student/researcher higher than MA /its equivalent level (typically of
pre-doctoral or dissertation level). Postdoctoral researchers may apply but

Scholarship Description: Japanese Association of
University Women (JAUW) is now calling for Applications for its 2014
International Fellowships. This program is to offer core funding to financially
help you come and stay in Japan
when you have found that it is preferable or very important for you to stay in Japan to
further pursue your ongoing study/research.
Number of award(s): Two fellowships will be
offered.
Duration of award(s): This grant is for 5 to 6
months between September 2014 and March 2015, depending on your proposal.
What does it cover?
·
Up to two
fellowships will be awarded under this Program.
·
The amount
of grant will range from ¥700,000 to ¥1,000,000 per grantee. The duration of
your stay in Japan
and various other factors will be taken into consideration in deciding the
total amount of grant.
·
This grant
is for 5 to 6 months between September 2014 and March 2015, depending on your
proposal.
·
One third
of the total amount will be paid at the time of your arrival in Japan . The rest
will normally be paid within 40 days after the initial payment. However, the
latter amount (i.e. two thirds of the total) may be payable in two or three installments,
depending on the circumstances surrounding the grantee in Japan.
Notification:
The winners of this fellowship will be notified
by e-mail in early June, 2014. At the end of June, their names will be made
public on the JAUW web-site.

Европейская Школа в

Европейская Школа в
Центральной Азии (ESCA)открылась в 2011 г. и предоставляет образование
европейского стандарта в Бишкеке. В ESCA обучаются около 100 детей с 2 до 14
лет. Управляющий Директор и Директор по Внешним Связям (Председатель Правления)
является одним из трех членов Правления, подотчетного Наблюдательному Совету.
Роль Директора и Председателя Правления включает поддержку развития организации,
основанной для улучшения образования сегодняшних и завтрашних молодых учащихся
из Кыргызстана и других стран. На данный момент в ESCA представлены 33

Обязанности:

Управление

обучение пользователей СЭД и дает разъяснения по использованию СЭД;
·
выполняет
работу, связанную с обеспечением комплексной защиты информации;

анализирует,
выявляет и устраняет (в пределах полномочий) причины аварийных ситуаций в
работе программно-технических средств и локальной сети суда;

осуществляет
защиту информации и локальной сети от несанкционированного доступа;
·
планирует
приобретение программного обеспечения, технических средств, комплектующих,

Gender equality is central to FAO’s mandate for
achieving food security for all by raising levels of nutrition, improving
agricultural productivity and natural resource management and, improving the
lives of rural population. Working
towards gender equality will increase the impact of FAO interventions, while at
the same time contribute to the achievement of the broader UN goal of human
rights and social justice. FAO can only achieve its goals if it works simultaneously
towards gender equality and supports women’s diverse roles in agriculture and
rural development. In this context, the FAO Subregional Office for Central Asia
(SEC) is looking at establishing a roster of experts on gender mainstreaming in
Central Asia .
Under the overall supervision of the Subregional
Coordinator and the direct supervision of the Gender Focal Point, in close
collaboration with other members of the Multidisciplinary Team and the Gender
Team at the Regional Office for Europe and Central Asia, along with the
guidance of FAO country offices and in consultation with Ministries of
Agriculture and other Government Ministries and Agencies responsible for gender
issues in the sub region, the experts will be requested to support FAO
normative and field activities on gender mainstreaming in Central Asia at both
regional and country levels. More specifically, the experts will support
activities such as

out a gender audit of the FAO Sub-Regional office for Central
Asia

To carry
out a gender analysis for all strategic objectives, integrate gender issues and
measure gender implementation progress

To
understand the gender dimension of relevant sectors (e.g. fisheries and
aquaculture) in Central Asia

To carry
out a country gender assessment of the national agriculture and rural
development sector and integrate gender issues in country programming
frameworks

To conduct
a gender equality stock-taking exercise

strengthen capacities of Member Countries to collect, analyze, report and use

In all assignments, UN Volunteers promote
volunteerism through their action and conduct. Engaging in volunteer activity
can effectively4 and positively enrich their understanding of local and social
realities- as well as create a bridge between themselves and the people in
their host community. This will make, the time they spend as UN Volunteers even
more rewarding and productive.

7. Brief Project Description: The overall objective of the Project is to
strengthen the promotion and protection of human rights in Central
Asia that Is, to contribute towards stabilization and conflict
prevention. The Project's Workplan relates primarily to Kyrgyzstan with some activities planned in Kazakhstan and Tajikistan . Specific
Project
objectives:
·
Support Kyrgyzstan
with implementation of recommendations relating to rule of law and stability
from reports of Kyrgyzstan Inquiry Commission (KIC), UN High Commissioner for
Human Rights (HC) and Universal Periodic Review (UPR) in conjunction with those
of Treaty Bodies (ТВ) and Special Procedure (SP) Mandate Holders.
·
Promote
the stability benefits of effective mechanisms for redress and respect for the
rule of law.
·
Prevent
the escalation of ethnic tensions and human rights violations through
monitoring, advocacy, research, analysis, policy review and advancing the
rights of minorities in Central Asia .
·
Support
national authorities to address and alleviate inter-ethnic tensions and those
caused by housing, land and property (HLP) issues, building up mid- and
long-term national capacity in this regard.
8. Host Agency/Host Institute: Regional Office of the Office of the UN High
Commissioner for Human Rights (OHCHR) for Central Asia
9. Organizational Context:
The United Nations Office of the High
Commissioner for Human Rights (OHCHR) works worldwide to promote and protect
human rights. Globally, OHCHR has identified country engagement as one of its
major priorities and specifically Central Asia
as an area for increased attention.
OHCHR has an office in Bishkek and expects to
finalize in the near future a Memorandum of Understanding with the Government
of the Kyrgyz Republic
to establish a Regional Office for Central Asia .
The Regional Office will carry out promotion and protection activities in
cooperation with governments, intergovernmental and non-governmental
organizations, as well as relevant United Nations partners in the region.
The OHCHR office in Bishkek has already begun
work on issues related to civil, political, economic, social and cultural
rights, it provides resources and expertise on human rights practice worldwide
and on implementing a United Nations Volunteers. UN Volunteers m administered
by the United Nations Development Programme (UNDP) inspiration in action human
rights based approach to development work. Once the Regional Office is
established, it will expand this work and will:

