be written in English.
      • Proposal should not exceed 5 typed pages in font 12.
      • Applicants should attach copies of resumes for the key personnel.
      • Proposals should list any previous grants received in a form of attachment (date, amount, purpose) as well as any other funding sources.
      • A copy of the registration papers of the organization should be attached.
      • If you are not an NGO, please attach a letter from an organization supporting your efforts.
      NARRATIVE PART:

      Key questions to address in your proposal are:
      • WHO (name of NGO, list of the names of the initiative group and its partners if appropriate),
      • WHAT (planned activities),
      • WHEN (program dates),
      • WHY (the issue, target group and region(s)),
      • HOW (what resources are available and which are requested),
      • FOR WHOM (target audience),
      • AT WHAT COST (budget and name of organization to which you submitted this grant (co-sponsoring is strongly encouraged)),
      • WHAT ARE THE RESULTS (planned successful results and sustainability).
      This includes:
      • Justification should explain why you decided to apply to the U.S. Government for funding of this particular project; why a proposed project is important, who will be affected by this project, what difference it makes for the Kyrgyz Republic. Also, please explain what criteria you will use to measure the success or future of your project. (May also attach letters of endorsement attesting to the seriousness of the proposal.)
      • Sustainability - if the project is intended to continue after the funding ends, the proposal must explain how the organization will fund the activity in the future.
      • Proposals for publication of materials should describe the intended audience, content, and how materials will be distributed, and will normally be considered only if the language of the material is Russian, Kyrgyz or English. If U.S. Government funds are used to fund publication, the grant must include language granting copyright to the U.S. Government, or recognizing that the U.S. Government will have unlimited rights to reprint or distribute the material if it chooses.

      IREX seeks a Program Director to launch and direct a possible conflict prevention program among youth in Kyrgyzstan.