Serve a
representational function (represent OHCHR in the region, at meetings, events
and for public statements);
·
Promote
the accession to the international human rights mechanisms as well as encourage
regular reporting stipulated in them;
·
Provide
technical expertise to governments and others to improve rights protection;
·
Support
national human rights institutions and relevant civil society organizations,
including human rights defenders;
·
Work with
national UN Country Teams to mainstream human rights in their programmes;
·
Undertake
standard protection activities, including through the provision of assistance
to access international human rights mechanisms, monitoring, analysis and
advocacy work.

11. Description of tasks:
Under the direct supervision of OHCHR Regional
Representative the UN Volunteer will undertake the following tasks:

Conduct
substantive research and analysis of human rights issues/events and address
their impact on the human rights situation in the region;
·
Compile
selected cases of human rights violations through interviewing victims and
witnesses, conducting fact-finding missions, trial monitoring and gathering
relevant documentation and information from various resources;
·
conducting
trial monitoring;
·
Contribute
to consolidate information and analyze relevant aspects of cases in order to
identify trends, possible pattern of human rights violations and systematic
practice in the region;
·
Assist in
planning, designing and implementing capacity-building projects and activities
in the region;
·
Contribute
to a variety of reports, briefings and statements on human rights
violations/situations in the region;
·
Assist
national and international partners in rights protection activities;
·
Perform
other duties as required.
·
Furthermore,
UN Volunteers are encouraged to:
·
Strengthen
their knowledge and understanding of the concept of volunteerism by reading
relevant UNV and external publications and take active part in UNV activities
{for instance in events that mark IVD);
·
Be
acquainted with and build on traditional and/or local forms of volunteerism in
the host country;
·
Reflect on
the type and quality of voluntary action that they are undertaking, including
participation in ongoing reflection activities;
·
Contribute
articles/write-ups on field experiences and submit them for UNV
publications/websites, newsletters, press releases, etc.;
·
Assist
with the UNV Buddy Programme for newly-arrived UN Volunteers;
·
Promote or
advise local groups in the use of online volunteering, or encourage relevant
local individuals and organizations to use the UNV Online Volunteering service
whenever technically possible.
12. Results/Expected Output:

The human
rights values and principles in the region promoted;
·
The rights
of victims of human rights violations protected;
·
The human
rights practice in the region improved;
·
Documented
research and analysis papers on human rights issues/events and how human rights
·
Compilation
of cases of human rights violations through interviews, fact-finding missions,
trial monitoring and gathering relevant documentation and information from
various sources.
·
Documentation
of conducted trial monitoring.
·
Documented
contributions to analysis of relevant aspects of cases looking through patterns
of human rights' violations and systemic practices in the region.
·
Documentation
on assistance to planning, designing and implementing capacity-building
projects and activities in the region as well as to variety of reports,
briefings and statements on human rights violations/situations in the region.
·
The
capacity-building projects and human rights activities in the region
implemented;
·
A final
statement of achievements towards volunteer ism for development during the
assignment, such as reporting on the number of volunteers mobilized, activities
participated in and capacities developed.
13. Qualifications/Requirements:
·
University
degree in law;
·
A minimum
of 3 years of work experience as a legal officer, jurist or lawyer;
·
Knowledge
of the national legislation of the Kyrgyz
Republic ;
·
Experience
in using online databases on national legislation (e.g. Toktom or Adviser);
·
Computer
literacy (MS Office);
·
Fluent
Russian (excellent writing skills are especially important). Fluency in
English. Knowledge in Kyrgyz or Uzbek, Tajik (Farsi) would be an asset;
·
Proven
interpersonal skills and ability to work in a multi-cultural, multi-ethnic
environment with sensitivity and respect for diversity;
·
Ability to
manage competing deadlines and prioritize own workload.
Desirable:
·
Previous
experience in monitoring and documenting human rights violations;
·
Previous
participation in human rights trainings (national or international);
·
Knowledge
of the UN individual complaint mechanisms (through Optional Protocols or
Special Procedures).
13. Living Conditions:
·
Bishkek is
a capital of Kyrgyzstan .
It is currently under security phase II and the UN is well established in the country.
14. Conditions of Service
·
A 12-month
contract; monthly volunteer living allowance (VLA) intended to cover housing,
basic needs and utilities, equivalent to US$ 422.00; settling-in-grant (if
applicable); life, health, and permanent disability insurance; return airfares
(if applicable); resettlement allowance for satisfactory service
